Malta hosts fresh round of Ukraine-backed peace talks
A third round of Ukrainian-backed peace talks opened in Malta Saturday with representatives from more than 60 countries but without Moscow, which denounced it as a "blatantly anti-Russian event". Ukrainian President Volodymyr Zelensky addressed the first of two days of closed-door talks among national security and policy advisors, which he hopes will drum up support for his 10-point plan to end the war. In a statement on social media afterward, he said 66 countries had taken part in the talks, proof that his plan "has gradually become global". It follows similar meetings in Jeddah and Copenhagen this summer, with the Ukrainians hoping to eventually hold a summit at the level of heads of state. "The meeting confirmed the broad interest and increasing support for the key elements of Ukraine's Peace Formula," an EU official said Saturday. Against the backdrop of the Hamas-Israel war, it also showed "that restoration of just peace is important beyond Ukraine -- it is about a global plea for respect of international law". Russian foreign ministry spokeswoman Maria Zakharova however has dismissed the Malta talks as a "blatantly anti-Russian event". They had "nothing to do with the search for a peaceful resolution", she said on Thursday. "Obviously such gatherings have absolutely no perspective, they are simply counterproductive." China absent Participants in Malta included the United States, the EU, and Britain, staunch supporters of Kyiv following Russia's February 2022 invasion. Turkey, which has offered itself as a mediator between Ukraine and Russia, was also represented, according to a list seen by AFP before the talks opened. So too were South Africa, Brazil, and India -- all members of the influential BRICS bloc, which also includes Russia. South Africa and India have not condemned Russia's invasion, while Brazil has refused to join Western nations in sending arms to Ukraine or imposing sanctions on Moscow. China, which insists it is neutral and refuses to criticize the invasion, did not attend, despite being present in Jeddah in August, according to the EU official. Organizers were hoping for a joint statement from the Malta summit after both previous meetings ended without a final declaration. Andriy Yermak, the head of Ukraine's presidential office, said on Telegram that the discussions on Saturday were "lively" and focused on five key areas, notably the issue of Ukraine's territorial integrity. Zelensky's peace plan calls for Russia to withdraw all its troops from Ukraine's internationally recognized borders, including from the territory of Crimea, which it annexed in 2014. Russia, which claimed last year to have annexed the four Ukrainian regions of Lugansk, Donetsk, Kherson, and Zaporizhzhia, has rejected any settlement that would involve giving up land. The Malta talks are also looking at nuclear security, notably the need to ensure the safety of the Zaporizhzhia nuclear power plant, and how to protect Ukraine's energy infrastructure as winter approaches. The issue of food security was also on the agenda, as Russia blocks grain exports from Ukraine; and humanitarian issues, including the release of prisoners and the return of Ukrainian children to taken to Russia. "Russia will have to give in to the international community. It will have to accept our common conditions," Yermak said. Both Russia and Ukraine are preparing for a grueling winter ahead, with Ukraine warning of renewed strikes on its energy infrastructure and Russia pushing back against Kyiv's counteroffensive. Biden meets Chinese FM, urges cooperation on ‘global challenges’
US President Joe Biden met China's foreign minister for talks on Friday as the two countries seek to smooth ties ahead of a possible visit by Chinese leader Xi Jinping. Biden told top Chinese diplomat Wang Yi that Washington and Beijing must "manage competition in the relationship responsibly and maintain open lines of communication," the White House said. With the Israel-Hamas conflict raging in the Middle East, Biden also "underscored that the United States and China must work together to address global challenges," it added in a statement. Biden has invited Xi to San Francisco next month for the Asia-Pacific Economic Cooperation summit, but he has also stood firm on China in the run-up, keeping up a stream of sanctions and backing US allies in disputes with Beijing. Wang Yi has been on a two-day visit to Washington during which he also met US Secretary of State Anthony Blinken and Biden's National Security Advisor Jake Sullivan. The Chinese foreign minister had been expected to meet Biden too after Blinken met Chinese president Xi in Beijing in June, but it had not previously been confirmed. White House National Security Council spokesman John Kirby had said on Thursday that this week's talks were a "milestone in that effort to keep the lines of communication open with the PRC (People's Republic of China)." Sullivan was going to raise "areas of concern" including China's behavior in the South China Sea, where it has been forcefully asserting its maritime boundaries. Stabilize Wang said after meeting Blinken on Thursday that he wanted to "stabilize US-China relations" and "reduce misunderstanding" after years of tensions. Acknowledging that differences will still come up, Wang said China would respond "calmly, because we are of the view that what is right and what is wrong is not determined by who has the stronger arm or the louder voice." Biden and Xi have had no contact since a meeting in Bali in November 2022. Relations have been tense for years between world's top two economies as they vie for influence in the Asia-Pacific region and beyond, and as Beijing boosts cooperation with Russia in a bid to reduce US dominance. Tensions have been particularly high over Taiwan, the self-ruling democracy claimed by Beijing that over the past year has launched major military exercises in response to actions by US lawmakers. The United States and China have also traded barbs over the conflict in the Middle East, where Biden has been Israel's foremost ally. US officials have repeatedly spoken of creating "guardrails" with China to prevent worst-case scenarios and have sought, without success, to restore contact between the two militaries. Tech titan Amazon sees profit climb as cloud promises boon
Online retail colossus Amazon on Thursday said profit surged in the recently ended quarter on growing sales and more efficient deliveries, with its cloud business promising even better days ahead. The e-commerce colossus said it made a profit of $9.9 billion on sales that tallied $143.1 billion in the recently ended quarter, with more than half its operating income made from Amazon Web Services (AWS) cloud unit. Google parent Alphabet and computing colossus Microsoft this week reported rising quarterly profits, playing up demand for cloud computing enhanced with artificial intelligence. Investors, though, had hoped for better performance from Google Cloud causing the company's shares to slip. While Amazon Web Services (AWS) grew 12 percent when compared to the same quarter a year earlier, the unit's growth lagged that of rival cloud businesses operated by Microsoft and Google. "I remain very optimistic about AWS," Amazon chief executive Andy Jassy said on an earnings call. "There's a lot more there for us; then you look at the very substantial, gigantic new generative AI opportunity, which I believe will be tens of billions of dollars in revenue for AWS over the next several years." Amazon just weeks ago said it would invest up to $4 billion in AI firm Anthropic. The success of OpenAI's ChatGPT, a chatbot released last year that can generate poems, essays, and other works with just a short prompt, has led to billions being invested in the field. Anthropic agreed to use Amazon's chips to develop its next models and to use AWS for "mission-critical workloads." Amazon has already announced it aimed to soup up its Alexa voice assistant with generative AI, which the firm said would allow users to have smoother conversations. Retail rebound Amazon earnings "soared past expectations" in the quarter, according to Insider Intelligence analyst Zak Stambor. "We had a strong third quarter as our cost to serve and speed of delivery in our stores business took another step forward," Jassy said, adding its ad business grew "robustly" and AWS cloud computing business "continued to stabilize." "The retail giant's slowdown last year appears to be in the rearview mirror as it has embarked on significant cost-cutting throughout this year and sharpened its focus on key growth areas, such as its high-margin online marketplace and advertising," Stambor said. A top US antitrust regulator sued Amazon in September, accusing the online retail behemoth of running an illegal monopoly by strong-arming sellers and stifling potential rivals. "Our complaint lays out how Amazon has used a set of punitive and coercive tactics to unlawfully maintain its monopolies," said Federal Trade Commission Chair Lina Khan. Robots and drones Amazon said Thursday it will hire 250,000 full-time, part-time, and seasonal employees in the United States to handle shopping demand in the months ahead. Amazon said last week that it will expand drone delivery of certain purchases to a third US state as well as to Britain and Italy by the end of 2024. The US firm has installed a new robotics system in one of its Texas logistics centers, featuring technology like automated vehicles, mechanical arms, and computer vision technology. Amazon already uses 750,000 robots in its warehouses to speed up deliveries. "The better they get at delivery, the more it continues to grow the e-commerce market overall and Amazon's place within that market," said Insider Intelligence analyst Andrew Lipsman. But increased productivity via robots won't fix underlying Amazon worker issues, critics say. Amazon early this year eliminated some 27,000 jobs in a move it said at the time was necessary, after years of sustained hiring. Ads shine Advertising continues to be "a major bright spot" for Amazon and it has started using generative artificial intelligence to help sellers create "eye-catching" ads in its online marketplace, analyst Stambor said. BSP hikes rates6.5%, off-cycle
The Bangko Sentral ng Pilipinas on Thursday raised its policy rate on an off-cycle period to 6.5 percent from 6.25 percent to manage a likely inflation uptrend this year until July next year. The BSP has, thus far, raised its policy rate by 450 basis points after inflation peaked at 8.7 percent in January and re-accelerated again to 6.1 percent last month from 5.3 percent in August. The BSP move will increase borrowing costs, with new interest rates on the overnight deposit at 6 percent and lending facilities at 7 percent. BSP Governor Eli Remolona Jr. said the country’s inflation rate might settle at 4.7 percent next year, higher than the central bank’s previous target range of 2 percent to 4 percent for this year and 4.3 percent in the next. He added inflation might quicken further above 4.7 percent from July to March next year. “The balance of risks to the inflation outlook still leans significantly toward the upside, due mainly to the potential impact of higher transport charges, electricity rates, international oil prices, and minimum wage adjustments in areas outside the National Capital Region,” he explained. Limit spending With the higher interest rates, Remolona said consumers will likely limit their spending which will discourage businesses from raising prices. “The BSP’s Monetary Board recognized the need for this urgent monetary action to prevent supply-side price pressures from inducing additional second-round effects and further dislodging inflation expectations,” the BSP chief said. Remolona added the slow global economic recovery and effects of the weather disturbances from El Niño on food supply might also restrain consumption toward a moderated inflation. “Meanwhile, the effect of a weaker-than-expected global recovery as well as government measures to mitigate the effects of El Niño weather conditions could temper inflationary impulses,” he said. The BSP Monetary Board will again announce to the public on 16 November whether to change its policy rate in compliance with its normal cycle period happening every six weeks. However, Remolona already cautioned the public of likely controlled consumer spending in the medium term as the BSP expects to maintain high interest rates in the near future. Tighter settings “Looking ahead, the Monetary Board deems it necessary to keep monetary policy settings tighter for longer until inflationary expectations are better anchored and a sustained downward trend in inflation becomes evident,” he said. “We will consider another rate hike if things are worse than we thought,” Remolona continued. The BSP has raised its policy rate by 425 basis points after inflation peaked at 8.7 percent in January and re-accelerated again to 6.1 percent last month from 5.3 percent in August. The Philippine Statistics Authority attributed this to persisting higher food and fuel prices partly driven by global food trade restrictions and oil trade disruptions from the Russia-Ukraine war. Falls a little behind “In my view, I think we fell a little behind that’s the reason for this effort to catch up. We didn’t look closely enough at expectations,” Remolona said as he reflected on the BSP’s unchanged rate at its September 21 meeting. “One of them that was very striking was our consumer expectations survey which said about 92 percent think that in the next 12 months inflation will be above 4 percent, similar to expectations by firms,” the BSP chief continued. Phl Army deploys troops in BARMM ahead of Barangay, SK elections
The Philippine Army said it has deployed almost a thousand personnel to augment the security operations in the Bangsamoro Autonomous Region in Muslim Mindanao during the Barangay and Sangguniang Kabataan Elections on 30 October. These soldiers will be stationed and are expected to render security duties during BSKE in the BARMM’s six provinces, including Basilan, Lanao del Sur, Maguindanao del Norte, Maguindanao del Sur, Sulu, and Tawi-Tawi. Philippine Army spokesperson Col. Xerxes Trinidad said the Philippine Air Force fetched the soldiers from various units located in Luzon and Mindanao and transported them to their respective deployment areas. Trinidad said government security forces are mandated to provide security to the Commission on Elections personnel, poll deputies, and other government staff performing election-related duties. They are likewise tasked to ensure the availability of transportation assets, communications systems, and other equipment that could be used by the commission in conducting the elections, he added. “Army Commanding General Lt. Gen. Roy M. Galido in his earlier guidance, underscored the significant responsibilities of the Army troops in the coming polls: To practice the right of suffrage as well as to ensure the safe, orderly, and peaceful conduct of elections,” Trinidad underscored. Galido’s guidance also includes intensified security efforts, in collaboration with the Philippine National Police and other government security forces in the BARMM. Ginggay Hontiveros-Malvar: Scaling the realms of social responsibility
There is something quite riveting about Ana Margarita “Ginggay” Hontiveros-Malvar. Her gaze direct, her rhetoric fluid, she shares stories of immersing in conflict areas, of being in Leyte post-“Yolanda” and in Marawi post-violence, and within the same conversation, of her corporate hat within the “power, banking, food, land and infrastructure sectors.” Not so much as a vein mars her refined features. If not for those eyes, which reveal a depth of thought and feeling, hers would likely be a face some might take as just another classic beauty. Then again, her relationship with similarly strong-minded women cannot be discounted. She says, from the get-go, that she would rather not talk about herself or her sisters (Risa, the senator, and Pia, the broadcast news personality). Unlike them, she took the private route, but now unwittingly finds herself in the limelight. The Aboitiz Group, for which she handles a vital role, has many exciting things to share, Ginggay says. Smiling, she proceeds to rattle off some of these pillars — in education (“to create future leaders” who are solutions-oriented), in climate action and in enterprise and jobs. “For over 35 years, we’ve delivered probably over 5,000 CSR (corporate social responsibility) projects, spread over all the business units all over the Philippines. We’ve partnered with something like 600,000 individuals and organizations and we’ve invested the amount of P5.1 billion in all these different programs. We’re trying now to reevaluate what it is that’s next for Aboitiz Foundation, and then how we can serve our stakeholders better, and what are some of the things that we want to scale. Maybe to create a bigger impact in the country, help the country more, I think is what we want to do.” In the pipeline toward this goal of creating a bigger impact on development, Aboitiz Foundation is seeking more collaboration — “more conversations between organizations that are doing a lot of work already here in the country, and probably having a stronger voice and then putting that voice out there,” she enthuses. Clearly, Ginggay is in her element in the world she inhabits — at the heart of an “old legacy conglomerate,” her words, that now sees the need to transform along with the climactic times. “I lead a department called Reputation Management. We cover brands, media, corporate communications, sustainability — the ESG (environmental, social and governance) journey for the Aboitiz Group. We provide strategy, direction, governance and then very recently, just this year, we have our CSR arm which is called Aboitiz Foundation. It was recently also placed under us. Because at the end of the day, Aboitiz Foundation is like the big ‘S’ in our ESG — it’s really all about the social impact, the social good that we want to continue,” Ginggay tells the DAILY TRIBUNE in an interview on Pairfect. Ginggay is currently vice president for Reputation Management and Sustainability at Aboitiz Equity Ventures Inc., a holding company of the Aboitiz Group. For the Aboitiz Foundation, meanwhile, she works to help “scale its impactful programs for systemic change.” The mother of two is also communications lead for the Philippines’ Private Sector Advisory Council and team leader for APEC Business Advisory Council, which are areas where the visionary leader, Aboitiz Group chief executive officer Sabin Aboitiz, holds key roles. Grateful her children are adults now, Ginggay keeps her nurturing side on overdrive with her current responsibilities. “Aboitiz is a group,” she emphasizes. “And as a family of organizations, our priority has always been about people. That’s always been our passion, whether it’s the well-being of our own employees or the well-being of communities where we have our businesses. It’s really always been about people. “We don’t feel it’s right that a business does well and then the community that it’s in doesn’t. It cannot be like that — it has to go hand in hand. So, we’ve always been like that. Very people-centric. I think what we’re trying to change now in our transformation or evolution is to see how can we use more of technology and innovation and balance it with our people-centric approach. So maybe we can be a little bit faster, be better, be more data-driven in the kinds of things that we’re doing,” she says. And has her heart always been in this kind of work — one she freely admits is demanding and sometimes even emotion-driven? “My dad was pretty laidback. And he usually let us do what we want to do as long as you know, like, please do well in school, and things like that,” Ginggay recalls. “My mom was very attentive to us and she just wanted to make sure that aside from doing well in studies, you also had to do well in something else. And then, very ingrained, I think, in our DNA, I think as a family also, is that aspect of service, whether it’s public service, or you know, just service in general — whether it’s to your community or to your family, or your immediate set of, I suppose, stakeholders. So, it’s almost been like part of my DNA or something like that, or probably my character as well.” With so much on her plate, and a daily grind that consists of steering various teams to ensure the conglomerate is moving toward its goals smoothly, Ginggay makes sure she takes time — even just 30 minutes a day, she says — disconnecting from it all and connecting with herself. “Our days are very fast — they are jam-packed with schedules, meetings, a lot of stakeholder engagement activities,” she says. “There’s a lot of collaboration also that goes on between our team and the rest of the business units in the Aboitiz Group, and then a lot of meetings as well with the board just to check in on directions and things like that. It’s very fast-paced. It’s very demanding. It takes a lot of time and I think a lot of commitment… and this is what I see from all our team leaders and team members — people are really passionate about what they do. I think that’s important.” For Ginggay, certainly, such passion is necessary to lead the company toward its goals including “delivering on communications and brand that are integral to the transformation of the group into the Philippines’ first techglomerate.” Techglomerate, she explains, “is a dream in Aboitiz Group, something that we have really been working hard on for the past few years. We kind of coined the term from ‘technology’ and ‘conglomerate,’ putting it together — and it is really about trying to be more technologically advanced but we also want to incubate exciting businesses which are more in the techspace or, say, data science. To incubate all these new companies and hopefully lead in certain industries… and I think at the end of the day we realized we have a much greater responsibility to the country.” And what’s next? “We realized that to stay ahead, we also need to transform… and I suppose that transformation should happen first and foremost at the level of the person. We’re also really focused on building a new kind of culture for the Aboitiz Group, still very much rooted in our core values of responsibility, innovation, teamwork, integrity. But now, probably trying to imbibe more of the behaviors like being more entrepreneurial, trying to be more articulate, being better storytellers, being more open to new things, being more data-driven in our decisions, you know, and a lot of other things that we’re trying to do in terms of helping to develop this new culture.” In her capacity as first vice president at Aboitiz, as well as in her other roles — senior adviser for Agripreneurship at Go Negosyo, for example — Ginggay keeps her “eye on the prize” no matter what challenges come along. This “multi-disciplined, results-oriented and multi-awarded leader,” as she is described in the Women of the Future, may prefer to keep herself below the radar, but Ginggay Hontiveros-Malvar will certainly not stay unnoticed. Shun mass protests in Egypt
Filipinos in Egypt have been advised to avoid joining any protests following the mass demonstrations, denouncing the bombing of a hospital in the Gaza Strip that reportedly killed at least 500 civilians. In an advisory, the Philippine Embassy in Egypt cautioned Filipinos against joining the random demonstrations and planned mass actions. “The Philippine Embassy in Cairo advises everyone to exercise caution, keep away from mass congregations, and stay home unless necessary,” it said. According to the Department of Foreign Affairs, there are 1,990 Filipinos in Egypt. Egyptians took to the streets to express their anger over the bombing of the Al-Ahli Baptist Hospital in Gaza, which left hundreds of Palestinians dead. In one of the demonstrations, a Palestinian flag was raised while an Israeli flag was burned. The demonstrations came after Egypt’s President Abdel-Fattah el-Sissi called on Egyptians to express solidarity with the Palestinians amid the Israel-Hamas war. This developed as top diplomats of the Association of Southeast Asian Nations on Friday denounced the ongoing war in the Middle East. End bloodshed In a statement, the foreign ministers of the 10-member regional bloc called for an immediate end to the bloodshed. “We strongly condemn the acts of violence which have led to the deaths and injuries of civilians, including ASEAN nationals,” the foreign ministers said. “We urge the immediate end of violence to avoid further human casualties and call for the full respect of international humanitarian law,” it added. Israel and the Palestinian militant group Hamas are engaged in armed conflict following the surprise attack launched by the terror group on Israel last 7 October. The attack by Hamas has left more than 1,400 dead, most of them massacred on the first day of the assault. Meanwhile, the widespread airstrikes on the Gaza Strip have reportedly left at least 3,478 dead. ASEAN also called on “all parties to create safe, rapid and unimpeded passages of human corridors.” Last week, Israel imposed a 24-hour deadline for 1.1 million civilians to evacuate northern Gaza ahead of its ground offensive in the Palestinian territory. Since then, millions of civilians, including foreign nationals, have scrambled to move from northern Gaza to southern Gaza in hopes of exiting the war-torn territory. The bulk of civilians are swarming to the Rafah border in an attempt to enter Egypt despite the border remaining closed and the restricted availability of food, water and electricity. Two-state solution Meanwhile, ASEAN reaffirmed its support for a “negotiated two-state solution that allows Israelis and Palestinians to live side-by-side in peace and security consistent with relevant United Nations Security Council resolutions.” “This will be the only viable path to resolving the root cause of the conflict,” it said. The regional bloc also called on the “international community to support the peace process in order to ensure long-lasting peace and stability in the region.” “We have issued our respective national statements on the escalation of armed conflicts in the Middle East,” it said. On Wednesday, the Philippines, one of the founding members of ASEAN, expressed its “profound sadness” over the bombing of a hospital in the Gaza Strip, which reportedly killed at least 500 civilians. Israel and Hamas denied being behind the attack and blamed each other for the bombing. The Philippines said all parties should “do their utmost to protect civilians in times of war and armed conflict.” “We support efforts of the United Nations to provide humanitarian relief in the conflict areas,” it said. According to the Department of Foreign Affairs, there are 135 Filipinos in the Hamas-controlled Gaza. Deep concern In Riyadh, Saudi Arabia, where President Ferdinand Marcos Jr. is attending the ASEAN-Gulf Cooperation Council Summit, the Chief Executive expressed deep concern over the rising number of victims and the safety of those affected by the conflict. In his intervention during the 1st ASEAN-GCC Summit here on Friday, Marcos said, “All parties (should) exert their utmost efforts to de-escalate the situation, stop all violence, and engage in dialogue and diplomacy.” He called on the members of the GCC and ASEAN to work together to promote peace, security, and stability in the South China Sea and the Arabian Sea. Marcos also underscored the importance of cooperation between member countries of the two regional groups to ensure their continued prosperity. “As the two regional organizations located astride the major sea gates and vital corridors of the world’s commerce and communications, it is imperative that we work together to promote peace, security, and stability in both our regions, the South China Sea and the Arabian Sea, grounded on the rules-based international order to ensure the stability and prosperity of our countries and the rest of the world,” Marcos said. “Peace and stability are indispensable to ensuring continued prosperity in our respective regions and the world,” he added. The six GCC member countries are Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates, while the 10 ASEAN member countries are Brunei, Burma, Cambodia, Indonesia, Laos, Malaysia, the Philippines, Singapore, Thailand and Vietnam. In an advisory, the Philippine Atmospheric, Geophysical, and Astronomical Services Administration said it has observed the beginning of northeast monsoon season, commonly known as ‘Amihan’—based on the of strong to gale-force northeasterly winds prevailing over Northern Luzon and increasing mean sea level pressure in recent days. “These meteorological conditions indicate the onset of Northeast Monsoon (Amihan) season in the country,” it stated. PAGASA said a gradual cooling of the surface air temperature over the northeastern part of Luzon was also observed. It added that the northeast wind flow is expected to gradually become more dominant over Northern Luzon, bringing cold and dry air. “Surges of cold temperatures may also be expected in the coming month,” it further stated. The weather bureau said Amihan may be enhanced by ongoing La Niña which may trigger floods, flash floods, and rain-induced landslides over susceptible areas. While dry spells may still be experienced in areas where there is an increased likelihood of below-normal rainfall or drier-than-usual conditions due to El Niño. Gun battles raged Sunday between Hamas militants and Israeli forces a day after the Islamist group launched a surprise attack on Israel from Gaza, in a dramatic escalation of the Israel-Palestinian conflict. Hundreds of people have been killed on both sides since the Iran-backed Hamas launched the multi-pronged assault at dawn on Saturday, with Israeli forces fighting holdout militants and pounding the Gaza Strip with air strikes. This is what we know about the conflict so far: How it unfolded The army said hundreds of Hamas militants attacked Israel from around 6:30 am (0330 GMT) on Saturday, the Jewish holiday of Simchat Torah, in an assault that also came 50 years after the outbreak of the 1973 Arab-Israeli war. The Islamist group fired thousands of rockets into Israel from Gaza as its militants used explosives and bulldozers to break through the fence surrounding the blockaded Palestinian enclave. Using motorbikes, pickup trucks, motorized gliders, and speed boats, the militants streamed into Israeli urban areas including Ashkelon, Sderot, and Ofakim, which is about 22 kilometers (13 miles) from Gaza. Hundreds dead in Israel-Gaza war as Hezbollah launches attacks
Israeli Prime Minister Benjamin Netanyahu on Sunday warned of a "long and difficult" war, as fighting with Hamas left hundreds dead on both sides after a surprise attack on Israel by the Palestinian militant group. The conflict's bloodiest escalation in decades saw Hamas carry out a massive rocket barrage and ground, air and sea offensive Saturday that Israel's army said had killed more than 200 Israelis and wounded 1,000, while soldiers and civilians were taken hostage. Gaza officials said intense Israeli air strikes on the coastal enclave had brought the Palestinian death toll to at least 256, with nearly 1,788 wounded. As fighting raged Sunday, Lebanon's powerful Iran-backed Hezbollah movement said it had fired "large numbers of artillery shells and guided missiles" at Israeli positions in a contested border areas "in solidarity" with Hamas. BSKE 2023 still a go, says PNP
The Philippine National Police on Monday stressed that it is not seeing any postponement of the 2023 Barangay and Sangguniang Kabataan Elections scheduled on 30 October amid the reported 2,594 areas of concern. PNP chief Police General Benjamin Acorda Jr. said that the PNP has recorded 246 “areas of grave concern” or under the red category while 1,248 villages are under the orange category and 1,100 are under the yellow category. “So far, we are not seeing any areas that may postpone the polls. All areas will be simultaneously doing or conducting the BSKE as scheduled. There are some areas that we think that needs additional troops like the Bangsamoro Autonomous Region in Muslim Mindanao,” Acorda said. “We have to send additional forces there and our deputy chief for operations are also preparing in coordination with the other agencies. If some areas will be challenging, we will render the appropriate measures,” he added. Areas listed under the red category would be under the Commission on Elections’ control and the poll body has the authority to augment security forces in the said areas. “With regards to the preparations for the barangay elections to our assessment and after the presentation of all the regional directors and after their meeting with the different Regional Joint Security Control Center, provincial JSCCs and of course on the national level, it’s a go for all of us,” said Acorda. The PNP chief revealed that the 246 “areas of grave concern” for the BSKE are mostly from Bicol, Eastern visayas and BARMM. “In BARMM alone we have 151, in Region 8 we have 60 and in Region 5 we have 21 this list is fluid, it may change anytime depending on the political climate in the area and these are being constantly monitored through our coordination with the Comelec, Philippine Coast Guard and the Armed Forces of the Philippines,” said Acorda. He also said that the PNP keeping a close watch on 38 potential PAGs and four active PAGs ahead of the BSKE this year. Berong Nickel Corp. or BNC of the Consunji Family’s DMCI Mining Corp., is bullish to complete the rehabilitation of Berong mine ahead of schedule amid an aggressive implementation of restoration activities. The Berong final rehabilitation program covers 109 hectares of surface mine, 209 hectares of silt control structures, and 25 hectares of stockpile area. It will be be conducted over six years starting in June. After rehabilitation, the disturbed areas could be used for eco-tourism, agro-forestry, and inland fish farming by the Department of Environment and Natural Resources, local government units, and host communities. In a stock report on Thursday, BMC, through DMCI Holdings Inc., disclosed that it completed 88 percent of its annual land preparation target within just six months. 30 hectares rehabilitated This means that the company has successfully rehabilitated over 30 hectares of the Berong mine — almost near the 34-hectare target set for the year. Land preparation, a critical component of the mine rehabilitation process, includes slope benching and soil matting to avoid landslides, promote vegetation growth, and create a more hospitable environment for returning wildlife. “We are fully committed to addressing our impacts on the environment and to our host communities. In our first year, we were able to exceed many of our rehabilitation targets,” BNC president Tulsi Das Reyes said in the report. “The progress we have made in such a short time is a testament to our team’s hard work and dedication,” he added. Erosion control accelerated Additionally, BNC disclosed that it also accelerated its erosion control and soil stabilization efforts by installing 672 coconuts — nearly six times its annual target of 116. The company said that it also laid down 1,721 meters of geo-textiles, significantly enhancing the ecological stability of the areas under rehabilitation. As part of the final mine rehabilitation of Berong, BNC topped its seedling production and transplantation targets for the year. The company produced 214,052 seedlings, 152 percent higher than its 85,000 target. From this, it was able to plant 81,709 during the first semester, which is already 96 percent of its annual target of 85,000 seedlings. The Berong mine opened in October 2006 and was fully depleted by December 2021. PNP tags 246 ‘areas of concern’ ahead of BSKE
Some 246 "areas of grave concern" are initially being monitored for the upcoming Barangay and Sangguniang Kabataan Elections on 30 October, the Philippine National Police said Monday. In a press briefing, PNP spokesperson Col. Jean Fajardo said these areas are classified under the red category of the election hotspot list and are mostly from Bicol, Eastern Visayas, and Bangsamoro Autonomous Region in Muslim Mindanao. These would be put under the control of the Commission on Election. “The poll body has the authority to augment security forces in these areas,” she added. The PNP also categorized other hotspot areas under green, yellow, and orange lists. Green refers to areas that do not have security concerns and are generally peaceful and orderly. Fajardo said there are 1,100 villages under the yellow list which are “areas of concern” due to having a history of election-related incidents in the last elections, possible employment of partisan armed groups, occurrence of politically motivated election-related cases, and having been previously declared under Comelec control. The PNP also listed 1,248 villages under the orange list refers to “areas of immediate concern” where there is a serious armed threat. North Korean leader in Russia for Putin talks as US warns on arms deal
North Korean leader Kim Jong Un arrived in Russia on Tuesday ahead of a meeting with President Vladimir Putin that the United States has warned could see an arms deal to support Moscow's assault on Ukraine. Making a rare foreign trip and his first since the pandemic, Kim was seen stepping onto a red-carpeted train platform before meeting Natural Resources Minister Alexander Kozlov. Kim and Putin are expected to meet at an unspecified location in Russia's Far East later this week, the Kremlin has said. Putin is currently attending the Eastern Economic Forum in Vladivostok, the Pacific port city closest to the North Korean border, though there has been no indication that the internationally isolated pair would hold their talks there. Reporters granted access to the Russian leader at the forum refrained from asking Putin details of the visit but he told journalists he would soon travel to the Vostochny Cosmodrome, a Russian spaceport some 1,000 kilometres (620 miles) from Vladivostok. "I've got my programme there, and when I get there you'll know," he was quoted by Russian news agencies as saying. Kim received a VIP welcome from a military honor guard, with the national anthems of both countries playing, as he arrived in the Russian border town of Khasan Tuesday morning, the state-run KCNA news agency said. Kim told his Russian hosts that his visit was a "clear manifestation" of North Korea "prioritizing the strategic importance" of its ties with Russia, KCNA said. Siemon Wezeman, a senior researcher at the Stockholm International Peace Research Institute, said it was "entirely possible" North Korea had large stocks of ammunition that could be used by Russia. "Whether any deal is struck remains to be seen," he said. "We will not know for sure until there is hard evidence that Russia has used North Korean arms and ammunition on the battlefield in Ukraine," he added. The White House warned last week that North Korea would "pay a price" if it supplied Russia with weaponry for the conflict in Ukraine. "I will remind both countries that any transfer of arms from North Korea to Russia would be in violation of multiple United Nations Security Council resolutions," he added. US, Vietnam agree to deepen ties as China worries grow
US President Joe Biden hailed closer ties with Vietnam on Sunday as the two countries struck a deal to deepen cooperation, including on semiconductors, but said he was not aiming to contain China. The "comprehensive strategic partnership" with Hanoi is part of Washington's push to bolster its network of allies around Asia and the Pacific in the face of Beijing's rising influence. Biden accused Beijing of seeking to bend the international order to its will. "One of the things that is going on now is China is beginning to change some of the rules of the game, in terms of trade and other issues," Biden said. Sometimes to Beijing's chagrin, Washington has invested heavily in building alliances as part of its Indo-Pacific strategy, including the Quad security dialogue with India, Australia and Japan, and the AUKUS pact with Britain and Australia. Biden said he wanted establish clear ground rules for relations. "I don't want to contain China. I just want to make sure we have a relationship with China that is on the up and up, squared away, everybody knows what it's all about," he said. Semiconductor deal Global supply chain shocks and fears about US reliance on China for strategic resources have further driven the push to boost ties with the likes of Vietnam. The new partnership includes an agreement on semiconductors, with the United States committing to help Vietnam develop its capabilities and expand production. There is also a section on rare earth minerals, which used in the manufacture of high-tech devices such as smartphones and electric car batteries. Vietnam has the world's second-largest deposits of rare earths after China and US officials say it has a key role to play as it looks to diversify and strengthen its supply chains. Biden moved last month to restrict US investment in Chinese technology in sensitive areas including semiconductors, quantum computing and artificial intelligence. "This can be the beginning of even a greater era of cooperation," Biden said as he met Nguyen Phu Trong, the head of Vietnam's ruling Communist Party and the country's paramount leader. "Vietnam and the United States are critical partners at what I would argue is a very critical time." However, The New York Times reported just ahead of Biden's visit that Vietnam was secretly arranging to buy arms from Russia in contravention of US sanctions. The report cited a Vietnamese finance ministry document that laid out plans to fund arms purchases from the Kremlin through a joint oil and gas project in Siberia. US Deputy National Security Advisor Jon Finer told reporters that Washington acknowledged Vietnam's decades-long military relationship with Russia. But he said there was "increasing discomfort on the part of the Vietnamese with that relationship", and the new partnership would help Hanoi "diversify away from those partnerships" by allowing it to source from the United States and its allies. Human rights Biden said he had raised human rights in his meeting with Trong and pledged to "continue our candid dialogue in that regard". Vietnam has a dire rights record. While Biden has often criticised China's human rights record, he has largely stayed quiet on Vietnam and campaigners feared he may not raise the subject. Hong Kong flooded by heaviest rainfall in 140 years
Hong Kong was flooded by the heaviest rainfall in nearly 140 years on Friday, leaving the city's streets and some subway stations under water and forcing its schools to close. Just across the border, authorities in China's tech hub Shenzhen recorded the heaviest rains since records began in 1952. Climate change has increased the intensity of tropical storms, experts say, with more rain and stronger gusts leading to flash floods and coastal damage. The heavy rains in Hong Kong started on Thursday and in the hour leading up to midnight, the city's weather observatory recorded hourly rainfall of 158.1 millimeters at its headquarters, the highest since records began in 1884. On Friday afternoon, the Hospital Authority said at least 110 people were hospitalized due to injuries, with four in serious condition. A man was found unconscious off the shore of western Hong Kong Island and declared dead at the hospital, though authorities were still investigating if the death was flood-related. The city's highest rainstorm warning level, "black", was hoisted for a record-breaking 16 hours before being lowered at 3:40 pm Friday, with rainfall mostly easing by late afternoon. "It's absolutely shocking," said Jacky, 52, who lives in the Wong Tai Sin district with his elderly parents. "I don't remember floods ever being this bad in our district." "The bottom floor of the mall is completely flooded, the water level is higher than the storefronts... it's turned our day into chaos," he added. Authorities issued flash flood warnings, with emergency services conducting rescue operations in parts of the territory. "Residents living in close proximity to rivers should stay alert to weather conditions and should consider evacuation" if their homes are flooded, the observatory said. It also warned of potential landslips, telling motorists to "keep away from steep slopes or retaining walls". Hong Kong's stock exchange cancelled all trading sessions on Friday. 'Once in a century' Hong Kong Chief Secretary Eric Chan described the deluge as "a once-in-a-century heavy rainstorm", adding that extreme conditions would continue until midnight local time (1600 GMT). "It's like putting four bathtubs of water into one bathtub... it will spill," Chan said at a press conference, when asked if the government had done enough to prevent flooding. The Hong Kong Observatory said it recorded more than 600 millimeters of rainfall at its headquarters over 24 hours -- roughly a quarter of the city's annual average. Earlier in the day, taxis struggled through flooded roads as commuters attempted to make their way to work, with some cars stranded in the deluge. "It felt like the whole neighborhood was isolated by the floodwater. One of the underground car parks is totally under water," Olivia Lam, who lives on the eastern side of Hong Kong Island, told AFP. "The water was almost waist-deep outside my building, and that's not the worst (case) in the neighborhood." An AFP reporter saw boulders and mud from a landslide block off a two-lane road in the Shau Kei Wan district, with mud also spilling over into a nearby basketball court. Residents of a public housing block just 30 meters from the landslide lined up with buckets to collect fresh water after the building's supply was disrupted. Roads were also flooded on the island of Lantau, where rivers swelled over their banks. Southern China was hit the previous weekend by two typhoons in quick succession -- Saola and Haikui -- though Hong Kong avoided a feared direct hit. Tens of millions of people in the densely populated coastal areas of southern China had sheltered indoors ahead of those storms. Hong Kong's weather observatory said the latest torrential rain was brought by the "trough of low pressure associated with (the) remnant of Haikui". Authorities suspended schools and cargo clearance services on the city's border with Shenzhen were paused. The border disruption came hours after Hong Kong authorities announced that Shenzhen was preparing to discharge water from its reservoir, which they said could lead to flooding in northern parts of the city. Hong Kong's subway operator said there was a service disruption on one of its lines after a station in the Wong Tai Sin district was flooded. A handful of other stations were also affected by the rain. Footage posted on social media showed a subway train not stopping at Wong Tai Sin station, which had floodwater on its platform. The flooding could cost Hong Kong at least $100 million, according to a Bloomberg Intelligence estimate, compared to $470 million in damage when the city was hit by typhoon Mangkhut in 2018. PNP logs suspected election-related incidents
The Philippine National Police on Tuesday announced that it has already logged eight suspected election-related incidents ahead of the Barangay and Sangguniang Kabataan Elections slated on 30 October. PNP spokesperson Col. Jean Fajardo said that the cases — including shootings and stabbings — were recorded in the Bicol Region, Eastern Visayas, Zamboanga Peninsula and Soccskargen. She added that the incidents will be validated within 10 days by the Joint Peace and Security Coordinating Council using its parameters to determine if these can be considered as ERIs. “First, we have to determine whether the victim or the suspect is an incumbent official running in the BSKE. We also check whether these are Commission on Elections officers or family members of candidates or identified political supporters of a candidate. Another thing is we would check if these would affect the electoral process,” Fajardo said. “In the past, there were incidents that qualified as ERI because these happened during the election period. Another parameter is if the incident may somehow create a form of political tension that may eventually affect the electoral proceedings,” she added. Fajardo disclosed that out of the eight incidents, one has been validated which happened in Libon, Albay where the victim Alex Repato, reelectionist captain of Barangay San Jose, was shot dead by still unidentified assailants in his house during the first day filing of Certificate of Candidacy last 28 August 2023. Meanwhile, police are looking into another incident where a candidate was allegedly prevented from filing his CoC in Malabang, Lanao del Sur. “We have to understand this area under the Bangsamoro Autonomous Region in Muslim Mindanao. There are special geographic areas we also have to monitor the presence of some threat groups. These are some of the factors we are seriously considering studying to make sure that the deployment we are going to make is right,” Fajardo said. Heavy rains ahead due to typhoon-enhanced ‘habagat’
The typhoon-enhanced southwest monsoon or "habagat" will continue to affect the western portion of Luzon in the next three days, the Philippine Atmospheric, Geophysical and Astronomical Services Administration said Monday. Typhoon Hanna, which exited the Philippine Area of Responsibility, will continue to enhance "habagat", bringing a significant amount of rain to Metro Manila, Ilocos Region, La Union, Abra, Benguet, Tarlac, Nueva Ecija, Pampanga, Bulacan, Rizal, Cavite, Batangas, Occidental Mindoro, Calamian Islands and Zambales. PAGASA warned that flooding and rain-induced landslides are expected under this weather condition. On Tuesday, the enhanced southwest monsoon will continue to bring gusty conditions over the following areas not under any Wind Signal, especially in coastal and upland/mountainous areas exposed to winds, including the Batanes, Babuyan Islands, Ilocos Region, Abra, Benguet, Nueva Vizcaya, the southern portion of Aurora, Zambales, Bataan, Bulacan, Metro Manila, Occidental Mindoro, Romblon, Marinduque, Kalayaan Islands, Camarines Provinces and most of Calabarzon. Gusty winds will prevail over the Batanes, Ilocos Norte, the western portion of Pangasinan and Kalayaan Islands on Wednesday. PAGASA said the Gale Warning is in effect for the seaboards of Northern Luzon, the western and southern seaboards of Luzon, and the western seaboard of Visaya due to the combined influence of "Hanna" (while outside PAR) and the enhanced southwest monsoon. PAGASA said it is also closely monitoring cloud formations that may develop into a low-pressure area. These cloud clusters are forming over the eastern section, it added. Hurricane Idalia intensified into a Category 3 storm overnight and caused flooding in some beaches of Florida state’s west coast early Wednesday. Idalia is forecast to become a category 4 hurricane before it reaches the Big Bend coast of Florida Wednesday morning, the United States National Hurricane Center said in an advisory issued at 2 a.m. Eastern time, according to Agence France-Presse. NHC said Idalia’s maximum sustained winds have increased to near 195 kilometers per hour with higher gusts. Videos from the Pinellas County Sheriff’s Office posted online show flooded streets of the coastal Florida resort cities of Madeira Beach and St. Pete Beach early Wednesday, CNN reported. Three to four feet of water forced the closure of roads along Madeira Beach’s main artery, Gulf Boulevard, the PCSO said. Authorities in Florida had earlier described Idalia and its potentially deadly storm surge as a once-in-a-lifetime event for the state’s northwest coast, ordering mass evacuations and issuing flood alerts ahead of its projected landfall. The NHC warned of potentially disastrous storm surge inundation of 3 to 5 meters in some coastal areas. The NHC said Idalia is likely to still be a hurricane while moving across southern Georgia, and possibly when it reaches the coast of Georgia or southern South Carolina late Wednesday.
