PCSO ask lawmakers to toughen laws vs illegal lottery firms
The Philippine Charity Sweepstakes Office General Manager Mel Robles, called out lawmakers on Monday to toughen the law against Illegal lottery firms. Robles personally led the filing of charges at Mandaluyong Prosecutors Office against individuals behind the four firms engaged in unauthorized online lottery operations. “I am calling out the attention of the lawmakers to toughen the law. Maybe others see that they can handle the penalty but we’ll see. Even if it’s light, we will still pursue the cases against them,” Robles said. Robles added that PCSO is losing billions of pesos in revenue because of illegal operations perpetrated by the suspects. “We are serious about this. We will prosecute and imprison everyone associated with this illegal operation to stop them,” he said. The PCSO stated that PayMaya reportedly remitted billions to a company operating an illegal online lottery. “A payment platform, like PayMaya, reported that they were able to remit about P4.7 billion to a company that was operating the Illegal lotto. It is also included in the complaint affidavit,” he said. The criminal complaints were filed against four companies, Eplayment Corporation, Paymero Technologies Limited, GlobalComRCI International, and Blockchain Smart-Tech Co. I.T. Consultancy. The complaints were prompted by an investigation conducted by the National Bureau of Investigation, which revealed that the mentioned companies were responsible for the ownership, operation, and administration of Pakilotto and Surelotto. The companies reportedly misused the PCSO’s name, logo, and various lottery games, soliciting and accepting bets from the public through their unauthorized mobile application and websites. Robles said that based on their investigation, they have found out that the alleged suspects for Illegal online lottery are operating in the cities of Quezon and Cebu. “We found out one in NCR, in Quezon City, the other is in Cebu,” he said. PCSO reported that Eplayment, which operated under the now-defunct website ‘Pakilotto’, was soliciting and accepting bets from the public at an inflated price of P30 per ticket, a 50% markup compared to the standard P20 lotto ticket. Meanwhile, Surelotto, a similar mobile app, sold tickets online for P25, a 25% increase from the regular lotto price. Prizes of smaller denominations are allegedly directly deposited into the winner’s registered bank account, while jackpot prizes require winners to visit the Surelotto office in person. The complaint-affidavit states that the owners, directors, and/or officers of Paymero, Eplayment, GlobalComRMCI, and Blockchain, as owners, operators, and/or administrators of Pakilotto and Sukilotto, have committed Usurpation of Authority under Article 177 of the Revised Penal Code, a violation of R.A. No. 1169, as amended, and a violation of Presidential Decree No. 1602, as amended by Republic Act No. 9287, in connection with Executive Order No. 13, Series of 2017. Gun-for-hire group members nabbed in Bohol, P300K shabu seized
CEBU CITY, Philippines – Members of a suspected gun-for-hire group that is based in Bohol landed in jail after they were caught by authorities during a buy-bust operation early on Thursday morning, October 19,2023. The anti-illegal drugs operation was made in Purok 1, Barangay Danao in Panglao, Bohol at around 6:30 a.m. Two of the arrested persons were identified as Regie Abundo and his alleged cohort, Christian Manayaga. Also arrested were their “associates” who were identified as Bridget Rose Olaivar and Princess Vanna Cutaran. Meanwhile, two minors were also rescued during the buy-bust operation. Police described the suspects as high-value individuals (HVI) who are part of an “emerging” gun-for-hire group. Authorities recovered from their possession 55 grams of suspected shabu worth at least P374,000; a .9mm pistol loaded with 9 live ammunitions; and a KG-9 sub machine gun with 19 live ammunitions. The buy-bust operation was organized by the Provincial Intelligence Unit (PIU)/ Provincial Drug Enforcement Unit (PDEU) of the Bohol Police Provincial Office together with the Panglao Municipal Police Station and Dauis Municipal Police Station. Gun-for-hire group Police Lieutenant Colonel Gerard Ace Pelare, spokesperson of the Police Regional Office in Central Visayas (PRO-7), said that based on their investigation, the arrested individuals were part of a gun-for-hire group. He said that the highly-organized group may have been responsible for previous drug-related shooting incidents in Bohol province. “Sa atong investigation nga gihimo, kini nga grupo na-involve ni sila sa mga drug-related shootings in Bohol previously. Jansen shooting: Police hunt carpenter accused of shooting neighbor during fistfight
CEBU CITY, Philippines – Police here are hot on the trail of a 52-year-old carpenter accused of shooting a neighbor after getting hit with a stick during a fistfight in Barangay Basak San Nicolas, Cebu City on Monday, October 16, 2023. They are also coordinating with the family of the alleged suspect to convince him to turn himself over to the authorities. This was according to Police Major Jonathan Bethooven Nifiel Taneo, chief of Mambaling Police Station, who spoke to CDN Digital in a phone interview. In Bohol, man accused of stalking then killing 25-year-old woman
CEBU CITY, Philippines – A 25-year-old woman was killed by her alleged stalker in Talibon town in Bohol on Friday, October 13, 2023. Police in Talibon Police Station confirmed that a stabbing incident occurred at Purok 4, Brgy. Calituban, Talibon, and claimed the life of a female college graduate. The victim was identified as Rosana Amorin, who is also a resident of the same area. The suspect, Jerald Garcia, is currently under police custody. Amorin sustained a total of eight stab wounds, said Police Corporal Elton Jan Fuentes who is part of the investigating team. Citing their initial findings, Fuentes said Garcia had allegedly been stalking Amorin before committing the crime. A few days prior to her untimely demise, the victim had apparently caught the suspect trailing her. She called out his attention, said Fuentes. Police believed personal grudge as Garcia’s motive in attacking and then killing Amorin. “Basin nauwaw (pagkahuman nasakpan siya nga nagsunod-sunod sa biktima),” Fuentes added. According to investigators, the crime took place around 3:30 a.m. on Friday. The suspect trespassed the Amorins’ residence by accessing the house’s back door, which was unlocked. Garcia, carrying a kitchen knife, went towards the victim’s room where she was sleeping. The victim’s older brother told the police he suddenly woke up after hearing Rosana’s screams. He rushed to her room where he reportedly saw the suspect clutching the knife and the younger Amorin bathed in her own blood. The brother immediately apprehended Garcia, and called the authorities. Neighbors have also heard the commotion and helped the older Amorin bring Garcia to the barangay hall. Rosana was rushed to a nearby hospital but she succumbed to her stab wounds shortly. Fuentes said they will file murder charges against Garcia on Monday, October 16. In the meantime, police continue to verify reports that the suspect had apparently been under the influence of illegal drugs when he committed the crime. Cebu quarrying causes floods, says city council
The Cebu City Council has urged various City Hall departments to submit evaluation reports on areas affected by flooding, including infrastructure and drainage systems made as steps to mitigate the impact. This, as a council member disclosed that the alleged “unabated” quarrying in the upland barangays of the city is causing the flooding to low-lying areas in the city. North district City Councilor Mary Ann delos Santos in her resolution, stressed that while she is not against land development especially for the hinterlands, “the use and development of these particular areas should be made in such a manner that it does not adversely affect the natural flow of runoff water from the hinterland to the lowlands.” “Waters as high as five feet came rushing at the pressures that toppled retaining walls and similar structures,” she added. The resolution, which was adopted by the City Council directed the Cebu City Disaster Risk Reduction and Management Office, the Department of Engineering and Public Works, Office of the Building Official and Cebu City Environment and Natural Resources Office to provide evaluation reports. “The deluge not only caused hours of city-wide traffic, damage to property and injury to persons, but worse, it left an insurmountable fear and trauma upon the affected residents,” Delos Santos said. She also asked if developers of housing and quarrying projects in the mountain barangays submitted drainage impact assessment and strategies to the departments concerned, such as the DEPW, OBO and CCENRO. Delos Santos insisted that “an honest-to-goodness” study of the assessment results, as well as inspections were conducted before the projects started. The CCDRRMO had P450,331,161.40 budget allotment for 2023 for preparedness, prevention and mitigation infrastructure works. 2015 Vatican decree on Mediatrix not binding!
The claims of the Catholic Bishops Conference of the Philippines and the Vatican that Pope Pius XII had officially decreed that the Mediatrix apparitions were of “no supernatural character or origin” is not exactly true. If it is proven not true, the Papal “decree” is not binding and the faithful are allowed not to follow the decree, based on Canon Law. The CBCP released Circular 23-04 dated 14 July 2023 — quoting the official Dicastery document Protocol 226/1949 — stating that “in 1951, the Dicastery, the Supreme Sacred Congregation of the Holy See, after due examination of the documents made available, declared the alleged apparitions in Lipa (of Our Lady Mediatrix of All Grace) to have no supernatural character or origin, a decision directly approved by Pope Pius XII.” There has been no document in the Acta Apostolicae Sedis, the official Vatican publication, that said that Pope Pius XII had indeed approved the decree. It was never formalized into an official “promulgation,” which is a requirement of Canon Law, to be binding. In other words, the Dicastery Decree is official, but not the Papal Decree. Protocol 226/1949, authored by the Dicastery, did not clarify that the Pope Pius XII Decree had not yet been official and binding in a formal promulgation. Then apostolic administrator Bishop Rufino Santos said, in his decree of 12 April 1951, that he was still awaiting the Vatican decision regarding Lipa, contradicting Protocol 226/1949 that said a decision had been made. I, therefore, challenge the CBCP and the current Dicastery to produce documentary evidence that there was indeed an existing official Papal Decree of Pope Pius XII in fulfillment of the Canon Law ruling. The decree of Pope Pius XII is important because it was the basis for the recent order of Lipa Archbishop Gilbert Garcera to suppress Mediatrix activities in all churches in Lipa. “Vatican directs CBCP to cease 75th celebration of Lipa apparition” (CNN Philippines 28 July 2023). The CNN article reported that the Vatican reaffirmed its 1951 decree, precisely the questionable Pope Pius XII decree. Only the Pope has the authority to confirm and declare a Marian apparition. If the 1951 Pope Pius decree is now in question, so also are all the recent bans and suppressions of Mediatrix activities in Lipa. The added sentence reads, “The Confraternity of the Mediatrix of All Grace is a movement with dozens of chapters nationwide.” Confraternity members report that a Filipino priest very close to Pope Francis approached him to forward the sentiments of the Mediatrix devotees. He said the Pope simply passed the ball to the Dicastery. And since the Dicastery is vehemently anti-Mediatrix, it was a dead end, a failed attempt. Many Confraternity members were disappointed. The Confraternity has a nationwide presence, although its membership keeps moving dynamically forward and backward. There are chapters whose memberships are strong and keep growing, but there are some whose memberships have decreased. The dynamic chapters include Cebu, Iloilo, Guimaras, Kidapawan, Davao City, General Trias, and Jaro, to name a few. However, the Confraternity is different from the devotees. Confraternity members are essentially professionals, educated and articulate. They are well organized and subject to meetings and activities. The ordinary Mediatrix devotees are peasants, farmers, and fishermen, and are simply humble churchgoers, not so organized. But there are so many who have a strong faith and devotion to Mama Mary in their hearts. They do not even know the issues in the conflict. Their devotion is based on their hearts, not their minds. When the entire Philippine Church was held in submission by the Vatican under threat of excommunication or alienation, it was the laity that took up the cudgels, out of reach of the clutches of the Vatican and the CBCP. The Confraternity distributed hundreds of life-size Mediatrix statues nationwide. They laid the infrastructure for devotion to spread like wildfire to the sea of marginal devotees. It is estimated from Confraternity reports that Mediatrix devotees are broadly around four million nationwide. Herein lies the victory of the Virgin over the Vatican. Despite 70 long years of suppression and repression since the 1951 apparitions to this very day, Mediatrix devotion proliferates. The Vatican and the CBCP have succeeded in silencing Filipino nuns, priests, bishops, and cardinals but they are helpless against the true Marians among the masses. Even the suppressed Church prelates still believe in the silence of their hearts in the Mediatrix. Suppression has ironically strengthened the Filipino Marians. The Confraternity says it has devised a simple strategy.
