Moscow detains another American journalist
A Russian-American journalist working for Radio Free Europe/Radio Liberty has been detained in Russia and charged with failing to register as a foreign agent, her employer and a journalist watchdog group said Wednesday. Alsu Kurmasheva, an editor with the United States Congress-funded outlet’s Tatar-Bashkir service, “needs to be released so she can return to her family immediately,” RFE/RL acting president Jeffrey Gedmin said in a statement. “Alsu is a highly respected colleague, devoted wife and dedicated mother to two children,” Gedmin said. She is the second US journalist to be held by Russia in recent months. Evan Gershkovich, a reporter for the Wall Street Journal, has been detained since March, accused of spying. Kurmasheva was being held at a temporary detention center as of Wednesday evening, the New York-based Committee to Protect Journalists said in a statement, citing state media Tatar-Inform. A representative of Russian human-rights news website OVD-Info told CPJ that Kurmasheva would “most likely” be transferred to pre-trial detention shortly. Kurmasheva lives in Prague, Czech Republic, but entered Russia on 20 May for a family emergency, the CPJ said. She was temporarily detained at the Kazan airport on 2 June before her return flight, where both her US and Russian passports were confiscated and she was fined for failing to register her American passport with Russian authorities, according to RFE/RFL. Citing Tatar-Inform, the CPJ said Kurmasheva is accused of having “deliberately conducted a targeted collection of military information about Russian activities via the Internet in order to transmit information to foreign sources” last year, and providing international authorities with “alternative analytical materials” as part of “information campaigns discrediting Russia.” Kurmasheva was awaiting the return of her passports when the new charges were announced Wednesday, the CPJ said, adding that if found guilty she faces up to five years in jail. Domestic aviation rebounds this year
The local aviation industry, which was badly hit by the global health crisis, is seen to achieve full recovery this year. This was according to the International Air Transport Association in a recent forum organized by the European Chamber of Commerce of the Philippines. During the Aviation Forum last week, Yuli Thompson, area manager for the IATA in Southeast Asia, said the Philippines and the rest of the Asia Pacific region’s aviation market is swiftly recovering and seeing a consistent rise in terms of growth in international and domestic travel. Thompson said passenger traffic trends for international flights in the Philippines were logged at 75 percent of 2019 levels as of June 2023. As for the Asia Pacific passenger forecast, Yuli maintained that domestic travel will fully recover in 2023, while international travel will occur sometime in 2026. Further, Asia Pacific will be seen to lead in traffic growth in the next 20 years. “However, overcoming current challenges riding on the current momentum, and meeting full recovery will require strong interventions from all players in the aviation sector,” he said. Infra investments For his part, Cebu Pacific Air chief executive officer Michael Szucs emphasized the need to invest in infrastructure, citing that “Philippine carriers will need to quadruple in size to cater to growing demand.” In her keynote speech, Secretary Grace Poe urged stakeholders to support necessary infrastructure investments, especially following the air system glitch incident earlier this year. The senator called for the acquisition of a new Communication, Navigation, and Surveillance/Air Traffic Management. Poe also recommended the hiring of a third-party maintenance provider for the CNS/ATM system. “It is my hope that the government, the private sector, and other stakeholders can work together and collaborate on air transport projects which will not only generate economic growth but also provide our people with excellent and affordable public services that can improve the quality of life for all,” she said. Also filed by Poe is Senate Bill 1121 which proposes the creation of a Philippine Transportation Safety Board. Under the directive of the current Marcos administration, Department of Transportation Undersecretary for Aviation and Airports Roberto Lim highlighted the government’s key priorities, including aviation safety and strengthening of learning institutions. Lim further noted the agency’s priority of strengthening the Civil Aviation Training Center and engaging with the private sector as close partners for Air Transport Skills Training and Development. “If we are able to train our air traffic controllers, we would not only meet our own requirements, but the requirements of other countries. We can develop this on an institutional basis,” said Lim. Open up the industry Kurt Edwards, director general of the International Business Aviation Council, also raised the fact that much could be gained “by opening the industry and making it more known to people.” In terms of managing safety risks, Captain Manuel Antonio Tamayo, director general of the Civil Aviation Authority of the Philippines, shared initiatives to advance safety capabilities in the aviation sector through the State Safety Program. The program employs a risk-based approach to regulations, capacity building and integration of a new organizational structure for monitoring and evaluation. Iloilo Int’l Airport recognized for being ISO-EMS certified
The Civil Aviation Authority of the Philippines (CAAP) announced on Tuesday that the Iloilo Provincial Council recognized Iloilo International Airport through Resolution No. 2023-744, or the “Resolution Congratulating the Officers and Employees of the Iloilo International Airport for having been awarded and certified as ISO 14001:2015 or the Environmental Management System Certificate by the European Union Aviation Safety Agency (EASA) as presented by the Bureau Veritas.” CAAP said that the airport was awarded the ISO 14001:2015 Environmental Management System (EMS) Certification by the European Union Aviation Safety Agency (EASA) and international certification body Bureau Veritas for its sustainable airport operations and practices on 14 September 2023. Airport manager Manuela Luisa Palma and CAAP Civil Aviation Area Center 6 manager Engr. Eusebio "Joebon" Monserate thanked the CAAP administration, the Iloilo city and provincial governments, and the whole airport staff for their continuing assistance in making the achievement possible. Hawaiian child porn convict denied entry
The Bureau of Immigration reported that an American national who was previously convicted for crimes against children in his country was denied entry to the country. BI Commissioner Norman Tansingco identified the passenger as Ronald Huy Young, a 54-year-old male, who was excluded on Sunday (1 October) after arriving at Ninoy Aquino International Airport Terminal 1 on board a Philippine Airlines flight PR101 from Honolulu, Hawaii. Tansingco said that Young was denied entry by the BI officer at NAIA for a violation of the Philippine Immigration Act of 1940. Under the said law, foreign nationals who have been previously convicted of crimes involving moral turpitude are inadmissible in the country. According to the Hawaii Criminal Justice Data Center records, Young pleaded guilty to first-degree electronic enticing of a child. He was listed on the state’s sex registry and given a 10-year prison sentence by Hawaii’s first circuit court in 2008. The BI chief reiterated that aliens with records of sexual crimes are not welcome to the country. Tansingco said that the law is very clear in its intent to protect Filipinos from foreigners who might be engaged in sex tourism and may prey upon the vulnerable. Experimental documentary focuses on railroads as political borders
A State in a State, an experimental documentary by Georgian artist, filmmaker, and essayist Tekla Aslanishvili, is being screened for free at Bacolod City’s Art District. The 2022 single-channel film traces the construction, disruption and fragmentation of railroads in the South Caucasus and Caspian regions. It studies the tracks as the technical materialization of the fragile political borders that emerged after the collapse of the Soviet Union. It likewise explores how the iron foundations of connectivity can be used for exclusion and geopolitical sabotage. A State in a State was developed through an artistic-scientific collaboration with Dr. Evelina Gambino, Margaret Tyler Research Fellow in Geography at the Girton College of the University of Cambridge. It was produced by the Han Nefkens-Fundació Antoni Tàpies Video Art Production Grant 2020 in cooperation with Art Jameel Dubai, Museum of Contemporary Art and Design Manila of the De La Salle-College of Saint Benilde, NTU Center for Contemporary Art Singapore, and WIELS Brussels. It was supported by the Berlin Senate Department for Culture and Europe. Linking Fatima-Mediatrix to Russia-Ukraine

There was a report years ago from a Mediatrix devotee, who requested anonymity that Our Lady of Fatima healed the aunt of Vladimir Putin and Putin himself. No details were given. The devotee said he visited Putin several times. This report by a Mediatrix devotee links Lipa and Lisbon to Russia and Ukraine. Lipa and Lisbon were linked after Fatima’s Miracle of the Sun was repeated in a Mediatrix shrine in Mindanao on the 100th anniversary of Fatima, precisely to the hour. As a child, Putin was secretly baptized into the Orthodox Church because the Communist Party banned it. The Christian in Putin may be the potential key to ending the war in Ukraine. In 1960, Pope John XXIII unsealed the Third Secret of Fatima in the presence of Cardinal Augustin Bea and his secretary, Fr. Malachi Martin. In an interview at the Art Bell Show USA in 1997, Fr. Martin hinted that, based on the Third Secret, the solution to the world’s ills would come from Ukraine and Russia. The conversion of Russia Our Lady of Fatima revealed that the triumph of her Immaculate Heart would come from the conversion of Russia. St. Pope John Paul II soon consecrated Russia to her Immaculate Heart. Vatican Mariologists attributed the consecration to the ensuing momentary era of world peace, a “Marian intervention.” In 1994, Mikhail Gorbachev visited St. Pope John Paul II, the first visit in history by the Kremlin to the Papacy. Gorbachev instituted Perestroika (reconciliation) and Glasnost (openness), leading to the opening of Christian churches inside Russia. Immediately, Ukraine announced the legalization of the Ukrainian Church (about 70 percent Orthodox), which was brutally disbanded by Joseph Stalin in 1946. The Berlin Wall then crumbled, leading to the reunification of Germany and the end of the Cold War. Gorbachev’s reforms led to the fall of the USSR. Among its former satellites were Ukraine and Belarus, now arch-enemies in the war in Ukraine. Marian’s intimacy with Ukraine On 22 January 2022, during a Ukrainian Orthodox celebration in an unspecified town, a white dove descended on top of the altar painting of the Baptism of Jesus, a warning perhaps of a Russian invasion, which happened a few days later. Ukraine was the first nation to be consecrated to the Blessed Virgin in 1037. In 1914, two weeks before World War I, the Virgin told 22 field workers near the Church of the Holy Trinity in the village of Hrushiv: “There will be a war. Russia will become a godless country. As a nation, Ukraine will suffer terribly for eighty years — and will have to live through the world wars, but it will be free afterwards.” The prophecy was fulfilled. In 1987, a year after the Chernobyl tragedy, in the same church in Hrushiv, the Virgin told 12-year-old visionary Marina Kizyn: “Do not forget those who have died. Chernobyl is a reminder and a sign that …. THROUGH THE BLOOD OF (UKRAINIAN) MARTYRS WILL COME THE CONVERSION OF RUSSIA.” A bright light filled the church where the Virgin appeared. There were daily apparitions until 15 August, the Feast of the Assumption, which attracted about 500,000 people in total. Many witnessed the apparitions. Hrushiv became an instant pilgrim center. The Virgin of Hrushiv became Our Lady of Ukraine. Our Lady appeared to KGB agents trying to manage the huge crowds. At that time, churches were closed, and Christianity was banned. Priests from the “underground Church” emerged from hiding and defied the KGB, saying ten Holy Masses daily outside the church. The KGB did not touch them. Hrushiv was saved from a deadly cholera epidemic in 1855, with not a single death in the village, after the people offered Mass at a spring that suddenly came out of the ground. The Virgin demonstrated her love for the Ukrainian people when she said: “I have come on purpose to thank the Ukrainian people because you have suffered the most for the Church of Christ in the last 70 years. I have come to comfort you and tell you that your suffering will soon end. Italian PM admits she hoped to do ‘better’ on migration
Italian Prime Minister Giorgia Meloni has admitted she had hoped to do "better" on controlling irregular migration, which has surged since her far-right party won historic elections a year ago. "Clearly we hoped for better on immigration, where we worked so hard," she said in an interview marking the win, broadcast late Saturday on the TG1 channel. "The results are not what we hoped to see. It is certainly a very complex problem, but I'm sure we'll get to the bottom of it." Meloni's post-fascist Brothers of Italy party was elected in large part on a promise to reduce mass migration into Italy. But the number of people arriving on boats from North Africa has instead surged, with more than 130,000 recorded by the interior ministry so far this year -- up from 70,000 in the same period of 2022. After 8,500 people arrived on the tiny island of Lampedusa just three days earlier this month, Meloni demanded the European Union do more to help relieve the pressure. Brussels agreed to intensify existing efforts, and this week said it would start to release money to Tunisia -- from where many of the boats leave -- under a pact aimed at stemming irregular migration from the country. Blaming Germany But Meloni's main coalition partner, Matteo Salvini of the anti-immigration League party, has been dismissive of EU efforts to manage the surge of arrivals that he dubbed an "act of war". The League this weekend also condemned Germany for funding an NGO conducting at-sea rescues in the Mediterranean, saying it represented "very serious interference" in Italian affairs. Defence Minister Guido Crosetto, a member of Meloni's party, weighed in on Sunday, telling La Stampa newspaper the move put Italy "in difficulty". "If Germany cared about the fate of people in difficulty and really wanted to help us save lives, they could help ... (with plans) to seriously combat criminals who traffic people," he added in a statement on Sunday evening. Several charity rescue ships operate in the Central Mediterranean, the world's deadliest sea crossing for migrants, although they only pick up around five percent of arrivals to Italy, according to Crosetto. The German foreign office confirmed it was providing between 400,000 euros and 800,000 euros each to two projects, "for the support on land in Italy of people rescued at sea and an NGO project for sea-rescue operations". Protection money While interior minister in a previous government in 2019, Salvini blocked several charity ships from disembarking rescued migrants in Italy, a move that saw him prosecuted in Sicily on charges of kidnapping. Since taking office in October, Meloni's government has restricted the activities of the ships, which it accuses of encouraging migrants while vowing to clamp down on people smugglers. It has also sought to boost the repatriation of arrivals ineligible for asylum, including by building new detention centers and extending the time migrants can be held there. It emerged this week it would also be requiring migrants awaiting a decision on asylum to pay a deposit of 5,000 euros or be sent to a detention center, prompting accusations the state was charging "protection money". The center-left Democratic Party said earlier this week that "on immigration, the Italian right has failed". "It continues on a path that is demagogic and consciously cynical, but above all totally ineffective both in the respect and safeguarding of human rights, and for the protection of Italy's interests," it said in a note. The criticism of Germany comes after Berlin temporarily stopped accepting migrants living in Italy after Rome itself suspended EU rules governing the distribution of migrants. Repossession of idle SBMA land backed
SUBIC BAY FREEPORT — Senator Joseph Victor “JV” Ejercito lauded Subic Bay Metropolitan Authority Chairman and Administrator Jonathan Tan for his efforts to repossess land underutilized by locators. Ejercito presided over a remote hearing of the Senate Finance Committee on the SBMA with the Authority of the Freeport Area of Bataan, the Philippine Center for Economic Development, and the Philippine Racing Commission. The senator lauded Tan for auditing the companies that had failed to pay their taxes or had not developed their properties, leaving the land idle. “I’m in and out there; I usually have breakfast, and ride my bike there. I can see idle lands and facilities that are going bad; what a waste,” he said, mainly in Filipino. The SBMA has repossessed 10 parcels of unused land, with 20 more lined up for repossession. Tan said the agency is conducting audits to ensure business vibrancy at the freeport. “That’s a good start on your incumbency, so hopefully you can turn Subic around again. Make it more vibrant again. It should be a prime destination, like way back in the 1990s. Subic Bay is really the place to go,” Ejercito said. The SBMA presented to the Senate committee its 2024 proposed projects, for which the Department of Budget and Management had allocated P661 million intended for road, port, maritime, and traffic control rehabilitation. Senior Deputy Administrator for Support Services Atty. Ramon Agregado asked the Senate for an additional budget of P936 million for future projects of the SBMA, including the construction of a smart city. Agregado said the additional funding will also be used to improve various aircraft movement area visual guides and auxiliaries at Subic Bay International Airport. “We’ll try to scrutinize the additional P936 million you requested,” Ejercito said. The Sangguniang Bayan of Mexico on 11 September 2023 presented Bingcang a copy of Municipal Resolution No. 138-2023, which expresses the municipality’s “pride and honor” on the recent appointment of Bingcang to the top management position of BCDA. This comes on the heels of the Angeles City Council’s resolution last month commending Bingcang for bringing pride to the province of Pampanga. “Engr. Bingcang has performed vital tasks that prove his commitment and love for Pampanga and the Metro Clark areas through his roles in the planning and implementation of key projects,” a resolution issued by the Sangguniang Bayan of Mexico read. Bingcang led the completion of some of BCDA’s biggest projects, which serve as major social and economic growth drivers in Northern and Central Luzon. These are the completion of the Philippines’ longest toll road, the Subic-Clark-Tarlac Expressway; the development of Clark Freeport Zone and the first phase of the National Government Administrative Center in New Clark City; as well as the expansion and modernization of Clark International Airport. “We at BCDA will not be able to achieve all these accomplishments without the help of our public and private sector partners, like the Municipality Government of Mexico. A lot still needs to be done. We would like to get your continued support as we move forward with our One Clark vision, which will further put Pampanga and the rest of Northern and Central Luzon into the center of investment and development,” Bingcang said. Climbing the career ladder, Bingcang started working at BCDA as Project Development Officer III in 1996. He then held various positions on development and project management through the years until his promotion as Senior Vice President for Conversion and Development Group in 2019. In March 2023, he was appointed as President and CEO of the Clark International Airport Corporation, a subsidiary of the BCDA. President Ferdinand R. Tech’s carbon footprint: can AI revolutionize responsibly?
Across the globe, data servers are humming, consuming both megawatts and precious natural resources to bring life to our digital world. The planet's 8,000 or so data centers are the foundation of our online existence and will grow ever further with the advent of artificial intelligence -- so much so that research estimates that by 2025, the IT industry could use 20 percent of all electricity produced, and emit up to 5.5 percent of the world’s carbon emissions. This poses a real -- and to some, increasingly urgent -- question about the industry's carbon footprint as startups and companies fall behind Silicon Valley's latest forward march. "Pandora's box is open," said Arun Iyengar, CEO of Untether AI, a highly specialized chip-making company that strives to make AI more energy efficient. "We can utilize AI in ways that enhance the climate requirements or we can ignore the climate requirements and find ourselves facing the consequences in a decade or so in terms of the impact." The transformation of the world's data servers to AI readiness is already well underway, in what one Google executive called a "once-in-a-generation inflection point in computing." But the scope of the mission is huge. The creation of generative AI tools such as GPT-4, which powers ChatGPT, or Google's Palm2, behind the bot Bard, can be broken into two key stages, the actual "training" and then the execution (or "inference"). In 2019, University of Massachusetts Amherst researchers trained several large language models and found that training a single AI model can emit the CO2 emission equivalent of five cars over their lifetimes. A more recent study by Google and the University of California, Berkeley, reported that training GPT-3 resulted in 552 metric tons of carbon emissions, equivalent to driving a passenger vehicle 1.24 million miles (2 million kilometers). OpenAI's latest generation model, GPT-4, is trained on around 570 times more parameters -- or inputs -- than GPT-3, and the scale of these systems will only grow as AI becomes more powerful and ubiquitous. Nvidia, AI's chip giant, provides the processors that are indispensable for training, known as GPUs. And while they are more energy efficient than typical chips, they remain formidable consumers of power. The ChatGPT 'problem' The other side of generative AI is deployment, or inference: when the trained model is applied to identify objects, respond to text prompts or whatever the use case may be. Deployment doesn't necessarily need the computing heft of an Nvidia chip but taken cumulatively, the endless interactions in the real world far outweigh training in terms of workload. "Inference is going to be even more of a problem now with ChatGPT, which can be used by anyone and integrated into daily life through apps and web searches," said Lynn Kaack, assistant professor of computer science at the Hertie School in Berlin. The biggest cloud companies insist that they are committed to being as energy-efficient as possible. Amazon Web Services pledges to be carbon-neutral by 2040 while Microsoft has pledged to be carbon-negative by 2030. The latest evidence that the companies are serious about energy efficiency is reassuring. Between 2010 and 2018, global data center energy use rose by only 6 percent, despite a 550 percent increase in workloads and computing instances, according to the International Energy Agency. 'Backwards' thinking Silicon Valley's AI tycoons believe discussions of AI's current carbon footprint are beside the point, and underplay its revolutionary potential. The naysayers have it "backwards," Nvidia CEO Jensen Huang told reporters on a recent visit to his company's headquarters in California. The mass deployment of AI and faster computing will in the end diminish the need to go to the world's data clouds, he argued. AI's superpowers will turn your laptop, car, or device in your pocket into an energy-efficient supercomputer without the need to "retrieve" data from the cloud. "In the future, there'll be a little tiny model that sits on your phone and 90 percent of the pixels will be generated, 10 percent will be retrieved, instead of 100 percent retrieved -- and so you're going to save (energy)," he said. OpenAI's Sam Altman meanwhile believes that AI will soon enough be able to build humanity a completely new future. "I think once we have a really powerful super intelligence, addressing climate change will not be particularly difficult," Altman said recently. "This illustrates how big we should dream... Think about a system where you can say, 'Tell me how to make a lot of clean energy cheaply, tell me how to efficiently capture carbon, and tell me how to build a factory to do this at planetary scale.'" But some experts worry that the mad dash for AI has elbowed out fears about the planet, at least for now. "Large corporations are spending a lot of money right now deploying AI. AI takes backseat to good cop work
SULHAMSTEAD, UK (AFP) — Artificial intelligence and facial recognition software are seen by some as the future of crime-fighting around the world. But British police say it has to go hand in hand with more traditional methods of detection, including the use of so-called “super-recognizers.” Forces across the country have been using officers who have an exceptional memory for faces and an above-average ability to identify people. Only one percent of the population has the “super-power,” said Tina Wallace, a surveillance expert with Thames Valley Police. Her team began recruiting the specialist officers in 2017 and now have about 20 on their books, including Alex Thorburn, an officer for 17 years. “I’ve always been good with faces. So when they put a notice out about the tests, I did it!” Thorburn told AFP. “I was shown pictures, dated between 10 and 30 years old, of 10 people. I had to find them in the crowd in the shopping center.” “I found them all, but they looked a lot different from how they did in the photos. That was really interesting.” As AI and facial recognition technology develop at a rapid pace, human skills should not be discounted, insisted Neville. “It isn’t really a competition with facial recognition,” he said. “They can be used together. AI is good with high-quality, front-on images (as with passports at airport e-gates).” According to Neville, demand for super-recognizers is growing, particularly from police forces in Germany and Australia. Kyiv targeted by ‘most powerful’ aerial attack since spring
Kyiv was targeted early Wednesday by the "most powerful" barrage of missiles and drones since the spring, authorities said, with two people reported dead, as Russia claimed it destroyed four Ukrainian boats in the Black Sea carrying up to 50 soldiers. More than 20 missiles and drones were "destroyed by air defense forces" overnight, the Kyiv City Military Administration wrote on Telegram, describing the aerial assault as "the most powerful" to hit the city since the spring. An AFP reporter heard at least three loud explosions in the center of Kyiv around 5:00 am (0200 GMT). Two people had died as a result of falling debris, Sergiy Popko, head of the Kyiv City Military Administration, wrote on Telegram. Another person was injured and was being given medical assistance, he said. Russian forces had launched groups of Iranian-made Shahed attack drones at the capital from different directions, and launched missiles from aircraft, the Kyiv city military administration said. Earlier, Moscow's defense ministry said a Russian aircraft "destroyed four high-speed military boats" in the Black Sea around midnight Moscow time (2100 GMT Tuesday). The boats had been carrying "landing groups of Ukrainian special operations forces with a total number of up to 50 people," the ministry said on Telegram. It did not give details on exactly where in the Black Sea the incident took place. Early Wednesday, Russian defenses also repelled a "seaborne drone attack near" near Sevastopol Bay in Crimea, the local Moscow-installed governor Mikhail Razvozhayev was cited as saying by the state-run TASS news agency. Sevastopol is the base of Russia's Black Sea fleet. Both Ukraine and Russia have ramped up activity around the strategic waterway after a United Nations-brokered deal to ensure safe navigation for grain ships collapsed last month. In recent weeks, Kyiv has attacked Russian ships in its waters and the Crimean Peninsula, which was annexed by Moscow in 2014. Last week, Ukraine said its forces had flown the country's flag in Crimea during a "special operation" to mark its second wartime Independence Day. Moscow's defense ministry also said last week that one of its jets destroyed a Ukrainian "reconnaissance boat" near Russian gas production facilities in the Black Sea. Drone wave Ukraine launched another wave of overnight drones strikes on Russia, targeting several regions from an airport near the Estonian border to the Crimea peninsula on the Black Sea, Russian authorities said. Air defenses "repelled" a drone attack on an airport at Pskov, roughly 800 kilometers (nearly 500 miles) from Ukraine's border and close to the borders of EU member states Latvia and Estonia, the local governor said. Regional governor Mikhail Vedernikov, who said he was at the scene of the attack, posted a video on Telegram of a massive fire, with the sounds of explosions and sirens in the background. Authorities were assessing the damage but there were no casualties, he said. There was no immediate comment from the defense ministry. The RIA Novosti agency cited the Ministry of Emergency Situations as saying two Ilyushin Il-76 heavy transport planes had caught fire. All Wednesday flights at the airport were cancelled, Vedernikov wrote, "until the nature of the possible damage to the runway is clarified." Citing air traffic services, TASS also reported that Moscow's Domodedovo and Vnukovo airports had been "temporarily closed" to traffic. The Pskov region was previously targeted by drones in May. Authorities in Bryansk region near the Ukraine border, southern Oryol region and Kaluga and Ryazan regions, southwest and southeast of Moscow, all reported drones had been destroyed or downed. PAGASA: ‘Goring’ now a super typhoon
State weather bureau Philippine Atmospheric, Geophysical and Astronomical Services Administration on Sunday revealed that tropical storm “Goring” has already reached super typhoon category and was spotted based on all available data, including those from Baler and Daet Weather Radars, at 95 km east northeast of Casiguran, Aurora. PAGASA said that Tropical Cyclone Wind Signal No. 3 is up over the eastern portion of Isabela which include Divilacan, Palanan, Dinapigue, Ilagan City and San Mariano while TCWS No. 2 is hoisted over the eastern portion of mainland Cagayan, the northern and central portion of Isabela, the extreme northern portion of Aurora and the eastern portion of Quirino. It added that “Goring” is forecast to begin its loop over the Philippine Sea east of Cagayan-Isabela area Sunday and the super typhoon will then turn northeastward and northward tomorrow before shifting northwestward on Tuesday. On the track forecast, it will make landfall over the southern portion of Taiwan on Wednesday evening or on Thursday early morning. President Ferdinand Marcos Jr. over the weekend assured that the government will exert all efforts to ensure that aid will be swiftly given to those who will be affected by “Goring.” Meantime, the Cagayan Provincial Disaster Risk Reduction and Management Council also on Sunday reported that around 448 families took refuge because of the effects of “Goring.” The PDRRMO listed the 448 families with 1,473 are from the six municipalities of Gonzaga, Lal-lo, Sta. Ana, Gattaran, Baggao and Sta. Teresita while 141 families with 388 individuals were brought to the evacuation centers while the rest took shelter in the houses of their relatives. Also, some roads in the province were deemed impassable because of the flood caused by the rains poured by “Goring” — the Abariongan Ruar-Abariongan Uneg road, Tammuco-Balagan-Abaruangan Ruar road and Tamban Bridge in the municipality of Sto. Niño. The flooding was also enhanced by the swelling of the river. In other developments, Department of the Interior and Local Government Secretary Benjamin Abalos Jr. has urged local chief executives in the Cagayan Valley Region and in other affected regions to be on their toes and carry out the necessary critical preparedness actions in accordance with the agency’s “Operation Listo” disaster preparedness manual. The DILG chief has also already directed their office in Region 2 to activate the Emergency Operations Center and Disaster Online Reporting and Monitoring System to ensure the adherence of local government units within their jurisdiction to Operation LISTO Disaster protocols. Amid the looming onslaught of “Goring,” the Civil Aviation Authority of the Philippines has also taken preventative measures, said that airports that may be potentially affected include Tuguegarao Airport, Basco Airport, Itbayat Airport, Cauayan Airport and Palanan Airport.
