Bong Go sends assistance to Cebu fire victims
The office of Senator Christopher “Bong” Go spearheaded a relief operation for fire victims in Barangays Kasambagan, Duljo Fatima, and Inayawan in Cebu City on Thursday, 21 September, as part of the senator’s efforts to ensure that the communities fully recover from the incident. The relief operation was held at Brgy. Kasambagan Hall. The senator’s team, together with Brgy. Kasambagan Captain Franklyn Ong, distributed snacks, shirts, and balls for basketball and volleyball to 102 fire victims. They also gave away shoes, watches, and mobile phones to select recipients. Meanwhile, the National Housing Authority (NHA) provided housing assistance to each qualified family. “Isinulong din natin na mabigyan sila ng National Housing Authority ng ayuda pambili ng housing materials tulad ng pako, yero at iba pa upang maisaayos muli ang kanilang mga tirahan,” Go said in a video message. “Isinulong ko ito noon at patuloy na sinusuportahan ang programa ng NHA ngayon upang mas marami pang mga biktima ng sakuna ang makapagpatayo ng maayos na bahay at makabangon muli mula sa trahedya,” he added. Go also highlighted Republic Act No. 11589 or the Bureau of Fire Protection (BFP) Modernization Act of 2021. This legislation, principally authored and co-sponsored by Go, is designed to bolster BFP’s capacity through a decade-long modernization initiative. The Malasakit Center is a convenient one-stop shop that brings together relevant agencies to provide medical aid to indigent Filipinos. He provided additional aid to them during a relief operation in Cebu City on Friday, 25 August. Bong Go boosts fire victims’ recovery in Cebu City
Senator Christopher "Bong" Go has remained steadfast in his dedication to assisting disaster victims as shown by his team’s relief operations on Monday, 14 August, to communities affected by fires in Cebu City. Go’s team, in coordination with Mayor Mike Rama, Vice Mayor Raymond Alvin Garcia, and the Department of Trade and Industry (DTI), assisted 103 recovering fire victims gathered at the Atillo Gymnasium in Barangay Punta Princesa. DTI provided livelihood assistance through its Pangkabuhayan sa Pagbangon at Ginhawa (PPG) program which Go pushed for during the Duterte administration and continues to support its implementation in order to boost livelihood recovery of those affected by various crises. In addition to the livelihood support, Go’s team provided shirts and masks to all beneficiaries, and a pair of shoes, a watch, a cellular phone, and balls for basketball to select recipients. “Sa panahon ng kahirapan at pagsubok dulot ng iba't-ibang sakuna, nais namin sa inyo'y magbigay ng pag-asa at tulong na magbibigay daan sa inyong mga pangarap. Ang programa na ito ay hindi lamang simpleng tulong kundi isang oportunidad upang makabangon at makamtan ang mas magandang kinabukasan,” stressed Go. Go underscored the crucial role of DTI’s PPG program in providing opportunities for sustainable income generation and the agency’s dedication to assisting affected communities in their journey toward recovery and rebuilding their lives. “Palaguin niyo ang inyong negosyo. Kapag lumago ang inyong negosyo, dalhin niyo po ang mga kita sa inyong mga pamilya... mas masarap sa pakiramdam kapag pinagpawisan at pinaghirapan niyo po ang inyong pagnenegosyo,” he added. In a video message, Go highlighted his other efforts to enhance disaster preparedness, response, and recovery strategies on a broader scale. He also asked for support for the passage of Senate Bill No. 188, which aims to establish the Department of Disaster Resilience (DDR). The proposed legislation envisions a new government department led by a cabinet secretary, focusing on comprehensive approaches to strengthen disaster preparedness across the country. The DDR's core areas of concentration include disaster risk reduction, disaster preparedness, response and recovery, and the advancement of resilience. “Mayro’n rin po ako nai-file na Department of Disaster Resilience, ito pong departamento na ito, a cabinet-secretary level na siya po ang makikipag-coordinate bago pa dumating ‘yung bagyo at ilikas po ang mga kababayan natin sa ligtas na lugar at preposition of goods,” Go explained. “Part rin po ito ng trabaho nila ang disaster-related tulad ng sunog. Kapag may lindol, sunog, bagyo at itong pagputok ng bulkan, ilikas na kaagad sa mga ligtas na lugar. Iyan po ang Department of Disaster Resilience at restoration of normalcy kaagad,” he added. Addressing poverty, hunger toward inclusive econ recovery
As President Ferdinand “Bongbong” Marcos prepares to deliver his second State of the Nation Address today, I remain hopeful that this can be an opportunity to highlight concrete steps towards a path of full and inclusive economic recovery. I am optimistic that this platform where all branches of government come together to listen to the priorities of the President can strengthen our unity and commitment to uphold the administration’s eight-point Philippine Development Plan 2023-2028, which includes food security, supply chain management, energy costs, healthcare and social protection, infrastructure development, green economy, market competition, and entrepreneurship. As I always say, “Dapat po ay walang maiwan na Pilipino lalo na po ang mga mahihirap nating kababayan. Dapat po walang magutom. Importante po ang laman ng tiyan at trabaho po para sa bawat Pilipino (No Filipino should be left behind, especially our poor countrymen. No one should go hungry. Food and work are important for every Filipino).” Amidst the recent lifting of the State of Public Health Emergency due to the Covid-19 pandemic, ensuring food security for all Filipinos must remain a top priority of the Marcos Administration. It is in this light that I fully support President Ferdinand Marcos, Jr.’s “Walang Gutom 2027: Food Stamp Program”, which was recently launched in Tondo, Manila. As one of the priority programs of the Department of Social Welfare and Development, the FSP seeks to reduce involuntary hunger incidents among low-income households. We also respect the decision of President Marcos, Jr. in lifting the State of Public Health Emergency in our country. We trust that it was arrived at after careful consideration of the present health issue and the need to finally open up the economy. With or without the State of Public Health Emergency, the government should fulfill its obligations to protect the lives of Filipinos, safeguard their health, and give what is due to them, especially to our medical frontliners. As a legislator, I have authored and supported bills that aim to address the most urgent issues faced by our fellow Filipinos today. I have also spearheaded the enactment of several legislations that aim to bring healthcare services closer to those in need, especially at the grassroots. As we all know, health is wealth and must be prioritized to attain a productive citizenry. Among these is the Malasakit Centers Act which I principally authored and sponsored in the Senate and was enacted into law in 2019. These centers bring various government agencies under one roof to provide convenient access for indigent patients needing medical assistance. So far, 158 Malasakit Centers are operational nationwide and have helped more than seven million Filipinos, according to the Department of Health. I have recently successfully sponsored the Regional Specialty Centers bill, which I am also a co-author, now awaiting the signature of the President. The bill aims to make available specialized medical facilities in various regions nationwide, benefitting particularly poor and impoverished Filipinos. For example, under the bill, services provided by the Philippine Heart Center, currently located in Quezon City, will also be available in regional DOH hospitals. The enactment of the measure will also include services for a broad range of specialties, including lung care, orthopedics, neonatal care, renal care, cancer care, and mental health, among others, making it a multi-year comprehensive nationwide healthcare improvement plan. Aside from these, we have also continuously supported the establishment of Super Health Centers in strategic locations around the country as a way to provide better access to basic medical services, especially at the grassroots. Through the collective efforts of DOH and fellow lawmakers, sufficient funds had been allocated for 307 Super Health Centers in 2022 and 322 in 2023. DOH, the lead implementing agency, identifies the strategic areas where they will be constructed. Meanwhile, driven by my passion for public service, I continue to respond to the needs of our fellow citizens, particularly the poor, wherever they may be in the country in my capacity as a senator and public servant. On 18 July, we were in Bulacan to attend the ribbon-cutting ceremony of the San Miguel Super Health Center. Alongside Congresswoman Lorna Silverio, Board Member Raul Marian, and Mayor Roderick Tiongson, we also provided aid to 1,000 impoverished individuals in the town. We then visited the town of Bustos to distribute assistance to 1,000 indigents, in collaboration with Mayor Iskul Juan’s office. I am delighted to announce that on 20 July, we held and witnessed the topping-off ceremony of the New Senate Building in Fort Bonifacio, Taguig City. This was presided over by Senate President Juan Miguel Zubiri, fellow senators, and other officials. This will be the new home of the Senate once completed. My office continues to deliver aid this week to our fellow citizens facing various crises. We promptly responded to the needs of victims of separate fire incidents. In Brgy. Kasangyangan, Zamboanga City, we helped 419 victims; in Baganga, Davao Oriental, we assisted 299 victims; and in Maco and Laak, Davao de Oro, we aided three victims. We conducted a series of aid distributions in Batangas, bringing smiles to 300 residents of Batangas City in partnership with Board Members Lydia Lopez, Maria Louise Gamo Vale, and Jesus de Veyra; 100 in San Juan in partnership with BM Melvin Vidal; 100 in Lipa City in partnership with BM Aries Mendoza; and 100 in Rosario in partnership with BM Jonas Patrick Gozos. We did not neglect the people of Nueva Ecija, where I am considered an adopted son of the province, and managed to spread joy to 364 beneficiaries from Llanera in coordination with their municipal council, and 166 from the Science City of Muñoz, in collaboration with Mayor Baby Alvarez’s office. We also reached San Fernando City, Pampanga, where we were able to assist 16 indigents alongside Mayor Vilma Caluag. In Quezon City, together with Councilor Aiko Melendez, we were able to assist 163 displaced workers. We also supported 100 individuals in Biñan City, Laguna, in collaboration with Councilor Alvin Garcia. Millions of Filipinos require the support and protection of the government. As a legislator, I can only do so much. However, if each of us does our part, then we can be a powerful force that could help our fellow Filipinos break free from the cycle of poverty and hunger. Go, in his video message, reminded the public to keep their homes safe by following fire safety precautions recommended by the government. The said law provides for the acquisition of new fire equipment, expansion of fire personnel, and provision of highly specialized training programs. The BFP is likewise mandated to conduct monthly fire prevention campaigns and information drives in every local government unit, especially in informal settlements, economically depressed areas, and far-flung communities. “Mga kababayan ko, mag-ingat tayo dahil delikado pa ang panahon at nasa gitna tayo ng pandemya. It would pain anyone to see their family members, friends or partners suffering through disease, more so if they cannot receive adequate medical attention due to financial constraints or inaccessible health services. Unfortunately, many poor Filipinos and those living in remote areas face precisely this dilemma. As we go around the country, I have personally witnessed the dire need to make medical assistance and health services — both basic and specialized — more accessible to Filipinos. That is why as Chair of the Senate Committee on Health, I continue to push for initiatives to improve healthcare access, including the establishment of more Malasakit Centers, Super Health Centers and Regional Specialty Centers. Just last on Friday, 9 June, I was honored to lead the inauguration of the 158th Malasakit Center at the Diosdado P. Macapagal Memorial Hospital in Guagua, Pampanga, together with our new Health Secretary, Teodoro Herbosa, as well as local leaders led by Governor Dennis Pineda and Vice Governor Lilia Pineda, among others. The Malasakit Center aims to streamline and expedite the delivery of medical assistance particularly to poor patients by consolidating the programs of various government agencies under one roof. Launched in 2018, it was later institutionalized under the Malasakit Centers Act of 2019, which I principally authored and sponsored in the Senate. According to the DOH, over seven million Filipinos nationwide have benefited from the program so far. During the inauguration, my team and I also aided 120 in-patients, 174 out-patients, and 378 front liners at the hospital. Additionally, a team from the Department of Social Welfare and Development extended assistance to qualified patients. On the same day, we visited Bulacan to assist 1,000 students in Guiguinto town with Mayor Agay Cruz and Congressman Boy Cruz, as well as 1,465 struggling Bulakeños in Meycauayan City. We also attended the ribbon-cutting and blessing of the city’s Super Health Center together with Mayor Henry Villarica. I have also long been advocating for the establishment of more Super Health Centers throughout the country. Through the efforts of our fellow lawmakers, sufficient funds had been allocated for 307 Super Health Centers in 2022 and 322 in 2023. DOH, as the lead implementing agency, identifies the strategic areas where they will be constructed. While our Super Health Centers bring basic health services closer to Filipinos, especially in remote areas, I am hopeful that we could also soon provide our kababayans improved access to specialized medical services following the recent ratification of the Bicameral Conference Report on the Regional Specialty Centers Act, which I authored and principally sponsored. If enacted, it will bring key medical services closer to the people by establishing specialty centers that cater to specific medical needs in different regions. Meanwhile, we have also continued distributing aid to many indigent Filipinos in various regions. On 5 June, I was in Digos City, Davao del Sur, with Mayor Josef Cagas and other local leaders to aid 1,500 indigents and witness the groundbreaking of its Super Health Center. We were in Agusan del Norte with Governor Angel Amante-Matba the following day, where we attended the groundbreaking of the Super Health Center in Las Nieves and inspected the ongoing construction of the Las Nieves Bridge. We then added 1,500 indigents in the town before visiting the Butuan City Super Health Center. We likewise assisted 2,000 residents in the city. Following this, I attended the annual general assembly of the Philippine League of Secretaries to Sanggunian Inc. in Davao City. Iloilo was our next destination where we attended the groundbreaking of the Barotac Viejo Super Health Center on 7 June and provided aid to 1,000 indigents in the town. I was also invited by Congressman Boboy Tupas and Mayor Bongbong Tupas to inspect the town’s new fire station. That day, we assisted 1,897 typhoon victims in Banate. We then made our way to Silay City in Negros Occidental, where we participated in the groundbreaking of a Super Health Center, dropped by the Teresita L. Jalandoni Provincial Hospital where I was instrumental in funding the construction of its new building, and extended aid to 2,000 underprivileged residents. Additionally, we joined in the commemoration of Silay City’s Charter Anniversary led by Mayor Joedith Gallego as we attended the PWD Sitting Volleyball event where I highlighted our efforts for more inclusive sports development programs as Chair of the Senate Sports Committee. On 8 June, we helped 1,493 beneficiaries in Palayan City, Nueva Ecija, in partnership with Governor Oyie Umali, Mayor Vianne Cuevas, Congressman GP Padiernos, and other local leaders. That same day, we aided 1,160 indigents in Quezon City with Cong. Marivic Pilar-Co. On 9 June, together with Senator Robin Padilla and in partnership with Governor Luigi Villafuerte, Congressman Lray Villafuerte, and Congressman Migz Villafuerte, we distributed aid to 2,699 indigents in Pili, Camarines Sur. That day, we attended the groundbreaking of the Super Health Center in Talisay, Camarines Norte, with Mayor Dondon Mancenido, where we likewise assisted 1,500 residents. Together with Governor Dong Padilla, I conducted a monitoring visit to the Malasakit Center at the Camarines Norte Provincial Hospital in Daet, Camarines Norte, where we aided 262 patients and 811 front liners. Finally, I headed back to Davao City to attend the 2023 Mindanao League of Municipalities of the Philippines Convention. Meanwhile, my office separately aided 186 fire victims in Quezon City, 41 in Caloocan City, 76 in Parañaque City, and 10 in Baguio City. Likewise helped were 1,015 indigents in Alitagtag, Batangas; 1,500 in Cabanatuan City and 1,040 in General Mamerto Natividad, Nueva Ecija; 500 in Datu Odin Sinsuat, Maguindanao del Norte; 360 in Culasi, Antique; 150 in Island Garden City of Samal, Davao del Norte; 53 in Iba and 13 in Botolan, Zambales; 1,620 in San Vicente, Camarines Norte; 380 Tesda graduates in Lapu-Lapu City, Cebu; and 90 indigent couples in Baroy, Lanao del Norte. My team likewise witnessed the groundbreaking of the Super Health Centers in Barangay Talon-talon, Zamboanga City on 6 June, and Mabuhay, Zamboanga Sibugay on 8 June. Better sports facilities pushed
As chairperson of the Senate Committee on Sports, I am saddened by the dilapidated state of the country’s iconic sports facilities. The Philippine Institute of Sports Multi-Purpose Arena, popularly known as PhilSports Arena, has come a long way from the time it was built in 1985 to house the Philippine Basketball Association until the league moved out in 1993 due to the lack of maintenance of the venue. The last time it was renovated was in 2019, when the country hosted the 30th Southeast Asian Games. Among PhilSports Arena’s main facilities are the Multi-purpose Arena, Swimming Center, and Football and Athletic Stadium. While the arena was greatly enjoyed as a sports facility, it also served as a temporary shelter for evacuees after Tropical Storm Ondoy and Typhoon Pepeng struck the Philippines in 2009, adding to the facility's wear and tear. A quick look at the PhilSports Arena and the other sports facilities nationwide should make us realize that we should invest more in rehabilitating our iconic sports facilities. As I have suggested during the budget deliberations in the Senate, prioritizing funding for sports facilities would have been better than putting flood control projects in areas with little to no population. This concern about the support we are providing our athletes has motivated me to author and co-sponsor Republic Act No. 11470, which established the National Academy of Sports at New Clark City in Capas, Tarlac. In collaboration with the Philippine Sports Commission and the Department of Education, NAS now offers a specialized secondary education program focused on sports where students can study and train simultaneously. I have also filed the Philippine National Games bill, which aims to provide a structure for a more comprehensive national sports program, linking grassroots sports promotion to national sports development by having a mini Olympics regularly. Providing opportunities to our youth will help develop their potential in sports but will also help keep them away from vices such as illegal drugs. I continue to support establishing sports-related programs and infrastructure to divert the youth from the lure of addiction and criminality. This is also part of my three-pronged approach to combat illegal drugs in the Philippines – law enforcement, rehabilitation, and prevention. Yesterday, I witnessed the Philippine ROTC Games 2023 Luzon Qualifying Leg opening ceremony held at Cavite State University – Indang Campus in Indang, Cavite. With Sen. Francis Tolentino, I encouraged our young cadets who participated in various competitions to get into sports and stay away from drugs. I have also remained faithful to my promise to visit and help our fellow Filipinos in most parts of the country. On 16 September, we attended the groundbreaking of a Super Health Center in Manolo Fortich, Bukidnon. We also visited the town of Damulog, where I inspected projects I have supported, such as a public market, road concreting project, evacuation center, solar street lights, and a multipurpose building. Later that day, we also attended the 25th Anniversary of Public Safety Basic Recruit Course Class 1998-Alpha at Acacia Hotel in Davao City. On 15 September, we attended a meeting of state universities and colleges leaders held in Davao City and hosted by Commission on Higher Education Chair Prospero de Vera. The night before, we also joined leaders from the CHEd, the University of the Philippines System, and various SUCs to honor the appointment of Atty. Angelo Jimenez, a fellow Mindanaoan, as the 22nd President of the University of the Philippines. We took the opportunity to voice our commitment to elevating the standard of education nationwide. This is also the reason why Republic Act No. 10931, or the Universal Access To Quality Tertiary Education Act, was enacted into law during the time of former president Rodrigo Duterte. Today, we continue to pursue this further as I co-authored and co-sponsored Senate Bill No. 1360, which aims to widen the reach of the law further. We visited Bislig City in Surigao del Sur to participate in its 23rd Charter Day festivities. We handed out grocery packages to 32 newlywed couples during a community wedding and inaugurated the country’s 159th Malasakit Center at the Bislig District Hospital. This is the seventh Malasakit Center in the Caraga region and the 40th in Mindanao. Our team also provided direct aid, including grocery packs, to 129 patients and 191 front liners, including security guards, utilities, and hospital staff. On 15 September, my office also attended the groundbreaking of Super Health Centers in New Washington and Malay in the province of Aklan. Meanwhile, we continue to support livelihood programs, especially those that can help people experiencing poverty overcome crises. Through our support, the Department of Trade and Industry provides livelihood kits to qualified beneficiaries affected by calamities and teaches them how to grow their businesses for the benefit of their families. Among those we have helped are 20 from Dipaculao, Aurora; 57 from Sanchez Mira and Abulog, Cagayan; 100 affected by the earthquake in Montevista and New Bataan, and 50 in Nabunturan in Davao de Oro; 196 in Malalag and Sulop, Davao del Sur; 20 in Mangatarem, Pangasinan; 21 victims of Typhoon Egay in Pigcawayan, North Cotabato; 132 shear line victims in Gingoog City, Misamis Oriental; and 36 beneficiaries from Lutayan and Columbio, Sultan Kudarat, and General Santos City. We also continue to support the National Housing Authority’s distribution of emergency housing assistance to disaster victims so they can purchase roofing, nails, and other home repair materials. We assisted beneficiaries, including 85 fire victims in Imus City, Cavite. Meanwhile, my office helped the 65 fire victims in Bacolod City, Negros Occidental. We also provided assistance to 75 TESDA graduates in Victorias City, Negros Occidental. We also distributed additional support to workers who lost their jobs, beneficiaries of the TUPAD program of the Department of Labor and Employment, including 413 in Talibon, Bohol, and 150 in Plaridel, Bulacan. We also aided 333 poor residents in Paluan, Occidental Mindoro; and 234 in Antipolo City, Rizal. Bong Go helps recovering fire victims rebuild in Valenzuela City
The Office of Senator Christopher “Bong” Go led a relief operation for fire victims in Valenzuela City on Tuesday, September 5, as part of the senator’s efforts to help disaster-affected households rebuild and recover. The distribution was held at Arkong Bato National High School in coordination with Mayor Weslie “Wes” Gatchalian. The senator’s team provided grocery packs, masks, shirts, vitamins, snacks, and balls for basketball and volleyball to 225 recovering fire victims. They also gave away shoes and mobile phones to select individuals. Meanwhile, the National Housing Authority (NHA) provided housing assistance to each affected family through the Emergency Housing Assistance Program (EHAP). “Isinulong din natin na mabigyan sila ng National Housing Authority ng ayuda pambili ng housing materials tulad ng pako, yero at iba pa upang maisaayos muli ang kanilang mga tirahan,” Go highlighted. “Itong EHAP program, isinulong ko ito noon at patuloy na sinusuportahang mapondohan ang programa ngayon upang mas marami pang mga biktima ng sakuna ang makapagpatayo ng maayos na bahay at makabangon muli mula sa trahedya,” he added. The relief activity was attended by several officials, including NHA Assistant General Manager Alvin Feliciano, who expressed his appreciation for the senator, saying, “Senator Bong Go, ang buong barangay po ng Arkong Bato ay nagpapasalamat sa inyong biyaya. Napakalaking tulong po nito sa amin. Lalo na para makaahon sila sa buhay. Mr. Malasakit, saludo po kami sa inyo.” Meanwhile, Go highlighted Republic Act No. 11589, also known as the Bureau of Fire Protection Modernization Act of 2021. The law, which was authored and co-sponsored by Go, aims to enhance the capabilities of the Bureau of Fire Protection (BFP) through a ten-year modernization program, which includes the recruitment of more firefighters, acquisition of new fire equipment, and specialized training. “Alam ko pong mahirap ang masunugan pero magtiwala lang po kayo sa gobyerno at tayo po ay makakaahon muli. The lawmaker likewise continues to push for the enactment of Senate Bill No. 192, which seeks to institutionalize the Rental Housing Subsidy Program. Under the proposed measure, a housing and social protection program will be developed to provide disaster victims better and more affordable access to the formal housing market through the provision of rental subsidies provided by the government. Meanwhile, Go filed SBN 193, or the proposed Mandatory Evacuation Center Act, which aims to ensure that disaster victims will have temporary shelters that will guarantee their safety and welfare while they recover and rebuild their lives. The senator also encouraged residents to take advantage of the services offered in Malasakit Centers nationwide, including those established in Valenzuela Medical Center and Valenzuela City Emergency Hospital, which are both located in the city. The Malasakit Center is a one-stop shop that brings together relevant agencies to provide medical aid to poor and indigent Filipinos. Go is the principal author and sponsor of the Malasakit Centers Act, which has successfully assisted over seven million Filipinos through its 158 operational centers nationwide. “Ako po ay nasunugan at tinulangan po ako ng mahal na mayor at mahal na Senator Bong Go sa kahirapan. These centers are designed to offer a wide range of basic health services, database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray, ultrasound), pharmacy, and ambulatory surgical unit. Other available services are eye, ear, nose, and throat (EENT) service; oncology centers; physical therapy and rehabilitation center; and telemedicine, which makes remote diagnosis and treatment of patients possible. Zambales micro businesses get livelihood aid
Iba, Zambales — Thirteen micro enterprises recently received livelihood kits from the Department of Trade and Industry here. According to DTI Zambales Business Development Division chief Marilou Arcega, the activity is under the Pangkabuhayan sa Pagbangon at Ginhawa as assistance by the agency to micro businesses affected by the recent calamity. She added that manufacturers and food processors from the town of Castillejos, San Marcelino, San Narciso, Palauig, and Masinloc are the beneficiaries of the said program as they are the most affected by typhoon “Egay,” and by a fire that broke out in this town. Certificate of Endorsement Arcega said the beneficiaries each have a Certificate of Endorsement from their respective local government units, ensuring that they are victims of the said calamities. Cooking oil, sugar, flour and sari-sari store items are mong the supplies given to the beneficiaries. The DTI official urges beneficiaries to not waste the opportunity to rebound from the problem and continue with their businesses. She added that the economy of the community will increase, including the productivity of the micro entrepreneurs. Fifteen farmers Meanwhile, 15 farmers in San Narciso underwent training in Rice Wine Processing organized by the Department of Agrarian Reform. The beneficiaries are selected officials of the H2O Irrigator’s Association Incorporated. According to DAR Provincial Agrarian Reform Program Officer II Emmanuel Aguinaldo, the said training is under the Village Level Farm Focused Enterprise Development project. Bring public health services closer
“Health is the greatest of human blessings,” according to Hippocrates, father of Modern Medicine. That is why we continue to make significant strides in improving our health system. The latest of which is the signing into law of the Regional Specialty Centers Act. As the principal sponsor and one of the authors of this measure, I am grateful to President Ferdinand Marcos, Jr., for approving and prioritizing this legislation which will help bring specialized medical care closer to Filipinos in various regions, and hopefully to the most vulnerable groups in grassroots communities. As we aim to make public health more accessible, we must continue such efforts to ensure all Filipinos get the healthcare they deserve. In line with this, the Malasakit Centers we initiated in 2018 have already provided financial medical assistance to more than seven million patients so far. There are 158 Malasakit centers established all over the country through the Malasakit Centers Act of 2019, which I principally authored and sponsored in the Senate. I have also continuously pushed for the establishment of Super Health Centers, which are medium versions of a polyclinic and improved versions of the rural health unit, to make healthcare more accessible to Filipinos even in remote areas. These centers, funded with the help of my fellow legislators and primarily implemented by the Department of Health, shall provide primary health care services in communities that also include consultation, diagnosis, and early detection of diseases. As chair of the Senate Health Committee, I must emphasize the need to bring public health services closer to the people who need them the most. The enactment of the Regional Specialty Centers Act, along with the continuing operations of Malasakit Centers and the establishment of more Super Health Centers nationwide will hopefully bridge this gap and further promote the health and well-being of Filipinos no matter where they are in the country. As a legislator and public servant, I will continue to help improve public service delivery at the grassroots to the best of my capacity so that no Filipino is neglected when it comes to availing government services they need. That is why aside from the health initiatives mentioned above, I also continue to visit communities to deliver assistance, listen to their concerns, and provide solutions to their daily struggles. We were in Laguna on August 25 to inspect the Siniloan Sports Complex which was funded through our efforts as part of our goal as chairperson of the Senate Committee on Sports to promote grassroots sports development and divert our youth from harmful vices like illegal drugs. We then inspected the Isolation Facility of the Infirmary Hospital which we supported during the Duterte administration. We also led the distribution of aid to 500 impoverished residents of Siniloan together with Vice Governor Karen Agapay, Mayor Patrick Go, Vice Mayor Carla Valderrama, and other local officials. Last weekend, I also joined fellow officials and basketball enthusiasts alike in supporting Gilas Pilipinas during the 2023 FIBA World Cup. I commend everyone who took part in ensuring the successful hosting of the FIBA World Cup here in the Philippines. We were invited as a guest speaker on 24 August at the Gender and Development Activity organized by the Provincial Council of Occidental Mindoro. We support these kinds of discussions that aim to promote equal and gender-sensitive leadership. On 23 August, I received the prestigious Apostle Arsenio Ferriol Award of Excellence for Public Service and Governance. I want to express my sincere gratitude to the Pentecostal Missionary Church of Christ (4th Watch) for this very prestigious recognition. With or without an award, I will continue my mission to serve fellow Filipinos, knowing very well that service to the people is service to God. Aside from the awarding ceremony, I also joined them yesterday for their 50th Golden Church Anniversary celebration in New Clark City, Tarlac. I also visited Navotas City on 22 August, together with Mayor John Rey Tiangco and Vice Mayor Tito Sanchez to help 1,000 senior citizens, PWDs, and indigents. We also provided additional support to 1,328 recovering fire victims who were given aid from the National Housing Authority to buy housing materials through their Emergency Housing Assistance Program that we initiated before and continue to support its implementation now. We were also instrumental in the construction of nine public school buildings in Navotas City, some of which we were able to inspect during our visit. My office also continues to assist Filipinos affected by calamities. Among those assisted were typhoon victims in various towns in Cagayan — 500 in Gonzaga; 500 residents in Aparri; 500 in Allacapan; 500 in Pamplona; 500 in Ballesteros; and 500 more in Caoayan, Ilocos Sur. More support was also provided for 35 indigents from different towns of Cotabato Province plus 110 sectoral members in Libungan town; three fire victims of Brgy. Peñaplata in Samal Island; 1,000 residents of Sibalom and almost 250 in Tobias Fornier in Antique; 1,000 beneficiaries in Polomolok, South Cotabato; 66 residents of Malolos Bulacan; 31 residents of General Tinio and 140 more in Gapan, Nueva Ecija. We also extended livelihood support to 14 indigents in Cauayan, Negros Occidental; three farmers in San Lorenzo, Guimaras; and 52 residents of Brgy. Tisa, Cebu City who were previously victims of a fire incident. They were also provided aid through DTI’s Pangkabuhayan sa Pagbangon at Ginhawa (PPG) program, which I pushed for before and continue to support now to boost the livelihood of those affected by various crises. Furthermore, I am also thankful to the President for signing the following into law: Republic Act No. 11961, which I co-authored, amending the National Cultural Heritage Act of 2009, and mandates the creation of a Philippine Registry of Heritage; RA 11958, which I co-authored, that amends RA 6948 to rationalize the disability pension provided to military veterans; and the One Town, One Product Philippines Program, which I authored and co-sponsored, to support the growth of the country’s micro, small, and medium enterprises. While we have accomplished a lot in the past few days in helping those in need and pushing for policies that would uplift the lives of fellow Filipinos, our work must not stop as long as there are more of our kababayans who rely on us for support. Navotas fire victims get P13.28-M aid
The National Housing Authority reported Friday that it has distributed a total of P13.28-million financial aid to 1,328 Navotas fire victims, in an activity held at the Navotas Sports Complex last Tuesday, 22 August. NHA-NCR North Sector regional manager Engr. Jovita G. Panopio represented NHA General Manager Joeben Tai during the distribution of cash assistance to the beneficiaries, together with Senator Christopher Lawrence T. Go, Navotas City Mayor John Reynald M. Tiangco, Vice Mayor Tito M. Sanchez, and NHA MaNaVa district manager Engr. Nora E. Aniban. Each beneficiary from Barangays North Bay Boulevard North, Bagong Bayan North, Tangos North, Tangos South, Navotas West, San Roque, Sipac Almacen, Bangkulasi, and Daanghari received P10,000 cash assistance through the NHA’s Emergency Housing Assistance Program . They were victims of fire incidents which occurred between October 2019 to May 2023. Bong Go eyes higher health budget for 2024
Senator Christopher "Bong" Go, during an ambush interview on 22 August, after aiding poor residents and fire victims in Navotas City, expressed his commitment to push for an increased budget for health in 2024. ‘Junk’ investment grade if pension reform ignored
Amid a perceived stirred-up hornet’s nest by introducing reforms in the military and uniformed personnel’s pension plan, Finance Secretary Benjamin Diokno on Wednesday warned that the next administration will face a huge problem if the planned changes to the MUP pension system are not enacted into law. “The rating agencies are looking at that. If we continue to ignore the military pension system, our current investment grade with the rating agencies might turn into junk,” Diokno said in a briefing on the projected 2024 National Expenditure Program for the Development Budget Coordination Committee. He told the lawmakers that the Philippines may lose its investment grade rating if it doesn’t change its “unsustainable” MUP pension system since reducing debt and deficit will be more difficult. The sovereign bonds of the Philippines are rated BBB by Fitch Ratings, with a stable outlook; similarly, they are rated Baa2 by Moody’s Investors Services and BBB+ by S&P Global Ratings. The Philippines could see its investment-grade rating, which it has held for a decade, relegated to “junk” territory if “we continue to ignore” the need to reform the MUP system, Diokno said. “The pension system is not a real pension system in the following sense — there are no contributors. A pension system is where the beneficiaries of the pension system contribute and there’s a government counterpart,” he added. Diokno said a pension system is one in which the government matches the contributions made by the pension system’s beneficiaries. However, he underscored that the beneficiaries “do not contribute” to the pension, and the money is only appropriated once a year. The current setup, Diokno added, was “unsustainable” because it would become a “huge component of the national budget.” “I think if you let this through, continue I think the next administration will be faced with a huge problem. The current situation is that the amount we allocate for the military pension is much higher than the current operating budget of the military,” Diokno said. He admitted that the government is recommending P164 billion for the MUP pension under the 2024 NEP, representing a 3.5 percent increase over the financing for benefits this year. The government pays for this in full without funds coming directly from the MUPs, Diokno added. Liablilities Although the country’s gross domestic product is anticipated to be approximately P20 trillion, he said the liabilities of the pension system, which does not receive payments from MUPs, have already been calculated at P9 trillion. The debt payment level, he said, had already risen to 61 percent of the GDP after the Covid-19 pandemic when the government had to accrue trillions of pesos in debt. President Ferdinand Marcos Jr. has prioritized revamping the service personnel retirement system as part of his government’s efforts to streamline its budget and free up funds for much-needed infrastructure. Meanwhile, a House of Representatives special committee approved yesterday a substitute bill on pension reforms for MUP — it includes provisions for a special assistance fund for retired MUPs in need and establishes uniform rates for lump sum benefits. The bill also proposes that MUPs contribute a percentage of their basic pay based on their years of service, with the government also contributing to complete the 21 percent pension contribution. It was found acceptable by all stakeholders, was agreed upon by the committee members, and was supported by both the military and uniformed services as well as the economic managers. The MUP pension system was established during the administration of former President Fidel Ramos. It includes retirees from the Philippine Public Safety College, the Philippine Coast Guard, the Philippine Armed Forces of the Philippines, the Philippine National Police, the Bureau of Fire Protection, the Bureau of Jail Management and Penology and the Bureau of Corrections. The proposal to redesign the current MUP pension system to contribute 5 percent of their basic pay for the first three years, 7 percent for the next three years, and 9 percent after that for those in active service, while new entrants would contribute 9 percent of their base pay. NSC condemns NPA land mine attack in Masbate
The National Security Council condemned on Monday the detonation of an improvised land mine by the New People's Army that wounded three people, including a barangay captain, by the roadside of Barangay Bonifacio in Uson, Masbate last week. In a virtual press briefing by the National Task Force to End Local Communist Armed Conflict, NSC Assistant Director General Jonathan Malaya read the statement of NSC chair and National Security Adviser Eduardo Año who said the incident in Masbate "is another violation" of the CPP-NPA-NDF committed against International Humanitarian Law. "NSC would like to emphasize that our fight against terorrist groups is unrelenting. CPP-NPA-NDF is the Number 1 violator of IHL by executing civilians, ambuscades, etc.," Malaya said. "Over the past decade, 373 people were killed by NPAs. [They] detonated 141 illegal landmines that killed 24 people. By 2010, 524 were recruited by them as child warriors. There are also 270 events of targeting civilians, forced disappearance, sexual assaults." The government has slapped 293 cases of violation of IHL and RA 9851 against the NPA, with 82 already in court, according to Malaya. The rebel amnesty program being offered by President Ferdinand Marcos Jr. is "now being crafted and going through a process." However, the amnesty will only be for former rebels without court conviction or active court cases. "Those who have specific crimes , have probable cause, trials ongoing or facing cases" are not covered by the amnesty, said Malaya. He said the NSC and NTF-ELCAC' condemnation of CPP-NPA-NDF activity carries the conviction that "justice will be served" for the victims. Democrito Rivera, 62, chairman of Barangay Bonifacio; Romneck Lumabab, 32, and Alex Balayan, 39, were on a motorcycle when the land mine explosion occurred at around 1:30 p.m. on 8 August. Five men reportedly opened fire on the victims following the explosion. The gunmen escaped as state security forces and first aid responders arrived and brought the victims to the hospital for treatment. Noel Legaspi alias Ka Efren, a former CPP/NPA cadre, said the rebel groups' violations of IHL are "historical", citing the Plaza Miranda bombing in the early 70's and even their own purging campaign where thousands of NPA members suspected of conniving with the military were killed, including civilian supporters. Senator Christopher “Bong” Go has filed Senate Bill 2297 institutionalizing the Overseas Filipino Workers Hospital and providing sufficient resources to sustain its operations. One of the key provisions of SBN 2297 the senator filed on Wednesday is the appropriation of funds necessary for the construction, maintenance and operation of the OFWH in San Fernando City, Pampanga. “In order to harmonize policies and functions of different agencies, and ensure sufficient funding for the hospital, this proposed measure institutionalizes the OFW Hospital under the administrative supervision of the Department of Migrant Workers,” Go added. The 100-bed OFWH, which was established through an executive order under the Duterte administration, started operation in June last year. It is primarily dedicated to serving OFWs and their eligible dependents. Last November, Go personally led the launch of the 153rd Malasakit Center inside the hospital. The center is a desk where patients can get government help to pay their medical bills. Meanwhile, the chair of the Senate Committee on Health graced the turnover of National Housing Authority homes to fire victims in Davao City on 14 July. Together with Barangay Captain Alimodin Usman, Go’s team extended grocery packs, masks, shirts, and snacks to all households. Duterte son bares midyear accomplishments
DAVAO CITY — First Congressional District Representative Paolo “Pulong” Duterte bared his accomplishments in the first half of the year as a second termer in the House of Representatives. In a statement from the lawmaker’s office on Saturday, Duterte highlighted the 169 House Bills he had authored, of which five were enacted into law, while others are still pending in the different committees in the HOR. Some were in the Senate for reading. Duterte also cited achievements in various projects, such as medical and burial assistance, emergency response, educational aid, Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers with the Department of Labor and Employment, and infrastructure. His office assisted 22,253 patients and 575 senior citizens at Southern Philippines Medical Center, 1,204 cancer patients, and 24,040 patients in private hospitals. He also aided 26,673 families in burial, as well. Around 5,357 fire victims and 2.607 flood victims per family, and 78,451 identified beneficiaries under the TUPAD program were also given assistance. His office assisted 1,600 college and 344 Technical Education and Skills Development Authority scholars, 40 postgraduates in medicine, and seven postgraduates in law school.
