Phl looking for railways funds
The Philippines will have to find other funding sources to bankroll big-ticket transport infrastructure projects after the Department of Transportation or DoTr decided to drop China as its partner for the Mindanao Railway Project. Transportation Secretary Jaime Bautista on Thursday confirmed the DoTr is currently “looking for other lending sources.” “We will look for another funding source. We are working on that now,” Bautista said on the sidelines of the German–Philippine Chamber of Commerce and Industry luncheon meeting. The transport chief said three DoTr projects – the South Long Haul Project, Mindanao Railway Project, and Subic-Clark Railway—were dropped as Chinese Official Development Assistance projects or ODA as the latter’s interest had “waned.” “Those are what we are going to look for additional funding or replacement for,” he said in English and Filipino, adding that the DoTr has requested assistance from the Department of Finance. Bautista said he was unfazed as other funding sources are available, including the Japan International Cooperation Agency or JICA, the World Bank, and the Asian Development Bank. “Our options are we can still go for other ODA. MVP eyes MPTC float by next year
After the voluntary delisting of his infrastructure investment firm Metro Pacific Investments Corp. or MPIC from the local bourse, businessman Manuel V. Pangilinan is now planning to offer the shares of his tollways venture Metro Pacific Tollways Corp. or MPTC to the public by next year. “After the delisting, we will list our tollways... next year. The Maynilad has got to list by 2026. We will list our major subsidiaries,” Pangilinan said in an interview with reporters on the sidelines of the Mining Philippines 2023 International Conference and Exhibition on Wednesday. MPTC is the operator of the North Luzon Expressway, Subic-Clark-Tarlac Expressway, Cavite-Laguna Expressway, Manila-Cavite Expressway, NLEX Connector, and Cebu-Cordova Link Expressway. On the other hand, Maynilad, MPIC’s joint venture with DMCI Holdings, and Marubeni Corp., serves the west zone of the Greater Metro Manila area, covering 17 cities and municipalities. Tender offer closed Relatedly, in a separate disclosure to the stock exchange on Wednesday, MPIC confirmed that the tender offer for its shares is now closed. The company report stated that the total of tendered shares, excluded shares, and other non-public shares is equivalent to 97.22 percent of MPIC’s total issued and outstanding listed shares and has exceeded the threshold required to complete the voluntary delisting. Once tendered shares are accepted and crossed, MPIC’s public float will fall to 2.78 percent. Its total tendered shares, excluded shares, and other non-public shares, on the other hand, will be above the voluntary delisting threshold of at least 95 percent. Thus, bidders can now expect MPIC’s delisting around October. The Cross Date is scheduled for 26 September, while the Settlement Date is scheduled for 28 September. Commenting on these MPIC developments, Pangilinan said: “It’s amazing that the acceptances have been more than 99 percent. What are the implicit messages of that, the times have moved on. My theory is that conglomerates are passe.” Pangilinan noted that companies are now focusing on their ventures that are easier and simpler to analyze with only one product. “Filipinos have a natural aversion to something big, that is why our stock exchange is too small. And because it’s too small it impinges on the issue of liquidity. Investors, even foreign investors, want to go in and be able to get out whenever they want to,” he explained. MPIC currently owns 47.5 percent of Manila Meralco, 99.9 percent of Metro Pacific Tollways Corp., 52.8 percent of Maynilad Water Services Inc., 20 percent of Metro Pacific Health Corp., and other assets. The government should recognize the possibility that Chinese workers in the country are committing espionage amid the escalating territorial friction in the West Philippine Sea. Defense Secretary Gilbert Teodoro raised the alarm, saying employees of mainly Chinese state firms may be engaged in potential “covert economic and information activities,” including propaganda operations, to sway public opinion in favor of the mainland. Among the workers on the watchlist are “the ones hired by Beijing’s state-run enterprises involved in public infrastructure projects,” according to Teodoro. The Department of National Defense said it is looking into clandestine dealings “happening in the background.” “It’s the activities that we cannot see… that’s what alarms us,” the defense chief said. “The best way to weaken a country, rather than by an overt warlike function or disruption of [its] facilities, is really to take control of [its] internal economy, internal processes, and the like,” Teodoro pointed out. The records of Chinese migrants in the country are inadequate based on previous Senate hearings. No government agency was able to provide the Senate, for instance, with an accurate number of illegal Chinese workers, indicating that they are not being monitored. Labor agencies have also failed to keep track of how many foreign workers are in jobs that, by mandate of the Constitution, should be for Filipinos only. Under the law, foreigners are only allowed to work in jobs that require highly specialized skills and where no Filipinos are deemed competent to do them. During the Senate probe, it was also discovered that as many as 119,000 Chinese nationals who came to the country as tourists are now residents and have jobs in violation of labor regulations. Chinese tourists, through some “gainful” means, were able to obtain special work permits from the Bureau of Immigration. They now work in very diverse areas such as Metro Manila, Clark, Subic, Cagayan and Cagayan de Oro. In one of the inquiries, a Department of Labor and Employment official explained that the special permits were issued without the need for an Alien Employment Permit, or AEP, because the nature of the employment was temporary, lasting from three to six months. The loose process, thus, has allowed foreign workers to enter the country practically unbridled. Senators questioned the discrepancy between the AEPs issued and the number of Chinese workers in the country. Independent sources said that as many as 200,000 to 400,000 Chinese workers are in the country. Four different agencies issue different permits that make the situation worse. The biggest insult by China is that its propaganda work against the Philippines and other opponents in the territorial conflicts is done in this country. Facebook recently removed two networks of fake accounts that were spreading government propaganda, one originating in China and the other in the Philippines. Taken down were 155 Facebook accounts, 11 pages, nine groups and seven Instagram accounts traced to China, and 57 accounts, 31 pages and 20 Instagram accounts based in the Philippines. Such operations breach Facebook’s rules against “coordinated inauthentic behavior on behalf of a foreign or government entity.” The Chinese network used faces created through an AI technique known as GANs (Generative Adversarial Networks). Facebook was able to trace the origins of the accounts because of their visual signatures. “This form of AI is readily available online, and its use (or abuse) by covert operations has exploded in the last year,” according to a report on the social media platform. Identified were a dozen GAN-generated images from the Chinese propaganda operation. Teodoro, who has access to a wealth of information, in revealing the supposed operations being conducted by the Chinese in the country’s backyard, virtually confirmed the problem has reached alarming proportions. It would be easy for the government to keep track of foreign workers if only the appropriate agencies would resist the seduction of human smuggling. Dutch ‘Indiana Jones’ art sleuth recovers stolen Van Gogh
A Dutch art detective has recovered a precious Vincent van Gogh painting that was stolen from a museum in a daring midnight heist during the coronavirus lockdown three-and-a-half years ago, police said Tuesday. Arthur Brand took possession of the missing painting, the 1884 "Parsonage Garden at Nuenen in Spring", worth between three and six million euros ($3.2 and $6.4 million), at his Amsterdam home on Monday, stuffed in a blue IKEA bag. Brand, dubbed the "Indiana Jones of the Art World" for tracing a series of high-profile lost artworks, told AFP that confirming the painting was the stolen Van Gogh was "one of the greatest moments of my life." "Arthur Brand, in cooperation with the Dutch police, has solved this matter," Richard Bronswijk of the Dutch police arts crime unit confirmed to AFP. "This is definitely the real one, there's no doubt about it." Brand told AFP that frequent calls by him and the Dutch police to hand back the stolen artwork finally paid off when a man, whose identity was not revealed for his own safety, handed Brand the painting in a blue IKEA bag, covered with bubble-wrap and stuffed in a pillow casing. A video clip supplied by Brand showed him unpacking the painting in his lounge and gasping in astonishment when he realized what it was. "I couldn't believe it," he said. 'Massive headache' The painting was burgled from the Singer Laren Museum near Amsterdam on 30 March 2020 in a heist that made headlines around the world. Dutch police released video images shortly after the burglary showing a thief smashing through a glass door in the middle of the night, before running out with the painting tucked under his right arm. In April 2021, police arrested a man named in Dutch media as Nils M. for the theft. He was later convicted and sentenced to eight years behind bars. M. was also convicted for stealing another masterpiece by Frans Hals called "Two Laughing Boys" in a separate heist. "After a few months I heard from a source in the criminal world who had bought the Van Gogh," from Nils M, said Brand, who has gained fame for his remarkable recoveries of stolen art, including the "Hitler's Horses" bronze statues, a Picasso painting and a ring that once belonged to Oscar Wilde. This man, identified by Dutch media as Peter Roy K., was currently behind bars for a separate case involving the large-scale import and export of cocaine, Brand said. K. wanted to use the painting as collateral to negotiate a reduction in his sentence. Brand confirmed Peter Roy K.'s identity, stressing he had said before that "no deal for a reduced sentence would be made." The whereabouts of the Van Gogh however remained unknown until two weeks ago when a mysterious man contacted Brand saying he wanted to return it. After some negotiation, Brand persuaded the man -- who had "nothing to do with the theft", according to the art detective -- to hand back the artwork. "The man told me 'I want to return the Van Gogh. It has caused a massive headache'" because it could not be used as a bargaining chip, Brand said. "In an operation done in close coordination with the Dutch police, we got the painting back," he said. The painting, which comes from relatively early on in Van Gogh's career, before the prolific artist embarked on his trademark post-impressionist paintings such as "Sunflowers" and his vivid self-portraits, has already been handed back to the director of the Groninger Museum, from where it was on loan to the Singer Laren Museum. "At first there was disbelief. Staff were asking themselves 'can this be true'?" said Karina Smrkovsky, head of communications at the Groninger museum. "Then, when it was confirmed, our disbelief turned into delight. We are incredibly happy that it has been been returned," Smrkovsky told AFP. "We are incredibly thankful to Arthur Brand for getting it back." Smrkovsky said however that the painting would not be on public display immediately, most probably only next year. "We are delighted that art lovers from all over the world once again will be able to see this wonderful painting," said Evert van Os, museum director at Singer Laren. CLARK FREEPORT — The Governance Commission for Government Owned or Controlled Corporations, or GCG, confirmed that Clark Development Corp., or CDC, achieved a 91.26 percent performance rating for 2022. The achievement was communicated to CDC President and CEO Agnes VST Devanadera in a letter dated 25 July 2023, issued by former GCG Chairperson and retired Justice Alex Quiroz. Devanadera attributed CDC’s accomplishments to the collective efforts of all officers and employees, highlighting the corporation’s resilience in the face of challenges. The comprehensive evaluation conducted by GCG underscores CDC’s accomplishments in various areas, including increased investments by CDC-registered businesses, higher earnings before interest, tax, depreciation and amortization, or EBITDA, increased customer satisfaction levels, and the successful implementation of livelihood assistance projects. Satisfaction across board The state-run firm also achieved a customer satisfaction rate of 91 percent, exceeding the targeted 90 percent mark. The evaluation also underscored CDC’s achievements in environmental safety, ecological stability, priority Corporate Social Responsibility projects, as well as the successful implementation of Information Communication Technology tools and the recertification under Quality Management Systems (ISO 9001:2015). CDC’s actual committed investments reached P2.3 billion, surpassing the target of P1.729 billion. The corporation also achieved substantial operating profitability and cash levels, with actual EBITDA reaching P 2,619,680,000, well beyond the targeted P 1.247 billion. US police drop Cardi B mic throw probe
Cardi B will not face criminal charges over an incident in which she threw her microphone at a member of her audience, police in Las Vegas said Thursday. Detectives launched a battery probe into the "WAP" star's actions after she retaliated when a concert-goer chucked a liquid at her. Footage posted on social media shows the "Money" singer recoiling after someone close to the stage splashed the contents of a cup in her direction. In the clips, Cardi B can be seen pausing briefly, before flinging the microphone back in the same direction. However, some videos online appear to show the mic making contact with a different member of the audience. Las Vegas Metropolitan Police Department said Monday that a woman had contacted them to report a battery and that they had begun an investigation. But on Thursday, they confirmed that the probe had been dropped. "After a thorough review of this case and with the consultation from the Clark County District Attorney’s Office, this case has been closed as having insufficient evidence," a statement said. "No charges will be filed in relation to this case." Meanwhile, a listing on bidding site eBay for a microphone purported to be at the center of the drama had reached $99,900 by Thursday afternoon. TMZ reported the seller, Scott Fisher, works for a company that provides audio kit for Las Vegas clubs. The entertainment outlet reported Fisher as saying the proceeds from the sale, which ends Tuesday, would be split between two charities -- the Wounded Warrior Project and Friendship Circle Las Vegas, which helps teens and young adults with special needs.
