Observe Undas guidelines, Munti residents urged
Muntinlupa City Mayor Ruffy Biazon strongly urged residents of the city to observe “Undas 2023” safely and appropriately. This as the city government yesterday disclosed the schedule of activities as well as guidelines for the All Saints’ and All Souls’ holiday, including hotline numbers for emergencies during the season. “Let us all take this season to celebrate the legacy of our departed loved ones in a safe and meaningful manner. Gunitain po natin ang Undas nang maayos at ligtas,” he said. The cleaning and restoration of gravestones and tombs will be allowed only until Saturday, 28 October 2023. All city cemeteries and memorial parks will then be open from 31 October to 1 November between 6 a.m. and 6 p.m. No burials or cremations will be allowed in the period between 31 October to 2 November except for special cases. Gambling and the consumption of alcoholic beverages, along with firearms, sharp objects such as knives or box cutters, and flammable materials are strictly prohibited in all cemeteries, memorial parks and columbaria in the city. Selling of merchandise, the use of videoke or sound system for entertainment, and overnight stay at the cemetery or memorial park are likewise banned. Parking will not be allowed near the premises of the city’s public cemetery. Biazon also encouraged Muntinlupeños to save the city’s emergency hotline numbers: 1) 137-175; 2) 8373-51-65; 3) 0921-542-7123; and 4) 0927-257-9322. “We remind everyone to use these emergency numbers responsibly. MMDA lays down Oplan Undas
The Metropolitan Manila Development Authority has activated its “Oplan Undas 2023” to ensure the orderliness of this year’s traditional observance of All Saints’ Day and All Souls’ Day on 1 and 2 November, respectively. MMDA acting Chairperson Atty. Romando Artes said 1,448 traffic enforcers and other personnel from the Traffic Discipline Office, Road Emergency Group, Metro Parkways Clearing Group, and Task Force Special Operations will be deployed in key areas in the metropolis. Artes said they expect a lot of people to visit cemeteries and memorial parks during All Saints’ Day and All Souls’ Day, so they are taking steps to ensure that traffic is managed smoothly and that everyone is safe. In addition to “Oplan Undas 2023,” the MMDA has also implemented traffic management measures to alleviate expected heavier traffic congestion during the holidays. Among the measures is the temporary suspension of excavation activities in Metro Manila effective midnight of 13 November up to midnight of 8 January 2024. Exempted from the moratorium are flagship projects of the government, bridge repairs and constructions, and flood interceptor catchment projects, among others. Shopping mall operators will also be required to submit respective traffic management plans to the MMDA for their respective mall sales and other promotional events two weeks before the scheduled dates of such events. Mall-wide sales shall only be allowed on weekends and the deliveries of shopping mall operators shall only be allowed during nighttime, from 11 p.m. to 5 a.m. the following day. To ensure maximum visibility of traffic enforcers during the holiday season, nighttime duty of traffic enforcers would be extended until 12 midnight, effective 13 November to 8 January. The MMDA said traffic enforcers were told to avoid kumpulan or grouping and unnecessary use of cellular phones while on duty except when reporting traffic situations or accidents in their areas of assignment. Davao City transport modernization
It’s fast becoming a reality — the Davao City Transport Modernization Project. A pet project of then Davao City Mayor Inday Sara Duterte, it was part of the many plans she envisioned for the southern metropolis when she was elected to office in 2010. She started with studies and the gathering of data and the evaluation of the project’s impact on the transport sector, safety, and the local economy. There were apprehensions and protests from the “multi-cab” operators and drivers but these did not elicit public sympathy given the fact that their public utility vehicles were the last things one would consider safe and comfortable modes of transportation. Multi-cabs are mostly smuggled in through the Davao City Customs port. These are mini-utility trucks salvaged from the car “cemeteries” in Japan. They come in chop-chopped, loaded in cargo container vans, and pass through Customs with the apparent connivance of the head office. Upon landing, the cut-up vehicles are welded back together and converted to left-hand drive by outfits that are licensed by the Department of Trade and Industry. Surprisingly, the Land Transportation Office registers these vehicles fashioned into public utility jeeps. Everyone is on the ballgame. Davao City has a few Sarao-made PUJs. Because multi-cabs are a lot cheaper, these veritable rolling coffins dominate Davao City roads. Last week, during the visit of President Ferdinand “Bongbong” Marcos Jr. to Davao City to formally open the first segment of the city’s grand coastal boulevard, he and VP Sara witnessed the signing of a $1-billion loan agreement between the Philippine government and the Asian Development Bank represented by Finance Secretary Benjamin Diokno and ADB Country Director Pavit Ramachandran, respectively. The dollar-denominated loan will finance the DTMP which will be the largest and the Philippines’ first road-based public transport project in the country. The amount will cover, among other things, the cost of 1,100 modern electric buses which under the DTMP concept will be operated by the private sector under performance-based contracts. Diokno was quoted as saying that “the DTMP will be a model for other cities’ public transit projects.” Take a bow, VP Sara. This was the second pioneering project she launched during her term as mayor of Davao. The first was the relocation of aerial power and communications cables underground which is a work in progress. The main streets of the city have been cleared of unsightly tangles of cables and in the process, the roads and pedestrian walkways are being improved to make them safe for senior citizens to walk on. As many as there are modern buses, there will be drivers to be hired permanently and they will come from the ranks of the displaced multi-cab drivers. They will be trained before they are allowed to drive the modern buses. Others will be employed in other jobs related to the DTMP. The transport project was in its gestation period after it was given the green light by the Department of Transportation during the past Duterte administration but the Covid pandemic caught up with it and it was placed in the freezer. Now PBBM has seen to it that the project will be accomplished with a set timeline by 2024. That will be three claps for President Bongbong, but seen beaming beside him was the proud VP Inday Sara, the brains behind the DTMP. A road network of about 700 kilometers linking 29 routes within Davao City and the adjoining Panabo City in Davao del Norte will worm through commercial districts and residential communities. There will be 1,000 bus stops along the route. It is expected that traffic in the downtown areas will be decongested with the fielding of the brand new, comfortable, and safe buses which can take in more passengers than the present rickety multi-cabs. A plus factor of the DTMP project is the radical elimination of carbon emissions and the smuggling of multi-cab carcasses from Japan through the Davao Customs port in container vans given the “code green” by the BoC head office. Navotas City only allows cemetery visits by schedule
Navotas City is only allowing residents to visit cemeteries by schedule to prevent the spread of coronavirus disease (COVID-19) infection in the city this Undas or All Souls’ Day. Mayor Toby Tiangco on Saturday said that the residents should first reach out to the contact number provided by the local government to express their intent to visit a cemetery and get a schedule when they will be allowed to do so. “May sistema ng scheduling na magtetext sila, bibigyan sila ng oras para siguradong hindi puno ‘yung cemetery (We are scheduling them through text messages. We will give them a schedule to ensure that the cemetery will not be crowded),” Tiangco said over CNN Philippines interview. According to him, residents are then given two hours to visit and pay respects to their departed loved ones. However, they are not allowed to eat or drink there as the said activities might lead to catching the virus or infecting others. “Then, may pagitan na two hours para sa labas pasok ng mga tao (from the cemetery) and then two hours ulit para doon sa mga (bagong papasok) (Then, there is a two-hour gap for the exit of first batch visitors before another batch would be allowed,” Tiangco added. Tiangco said that they are taking various safety measures to maintain its gain in its COVID-19 response. “Ang gusto lang namin maging safe (muna ang sitwasyon) bago lumabas ang tao (We first want to make sure that the situation is safe before allowing our people to go out),” he said. As of the latest University of the Philippines’ OCTA Research data, Navotas City is the second lowest city among 17 Metro Manila cities in terms of COVID-19 attack rate.
