California governor presses China’s Xi on climate cooperation
California governor Gavin Newsom said he spoke with Chinese President Xi Jinping on climate cooperation at a meeting on Wednesday in Beijing, the latest in a string of visits to China by US politicians. The head of the US economic powerhouse state is on a week-long tour of China, which Newsom has said will focus on climate change. "We are not going to move needles on climate change unless the United States and China collaborate together," the governor, who has long been touted as a future presidential candidate, told reporters after meetings with Xi and Foreign Minister Wang Yi. China and the United States are the two biggest emitters of greenhouse gases. Newsom arrived in the southern semi-autonomous city of Hong Kong on Monday, where he held a talk on climate change. He then traveled to the neighboring city of Shenzhen, which has pioneered the use of renewable energy in public transport, touring an electric bus station. Newsom described his talks on Wednesday with Xi and Wang as "very productive". "Not only the MOUs in the last couple days but the fact that I'll be meeting with five governors tomorrow... engaging and advancing our collective efforts on low carbon green growth," Newsom told reporters, referring to memorandums of understanding signed with Chinese counterparts. Newsom said he also raised the issue of human rights with Wang and spoke with Chinese leaders about China's role in the fentanyl drug addiction crisis in the United States. Washington has imposed sanctions on China-based firms for producing and distributing chemicals used to make fentanyl, though Beijing has insisted the root of the opioid problem lies in the United States. String of visits Newsom's visit came amid a flurry of diplomacy between Beijing and Washington as the two sides seek to improve strained ties. Xi met with a group of US senators in Beijing earlier this month, including Senate Majority Leader Chuck Schumer, and Foreign Minister Wang will pay a rare visit to Washington this week. Wang will be returning from a visit in June to Beijing by Secretary of State Antony Blinken, who was the highest-ranking US official to travel to China since 2018. Blinken huddled for 11 hours with the top Chinese leadership including Xi. Diplomats say Wang will be expecting a similar meeting with President Joe Biden, who is in Washington this week. The sanctions targets include 25 individuals and entities based in China, alongside three other parties in Canada, the Treasury Department said in a statement. Wang was said to have directed others to establish companies used as cover to move pharmaceutical goods globally, while Du maintains the most influence over the organization, Treasury said. The network is the "source of supply" for many US-based narcotics traffickers, dark web vendors, virtual currency money launderers and Mexico-based criminal organizations, Treasury added. "Du Changgen and persons operating under him have been responsible for approximately 900 kilograms of seized fentanyl and methamphetamine precursors shipped to the United States and Mexico," the department said. Companies Du owns have also been designated. Hanhong Pharmaceutical Technology Co, found to be linked to several members of the network, was targeted -- alongside three representatives who were involved in its sale of fentanyl precursors and protonitazene. DENR begins crackdown on illegal lead smelters
The Department of Environment and Natural Resources reported Thursday that it has started its crackdown on illegal recyclers of used lead acid batteries as directed by Malacanang, following reports of harmful and unregulated smelting of lead in several provinces. DENR Assistant Secretary for Field Operations Gilbert C. Gonzales said his office has already coordinated with the regional offices concerning operations of illegal lead smelters that are treating ULABs, while the Environmental Management Bureau has also directed its regional offices to conduct surveillance and monitoring in their respective areas of responsibility. Gonzales said this was in response to the order of the Office of the President to the agency to look into the report of Federation of Philippine Industries Chairman Jesus L. Arranza that illegal lead smelters are now operating without the necessary government permits in Valenzuela, Bulacan, Pampanga, Tarlac, Cavite, Cebu, Bacolod, and Davao. Gonzales added that ULAB recyclers and lead smelters need to secure the “necessary environmental permits such as an environmental compliance certificate, discharge permit, permit to operate, and registration certificate as a treatment, storage, and disposal facility.” With this, the EMB has vowed to immediately conduct: Field verification of ULAB processing facilities to validate compliance, as well as saturation drives to identify individuals and establishments engaged in the illegal processing of ULABs; Enhanced information education campaign to encourage the public to report illegal ULAB processing activities; Intensified monitoring of junk shop operations engaged in the trade of ULABs in coordination with local government units; and exploration of potential collaboration with accredited ULAB treaters for the establishment of an incentives program for the general public who will be able to provide credible information that will lead to the successful identification of individuals and establishments engaging in illegal processing of ULABs. Arranza commended lawyer Rodolfo John Robert C. Palattao IV, Undersecretary for Legal and Monitoring at the Office of the President, and the DENR’s EMB and Field Operations for their immediate action in addressing the problem. “We at the FPI are confident that with the directive from Malacanang and swift action from the DENR, we will start seeing in the coming days successful raids and closures of these illegal ULAB recyclers and lead smelters, as well as the prosecution of their operators. We will now coordinate with them so we can provide any assistance that they will necessary,” Arranza said. He disclosed that the FPI was provided with photos and videos showing how these illegal lead smelters are operating facilities that are shabby and ill-equipped to be able to handle the hazardous materials where they are deriving their secondary lead. We are dependent on many things outside of our own country. I think that’s one of the lessons that Covid taught us,” he added.
