Phl Army deploys troops in BARMM ahead of Barangay, SK elections

The Philippine Army said it has deployed almost a thousand personnel to augment the security operations in the Bangsamoro Autonomous Region in Muslim Mindanao during the Barangay and Sangguniang Kabataan Elections on 30 October. These soldiers will be stationed and are expected to render security duties during BSKE in the BARMM’s six provinces, including  Basilan, Lanao del Sur, Maguindanao del Norte, Maguindanao del Sur, Sulu, and Tawi-Tawi. Philippine Army spokesperson Col. Xerxes Trinidad said the Philippine Air Force fetched the soldiers from various units located in Luzon and Mindanao and transported them to their respective deployment areas. Trinidad said government security forces are mandated to provide security to the Commission on Elections personnel, poll deputies, and other government staff performing election-related duties. They are likewise tasked to ensure the availability of transportation assets, communications systems, and other equipment that could be used by the commission in conducting the elections, he added. “Army Commanding General Lt. Gen. Roy M. Galido in his earlier guidance, underscored the significant responsibilities of the Army troops in the coming polls: To practice the right of suffrage as well as to ensure the safe, orderly, and peaceful conduct of elections,” Trinidad underscored. Galido’s guidance also includes intensified security efforts, in collaboration with the Philippine National Police and other government security forces in the BARMM. Comelec finishes printing of manual ballots

The Commission on Elections on Thursday said it has finished printing the official manual ballots and other forms that would be used in the Barangay and Sangguniang Kabataan Elections, or BSKE, on 30 October. Comelec spokesperson John Rex Laudiangco said around 92 million ballots were printed, 480,000 of which had been delivered to the Comelec office. Laudiangco added the ballots are being prepared for distribution nationwide starting in October. The Comelec will prioritize the delivery of the official BSKE ballots to the provinces of Lanao del Sur, Maguindanao, Basilan, Sulu and Tawi-Tawi in Bangsamoro Autonomous Region in Muslim Mindanao, he explained. The earlier batch of ballots that had been printed will also be deployed in Batanes while those for the National Capital Region, Central Luzon and CALABARZON would be scheduled for delivery last, he added. The Comelec said about 68,197,135 ballots had been earmarked for the barangay elections, and 23,857,839 ballots for the Sangguniang Kabataan polls. Also, around 6,000 test ballots were printed for the pilot automated BSKE in select areas in Dasmariñas City, Cavite and Quezon City. Laudiangco said that automated election ballots are set to be printed in the coming days, and are expected to be completed within a week. The Comelec previously announced the conduct of automated BSKE polls in Barangay Pasong Tamo in Quezon City’s 6th District, which has about 60,766 voters, along with Barangay Paliparan III and Barangay Zone II in Dasmariñas City, with 51,435 and 1,475 registered voters, respectively. P160-M smuggled cigarettes seized

The Philippine Navy disclosed on Friday that an intelligence report from the Bureau of Customs’ Intelligence Group and Customs Intelligence and Investigation Service resulted in the apprehension of a motor boat loaded with P160 million worth of smuggled cigarettes last Wednesday. The Navy, together with elements of PC390, took into custody M/B INDAH NADZ with 12 crews on board at the vicinity of Baturapac Island in Tandubas, Tawi-Tawi and upon inspection, the team found 2,798 master cases of Oakley Original Cigarettes. “The team intercepted and inspected the said vessel loaded with master cases of assorted brands of smuggled cigarettes after receiving information from our IG and CIIS Zamboanga,” the BoC said. Meantime, Intelligence Group Deputy Commissioner Juvymax Uy said that the final inventory of the goods and the vessel was made on the same day by the Customs Inventory Team. AFP pivots to external security, increases maritime presence

The Armed Forces of the Philippines is shifting its efforts to external security operations after "substantial gains" in internal security initiatives against the communist New People’s Army and other local terrorist groups. In a press conference on Tuesday, AFP spokesperson Col. Medel Aguilar said the shift from internal to external security operations will include more aerial and maritime patrols over the West Philippine Sea with an increased presence to 90 percent. "With our substantial gains on ISO, a shift to external security operations is on the horizon as we strengthen our security posture with the increased conduct of aerial and surface maritime patrols through our naval and air force air assets and ground forces,” he said. Aguilar did not give further details on the frequency of these patrols, but added that “The deployment of additional surface patrol ships increased the AFP’s presence in the KIG to about 90 percent of the time. This is a dramatic increase from the baseline of 30 percent in 2022.” The AFP has improved its capabilities and presence in the country’s strategic locations and maritime detachments in the Batanes group of islands, Kalayaan Island Group, and Tawi-Tawi and facilitated the completion of personnel barracks in Likas, Parola and Kota Stations in the Kalayaan Island Group, said Aguilar. “These are complemented by partnering with our ally and strategic partner armed forces from our global and regional allied countries that enables leveraging of capabilities through information sharing, subject matter expert exchange, and joint and combined maritime exercises,” he added, noting that the efforts “are with the help of an interagency-wholistic effort” through the National Task Force-West Philippine Sea. Aguilar said the AFP’s efforts to address internal security threats have resulted in a significant reduction in rebel and terrorist numbers and firearms and the clearing of areas where rebels used to maintain a presence. “It is noteworthy that from five active Communist terrorist group guerilla fronts from year-end 2022, two were dismantled; two were weakened, leaving only one active,” Aguilar said. In total, he added, 20 are on a weakened status and one is active. “With these, we have safeguarded the safety and welfare of our fellow citizens. Thanks to the tireless efforts, support and cooperation of government agencies and different sectors of society,” said Aguilar. The AFP declared the NPA “tremendously reduced” to around 1,800 members—from a peak of 24,000 rebels, of which around 400 have already been identified and are now facing criminal charges. Mindanao marines relieve Palawan battalion

PUERTO PRINCESA CITY, Palawan — Battle-tested marines relieving their colleagues in Palawan will be tasked to keep the island free from insurgents. Vice Admiral Alberto Carlos, the commander of Western Command, Col. Antonio Mangoroban, commander of the 3rd Marine Brigade, other military officials and stakeholders welcomed the Marine Battalion Landing Team-7 during a reception ceremony at the Marine Base Rodolfo Punsalang in Barangay Tiniguiban here Wednesday morning, 28 June. MBLT-7 is relieving MBLT-4 whose members will be retrained, refurbished and redeployed to a new mission after a successful internal security operations in Palawan. For the past 12 years, MBLT-4 carried out operations against New People's Army rebels in the island. Carlos said the stage is set for MBLT-7 to build upon this legacy and continue the mission of ensuring security and stability in Palawan's southern part. Following the departure of the last remaining combatants from the province, Palawan has received official recognition as free from the presence of the NPA, according to the Wescom commander. Carlos said the accomplishment has prompted the Provincial Peace and Order Council to declare Palawan as an insurgency-free area. He thanked the MBLT-4 and the entire 3rd Marine Brigade which has been working very closely with the Philippine National Police, the Philippine Coast Guard and others involved in ISO for finally neutralizing the enemy. “You just have to continue the gains of MBLT-4, you have already achieved strategic victory. Now the challenge is for you to sustain it and make sure they don’t come back,” Carlos told the MBLT-7. The extensive experience gained by MBLT-7 will undoubtedly facilitate their execution of the new mission, he said. “With your history, coming from Marawi battling Maute terrorists, and then in Sulu and to Tawi-tawi to fight Abu Sayaff, if people or some parties will attempt to enter Palawan or challenge our peace and order, and security, especially in the southern backdoor, where they will be stationed, the only thing I can say is, they will get what they deserve with MBLT-7,” Carlos said. Meanwhile, the Wescom commander said that with the addition of troops in the province, there is a gradual transition from ISO to external security operations. Galvez returns as presidential peace adviser

President Ferdinand Marcos Jr. reappointed former AFP chief Carlito Galvez Jr. as presidential peace adviser after being renamed senior undersecretary of the Department of National Defense. In a statement Saturday, Galvez said Marcos reinstated him as the secretary of the Office of the Presidential Adviser on Peace, Reconciliation, and Unity to help in pushing forward the Bangsamoro peace process because “this is where his heart is.” Galvez was previously appointed as OPAPRU secretary by former President Rodrigo Duterte in December 2018. In January this year, Marcos swore in Galvez as the DND officer-in-charge and later led several activities related to the defense sector. Galvez said he is determined to help the administration “unleash the full economic potential” of the Bangsamoro Autonomous Region in Muslim Mindanao. Earlier this weekend, Galvez joined Special Assistant to the President, Secretary Antonio Ernesto Lagdameo Jr. in visiting the BARMM office in Cotabato City to assess the progress and development of peace initiatives in the region. Lagdameo and Galvez also met separately with BARMM Interim Chief Minister Ahod Balawag Embrahim, Minister of Basic, Higher and Technical Education Mohagher Iqbal, and other BARMM officials, to discuss possible areas of cooperation between the national and Bangsamoro government, particularly on initiatives that aim to boost the region’s standing as a commercial and trading center in Mindanao as well as maintaining peace and security situation in the region. Lagdameo is currently the co-chairperson of the Inter-Cabinet Cluster Mechanism on Normalization, the body mandated to coordinate and mobilize national government agencies in the implementation of the Normalization Program for Moro Islamic Liberation Front combatants, their families, and communities. Galvez said there’s remarkable economic progress taking place in the BARMM region. Hence, he recommended the revival of what he described as “sea-lane of commerce” in the South. The president’s peace adviser was referring to the development of a coastal area that stretches from Malabang to the Polloc Port, and further down south to the island provinces of Sulu, Basilan and Tawi-Tawi. Galvez cited BARMM as the biggest contributor to the country’s fish industry, followed by the Zamboanga Peninsula (Region 9) and Soccsksargen (Region 12), respectively. MNLF commander has high hopes on PBBM

Hadji Ahmad Omar, lone survivor of the well-known and legendary Moro National Liberation Front “Magic 8” expressed hope that President Ferdinand “Bongbong” Marcos Jr. will follow in the footstep of his late father and namesake in delivering more aid and economic projects in Mindanao. “Magic 8” is a group of MNLF commanders who trained in the Middle East and led the uprising against the government in 1971 but later surrendered to the late former President Marcos on 3 November 1973. They have since given more support and loyalty to the government as they received all the necessary assistance from the Marcos administration including economic projects in Mindanao. In a letter sent to the Marcos-Sara Duterte campaign headquarters before the 16 May elections last year, Omar, former mayor of Luuk and Omar Municipalities in Sulu, said he is a member and last survivor of the original “Magic 8.” He wrote that he still remembers the kindness of former President Ferdinand E. ZAMBOANGA CITY (PNA) – The Naval Task Force 61 and its 3rd Boat Attack Division have intercepted a shipment of P150-million worth of smuggled cigarettes off Tawi-Tawi, a top Navy official said Saturday. A Navy personnel checks the boxes at the cargo hold of the wooden-hulled M/L Nur 1, which came from Tarakan, Indonesia, and was en route to Indanan, Sulu.
