No conditions in China’s move to prioritize PH as vaccine recipient — Sta. Romana

China has not imposed any condition when it included the Philippines as among the priority nations to gain access to its potential coronavirus vaccine, according to a Filipino diplomat. Amb. Jose Santiago Sta. Romana Philippine Ambassador to China Jose Santiago Sta. Romana said China instead reminded the country to prepare its cold storage facilities amid the highly anticipated breakthrough in vaccine development. China will hopefully announce its mass production of the coronavirus vaccine before the end of the year or early next year, Sta. Romana said during an online Palace press briefing. “Hopefully, mass production and distribution will happen in the near future, as early as November and December in terms of production. And it will depend on our capability to receive the vaccines in terms of our facilities, in terms of distribution,” he said.  “The prospects are bright in terms of a breakthrough in vaccine,” he added. Sta. Romana made clear that the cold storage facilities for the potential COVID-19 vaccines are not conditions set by China but simply a reminder to ensure effective distribution of the vaccine.  “It’s just a reminder that if you get the vaccine and you don’t have cold chain storage, then it’s useless so you have to prepare,” he said, citing information from Chinese drug companies.  He said even if the Philippines is in the “priority list,” the distribution of the vaccine will be a challenge. He said the vaccines must be stored in “freezing conditions” to keep its efficacy.  “If exposed to tropical weather or to normal weather conditions, the vaccine could lose its effectiveness,” he said.So far, Sta. Romana said the vaccines being developed by Chinese pharmaceutical firms have entered phase 3 of the clinical trials. One of the potential vaccines have been approved for emergency use for health workers and other government frontliners. “The Chinese will make an announcement in the near future and then they’ll start their mass production. And once there is the mass production, then I think there will be distribution. Hopefully, before the end of the year; but surely by the first quarter of next year,” he said.  Asked if China has imposed any condition on the Philippines in exchange for the vaccine supply, Sta. Romana said: “No, not at all. Actually, we’re the ones, our condition is that it should pass our local requirements.” When asked if Beijing has pledged the amount of vaccines and if these will be given to Manila for free, Sta. Romana said the matter would entail more discussion. “I cannot give you a definitive answer right now but definitely in terms of number, you know, how they will do it kasi it depends on the—they’re talking of hundreds of millions in terms of production dito sa China. So, the question is iyong distribution and deployment,” he said. “They’re preparing their manufacturing facilities for the mass production of vaccines the moment approval is announced,” he added. Budget Secretary Wendel Avisado has assured that the government has funds that will be needed for the establishment of the cold storage facilities for the coronavirus vaccines. “Surely, as the sun rises in the east, there will be funds for that because the President will never allow that we will run short of the requirements to make sure that we have the storage facilities for all of these vaccines,” he said in the same online press conference. Last week, President Duterte expressed confidence about the safety of the vaccines being developed by China, citing the Asian neighbor is a modern country. Economic recovery takes ‘one step back’

The Philippine economic recovery is taking a step back to curb the surging coronavirus outbreak and fix the fragile health system waging a “losing battle” against the pandemic. Finance Secretary Carlos G. Dominguez III said yesterday that the return of Metro Manila and nearly provinces to a stricter lockdown may take a toll on the drivers of economic rebound in the near-term. But Dominguez said that if the reimposed stricter modified enhanced community quarantine (MECQ) is correctly implemented, it will have a favorable impact on the nation’s long-term economic prospects. “In the short run, the return to MECQ may negatively affect livelihoods, consumer demand and production. However, if the time is used to boost all our medical resources and prevent further spread of the virus, then the MECQ will be positive for the long haul,” Dominguez said. As this is a new virus, Dominguez explained that nations, including the Philippines, continuously learn to adapt to the challenges posed by the new and uncertain environment induced by coronavirus. “The whole world is learning how to dance with this virus: two steps forward and one step back,” Dominguez said.Earlier, the DOF chief pushed for a shift of Metro Manila and Calabarzon—accounting for about 70 percent of the country’s gross domestic product (GDP)—“as quickly as possible” to the most lenient quarantine status to kickstart the economy. However, President Duterte ordered Metro Manila, Bulacan, Cavite, Laguna, and Rizal back under the MECQ from August 4 to 18 following a surge of COVID-19 cases and the appeal of healthcare workers. The two week shift to MECQ for Metro Manila and its adjacent provinces starting today ceased some businesses and public transport, while work and quarantine passes are also reinforced to restrict non-essential movements. Reverting to MECQ is an unwelcome develop for the economic managers as it could derail hopes for a recovery in the third quarter of the year. Acting Socioeconomic Planning Secretary Karl Kendrick T. Chua earlier said the economic impact of the quarantine measures in country was “more severe than expected.”  Days before Metro Maila reverted to MECQ, Dominguez said the local economy had already hit bottom and started to recover from the coronavirus-induced crisis, noting business activities have begun to pick up. COVID-19 cases in House of Representatives increase to 31

The House of Representatives now has 31 confirmed cases of COVID-19, up three cases from Saturday’s count of 28, Secretary-General Jose Luis Montales said on Sunday. Among the three new cases confirned by the House official was Deputy Speaker, Basilan lone district Rep. Mujiv Hataman. Hataman had actually revealed his condition over in his social media Saturday but it was only acknowledged Sunday afternoon by the House. Montales, in an advisory to reporters, disclosed about the other two cases:  “The first is from Human Resources Management Service. He reported for work on July 22 and 23. He got tested on July 31 after experiencing cough and colds, fever, and loss of smell and taste.” The secretary-general said the remaining positive case was from the Engineering Department. “He tested positive when he underwent rapid antibody test as part of SoNA (State of the Nation Address) screening protocol. His RT-PCR (Reverse Transcription-Polymerase Chain Reaction) test confirmed that he is positive for COVID-19.” Also known as a swab test, the RT-PCR test is said to be far more accurate than a rapid test. Montales said contact tracing on the two House employees is ongoing. It was also during this previous week that another Deputy Speaker, Surigao del Sur 2nd district Rep. Johnny Pimentel, tested positive for COVID-19. He also learned of his infection during the SoNA swab testing on July 26 at Batasang Pambansa Complex. Pimentel, spokesman of ruling party Partido Demokratiko Pilipino–Lakas ng Bayan, was initially included in the very short list of physical attendees for President Duterte’s SoNA last Monday.
