Senator Christopher “Bong” Go commended the Department of Health and the local government of Biliran, including Biliran town Mayor Myra Cabrales and Congressman Gerry Boy Espina, for their successful groundbreaking of the Super Health Center in the province on Tuesday, 17 October. Go underscored the pivotal function that Super Health Centers can fulfill in alleviating the strain on hospitals, enabling the early detection of diseases, and delivering vital healthcare services like primary care and medical consultations to the local community. “Ano po itong Super Health Center? It’s a medium type of a polyclinic. Pwede po diyan ‘yung panganganak, dental, laboratory, x-ray, pagpapabakuna. Alam n’yo naisipan ko po ‘yang Super Health Center noong 2021. Sa kakaikot ko po ng buong Pilipinas, ‘yung mga may sakit anlayo ng byahe, yung mga buntis nanganganak na lang sa tricycle o sa jeepney dahil malalayo ang hospital. Ngayon po magkakaroon na kayo ng sarili ninyong health center. Pwede na po diyan ‘yung panganganak, pagkonsulta, at iba pa,” shared Go. “Malaking tulong po ito na ma-decongest ‘yung mga hospitals. Super Health Centers shall provide convenient access to basic healthcare delivery, offering a wide range of medical services to communities. These Super Health Centers provide services such as database management, outpatient care, birthing facilities, isolation units, diagnostic services (including laboratory, X-ray, and ultrasound), pharmacies, and ambulatory surgical units. Additional services include eye, ear, nose, and throat (EENT) care, oncology centers, physical therapy and rehabilitation centers, as well as telemedicine for remote diagnosis and treatment. “Sa ating pakikipagtulungan sa DOH, LGUs at mga kapwa nating mambabatas, magkakaroon po ng 307 Super Health Center sa year 2022 at 322 na Super Health Center sa year 2023 sa buong Pilipinas. Apart from Biliran town, the senator also supported the construction of another Super Health Center in Naval in the same province. The Malasakit Centers serve as one-stop shops designed to assist particularly poor and indigent patients in minimizing their medical costs to the lowest feasible level through collaboration with various agencies offering medical assistance programs. This initiative was institutionalized under Republic Act No. 11463, a law principally authored and sponsored by Go in the Senate. Presently, there are 159 Malasakit Centers spread across the country, and they have collectively provided support to more than seven million Filipinos, as reported by the Department of Health (DOH). Red tide invades Samar bays anew
TACLOBAN CITY — The Bureau of Fisheries and Aquatic Resources on Friday revealed that the red tide phenomenon has recurred in three bays in Samar and Eastern Samar provinces, raising warning not to consume shellfish products in these areas. In a statement, the BFAR identified the bays as Irong-Irong Bay in Catbalogan City, Samar, coastal waters of Calbayog City, Samar; and Matarinao Bay in Eastern Samar province. The bloom of this toxic organism returned in Matarinao after three weeks of red tide absence and in Irong-Irong Bay after nine months. The coastal water of Calbayog City was included in the red tide watch in early 2022. Matarinao covers the coastal waters of General MacArthur, Hernani, Quinapondan and Salcedo in Eastern Samar province. The BFAR attributed the change in weather patterns as the cause of the red tide blooms in the region. “To safeguard human lives, we are issuing this warning as a precautionary advice to the public to refrain from gathering, selling, and eating all types of shellfish and Acetes sp. locally known as alamang or hipon from these bays,” BFAR said in its local shellfish bulletin. Water and shellfish meat samples will be sent to their main office for confirmatory testing. Fish, squid, crab and shrimp gathered from these areas are safe to eat provided that all entrails are removed and the marine products are washed thoroughly with running water before cooking. Although the shellfish ban has been lifted in some areas in the region, the monitoring will continue to check the possible recurrence. Eastern Visayas alarmed over rising HIV cases
PALO, Leyte — At least two cases of human immunodeficiency virus or HIV infection were recorded in Eastern Visayas in June, the highest number in a single month since the first HIV case hit the country in 1984. However, local health officials said they anticipated the spike in confirmed HIV cases since the region acquired its own testing laboratory last May 2023. Medical technologist Antonietta Diloy, manager of National AIDS and STI Prevention and Control Program at the Department of Health in Region 8 said that 76 cases of new HIV infection were recorded in June, surpassing the previous high of 60 cases recorded in April this year. “We have strengthened our advocacy campaign resulting in more people being tested,” Diloy said, adding that rural health units in different municipalities are now equipped with enough allocation of testing kits which are readily accessible and available for those who want to be tested. Among the provinces and independent cities in Eastern Visayas, Leyte recorded the highest number with 39 new cases spread in 18 municipalities; Ormoc City with 12 cases; Tacloban City with nine; Samar and Southern Leyte with eight new cases each; seven in Eastern Samar with seven and two in Biliran. Diloy disclosed that the 76 new cases in June were 230 percent higher than the cases of the previous month of May that recorded 23 cases. She said reporting of HIV cases normally gets late due to the rigorous validation of data. Data from the Regional Epidemiology and Surveillance Unit of DoH-8 shows that 68 of the 76 new cases were male and eight were female. It also revealed that the majority of the cases were transmitted mainly through sexual contact with 59 percent between males, 23 percent by males having sex with both males and females, and 16 percent through heterosexual contact. Two infants contracted HIV through mother-to-child transmission. DoH-8 regional information officer Jelyn Malibago, meantime, said that with the new equipment to conduct confirmatory testing for HIV, the agency is conducting trainings to expand the pool of individuals who can do pre and post counselling for those who undergo testing. She added that the agency targets to test one percent of the population for HIV as the new testing equipment shortened the turnaround time from two to three weeks when specimens were still sent to San Lazaro Hospital in Manila to only one to three days with the test being conducted at Eastern Visayas Medical Center. Eastern Visayas cholera cases rise
TACLOBAN CITY — The Department of Health in Eastern Visayas reported on Tuesday that cholera cases in the region continue to rise as it already surpassed the number of logged cases of the disease last year. Data from the Regional Epidemiology and Surveillance Unit disclosed that contaminated water sources of many households sent thousands of residents to hospitals due to suspected cholera. It also revealed that a total of 3,563 cases of cholera have been reported in the region from January to 9 September — five percent higher compared to 3,398 cases recorded over the same period of 2022. Of the total number of cases, 2,882 were sent to hospitals for treatment, 31 were confirmed cholera cases after undergoing laboratory testing, 40 were considered probable at 3,515 were suspected cholera cases. “Water contamination remains the primary reason for the cholera cases,” said DoH-Eastern Visayas RESU manager Boyd Roderick Cerro. “Many of our water sources do not undergo treatment thus they are prone to contamination.” However, despite the higher number of cases, DoH-8 data show less casualties this year with only nine deaths compared to 23 deaths last year. Among the provinces in the region, Eastern Samar recorded the highest number of cases with 1,390; Samar with 1,227; Leyte with 470; Northern Samar with 236; Southern Leyte with 229 and Biliran with 11 cases. The agency is urging the public to boil water for at least three minutes or do water chlorination; keep food away from insects and rats; wash and cook food properly; dispose human waste properly; wash hands with soap and water after using toilet and before eating; keep surroundings clean to prevent flies, other insects and rodents from breeding. Bagong Pilipinas launched at Biliran State U
At least 33 national government agencies brought their services to the grassroots level at the two-day national launching of the Bagong Pilipinas Serbisyo Fair held at the Biliran Province State University from 26 to 27 August. Lawyer Shawn Capucion, a member of the national secretariat of the fair, said the agencies target serving 17,000 individuals who have various concerns with the different government agencies. “This administration aims to bring government services closer to the people, instead of people going to offices to avail of government services,” Capucion said. The "Bagong Pilipinas" campaign is the new brand of governance and leadership of President Ferdinand Marcos Jr.’s administration. Marcos Jr. has called government offices to advance the transformation of the government towards a principled, accountable, and dependable government—reinforced by unified institutions of society. Secretary Teodoro J. Herbosa and Usec. Maria Francia Miciano-Laxamana led the team from the Department of Health, which brought various medical services and provided medicines and other medical equipment. The DoH provided laboratory and other diagnostic services, including vision screening with prescription lenses provision, cataract screening, disability screening with assistive devices provision, medical and prenatal consultations with medicine provision, dental consultation with scaling, oral prophylaxis, tooth extraction, and a bivalent vaccination program. The Department of Social Welfare and Development, on the other hand, distributed financial assistance to persons with disabilities, senior citizens, indigenous peoples, and individuals in crisis situations. Extension of services for other marginalized sectors, such as drivers and operators in the transportation industry, fishermen, and farmers in agriculture, were also provided. Government licensing, processing of passport applications and renewals, NBI clearances, and other regulatory government functions were also made available. Manila cops nab wanted rapist
After six years in hiding, a wanted rapist in Biliran province was tracked down by MPD-DelPan police operatives early dawn on Saturday in Tondo, Manila. P/BGen Andrei Dizon, MPD Chief, identified the suspect as Gonzalo Esperanza, 63 years old, single, male, jobless, and resident of Purok 5, Isla Puting Bato, Parola Compound in Tondo, Manila. The suspect was apprehended near his residence. The arrest came on the strength of a warrant of arrest issued by Presiding Judge Bienvenido Montalla of RTC Branch 16 in Naval, Biliran, dated 30 August 2017, with no recommended bail for charges of three counts of rape. El Niño threatens Eastern Visayas rice lands
CALBAYOG CITY — Over 33,000 hectares of rice farms are facing drought when the El Niño phenomenon hits Eastern Visayas towards the end of the year, according to the Department of Agriculture regional office in an information caravan on Thursday. Luisa Capili, focal person of quick response team at the DA regional office, said 30 towns in the region are facing the prospect of drought starting in late October when the El Niño phenomenon will start to be felt. She added that based on the climate outlook of Eastern Visayas out of the 136 municipalities and seven cities in the region, 30 local government units are likely to experience prolonged dry spell that will greatly impact rice and corn production of the region. “While we will still be affected by the El Niño phenomenon, the overall effect will not be severe due to persistent easterly winds falling in the region,” Capili said. She also disclosed that out of the 185,961 hectares of land planted with rice in Eastern Visayas, 33,013 hectares are forecasted to be affected by drought — 9,859 hectares in Samar, 6,294 hectares in Leyte, 4445 hectares in Biliran, 7,110 hectares in Eastern Samar and 6,304 hectares in Northern Samar. Metro Manila, other Luzon areas under Signal '1 as ‘Egay’ intensifies
Typhoon Egay has intensified further as it continues to move westward slowly, according to the state weather bureau. According to PAGASA’s 11 a.m update today, 24 July, "Egay" was last located 525 kilometers east of Baler, Aurora. The storm is currently packing maximum sustained winds of 150 kilometers per hour and gusts up to 185 kilometers per hour. "Egay" is expected to continue its intensification to a super typhoon category, reaching its peak by tomorrow evening. The storm may make landfall in extreme Northern Luzon. Thus, PAGASA has raised Signal #2 in the provinces of Catanduanes, the central and eastern portions of Isabela, eastern portions of Albay, eastern and central portions of Cagayan, eastern portions of Camarines Sur, northern portions of Camarines Norte, eastern portions of Quirino and northern portions of Aurora. In Visayas, Signal #2 is also hoisted in the northeastern portions of Northern Samar, specifically the towns of Laoang and Palapag. Signal #1 is raised in the rest of mainland Luzon, the remaining provinces in Samar island, Biliran, the northern and central portions of Leyte and the northern portions of Cebu. PAGASA is forecasting "Egay" to move west-northwestward in the next 12 hours before turning northwestward toward extreme Northern Luzon. The typhoon is expected to pass close to or make landfall in the Batanes-Babuyan Islands area tomorrow evening to Wednesday afternoon. San Pedro Bay fishing ban lifted
TACLOBAN CITY — The Bureau of Fisheries and Aquatic Resources on Monday announced that the San Pedro Bay in Samar province has been cleared of red tide after more than three months of infestation. The agency said that negative results for the toxin causing paralytic shellfish poisoning were obtained from three consecutive weeks of sampling in the seawaters of Basey and Marabut towns in Samar province. “The public is hereby informed that shellfish samples harvested from San Pedro Bay in Samar are now safe for human consumption. Likewise, gathering or harvesting and marketing of shellfish from the above-mentioned area are now permitted,” said BFAR Eastern Visayas regional director Hannibal Chavez. Under Shellfish Bulletin 16, all bays in Eastern Visayas are now red tide-free based on the latest confirmed laboratory sampling of the BFAR main office. However, a local red tide advisory issued by BFAR regional office here warned against harvesting, trading and consumption of shellfish from Matarinao Bay to prevent the incidence of PSP, which can occur minutes after ingesting bivalve shellfish — such as mussels, oysters and clams — that contain red tide toxins. Matarinao Bay covers the coastal waters of the towns of General MacArthur, Hernani, Quinapondan and Salcedo in Eastern Samar. “To safeguard human lives, a local red tide warning is issued in this area as a precautionary advice to the public to refrain from gathering, selling, and eating all types of shellfishes and Acetes sp. locally known as alamang or hipon from the said bay,” Chavez said. Although the shellfish ban has been lifted in almost all areas in the region, the BFAR regularly monitors all coastal waters to check possible recurrence. Sandiganbayan affirms ex-Biliran execs’ guilt
The Sandiganbayan Third Division has dismissed a motion filed by an ex-Biliran mayor and 12 others to overturn the court’s January guilty verdict in connection with the anomalous procurement of P8 million in medicines and medical supplies in 2010. In a 20-page resolution, the Sandiganbayan cited lack of merit in thumbing down all 13 motions of the defendants to reconsider the courts ruling, which found them guilty of violating Republic Act 3019 or the Anti-Graft and Corrupt Practices Act. Charged with graft were erstwhile Maripipi mayor Noel Albelda; ex-bids and awards committee chairperson Wilma Elairon; vice chairperson Marietta Campollo; committee members Amelia Bacolod and Sonia Alavera; technical working group chairperson Julio Cairo Jr.; TWG members Sergio Mejarito and Tito Cairo; ex-municipal accountant Michelle Quinte; ex-municipal health officer Mary Grace Llever; state auditor Genelito Balila; and private defendants Jerome Capuyan and Cherel Serato who represented Suremeds Marketing. The anti-corruption court handed them jail terms of from six to 10 years. They were also meted the accessory penalty of perpetual disqualification from holding public office. Filed by the Ombudsman in 2017, the case stemmed from the municipal government’s award of a contract to private firm Suremeds for the supply of medicine and other medical equipment amounting to P7.99 million despite several substantial lapses in the procurement process, including irregularities in the dates appearing in the bidding documents. The procurement was funded by the Priority Development Assistance Fund, or pork barrel, of then-Biliran Representative Glenn Chong. State prosecutors also found other procurement irregularities, such as the conduct of a pre-bid conference prior to the issuance of bidding documents, and the sudden change in the date of opening of bids. It was raised while the project was awarded to Suremeds despite its non-submission of performance security. In denying the motion, the anti-graft court said the concerted efforts of all the accused public officials from the start of the procurement process down to its payment to the preferred supplier in connivance with Suremeds through its proprietor, Capuyan, and representative, Serato, were very evident. “The Court is aware that a violation of the procurement laws does not ipso facto lead to a violation of RA 3019. In the present case, however, the prosecution has established not only the defects in the procurement procedure but also the alleged gross inexcusable negligence and manifest partiality on the part of the herein accused,” it said. Eastern Samar war vs insurgency boosted
TACLOBAN CITY — The Philippine Army announced on Tuesday that its 802nd Infantry Brigade has been transferred from Leyte province to Eastern Samar to help suppress the insurgency in Samar Island. The brigade, which was based in Camp Downes in Ormoc City for more than two decades, was officially transferred to Borongan City in Eastern Samar to help meet the target of ending insurgency in Samar provinces within the year. “We are here to help the campaign of ending the local communist armed conflict in Samar Island,” said 802nd IBde commander Brig. Gen. Noel Vestuir. With the addition of the 802nd IBde in Eastern Samar, all three brigades under the 8th Infantry Division are now operating in Samar Island. The 801st IBde is based in Hinabangan, Samar with operations covering some parts of Samar, Eastern Samar and the Pacific towns of Northern Samar province. Based in Catarman, Northern Samar, the 803rd IBde covers some areas in the northern part of Samar province and the rest of Northern Samar province. Areas under the newly transferred brigade are the nine towns in Samar province and 15 towns and one city in Eastern Samar province. Under the brigade are three battalions — the 46th Infantry Battalion in Calbiga town, 63rd IB in Basey town, and 78th IB in Borongan City. Government forces in the region are targeting to end the threat of the New People’s Army before the end of 2023. In-person class suspension affects over 70K learners
PALO, Leyte — At least 75,000 learners were affected by suspension of classes in Eastern Visayas due to the hot weather that has reached dangerous levels for students, teachers and non-teaching personnel in public schools. Data from the Department of Education regional office shows 387 schools have adopted distance learning — 267 schools are on modular distance learning, 12 are using online distance learning and 108 are implementing blended learning in order to cope with the prevailing weather all over Eastern Visayas. Jasmin Calzita, DepEd regional information officer, disclosed that a total of 75,921 learners from different levels were affected by the adoption of distance learning modalities. She added that Southern Leyte had the largest number of schools that adopted distance learning with 166 schools, Maasin City with 44 schools, 22 in Ormoc City, 13 in Biliran, 11 in Leyte, six in Baybay City and five in Northern Samar. The DepEd official also said that school districts in Eastern Samar, Samar and the cities of Borongan, Calbayog, Catbalogan and Tacloban have yet to submit their reports although some schools in Tacloban City have already suspended the conduct of face to face classes. To recall, the Philippine Atmospheric, Geophysical and Astronomical Services Administration had forecasted a two-day hit index ranging from 43-46 degrees Celsius in its stations in Catarman, Catbalogan, Tacloban, Borongan, Guiuan and Maasin on 18 to 19 May. 19 schools suspend F2F classes due to extreme heat
TACLOBAN CITY — At least 19 local schools have suspended full face-to-face classes due to extreme heat, the Department of Education regional office said. The said schools switched to modular, online and a blended modular and F2F classes to lessen the time spent in schools, according to DepEd. Jazmin Calzita, DepEd regional information officer, said five of the 13 schools districts under DepEd-8 have granted flexibility of holding the classes for the 19 schools -– four in Ormoc City, four in Baybay City, three in Tacloban City, six in Biliran and two in Leyte. Except for the three schools in Tacloban City, which has shifted to a blended in-person and modular learning, all the 16 schools have adopted modular distance learning, she added. Six more schools in Tacloban City will shift to modular learning starting next week. Social media posts in recent weeks showed cases of fainting among teachers and students as well as incidence of epistaxis or nose bleeding on children due to extreme heat. The Philippine Atmospheric, Geophysical and Astronomical Services Administration station in Tacloban City has consistently monitored a temperature of above 40 degrees Celsius in some times of the day during the weekdays since Monday. Calzita said DepEd Order 37 issued in 2022 allows school heads to cancel F2F classes due to natural calamities, disasters and human-induced hazards to ensure learning continuity as long as learning competencies and objectives are met. She said that in lieu of classroom classes, the school may opt for modular distance learning. She added that this was emphasized during the regional management committee meeting to the schools division superintendents. “The principal or school heads are also reminded of their authority and responsibility to suspend in-person classes and switch to alternative delivery modes (of learning) amid extreme heat, especially if the situation already puts the students’ health and safety at risk,” she said.
