PAGASA monitors 2 LPAs off Northern Samar, Pangasinan
The state weather bureau on Saturday said it is monitoring two low-pressure areas or LPAs inside the Philippine Area of Responsibility. In its latest weather bulletin, the Philippine Atmospheric, Geophysical, and Astronomical Services Administration, said the first LPA was last tracked over 530 kilometers east of Catarman, Northern Samar. The second LPA was spotted 235 kilometers west of Dagupan City, Pangasinan. PAGASA hoisted rainfall advisory as southwest monsoon or ‘habagat’ affects Southern Luzon, Visayas, and Mindanao. The weather system will particularly bring light to moderate with at times heavy rains in Antique, Iloilo, and Negros Occidental. The Yellow warning level was earlier raised over the Guimaras (Sibunag, San Lorenzo, Nueva Valencia, Jordan, Buenavista); Antique (Anini-Y, Hamtic, Tobias Fornier, San Jose, Sibalom); Iloilo (San Joaquin, Miagao, Igbaras, Guimbal, Oton, Tigbauan, Pavia, Iloilo City, Leganes, Zarraga, Dumangas); Negros Occidental (Silay City, Talisay City, Bacolod City, Pulupandan, Bago City, Valladolid, San Enrique, Pontevedra, Hinigaran, Himamaylan City, Binalbagan, Kabankalan City, Ilog, Cauayan, Sipalay City, Candoni, Hinoba-An). With this weather condition, PAGASA warned flooding is possible in low-lying areas and rain-induced landslides must be expected in mountainous areas. PAGASA said Metro Manila, the rest of Luzon, and Visayas will experience cloudy skies with scattered rain showers and thunderstorms. Bong Go provides more support to TESDA graduates in Negros Occidental
Senator Bong Go congratulated Technical Education and Skills Development Authority trainees who graduated in Victorias City, Negros Occidental on Friday, 15 September. During the program held at the Victorias City Training Center, in partnership with E-Tech Global Training Academy, Go’s team provided shirts, grocery packs, and snacks to 75 graduates. In his video message, the senator seized the opportunity to applaud the graduates for their dedication and resilience in successfully accomplishing their training programs. “Binabati ko po ang lahat ng mga graduates ng Technical Education and Skills Development Authority ngayong araw na ito. Malaking tagumpay po ito para sa inyong lahat dulot ng inyong mga pagsisikap upang makumpleto ang inyong pag-aaral,” said Go. The senator also underscored the significance of vocational education in empowering individuals and fostering the progress of communities. He recognized the role played by TESDA in delivering accessible and high-quality training programs that equip Filipinos with the necessary skills to attain improved job prospects and actively participate in the country’s economic development. “We need more skilled workers in various industries, and I encourage you graduates to use your newly acquired skills to help our country's economy grow. Go, principal author and sponsor of the Malasakit Centers Act of 2019, has championed the cause of providing convenient access to medical assistance programs for particularly poor and indigent patients. Currently, there are 159 Malasakit Centers established throughout the nation, which have already assisted more than seven million Filipinos, as reported by DOH. Go, vice chairperson of the Senate Committee on Finance, has backed numerous initiatives aimed at fostering economic growth and raising the standards of public service delivery within the province. These include the construction of a revetment, multi-purpose public facilities, and several road maintenance initiatives in Bacolod City; and the construction of a multi-purpose building and concreting of a local road in the town of Don Salvador Benedicto. Other initiatives that Go pushed for include the construction of multi-purpose buildings in Calatrava and Himamaylan City; road maintenance in Bago City; and construction of a new infectious diseases wing at the Teresita L. PAGASA: ‘Goring’ now a super typhoon
State weather bureau Philippine Atmospheric, Geophysical and Astronomical Services Administration on Sunday revealed that tropical storm “Goring” has already reached super typhoon category and was spotted based on all available data, including those from Baler and Daet Weather Radars, at 95 km east northeast of Casiguran, Aurora. PAGASA said that Tropical Cyclone Wind Signal No. 3 is up over the eastern portion of Isabela which include Divilacan, Palanan, Dinapigue, Ilagan City and San Mariano while TCWS No. 2 is hoisted over the eastern portion of mainland Cagayan, the northern and central portion of Isabela, the extreme northern portion of Aurora and the eastern portion of Quirino. It added that “Goring” is forecast to begin its loop over the Philippine Sea east of Cagayan-Isabela area Sunday and the super typhoon will then turn northeastward and northward tomorrow before shifting northwestward on Tuesday. On the track forecast, it will make landfall over the southern portion of Taiwan on Wednesday evening or on Thursday early morning. President Ferdinand Marcos Jr. over the weekend assured that the government will exert all efforts to ensure that aid will be swiftly given to those who will be affected by “Goring.” Meantime, the Cagayan Provincial Disaster Risk Reduction and Management Council also on Sunday reported that around 448 families took refuge because of the effects of “Goring.” The PDRRMO listed the 448 families with 1,473 are from the six municipalities of Gonzaga, Lal-lo, Sta. Ana, Gattaran, Baggao and Sta. Teresita while 141 families with 388 individuals were brought to the evacuation centers while the rest took shelter in the houses of their relatives. Also, some roads in the province were deemed impassable because of the flood caused by the rains poured by “Goring” — the Abariongan Ruar-Abariongan Uneg road, Tammuco-Balagan-Abaruangan Ruar road and Tamban Bridge in the municipality of Sto. Niño. The flooding was also enhanced by the swelling of the river. In other developments, Department of the Interior and Local Government Secretary Benjamin Abalos Jr. has urged local chief executives in the Cagayan Valley Region and in other affected regions to be on their toes and carry out the necessary critical preparedness actions in accordance with the agency’s “Operation Listo” disaster preparedness manual. The DILG chief has also already directed their office in Region 2 to activate the Emergency Operations Center and Disaster Online Reporting and Monitoring System to ensure the adherence of local government units within their jurisdiction to Operation LISTO Disaster protocols. Amid the looming onslaught of “Goring,” the Civil Aviation Authority of the Philippines has also taken preventative measures, said that airports that may be potentially affected include Tuguegarao Airport, Basco Airport, Itbayat Airport, Cauayan Airport and Palanan Airport. Bring public health services closer
“Health is the greatest of human blessings,” according to Hippocrates, father of Modern Medicine. That is why we continue to make significant strides in improving our health system. The latest of which is the signing into law of the Regional Specialty Centers Act. As the principal sponsor and one of the authors of this measure, I am grateful to President Ferdinand Marcos, Jr., for approving and prioritizing this legislation which will help bring specialized medical care closer to Filipinos in various regions, and hopefully to the most vulnerable groups in grassroots communities. As we aim to make public health more accessible, we must continue such efforts to ensure all Filipinos get the healthcare they deserve. In line with this, the Malasakit Centers we initiated in 2018 have already provided financial medical assistance to more than seven million patients so far. There are 158 Malasakit centers established all over the country through the Malasakit Centers Act of 2019, which I principally authored and sponsored in the Senate. I have also continuously pushed for the establishment of Super Health Centers, which are medium versions of a polyclinic and improved versions of the rural health unit, to make healthcare more accessible to Filipinos even in remote areas. These centers, funded with the help of my fellow legislators and primarily implemented by the Department of Health, shall provide primary health care services in communities that also include consultation, diagnosis, and early detection of diseases. As chair of the Senate Health Committee, I must emphasize the need to bring public health services closer to the people who need them the most. The enactment of the Regional Specialty Centers Act, along with the continuing operations of Malasakit Centers and the establishment of more Super Health Centers nationwide will hopefully bridge this gap and further promote the health and well-being of Filipinos no matter where they are in the country. As a legislator and public servant, I will continue to help improve public service delivery at the grassroots to the best of my capacity so that no Filipino is neglected when it comes to availing government services they need. That is why aside from the health initiatives mentioned above, I also continue to visit communities to deliver assistance, listen to their concerns, and provide solutions to their daily struggles. We were in Laguna on August 25 to inspect the Siniloan Sports Complex which was funded through our efforts as part of our goal as chairperson of the Senate Committee on Sports to promote grassroots sports development and divert our youth from harmful vices like illegal drugs. We then inspected the Isolation Facility of the Infirmary Hospital which we supported during the Duterte administration. We also led the distribution of aid to 500 impoverished residents of Siniloan together with Vice Governor Karen Agapay, Mayor Patrick Go, Vice Mayor Carla Valderrama, and other local officials. Last weekend, I also joined fellow officials and basketball enthusiasts alike in supporting Gilas Pilipinas during the 2023 FIBA World Cup. I commend everyone who took part in ensuring the successful hosting of the FIBA World Cup here in the Philippines. We were invited as a guest speaker on 24 August at the Gender and Development Activity organized by the Provincial Council of Occidental Mindoro. We support these kinds of discussions that aim to promote equal and gender-sensitive leadership. On 23 August, I received the prestigious Apostle Arsenio Ferriol Award of Excellence for Public Service and Governance. I want to express my sincere gratitude to the Pentecostal Missionary Church of Christ (4th Watch) for this very prestigious recognition. With or without an award, I will continue my mission to serve fellow Filipinos, knowing very well that service to the people is service to God. Aside from the awarding ceremony, I also joined them yesterday for their 50th Golden Church Anniversary celebration in New Clark City, Tarlac. I also visited Navotas City on 22 August, together with Mayor John Rey Tiangco and Vice Mayor Tito Sanchez to help 1,000 senior citizens, PWDs, and indigents. We also provided additional support to 1,328 recovering fire victims who were given aid from the National Housing Authority to buy housing materials through their Emergency Housing Assistance Program that we initiated before and continue to support its implementation now. We were also instrumental in the construction of nine public school buildings in Navotas City, some of which we were able to inspect during our visit. My office also continues to assist Filipinos affected by calamities. Among those assisted were typhoon victims in various towns in Cagayan — 500 in Gonzaga; 500 residents in Aparri; 500 in Allacapan; 500 in Pamplona; 500 in Ballesteros; and 500 more in Caoayan, Ilocos Sur. More support was also provided for 35 indigents from different towns of Cotabato Province plus 110 sectoral members in Libungan town; three fire victims of Brgy. Peñaplata in Samal Island; 1,000 residents of Sibalom and almost 250 in Tobias Fornier in Antique; 1,000 beneficiaries in Polomolok, South Cotabato; 66 residents of Malolos Bulacan; 31 residents of General Tinio and 140 more in Gapan, Nueva Ecija. We also extended livelihood support to 14 indigents in Cauayan, Negros Occidental; three farmers in San Lorenzo, Guimaras; and 52 residents of Brgy. Tisa, Cebu City who were previously victims of a fire incident. They were also provided aid through DTI’s Pangkabuhayan sa Pagbangon at Ginhawa (PPG) program, which I pushed for before and continue to support now to boost the livelihood of those affected by various crises. Furthermore, I am also thankful to the President for signing the following into law: Republic Act No. 11961, which I co-authored, amending the National Cultural Heritage Act of 2009, and mandates the creation of a Philippine Registry of Heritage; RA 11958, which I co-authored, that amends RA 6948 to rationalize the disability pension provided to military veterans; and the One Town, One Product Philippines Program, which I authored and co-sponsored, to support the growth of the country’s micro, small, and medium enterprises. While we have accomplished a lot in the past few days in helping those in need and pushing for policies that would uplift the lives of fellow Filipinos, our work must not stop as long as there are more of our kababayans who rely on us for support. Javier Parisi serenades Manila with John Lennon classics
Javier Parisi, the John Lennon tribute performer from Argentina, serenaded his Filipino audience with Beatles classics during the Manila leg of his tour last Saturday, 15 July, at the Music Museum. The 43-year-old singer performed songs like “Woman” and “Imagine” and other Lennon tracks that remain remarkable up to this time. The program began with a performance by George Castro, a radio jock of DWWW 774, who sang “The Long and Winding Road”, “All My Loving” and other songs. Castro is known for his late-night program in DWWW 774 that plays 60’s staples, including of course The Beatles. The audience was soon enough on its feet when Parisi launched into Lennon’s timeless Beatles hits, with the whole concert lasting for two and a half hours. Parisi is set to continue the Philippine leg of his tour with remaining performances on 22 July in Cauayan, Isabela; 25 July in Dapitan City, Zamboanga; 27 July at Hard Rock Cafe in Manila; and 30 July at Casino Filipino in Angeles, Pampanga. 31 SM job fairs draw over 21,000 applicants nationwide
More than 21,000 work applicants lined up for employment opportunities during the recent job fairs held in 31 SM malls. A job applicant looks for an employment vacancy at the Job Fair in SM City Cauayan last 12 June. The SM Supermalls Job Fair is a partnership between the Department of Labor and Employment (DOLE), the Public Employment Service Office (PESO), and the Local Government Units (LGUs). It attracted 1,190 companies and 21, 723 total event registrants. Employment seekers join the Job Fair at the recently-opened SM City Bataan. The job fairs provided venues for employment seekers and supported the government to provide work opportunities, as well as reducing unemployment in the country. The nationwide events kicked off last June 9 at SM City Tanza while on 11 June, it took place at SM City Rosales. Bong Go attends groundbreaking of SHC in Silay, Negros Occidental
Sen. Bong Go visited Silay City, Negros Occidental on Wednesday, 7 June, where he, together with Mayor Joedith Gallego and Vice Mayor Thomas Maynard Ledesma, among others, attended the groundbreaking of the city’s Super Health Center, coinciding with Silay’s Charter day festivities. Expressing his support for the Department of Health’s initiative, Senator Go emphasized in his speech the importance of accessible and quality healthcare for all Filipinos. “Ang Super Health Center po ay medium type of the polyclinic, mas malaki lang po s’ya sa rural health unit, mas maliit sa ospital. Sinimulan po itong itayo noong year 2022 sa tulong ng mga kasamahan ko sa Kongreso at ng Department of Health, sila po ang mag-i-implement nito at itu-turn over na po ito sa LGUs. At pwede po itong i-expand ng LGUs. Halimbawa, gusto nilang dagdagan pa ng infrastructure o kagamitan, pwede nilang lagyan ng dialysis machine,” Go explained. “Itong Super Health Center po, ang serbisyo diyan ay birthing o panganganak, dental, laboratory, ultrasound, at pagpapabakuna hindi lang kontra COVID-19, pati po sa tigdas. At mas mapapaigting pa natin ang ating pagpapabakuna kontra measles at tigdas dahil napakababa po ng ating vaccination rate po sa measles. At ilalagay po ito sa mga strategic areas sa buong Pilipinas,” he continued. Super Health Centers shall offer basic medical services under one roof, such as database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray, ultrasound), pharmacy, and ambulatory surgical unit. Other available services in Super Health Centers are eye, ear, nose, and throat (EENT) service; oncology centers; physical therapy and rehabilitation center; and telemedicine, where remote diagnosis and treatment of patients will be done. Through the collective efforts of fellow lawmakers, sufficient funds had been allocated for 307 Super Health Centers in 2022 and 322 in 2023. The DOH, the lead implementing agency, identifies the strategic areas where they will be constructed. In the province of Negros Occidental, DOH has identified several areas to construct Super Health Centers, including the cities of Bacolod, Bago, Cadiz, Himamaylan, San Carlos, and Talisay, and in the town of Cauayan, under the 2022 budget. This year, more such centers were funded for the cities of Escalante, Sagay, Silay, Sipalay, and Victorias; and in the towns of Binalbagan, Calatrava, Cauayan, Isabela, Moises Padilla, Pontevedra, Pulupandan, San Enrique, Toboso, and Valladolid. The SM Foundation, which welcomed its first batch of education scholars three decades ago, has always believed that access to quality higher education exposes Filipino youth to realms of possibilities, as they get equipped with knowledge and skills and feel empowered to strive for their stability and that of their families. Today, thousands have been given the chance to go beyond possibilities. One of them is Junie Anne Mariano. Junie’s family is one of the many hit hard by the pandemic. As fish vendors in Cauayan, Isabela, her parents were already finding it hard to bring home enough for a family of six, but things became tougher when their humble source of income closed down due to Covid-19. Junie’s parents pursued farming after losing their jobs as fish vendors. But Junie has always dreamt of something better for her family, a life where her sibling could go to school and where the family could enjoy a decent meal. She knew that equipping herself with skills through education would lift them out of the life they had always known. She took up Secondary Education at a university in Cauayan City, Isabela. It was the beginning of a journey that would change the course of her life. “Hindi lang ako academically na-shape ng SM College Scholarship Program. At the back of my mind, I had set a standard for myself. It made me stronger as I conquered challenges. I made the initiative to study harder and smarter dahil sa panahon ngayon, hindi lang hard work ang kailangan; you need to be intelligent, and you need to be the initiator of the things you want to achieve,” she said. She also took the part-time job opportunities offered to SM scholars at The SM Store in SM City Cauayan. Beyond earning an allowance, the experience exposed her to the realm of business and honed her communication skills. The money she earned and her monthly allowance from SM Foundation also helped her support her siblings' education. Right after college and while reviewing for the licensure examination for teachers, she got a job at a private school in their city. Junie now teaches English at private school in Cauayan City. She is also able to support the education of her three other siblings who are currently in third-year college, grade 11 and grade 8, respectively. New horizons In March 2023, Junie passed the March 2023 LET. This meant new horizons to explore, because Junie now plans to pursue a master’s degree to broaden her skillset, become a more effective educator, and set an example to fellow dreamers. “I’m just starting to live the life I’ve dreamt before,” she said. “Ako ang bubuo ng pangarap para sa pamilya ko. Borongan takes steps to become first ‘smart city’ in Eastern Visayas
Borongan City in Eastern Samar took a major step toward becoming a smart city after the Department of Science and Technology, in collaboration with Isabela State University-Cauayan Campus and LGU-Cauayan City, conducted a Smart City Assessment and Roadmap Formulation from 10 to 12 May 2023. The three-day event aimed to harness smart and sustainable technologies and practices in the country and was spearheaded by Borongan city mayor Jose Ivan Dayan C. Agda and DoST Eastern Viasayas regional director Engr. Ernesto M. Granada. Agda of Borongan expressed his excitement about the project, saying that "The implementation of this project aims to promote good governance and transparency. Technology adaptation will make public service more efficient and will make civil servants more accountable to the people they serve." Raquel B. Santos, the Smart City focal person of DoST Region II, emphasized the importance of collaboration and partnership among different stakeholders in the community, highlighting the need for local government units, the private sector, academic institutions and communities to work together toward the common goal of building smart and sustainable communities. She also presented the agency's Smart and Sustainable Communities program. Atty. Reina B. Santos, the City Infotech Officer and Smarter City officer in Cauayan City discussed the city's approach to building a smart and sustainable community, highlighting various initiatives and projects implemented in the city. Dr. Betchie E. Aguinaldo, the Director for the Business Intelligence Research and Development Center, discussed the various technologies and innovations of BIRDC for the city, such as OdeSSee, Digital Business Locator, Healthguard, CDEWS and Digital Twin Technology (OdeCitte). Her insights helped participants understand how technology can be used to improve urban living and benefit the community. Agda emphasized the significance of the agriculture sector in the city and how the Smart City initiative could help it grow and develop. He also mentioned the Dukwag Agriculture Mapping Project, a unique aspect of the Smart City initiative that aims to create a comprehensive database of the city's agricultural resources, including land use and soil analysis, to help farmers make informed decisions and improve their yields. Various stakeholders expressed their strong commitment to supporting the Smart City project in Borongan City. Assistant Regional Director for Technical Operations Marilyn O. Radam, represented DoST VIII, along with Dr. Ramil T. Uy, Smart and Sustainable Communities Coordinator in Region 8, Dr. Arnaldo T. Amosco Jr., Provincial S&T Director for DoST Eastern Samar, and DoST's Melvin Sacmar. DICT Region VIII's Engr. Meanwhile, DICT 8's Claire Fernandez facilitated and assessed the plans during the three-day workshop and created an initial recommendation for asset support. The Eastern Visayas State University also expressed its commitment to supporting the program by providing technical assistance and leading the research and development initiatives. A stakeholders meeting is scheduled on the second week of June during the city's charter day anniversary to kick off the next phase of the Smart City project. The meeting will gather key stakeholders and partners to present and discuss the next steps of the project, review the roadmap and identify potential areas for collaboration. ‘Rolly’ may pass close to Metro Manila after Quezon landfall Sunday
After its landfall over Quezon province this Sunday, typhoon “Rolly” (international name: “Goni”) will possibly pass close to Metro Manila between Sunday evening and Monday morning. In its weather bulletin Saturday morning, Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) weather specialist Benison Estareja said Rolly will move west-southwest this Saturday toward the sea off the coast of Bicol region. (DOST PAGASA / MANILA BULLETIN) The typhoon was already around 540 kilometers east-northeast of Virac, Catanduanes, moving at 20 kilometers per hour (kph) around 7 a.m. Beginning early Sunday, it will gradually turn west-northwest, bringing its inner rainbands-eyewall region near or over Catanduanes, Camarines Norte, and Camarines Sur during the morning-afternoon hours and over Quezon-southern Aurora area during the afternoon-evening hours. The center of the eye of the typhoon may pass very close or over the Calaguas Islands by Sunday afternoon and make landfall in Polillo Islands and mainland Quezon in the evening. Estareja said the eye of Rolly will likely pass directly over Quezon-Aurora, entire Central Luzon, “where Metro Manila and Rizal will be closest,” and over parts of Ilocos Region, particularly Pangasinan and La Union. After crossing Central Luzon, the center of Rolly may exit the mainland Luzon landmass, most likely through the Zambales-Bataan area by Monday morning, Estareja said. Signal No. 2 up; Metro Manila under signal No. 1 The wind signal in some provinces in the Bicol region were upgraded to tropical cyclone wind signal No. 2 as damaging gale-force to storm-force winds is expected to affect these areas in the next 24 hours. Signal No. 2 has been hoisted over Catanduanes, Camarines Norte, Camarines Sur, Albay, Sorsogon, Burias Island, and the southeastern portion of Quezon (San Francisco, San Andres, San Narciso, Mulanay, Catanauan, Buenavista, Lopez, Guinayangan, Calauag, Tagkawayan). More areas were also placed under signal No. 1 in anticipation of strong breeze to near gale conditions associated with the approaching typhoon. These areas were Metro Manila, the rest of Masbate including Ticao Island, the rest of Quezon including Polillo Islands, Rizal, Laguna, Cavite, Batangas, Marinduque, Romblon, Occidental Mindoro including Lubang Island, Oriental Mindoro, Bulacan, Pampanga, Bataan, Zambales, Tarlac, Nueva Ecija, Aurora, Pangasinan, La Union, Benguet, Ifugao, Nueva Vizcaya, Quirino, southern portion of Isabela (Aurora, Luna, Reina Mercedes, Naguilian, Benito Soliven, San Mariano, Palanan, Dinapigue, San Guillermo, Echague, San Agustin, Jones, Cordon, Santiago City, Ramon, San Isidro, Angadanan, Alicia, Cauayan City, Cabatuan, San Mateo), Northern Samar, northern portion of Samar (Tagapul-An, Almagro, Santo Nino, Tarangnan, Catbalogan City, Calbayog City, Santa Margarita, Gandara, Pagsanghan, San Jorge, Jiabong, Motiong, Paranas, San Jose de Buan, Matuguinao), the northern portion of Eastern Samar (Taft, Can-Avid, Dolores, Maslog, Jipapad, Arteche, Oras, San Policarpo), and the northern portion of Biliran (Kawayan, Maripipi). PAGASA said signal No. 3 may be raised over portions of Bicol region late Saturday. Based on the intensity forecast, the highest possible wind signal to be raised will be signal No. 4 for very destructive typhoon-force winds. Elsewhere, areas that are not under not under tropical cyclone warning signal may experience strong breeze to near gale conditions due to the northeasterlies, particularly over Batanes, Babuyan Islands, Ilocos Norte, Apayao, and the coastal and mountainous areas of Cagayan and Isabela. Nears super-typhoon status As of Saturday morning, Rolly has maximum sustained winds of 215 kph and gustiness of up to 265 kph. It is close to reaching the 220 kph maximum wind speed to be classified as a supertyphoon. PAGASA is not ruling its possible intensification into a supertyphoon within 12 hours. Estareja said Rolly has a high chance of intensifying into a supertyphoon while on its way to the country, but there is still a slim probability that it may make landfall as a supertyphoon. However, it is still expected to remain a strong typhoon or near supertyphoon strength by the time it makes landfall over Quezon. While traversing Luzon, the tropical cyclone may weaken considerably to a minimal typhoon (120 kph to 140 kph yung maximum sustained winds), Estareja said. Nonetheless, Rolly is still possibly destructive. It may emerge as a severe tropical storm over the West Philippine Sea. Typhoon impacts This Saturday, the trough or extension of Rolly will bring light to moderate with at times heavy rains over Central Visayas, Negros Occidental, Leyte, Southern Leyte, Palawan, including Cuyo Islands, Zamboanga Peninsula, Northern Mindanao, Caraga, and Sulu archipelago. From late Saturday throughout Sunday, heavy to intense rains due to the direct impact of Rolly will already be felt over Bicol region, Cavite, Laguna, Batangas, Rizal, Quezon, Metro Manila, Central Luzon Marinduque, and the northern portions of Occidental and Oriental Mindoro. Moderate to heavy rains will also be experienced over Cagayan, Isabela, Nueva Vizcaya, and Quirino. PAGASA warned that flooding, rain-induced landslides, and sediment-laden streamflows or lahar may occur during heavy or prolonged rainfall, especially in areas that are highly susceptible to these hazards. There is a moderate to high risk of storm surge of up to 3.0 meters (m) over the northern coastal areas of Quezon including Polillo Islands and up to 2.0 m over the coastal areas of Aurora, Marinduque, Bicol region, and Northern Samar, and the other coastal areas of Quezon in the next 48 hours which may result in life-threatening and damaging coastal inundation. PAGASA said this storm surge may be accompanied by swells and breaking waves reaching the coast. Rough to “phenomenal” seas (2.5 to 15.0 m) will be experienced over the seaboard of areas where tropical cyclone warning signal is in effect and rough to very rough seas (2.5 to 5.0 m) over the remaining seaboards of Northern Luzon and the eastern seaboards of Eastern Visayas (that are not under tropical cyclone warning signals) and Caraga. Sea travel is risky for all types of seacraft over these waters, especially those under storm warning signals. Meanwhile, moderate to rough seas (1.2 to 2.5 m) will be experienced over the remaining seaboards of the country. Mariners of small sea vessels were advised to take precautionary measures when venturing out to sea, while inexperienced mariners should avoid navigating in these conditions. Another cyclone approaching While Rolly is raging over Luzon, Estareja said the tropical depression with international name “Atsani” could enter the Philippine area of responsibility (PAR) on Sunday afternoon. It will be assigned its local name “Siony” once inside the PAR. It was estimated at 1,605 km east of Visayas around 4 a.m. Saturday. Atsani has maximum sustained winds of 55 kph near the center and gustiness of up to 70 kph, while moving west-northwestward at 25 kph. It is likely to re-intensify into a tropical storm in the next 24 to 48 hours, and further into a typhoon in the next few days. It remains less likely to affect any portion of the country over the next three days. But Estareja said PAGASA is not ruling out a possible landfall in Central or Southern Luzon, before recurving toward the southern islands of Japan in the coming days.
