Davao Oriental under state of calamity
The entire province of Davao Oriental has been declared under a state of calamity following the impact of the shear line, allowing the provincial local government unit to access its Quick Response Fund for rehabilitation efforts. The unanimous resolution was approved during a regular session in Sangguniang Panlalawigan, based on comprehensive assessment and recommendation from the Provincial Disaster Risk Reduction and Management Council and Governor Niño Uy. This declaration is crucial for providing emergency aid to the affected constituents and enforcing price control on essential items. Rapid Disaster Assessment and Needs Assessment reports indicate that around 63,337 families are affected, with 645 families and 1,830 individuals currently displaced and in evacuation centers. VAWC cases in Davao City rise
The number of reported Violence Against Women and their Children (VAWC) cases in Davao City has increased in 2022 compared to the previous year, according to Lorna Mandin, head of the City Mayor's Office-Integrated Gender and Development Division (CMO-IGDD). Mandin revealed that the cases have risen to approximately 2,000, attributing the previous reduction during the pandemic to limited access and fear of going out. Most cases are from Talomo District, with victims aged 18 to 35 and 36 to 64. The increase in reported cases can be linked to more people reporting incidents compared to 2020 and 2021 when fear of Covid-19 deterred reporting. The IGDD handles cases falling under Republic Act 9262, involving perpetrators with an intimate relationship, not necessarily married. About 20 to 25 percent of these cases opt for psychological intervention. From January to December 2022, CMO-IGDD served approximately 1,206 clients, with 1,191 being women and 15 children. An attractive proposition and a necessary goal to further improve the state of the Philippines is to accelerate and sustain inclusive growth in the country. But what exactly needs improvement? How can this be achieved? What does it entail? How will it benefit the Philippines? Metro Manila is already developed and, in my opinion, not the priority in making more improvements. The cities outside Metro Manila are, however, a different story altogether. The economic competitiveness and resilience of said cities require much improvement. The development of these cities as engines of growth that are inclusive, environmentally sustainable, and strong is the foundation with which to realize these improvements. Specific areas may need financial inputs, and technical support varies from city to city. Examples of sectors to focus on are energy, environment, governance, health, local economy, small to medium entrepreneurship, taxation, technology and education. The enumeration is not exclusive and may be expanded. Generally, the growth trajectories of nations are closely linked to their urban environment, where cities act as propulsions of growth and lay the groundwork for their foundation. At first glance, it may seem like a tall order, but with proper planning, preparation, and stakeholder cooperation, it becomes achievable. If urban growth is well planned, cities can accelerate regional economic growth, innovation, and the end goal of prosperity for all. Circling back to my initial point on why cities outside Metro Manila are important to focus on for development, these smaller cities have a relatively high urban population concentration and hold the most growth potential. Although varying in size and level of development, they are equally important in ensuring the country’s success. To achieve this would require the cooperation and participation of various sectors and stakeholders. Government agencies, various leagues of local government units, civil society groups, non-government organizations, and the private sector, which may include corporations, business chambers, and trade associations, must all be involved. Implementing this undertaking will be an opportunity to remind everyone of the importance of the “whole-of-nation” approach. Government agencies that top the list of entities expected to shore up this collective effort include the Department of the Interior and Local Government, National Economic and Development Authority, Anti-Red Tape Authority, Department of Finance, Department of Trade and Industry, Department of Health, and Department of Education. The participation of the Philippine National Police is also crucial, as business can thrive only in an atmosphere of peace and security. The benefits of capacity building for cities are many. Initially, the more apparent recipients are the affected cities themselves and their inhabitants. However, increased capability will lead to a more efficient and equitable distribution of resources and delivery of services to the specific sectors we have mentioned. This will support decentralization and public financial management by helping cities widen their own-source revenue bases. It also helps cities enhance tax collection efficiency, access debt capital markets, and strengthen their public financial systems to create a more equitable fiscal framework geared towards inclusive growth. Decentralization also improves governance, with cities becoming more accountable and transparent to their constituencies. With accountability and transparency, the city becomes an attractive destination for investments. Local entrepreneurs will be one of many who will seize upon these attractions, but foreign investors as well. The different benefits and positive impact foreign direct investments provide a country deserve another article in the future. For now, let us all call on our government and the private sector to join hands in developing and building capacity for all cities in the Philippines. Senator Christopher “Bong” Go, in coordination with Mayor Sidik Amiril, provided assistance to residents of the Municipality of Talitay, Maguindanao del Norte on Monday, 23 October. Go’s outreach staff joined a distribution activity at the Talitay-covered court and provided snacks, masks, and vitamins to 268 indigents, particularly displaced workers. They also gave away shirts, balls for basketball and volleyball, a mobile phone, and shoes to select recipients. The beneficiaries also qualified for livelihood support from the Department of Labor and Employment (DOLE) after they have completed DOLE’s Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program. "Patuloy po tayong magtulungan upang mas mapabuti pa ang kalagayan ng ating mga disadvantaged at displaced workers. Magkasama tayo sa layuning ito na makabuo ng mas maginhawa at mas matatag na lipunan para sa lahat ng Pilipino," he said. To ensure that those who reside in rural areas lacking job opportunities are taken care of, Go also filed Senate Bill No. (SBN) 420, which seeks to offer temporary employment to eligible members of low-income rural households who are ready to perform unskilled physical labor for a period of time if enacted into law. Meanwhile, Go, chairperson of the Senate Committee on Health and Demography, shared his continuing efforts to bring government health services closer to Filipinos. He encouraged the beneficiaries to make use of the Malasakit Centers if they are in need of assistance in settling their hospital bills. “Kung mayroon po kayong karamdaman, halimbawa masakit ang dibdib ninyo, at kailangan n’yo pong magpaospital at kailangan n’yo pong magpaopera sa Davao o sa Maynila sa Philippine Heart Center, magsabi lang po kayo. DMW aims to deploy skilled workers in Austria
The Department of Migrant Workers announced on Wednesday its goal to deploy Filipinos to Austria during the signing of an agreement governing the recruitment of Filipino professionals and skilled workers in the healthcare, information technology, tourism, and hospitality sectors. The Memorandum of Understanding was led by DMW Officer-in-Charge Hans Leo Cacdac and State Secretary Susanne Kraus-Winkler of the Austrian Federal Ministry for Labor and Economy (BMAW). The signed MOA will provide employment opportunities for Filipinos while addressing Austria’s shortage of skilled workers. “Through this agreement, we aim to facilitate the deployment of Filipino professionals and skilled workers to Austria in a manner that is safe, ethical, sustainable, and mutually beneficial. Our workers, in return, will contribute to addressing the labor shortage in Austria and to sharing their expertise and commitment to the economic development of Austria,” Cacdac said. According to Kraus-Winkler, Austria had an excellent experience with qualified workers from the Philippines. “Austria is focusing on attracting skilled workers abroad. The Philippines is the first country which Austria has entered into a memorandum of understanding with that covers all areas of mutual cooperation on recruitment and vocational training. The Office of Transportation Security (OTS) recently conducted an audit of the Davao City Overland Transport Terminal (DCOTT) and found it to be compliant with its security plan, with only moderate recommendations. DCOTT Manager Aisa Usop said that the audit focused on five key areas: adequacy of security organization and security responsibilities, presence of contingency plans, training drills and exercises, records protection from unauthorized access, and security measures and procedures. The audit confirmed the conduct of periodic security drills and the protection of records and documents from unauthorized access, but gave recommendations on security screening procedures. PNP, Comelec sharing polls data
The Philippine National Police sealed a data sharing agreement, or DSA, with the Commission on Elections to ensure the integrity and transparency of the upcoming Barangay and Sangguniang Kabataan Elections, or BSKE, on 30 October. In accordance with the provisions of Republic Act 10173, the agreement grants Comelec access to the PNP’s Election Monitoring Systems andsub-systems. The Data Sharing Agreement outlines specific areas of collaboration aimed at bolstering the electoral process. Key components include access to the PNP Personnel Deployment, Surrendered Firearms, Voting Center Assistance, Election Status, Candidates, Partylists, Voting Center, Treasurer’s Office, Unlawful Election Materials, Gun Ban Details, Violations thereof, and other critical data related to the elections. Additionally, the agreement allows access to various sub-systems within the PNP Election Monitoring System, including geo-tagging for vote-buying, a separate sub-system forvote-buying, and another for Task Force Kontra Fake News, following the Comelec’s specifications. Pag-IBIG collections up to P67B in Q3 as more members increase savings
Pag-IBIG Fund members collectively saved P66.73 billion during the first nine months of 2023, up by P6.3 billion or 10% year-on-year, as more members contributed more than the required Pag-IBIG monthly savings, agency officials announced Monday (23 Oct). "We are happy that more Filipino workers are saving with Pag-IBIG Fund. The trust and confidence in our savings programs continue to grow as proven by our record-high members’ savings collections in January to September 2023. This is good news because the increase in the savings collected shall allow us to finance the increasing demand for our home loans and short-term loans, and thus allow us to serve more members. This is in line with the directive of President Marcos to provide financial access to better the future of every Filipino,” said Secretary Jose Rizalino L. Acuzar, who heads the Department of Human Settlements and Urban Development (DHSUD) and the 11-member Pag-IBIG Fund Board of Trustees. Pag-IBIG Fund Chief Executive Officer Marilene C. Acosta, meanwhile, noted that the collections from the agency’s mandatory Regular Savings and voluntary MP2 Savings both increased during the period and have posted new record-highs. Collections from the Pag-IBIG Regular Savings amounted to P31.6 billion, an increase of 7% from the P29.6 billion from the same period last year. The amount includes P7.69 billion in upgraded savings from members, or savings which members have voluntarily entrusted with Pag-IBIG Fund on top of the required monthly savings. The Philippines has monitored "a large number of Chinese maritime militia vessels” swarming in the features of the West Philippine Sea, National Security Council spokesperson, Undersecretary Jonathan Malaya, said Tuesday. In a television interview, Malaya said these vessels were spotted “not only in the vicinity of Ayungin Shoal and Bajo de Masinloc but also in other features, including (Scarborough Shoal) and Sabina (Escoda) Shoal.” "We are alarmed by the environmental degradation our Coast Guard ships were able to monitor in these areas,” he told the ANC. Malaya noted that environmental degradation or coral destruction would have a direct impact on the livelihood of the fishermen in the WPS areas. “Sometimes we forget the reasons why we are pushing our rights in the WPS, some critics are saying this is just posturing on the part of the Philippines or a tug-of-war between China and the Philippines. No this is not,” he stressed. “This is a battle for the resources of our country, particularly those for our fishermen so when we monitor coral destruction in other parts of the WPS, it alarms the Philippine government because it directly impacts the livelihood of our fishermen in WPS upon their livelihood relies,” he added. Infrastructure crisis
Without infrastructure — including “info-structure” — there can be no development. And without development support, many developing countries will be starved of the infrastructure they desperately need. Infrastructure is the foundation of everyday life for people and economies. From drinking water and basic sanitation, to electricity, connectivity and Internet access. From public services like schools and hospitals, to modern roads, bridges, tunnels, harbors and railways that keep people and goods moving. And yet, billions in the developing world lack access to these basic systems. This infrastructure crisis comes as people are facing a cauldron of challenges across our efforts to advance peace, sustainable development and human rights. This includes soaring costs of living, rising inequalities and the existential threat of climate breakdown. Meanwhile, progress on the Sustainable Development Goals and the Paris Agreement is slipping into reverse. We must find and fund ways to generate economic growth, create decent jobs, transform energy systems and advance sustainable solutions for the 21st century. Infrastructure is a crucial pathway. We can and must turn the infrastructure emergency into the infrastructure opportunity. The Belt and Road demonstrates that we have a historic opportunity to build modern, green cities, communities and transportation and power systems that place resilience and sustainability at the heart. That deliver services and decent jobs for people in a sustainable manner. And I see the Belt and Road Initiative’s potential to make valuable contributions in two key areas of action. First — by advancing economic sustainability in developing countries. Many developing countries are confronting dramatic financial challenges, drowning in debt and without fiscal space to implement the sustainable development goals. It is time to make the global financial architecture truly global and fit for the 21st century. At last month’s SDG Summit, world leaders endorsed a commitment to reforming the global financial architecture to make it reflect the world economy of today, not the one of 1945. Leaders also agreed that we can take actions right now to promote effective debt relief mechanisms — including by ensuring that countries are not locked into unsustainable debt — and channeling emergency financial support toward those countries that need it most. And leaders also supported an SDG Stimulus of $500 billion per year. Now, in this context, a dramatic context for the developing countries, the relevance of the Belt and Road Initiative is undeniable. It has included nearly $1 trillion in cumulative investments across more than 3,000 projects around the world. The second key area for action is by advancing environmental sustainability. The Belt and Road Initiative recognizes that infrastructure for infrastructure’s sake is not enough. The Belt and Road is an important instrument to make key investments a reality, driven by clear domestic demand, and in line with international best practices. Investments that enable resilience and adaptation across national and local planning. Investments that can help keep our 1.5-degree global warming limit within reach. And investments that don’t leave countries with stranded assets and the polluted dead ends of the past. Many developing countries are confronting dramatic financial challenges, drowning in debt and without fiscal space to implement the sustainable development goals. It is time to make the global financial architecture truly global and fit for the 21st century. I recognize the efforts of the Green Silk Road initiative to anchor investments in sustainable solutions — an area in which the UN is poised to support. But developing countries will need massive support for a fair, equitable and just energy transition towards renewables while providing affordable electricity to all. Senator Christopher “Bong” Go assisted 283 recovering fire victims at the Cagayan de Oro City Hall Ground Quadrangle last Thursday, 19 October. Borja General Hospital in the city. Signed into law in 2019, the Malasakit Centers Act, which was principally authored and sponsored by Go, institutionalized the Malasakit Centers program to ensure that indigent patients have convenient access to medical assistance programs offered by the Department of Social Welfare and Development, Department of Health, Philippine Health Insurance Corporation, and Philippine Charity Sweepstakes Office. Meanwhile, Go reiterated his commitment to support the establishment of more Super Health Centers across the country, considering how they can significantly help reduce hospital occupancy rates while bringing basic medical services closer to the grassroots. Go underscored the pivotal function that Super Health Centers can fulfill in alleviating the strain on hospitals, enabling the early detection of diseases, and delivering vital healthcare services like primary care and medical consultations to the local community. “Ano po itong Super Health Center? Super Health Centers shall provide convenient access to basic healthcare delivery, offering a wide range of medical services to communities. These Super Health Centers provide services such as database management, outpatient care, birthing facilities, isolation units, diagnostic services (including laboratory, X-ray, and ultrasound), pharmacies, and ambulatory surgical units. Bong Go extends assistance to Caloocan indigents
The Office of Senator Christopher “Bong” Go, in coordination with Congresswoman Mitzi Cajayon-Uy, assisted impoverished residents of Caloocan City, through a relief operation held at the Congressional District Office on 16 and 17 October. During the event, 1,900 residents received masks, vitamins, shirts, and balls for basketball and volleyball from the senator. Additionally, there were select recipients of shoes, mobile phones, and watches. In a video message, Go, chairperson of the Senate Committee on Health and Demography, took the opportunity to address the residents and reminded them to prioritize their health. “Huwag nating kalimutan na ang kalusugan ay kayamanan, kaya the more we should invest in our healthcare system,” Go said. “Ang kalusugan ng bawat Pilipino ay katumbas ng mas maayos at maginhawang buhay para sa buong komunidad,” he added. He encouraged them to make use of the 31 Malasakit Centers in Metro Manila, including the one located at Dr. Jose N. Rodriguez Memorial Hospital in the city. These Malasakit Centers serve as convenient, one-stop shops that offer medical assistance programs to poor patients. CAAP intensifies airport security amid bomb threats
The Civil Aviation Authority of the Philippines on Thursday said that it has heightened the security of all its 42 commercial airports after the Air Traffic Service received a warning via email that planes leaving Manila for Puerto Princesa, Mactan-Cebu, Bicol, and Davao International Airports are about to be detonated by a bomb. Following the information, all airports were immediately ordered to intensify security measures while verification process is under way. CAAP Security and Intelligence Service assistant director general II retired MGen. Ricardo Banayat and all CAAP airports and area centers should augment appropriate security personnel to meet the anticipated high volume of passenger and vehicle traffic. Stringent access control procedures for both personnel and vehicles will be implemented, accompanied by thorough inspections of passengers and cargo. CAAP-CSIS personnel are also collaborating closely with the Philippine National Police Aviation Security Group and military authorities, intensifying intelligence and monitoring operations with other security units. Continuous foot and mobile patrols are also being conducted within both the airside and landside areas of the airport complex. Meantime, Airport Security Coordination meetings will also be convened with all relevant stakeholders to ensure the strict implementation of security measures aimed at preventing any unlawful interference with civil aviation. In order to avoid any difficulty, they also advise international travelers to get to the airport at least three hours prior to their departure as CAAP also urged the general public to comply fully with security agents and to exercise caution when visiting the airport. “Our primary priority continues to be safety and security, and these steps are being taken to protect everyone who uses our airports,” CAAP said. Meantime, the Manila International Airport Authority assured the traveling public that it had instituted measures to ensure the safety of the Ninoy Aquino International Airport passengers, flights and facilities. Amazon launches test satellites in challenge to Musk’s Starlink
Amazon launched two satellites on Friday as part of its plan to deliver the internet from space and compete with Elon Musk's Starlink service. The Atlas V rocket carrying the satellites lifted off from Cape Canaveral in Florida at 2:06 pm local time (6:06 pm GMT). The launch was carried out by the United Launch Alliance (ULA) industrial group, a joint venture between Boeing and Lockheed Martin. Once up and running, the company founded by Jeff Bezos says its Project Kuiper will provide "fast, affordable broadband to unserved and underserved communities around the world," with a constellation of more than 3,200 satellites in low Earth orbit (LEO). "We've done extensive testing here in our lab and have a high degree of confidence in our satellite design, but there's no substitute for on-orbit testing," said Rajeev Badyal, Project Kuiper's vice president of technology. The company has said it would invest $10 billion in the project and has booked 77 heavy-lift launches with commercial providers Arianespace, ULA, and Bezos-owned Blue Origin. The first operational satellites of the Kuiper project are due to be launched in early 2024, according to Amazon, which hopes for initial tests with customers at the end of next year. The test on Friday attempted to establish contact between the probes and Earth, deploy their solar panels, and confirm that all instruments are operating correctly and at the desired temperatures. The two prototypes will then be removed from orbit and disintegrated in the Earth's atmosphere at the end of the test mission. These services are designed to provide internet access to even the most remote and underserved areas around the world, including war zones or disaster-struck areas. Musk's SpaceX launched the first batch of its more than 3,700 operational Starlink satellites in 2019 and is by far the biggest player. Musk's ownership of Starlink caused uproar in Ukraine last month when it was revealed that he refused to turn on the service for a planned attack by Kyiv forces on Russia's Black Sea navy fleet last year. London-headquartered OneWeb is another early entrant in the emerging sector. Given the technology's strategic importance, governments are also keen to join the rush into the sector. China plans to launch 13,000 satellites as part of its GuoWang constellation, while Canada's Telesat will add 300 and German start-up Rivada is eyeing 600. DoE eyes OSW, taps USAID
Due to the lack of financial allocation, the Department of Energy or DoE is turning to the United States Agency for International Development or USAID to bankroll the inclusion of offshore wind or OSW and floating solar energy, among other new technologies, into the country’s competitive renewable energy zones or CREZ. In a recent interview with reporters, Assistant Secretary Mylene C. Capongcol said these new power technologies should be included in the CREZ so that its integration into the grid will be efficient. “The first stage of CREZ, that finished does not include offshore wind and floating solar and other bodies of water. So the second stage, hopefully, will be supported by a USAID grant because we don’t have the budget here,” Capongcol said. “We will talk officially with USAID but we have sent our official request so we will just have a meeting about what is the scope of work and the timeline,” she added. OSW potential high Based on the Philippines OSW Roadmap launched in 2022, the country has about 178 gigawatts or GW of OSW potential. To date, the DoE has awarded a total of 79 OSW Contracts with a total potential capacity of 61.931 GW, spread mainly North of Luzon, West of Metro Manila, North and South of Mindoro, Panay and Guimaras Strait. Meanwhile, in terms of floating solar energy ventures, one of the latest developments was the Laguna Lake Development Authority’s move to offer 2,000 hectares of the Laguna de Bay for floating solar projects. Of these, 800 hectares were taken by ACEN Corp. Half, or 1,000 hectares were leased by renewable energy firm SunAsia Energy, which aims to develop a 1300-MW facility for $1.2 billion. The remaining 200 hectares, on the other hand, were allocated to Singapore-based firm Vena Energy. Capongcol reiterated that the CREZ project will significantly complement the government’s drive to augment the country’s supply of clean energy. By proactively focusing transmission expansion to these resource areas, clean energy generation development obstacles such as transmission access, energy curtailment, land permitting, and regulatory barriers will be resolved. Thus, reducing the risk for private players who will invest in the sector. Relatedly, the DoE official bared that the 2023-2050 Philippine Energy Plan or PEP will also highlight the adoption of modern technologies, smart grid systems, and demand-side management to bring down overall energy consumption and cut down greenhouse gas emissions. The government set the target of a 35 percent share of renewable energy in the country’s energy mix by 2035 and increased it further to 50 percent by 2040. However, it is still notable that despite an aggressive stance on clean energy utilization, the Philippines continues to heavily rely on coal. Coal, which is cheaper than other forms of power but more detrimental to the environment, is still the highest contributor to the power generation mix at nearly 60 percent.
