Hundreds of police in the US state of Maine hunted Thursday for a fugitive gunman who killed 18 people at a bowling alley and a bar, as President Joe Biden mourned "yet another senseless and tragic mass shooting." The rampage in the small northeastern city of Lewiston also left 13 people wounded, three critically, in the deadliest shooting this year in America. A wide area around Lewiston was locked down during the tense search as authorities erected roadblocks, ordered schools and businesses closed, and told residents to stay indoors. Governor Janet Mills said the suspect was "considered armed and dangerous, and police advised that Maine people should not approach him under any circumstances." "This attack strikes at the very heart of who we are and the values we hold dear," Mills told a press conference. "This is a dark day for Maine." PBBM skips PCCI annual event’s end
President Ferdinand Marcos Jr. failed to attend the final day of the 49th Philippine Business Conference and Expo, or PBCE, sending Executive Secretary Lucas Bersamin instead. PBCE is the main assembly yearly of the country’s biggest trade group Philippine Chamber of Commerce and Industry. An incumbent president usually attends the second day of the PBCE to personally receive the business group’s resolution and suggestions on various issues. Malacañang did not give any detail on Marcos’ failure the biggest gathering of businessmen yearly. However, Vice President Sara Duterte attended the first day of the conference, in which she urged PCCI officials and members to join the Department of Education in reviewing the current senior high school system and provide valuable insights on skills matching in order to produce employable graduates. Furthermore, the government was also advised to provide a stable and predictable business environment by ensuring clear, consistent, and transparent regulations, streamlining and simplifying bureaucratic processes, reducing unnecessary red tape, and eliminating barriers that hinder business growth and development. Israel to step up Gaza strikes: military spokesman
Israel is to step up its punishing strikes in Gaza to increase pressure on Hamas, a military spokesman told a press conference on Saturday. Since the Hamas attacks on Israel on October 7, which left 1,400 dead, Israel has launched devastating air and ground bombardments of Gaza. The Hamas authorities say 4,385 people have died. Congress vows funding for Pag-asa Island development in WPS
The House of Representatives has vowed to finance the development of Pag-asa Island in the West Philippine Sea amid the intensifying geopolitical tensions between the Philippines and China. While the amount has yet to be disclosed, Speaker Martin Romualdez announced on Thursday that the funds will go to finance storm shelters for fishermen, a solar power plant, ice and cold storage facilities, a desalination plant, and satellite-based communication facilities, among others. The commitment came following a tour by Romauldez, majority leader Mannix Dalipe, minority leader Nonoy Libanan, and House committee appropriations Elizaldy Co accompanied by Armed Forces of the Philippines chief Romeo Brawner, wherein they had first-hand discussions with the island’s local folk and the armed personnel manning the country’s outpost in the West Philippine Sea. Building these critical infrastructures in Pag-asa Island, Romualdez said, will help mitigate the challenges faced by Filipino soldiers and fishermen operating in the disputed waters in the Spratly Group of Islands and to boost their military might to further safeguard the Philippine territory. “It’s clear that Pag-asa Island needs a development plan. The House of Representatives will take the lead in coming up with such a plan, being the institution responsible for the national budget and national policies that need legislation,” he said. Romualdez, in a late press conference on Thursday, said that the House appropriations panel will look into the necessary measures to finance the establishment of such crucial infrastructures. Recto said the national government could not just make "loud noises" in defending the WPS but must set aside a greater budget for the Pag-asa Island to help the defense sector execute its military might in the disputed area. Pascual backs pass-thru fees suspension
Trade Secretary Alfredo Pascual has expressed support to an executive order suspending the collection by local government units of pass-through fees on cargo movers. “The Department (of Trade and Industry) is supportive of the implementation of Executive Order 41 which prohibits the collection of pass-through fees as these fees are often passed on to consumers,” Pascual said in a press conference on Wednesday at the Board of Investments office in Makati City. “This is also aligned with the DTI’s aim of facilitating a sound trade environment for businesses while protecting consumers’ interests,” he said. “President Ferdinand R. Marcos Jr. signed Executive Order No. 41 to reduce food logistics costs that will ensure the welfare of the Filipino people by easing the burden of the rising prices of goods and commodities in the country. This EO is also another step forward in realizing one of the pillars of Marcos Jr.’s 8-point socio-economic agenda of reducing transport and logistics costs,” Pascual added. The DTI chief said EO 41 is fully supported by external stakeholders, particularly manufacturers, transport agencies and consumers as it is aimed at lowering the inflation rate in the country. Moreover, he said the EO also ensures the efficient movement of goods across regions as laid out under the Philippine Development Plan 2023 to 2028. “We recognize the challenges faced by the private sectors, particularly in the transportation and logistics sector. This EO should help alleviate truckers and manufacturers from the high cost of logistics. ‘Geopolitical tension’ a major threat to climate action: IEA chief
The International Energy Agency (IEA) said Monday that nations need to set aside "geopolitical tensions" and fight for greater international cooperation in order to advance the struggle against climate change. "The 1.5C target" agreed in Paris in 2015 is "still within reach" but it faces "many challenges" the energy watchdog's boss Fatih Birol told an international climate and energy gathering in Madrid ahead of COP28. Among the challenges, "the geopolitical fragmentation of the world" was "creating a key impediment for some of the steps we are hoping to take", he told the gathering of some 40 ministers and top global energy and environment leaders. Although levels of investment in "the technology area and in clean energy technologies" were "very strong", it is not enough, he said. "The lack of international cooperation is a major, major problem. We have to find a way to isolate these geopolitical tensions ... to focus on this issue of countries coming together," he said. The world's energy future will be at the heart of debates at the UN's COP28 climate summit in Dubai, a major oil producer, between November 30 and December 12. Spain's Ecology Minister Teresa Ribera admitted that talks at COP28 were likely to be "challenging" but said "multilateralism is the way to respond to the current challenges". "A global problem deserves a global response," she told delegates. 'Race against time' Global tensions have mounted in recent years notably due to Russia's invasion of Ukraine and the growing rivalry between the United States and China, hiking fears the climate crisis will be pushed down the geopolitical agenda. The crunch Dubai talks should enable the international community to make progress on the reduction of greenhouse gases and the clean energy transition. It will also be a chance to take stock of national commitments to meet the objectives of the Paris Agreement to keep global warming below 2C and if possible to 1.5C compared with pre-industrial levels -- a difficult task in light of current conditions. "The green transition process must pick up speed, we're in a race against time to tackle climate change," Ribera told a press conference, while adding there is "room for optimism" about COP28. The IEA says several conditions must be met for the Dubai conference to be considered a success. In November 2022, the COP27 summit hosted by Egypt wrapped up with a landmark deal on funding to help vulnerable countries but it made no progress on phasing out fossil fuels, which the IEA sees as urgent. CIDG seizes 53 unlicensed firearms
The Philippine National Police on Monday reported the confiscation of 53 firearms that resulted in the arrest of an unlicensed gun dealer in Marikina City. In a press conference held at Camp Crame, PNP chief Benjamin Acorda Jr. said the Criminal Investigation and Detection Group busted the unlicensed firearms on Friday in Marikina City and opted not to identify the suspect. The country’s top cop said the successful operation conducted by the CIDG is part of the aggressive security measures to ensure peaceful and orderly Barangay and Sangguniang Kabataan Elections. He said to prevent the use of unlicensed firearms as part of the directives to all PNP units to intensify their efforts against the proliferation of loose firearms and recognize the potential risks and threats, especially with the upcoming BSKE this month. Acorda said the CIDG armed with two search warrants issued by the Executive Judge of the Regional Trial Court, National Capital Judicial Region of Marikina in collaboration with other PNP units, swooped down on the residence and store of an unlicensed gun dealer which resulted in the recovery and confiscation of 26 long firearms, 27 short firearms, assorted ammunition, as well as major and minor parts, tools, and machines used in manufacturing firearms. Acorda said the arrested person had no license to operate a firearms business and had not submitted any application to the PNP’s Firearms and Explosives Office for dealing and manufacturing firearms. BI Commissioner Norman Tansingco shared that immigration heads attended a biometrics conference in Montreal, Canada to benchmark technology trends for the Philippines. The conference, dubbed the 18th Symposium on the International Civil Aviation Organisation, Traveller Identification Program and Joint International Criminal Police Organization Biometrics Forum, was attended by the BI Chief last 12–14 September to study and adopt global trends on immigration and border management. Tansingco also attended a meeting with the Canada Border Services Agency and viewed the facilities at Vancouver International Airport. In the said conference, the BI Chief said that he saw how AI can improve immigration processing by adding a layer of security. Tansingco added that the AI technology can also be used to detect impostors and falsified documents even before they reach immigration counters. He clarified that AI will not replace immigration officers but instead unburden them from manual processing to maximize the BI’s manpower. Meta putting AI in smart glasses, assistants and more
Meta chief Mark Zuckerberg on Wednesday said the tech giant is putting artificial intelligence into digital assistants and smart glasses as it seeks to gain lost ground in the AI race. Zuckerberg made his announcements at the Connect developers conference at Meta's headquarters in Silicon Valley, the company's main annual product event. "Advances in AI allow us to create different (applications) and personas that help us accomplish different things," Zuckerberg said as he kicked off the gathering. "And smart glasses are going to eventually allow us to bring all of this together into a stylish form factor that we can wear." Smart glasses are one of the many ways that tech companies have tried to move beyond the smartphone as a user-friendly device, but so far with little success. The second-generation Meta Ray-Ban smart glasses made in a partnership with EssilorLuxottica will have a starting price of $299 when they hit the market on 17 October. The smart glasses also add the ability for users to stream what they are seeing in real-time, Zuckerberg said. "Smart glasses are the ideal form factor for you to let AI assistants see what you're seeing and hear what you're hearing." Meta also introduced 28 "AIs" that people can message on WhatsApp, Messenger, and Instagram with "personalities" based on celebrities including Snoop Dogg, Paris Hilton, and YouTube star MrBeast. Zuckerberg demonstrated an interaction with one such AI from the stage in a type-written chat promising that the new bots would soon be voiced. "This is our first effort at training a bunch of AI that are a bit more fun," Zuckerberg said. "But look, this is early stuff and these still have a lot of limitations, which you will see when you use them." Brawner denies 2 activists tortured

Brawner clarified that environmentalists Jonila Castro and Jhed Tamano have undergone the military’s standard operating procedure for the rebel returnees. “We applied everything that is stipulated in our SOP when someone surrenders. We let them undergo medical examination the very first hour that they were brought to our custody when they surrendered,” Brawner said during the Senate deliberation on the proposed 2024 national budget of the Department of National Defense and its attached agencies. Indonesia has banned goods transactions on social media platforms in a new regulation, its trade minister said Wednesday, as Jakarta aims to rein in direct sales on major platforms it says are harming millions of small businesses. Calls had grown in recent months for a regulation governing social media and e-commerce, with offline sellers seeing their livelihoods threatened by the sale of cheaper products on TikTok Shop and other platforms. Indonesia is one of the world's biggest markets for TikTok Shop and was the first to pilot the app's e-commerce arm. "Now, e-commerce cannot become social media. It is separated," Trade Minister Zulkifli Hasan told a news conference in the capital, Jakarta, adding that the trade regulation came into force on Tuesday. Hasan said social commerce platforms would have a week to comply with the new rule. "Any government would protect local small businesses," he said, describing the regulation as a way to ensure "equality in business competition". The regulation means social commerce companies are now "prohibited to facilitate payment transactions in its electronic system", according to the regulation document seen by AFP. "Social commerce can place ads like TV, but it mustn't be transactional. (They) can't open shop, can't directly sell," Hasan said, without mentioning TikTok by name.
