Thousands of rice farmers treated to PhilRice field day
Thousands of farmers across the country had been feted in the traditional Lakbay Palay field festival, where all eight stations of the Philippine Rice Research Institute (PhilRice) opened their doors for farmers to personally view the progress and benefits of the latest palay seeds technologies done in the premier rice research institute of the country. Department of Agriculture Undersecretary for Rice Industry Development Leocadio Sebastian said the dry season Lakbay Palay is held every March or April and the wet season every September or October. Sebastian said the participants toured the 140 hectares of PhilRice field in Science City, Nueva Ecija. The farmers also had the chance to look into the available seeds and soil nutrients of the private sector exhibitors during the two-day festival from 27 to 28 September. Farmers learn PhilRice-developed technologies which include Palayamanan system, a rice-based farming system they can adopt to lessen the economic effects of El Nino, high yielding varieties and farm machinery, according to DA official. He added that about 10 public and private agencies and cooperatives also pledged their support to the “BIDA RiceBIS, Be the rice’s best” movement, which aims to increase farmers’ market opportunities. The regular Lakbay Palay, which started in 1992 as Farmers’ Field Day, was changed into Lakbay Palay in 2012 under the administration of PhilRice Executive Director Eufemio T. Rasco Jr. It held before October each year or the start of the planting season for the dry season crop. The 2023 Lakbay Palay wet season festival was simultaneously held in all eight stations of PhilRice with the biggest festival held at the PhilRice Central Experiment Station in Munoz, Nueva Ecija. The other stations that held simultaneous Lakbay Palay were Batac, Isabela, Los Banos, Bicol, Negros, Agusan and Midsayap. The farmers that attended on both days of the Lakbay Palay in Nueva Ecija were from Zambales, Bulacan, Pangasinan, Nueva Ecija, Nueva Vizcaya, Tarlac and Aurora provinces. The farmers were divided into 500 persons a day but the number was exceeded on the second day as many walk-ins showed up. PhilRice Executive Director Dr. John de Leon said farmers are welcome to visit the 140-hectare research and development farm and the new Crop Protection Division for any of their inquiries and concerns. PhilRice Deputy Executive Director for Development Dr. Karen Barroga urged the farmers to work in clusters so they could meet the required rice volumes of potential private sector partners for their produce. She cited the case of Negros Occidental farmer-cooperative who is now selling 500 bags a week to Merzci, a famous palalubong and fastfood chain in the region for its business and corporate social responsibility activities. This was made possible through the Rice BIS (Business Innovation System) of PhilRice, which links farmers to private sector buyers so they can enjoy better market prices for their produce. Another partnership was forged by PhilRice between the farmers of Zambales and Bicol who are now supplying the Kiwanis International for their feeding programs for poor communities, she said. Dr. Val Perdido, who represented Undersecretary Leocadio Sebastian for Rice Industry Development, exhorted the farmers to improve their yields using both new technologies and better farming practices so the country can meet its food sufficiency and nutritional goals and improve the farmers’ incomes. He said Nueva Ecija farmers have proven yields of six tons a hectare but most other areas produce four tons or less. He mentioned that the Department of Agriculture is giving production assistance to farmers (in fertilizers and biofertilizers) in addition to the certified seeds, training and machineries provided under the Rice Competitiveness Enhancement Fund (RCEF) program. A farmer cooperative officer, Vincent Gonzales of St. Vincent Parish Multupurpose Cooperative in Dupax del Sur, Nueva Vizcaya narrated to the participants that their coop was founded in 1979 by a Belgian priest to help farmers– who borrow from loan sharks for their daily subsistence with a capital from 400 members of P4,000 has now grown to 5,600 members with a total material asset of P424 million. The coop is now able to support members through loans and social development activity, scholarship grants, medical assistance and food packs (for the disabled and the aged). It had received numerous awards including the Most Outstanding SIPAG award in 2022 from Senator Cynthia Villar. Agritech from the lab must reach the ricefield—PBBM
President Ferdinand Marcos Jr. on Monday stressed the importance of agricultural research and development in addressing the country's food security challenges. Speaking at the Mariano Marcos State University (MMSU) in Batac, Ilocos Norte, Marcos said that MMSU and the Philippine Rice Research Institute (PhilRice) have been doing exemplary agricultural research. "The research that has come out of MMSU has been exemplary. Of course, added to that, we also have PhilRice; the PhilRice offices are also here in Batac," Marcos said. He said that the collaboration between MMSU and PhilRice has led to significant improvements in agricultural productivity and knowledge. However, Marcos said that the challenge now is to scale up these technologies and make them available to farmers on a large scale. "This is where the Department of Agriculture (DA) comes in," Marcos said. "We will take the best technologies from the laboratory to the rice field." Marcos also said that the DA will work with the private sector to bring these technologies to market at an affordable price. "We will make sure that the farmers benefit from these new technologies," Marcos said. Under Marcos' Executive Order (EO) 39, rice prices must be capped at P41 for regular-milled rice and P45 for well-milled rice starting 5 September 2023. The EO, according to advocacy groups, may lead to reduced farmgate prices to the detriment of farmers, which is a concern. Farmers of rice have also raised concerns about how the price cap may affect them. For starters, farmers in Isabela reported that even if the price cap may soon influence their income, the present trade price for rice grains is about P23 per kilo. ‘Egay’ exits after trail of destruction
The number of persons affected by the combined effects of typhoon “Egay” (international name: “Doksuri”) and the southwest monsoon or habagat has climbed to more than 309,909, the National Disaster Risk Reduction and Management Council said on Wednesday. The NDRRMC said the typhoon battered 460 barangays in the Ilocos Region, Cagayan Valley, Central Luzon and CALABARZON. In a public briefing, NDRRMC chairperson and Defense Secretary Gilberto Teodoro Jr. said they were still validating the total number of casualties. The government, he added, is still in the process of assessing the damage wrought by the typhoon in communities. “We are still in the period of rapid response, number one, to serve our displaced countrymen; number two is to ensure that basic services are restored as soon as possible; and the most important is to ensure that everybody as much as possible is safe,” he said. In Cagayan Valley, the typhoon affected 4,925 families, or 16,031 individuals, residing in 22 towns. In Ilocos Norte, the provincial government declared a state of calamity after pre-emptively evacuating 203 families affected by a landslide and flooding in Bangui, Badoc, Bacarra, Pagudpud, Banna, Adams, Solsona, Piddig, Burgos, Paoay, Batac and Laoag. The latest update from the state weather bureau, PAGASA, showed that Egay was last monitored over the coastal waters of Calayan (Dalupiri Island), Cagayan, moving west-southwestward at 10 kilometers per hour. The typhoon has maximum sustained winds of 175 kph near the center with gustiness of up to 240 kph. Egay will continue to affect the northwestern portion of Cagayan, including the Babuyan Islands, Ilocos Norte, Batanes, Ilocos Sur, the rest of Cagayan, Apayao, Abra, Zambales, the rest of the Cordillera Administrative Region and the Ilocos Region. Meanwhile, the habagat or southwest monsoon enhanced by “Egay” will continue to bring occasional rains over the western portions of Central Luzon, Southern Luzon and the Visayas until the weekend. Gusty conditions will prevail in areas under any wind signal, especially in coastal, upland, and mountainous areas exposed to wind in Luzon and the Visayas due to the typhoon and the enhanced southwest monsoon. In an interview, Social Welfare and Development Secretary Rex Gatchalian ordered the regional director of the DSWD MIMAROPA Field Office to augment the local government units in the area and assist the evacuees from at least three towns in Occidental Mindoro. “We have to help the Occidental Mindoro LGUs and their evacuees with a continuous supply of family food packs as well as non-food items,” Gatchalian said. Final salute to Biazon
Muntinlupa Mayor Rufino “Ruffy” Biazon and his family expressed their heartfelt thanks to the public for the outpouring of support and for honoring their father, former senator, congressman and chief of staff of the Armed Forces of the Philippines Rodolfo “Pong” Biazon. The former senator passed away on 12 June at the age of 88. Last Sunday, Biazon’s remains were brought to the Muntinlupa City Hall. As the cortege entered the city, thousands of residents lined the streets, holding up placards and banners lauding and thanking Biazon who served as Muntinlupa’s representative in Congress from 2010 to 2016. The young Biazon said that even if they were in grief, “life goes on. There are things that we need to do. We, including Trina (his wife), are grateful for the outpouring of support from Muntinlupeños.” He added: “My papa, father, general, senator, congressman was loved by Muntinlupenos.” Yesterday, Biazon’s remains were brought to the Senate for a necrological service at 10 a.m. Previous colleagues from the Senate and the Armed Forces of the Philippines had nothing but praises for the late former senator and military chief of staff. Humble beginnings In his eulogy, former Senate President Vicente Sotto III recalled Baizon’s humble beginnings that turned him into a “fearless legislator and well-decorated military officer attributable to his hard work, perseverance and fighting for what is right.” “Adversity did not hinder him from climbing both politically and militarily as a leader, so to speak,” Sotto said. Sotto praised Biazon for advancing his advocacies of low-cost housing and benefits for soldiers, while making sure that all sectors of society benefited from the bills he crafted. “He was a truly dynamic and multi-faceted individual, a family man and excellent soldier, an extraordinary legislator, freedom fighter and defender of democracy who relished his life to the fullest and, above all, his accomplishments. He will be most remembered as a good father, a loving husband and a dear friend,” Sotto said. Former Senator Jose Lina Jr. described Biazon as an excellent and outstanding Filipino, a warrior and a statesman as well as a devoted public servant “whose integrity and compassion for the people are indeed worth emulating.” “All throughout his life, in the service of the Filipino people, Pong was the epitome of humility, simplicity and decorum,” Lina said, adding that Biazon had the “compassion, understanding and pleasing traits of an exemplary public servant to be able to connect more effectively to the people.” Former Senator Gregorio Honasan II paid his respects to Biazon, remembering his unwavering dedication to public service. “Manong Pong walked the talk and showed by living example that an ordinary, imperfect man — together, I underscore the word together — dreamed, prayed, worked hard, and sacrificed to build a strong sovereign nation for the next generation. They all become heroes,” Honasan said. Former Senate President Franklin Drilon bade farewell to his ex-colleague and good friend. Drilon called Biazon’s career an inspiration, saying: “No one can question his capabilities and his dedication to public service and loyalty to the country.” “He was fearless and undaunted even in the face of death,” Drilon said. “Every little thing that could erode his beloved Philippines was worth his time to bring to the Senate floor.” During the necrological service, Senators Robin Padilla, Francis Tolentino, Loren Legarda, Jinggoy Estrada and Joel Villanueva also delivered eulogies. This was followed by a public viewing of Biazon’s remains until 1 p.m. Biazon, a native of Batac, Ilocos Norte, entered the Philippine Military Academy as a cadet at 21 and served in the military for three and a half decades. He then became the 21st AFP chief of staff serving from 24 January to 12 April 1991, the only Marine to attain the position. Prior to this, Biazon served as AFP vice chief of staff, commanding general of AFP-NCR Defense Command, and commandant of the Marine Corps. He then became the 21st AFP chief who served from 24 to 12 April 1991—the first and only from the ranks of the Philippine Marines. Prior to this, Biazon also served as the AFP Vice Chief of Staff, Commanding General of AFP-NCR Defense Command and Commandant of the Philippine Marine Corps. Biazon is the first PMA alumnus to be elected as a senator and served in the 9th Congress from 1992 up to 1995 and from 1998 until 2010—where he was recognized as an exemplary defender of Philippine democracy and the people’s freedom. From Pasay City, Biazon’s remains will be transferred to the Philippine Marines headquarters in Taguig City later in the afternoon, for the final salute and execution of full military honors to Biazon. Biazon died age of 88 on 12 June 2023 after battling pneumonia. His family earlier confirmed that Biazon was diagnosed with lung cancer in July last year. The Senate issued a resolution honoring Biazon's legacies as well as expressing sincere sympathy and condolences for the passing of the veteran legislator. BSP serves Palawan through new branch
PUERTO PRINCESA CITY, Palawan — The Bangko Sentral ng Pilipinas inaugurated a branch in this city on Thursday to provide banking services and drive more economic activities while boosting financial inclusivity. The BSP main building office is in a 5,000-square meter lot at the corner of North National Road and Sampaloc Road in Barangay San Jose. It houses the financial and administrative offices, cash operation units and security management. BSP Governor Felipe Medalla said the branch, designed to reflect the modern architecture of their latest generation buildings, aims to enhance accessibility primarily in obtaining clean banknotes and coins. “It would become easier for banks to deal with the BSP. Those who needed BSP’s service do not need to charter flights to Manila,” he said. Major event Medalla and other BSP officials were joined in the new branch opening by Palawan governor Victorino Dennis Socrates, Puerto Princesa Mayor Lucilo Bayron, and Vice Mayor Maria Nancy Socrates. During his brief address, Socrates expressed the significance of the opening, noting that its occurrence coincides with the month-long celebration of Palawan’s 121st anniversary of its civil government establishment.
