Protecting civic spaces to improve in-city mobility
Mobility and public space are among the most challenging discussions in many modern cities. The discussions focus on issues such as the element of public space and its impact on the sustainability of urban mobility. And how does in-city mobility contribute to the habitability of the public realm? The massive use of public and private transportation has resulted in the progressive reduction of public space quality, which is one of the critical components to give life to the city itself and define its safety, accessibility and characteristics of good quality. To achieve sustainable development of the urban environment, city planners should seriously introduce targeted interventions to ensure the integration between mobility and urban planning. “We recognize the importance of civic spaces and in-city mobility enhancing the quality of life for Cebuanos. Thus, FLI is committed to creating a thriving community at City di Mare in Cebu City. As part of our dedication to the city’s goals, we will be developing these new features to benefit the community,” said Don Ubaldo, first vice president for Filinvest Townships. Filinvest Land, Inc. is planning to expand the civic spaces and improve in-city mobility at City di Mare, a green and master-planned community in Cebu City, to support the city’s environmental and resilience goals. The planned civic spaces at City di Mare are envisioned to serve Cebu City’s residents, similar to parks, and may even serve as emergency evacuation areas if needed. An area will be devoted to multi-use sports fields (approximately two football fields), while another area will be devoted to leisure spaces including but not limited to bazaars, cultural spaces, food stalls, and interim pop-up attractions. These spaces will add to City di Mare’s Open Park, which currently features brand-new recreational amenities including play and exercise equipment, and the City di Mare Events Grounds, the venue of the 2023 Sinulog Festival. Civic or public spaces have been described as extensions of community and great contributors to community health, whether socially, economically, culturally or environmentally. “These spaces will not only provide residents with recreational areas but also contribute to the overall resilience and sustainability of the city. We look forward to working closely with the local government and community to bring these plans to fruition,” Ubaldo added. On the mobility side, City di Mare residents, locators and patrons will also benefit from additional sidewalks, wider existing roads, new access roads leading into the development and a pedestrian bridgeway connecting City di Mare to IL Corso, FLI’s Lifemall in Cebu. The boardwalk along IL Corso will also be enhanced to support the Cebu City government’s goal to improve the area’s coastal experience. Nature-based designs are a common feature in all FLI developments. Cebu City eyes coastal housing
The local government of Cebu City recently kicked off its lots procurement as pre-requisite to establish the South Coastal Urban Development housing project which covers eight barangays. City Planning and Development Office chief Architect Joseph Michael Espina disclosed that the city government has assembled a team of lawyers to settle property concerns. “We will discuss how to proceed, and then we will solve problems along the way,” Espina said. Recently, President Ferdinand Marcos Jr. graced and broke ground the SCUD with the Phase 1 to house 8,000 informal settler families and low-wage earners. The SCUD is situated across South Road Properties and has three phases comprising 60 hectares of land area in Barangays Sawang Calero, Duljo-Fatima, Mambaling, Basak San Nicolas, Basak Pardo, Kinasang-an Pardo, Cogon Pardo and Inayawan. “There is a law. You have to pay the owners if they own the property. If they have a title, the government will pay you. There’s a law on that,” Espina said. He added that when the land acquisitions are completed then land development of the area will follow and reiterated that the engineered way of land development will be used and not simply use the direct dumping of filling materials. Espina also said that they are prioritizing the temporary housing as the city government will order from China one boatload of 2,000 pre-fabricated steel units. “When that arrives, they can construct it in three months,” Espina said. The temporary housing will be for ISFs that were affected by the clearing operations on the three-meter easement of waterways while the ISFs await the completion of high-rise buildings under SCUD. On the forecast track, a landfall scenario is possible on Sunday within any of the coastal areas along the eastern portions of Central Luzon or mainland Cagayan Valley,” the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said. It pointed out that with the recent shift in the forecast track, “a possible southward shift in the possible area of landfall—i.e. towards the eastern portions of Central or Southern Luzon—is not ruled out at this time.” As of Wednesday, the weather disturbance has maximum sustained winds of 55 kilometers per hour (kph) near the center and gusts of up to 70 kph. “Paeng may further intensify while moving over warm waters of the Philippine Sea. It is forecast to reach tropical storm category within 24 hours and may become a typhoon by Saturday (Oct. 29). As of Wednesday, tropical depression Paeng maintained its maximum sustained winds of 45 kilometers per hour (kph) near the center and gusts of up to 55 kph. “Based on the latest forecast scenario, tropical cyclone wind signal may be hoisted for some areas in Eastern Visayas and Bicol Region tomorrow morning (Oct. 27) at the earliest,” it added. 5 p.m., Oct. 26 Tropical depression Paeng was estimated to be 945 kilometers (km) east of Eastern Visayas, and was moving westward at 10 kilometers per hour. “On the forecast track, this tropical cyclone is forecast to maintain this heading until it makes landfall on the eastern coast of Isabela or Cagayan,” said the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA). PSSO warns anew vs building structures atop dikes, coastal road
The Davao City Public Safety and Security Office's (PSSO) Coastal Road and Davao River Monitoring Team has issued a renewed warning to Dabawenyos against constructing buildings on top of dikes and along the coastal road. This caution follows the dismantling of 334 illegal structures from October 2020 to the third week of January 2023. PSSO Head Angel Sumagaysay emphasized that these structures, including house extensions, kitchen extensions, cages, and sala extensions, are typically found atop or attached to dikes and gabions near the Davao River. Recent operations in the Talomo District involved the removal of a hut at Purok 8 Iñigo, Matina Pangi, and a reconstructed fisherman's kiosk at the Punta Dumalag section of the Coastal Area. Sumagaysay highlighted that the PSSO collaborates with barangays to identify and address illegal structures, and owners are given the choice to self-demolish or have the PSSO carry out the demolition. Sumagaysay stressed that illegal structures on dikes and gabions pose risks to the structure's integrity, potentially leading to increased flooding and related issues. He urged residents living near the river to refrain from constructing any form of extension or additional structure on the dikes, emphasizing the need to preserve their stability to prevent flooding and overflow. The PSSO does not have a specific target number of structures to dismantle, but rather identifies them during monitoring and inspection, working in coordination with barangays and purok leaders.
