Iloilo International Airport receives ISO Certification
The Iloilo International Airport received an official certification for its Environmental Management System (ISO 14001) awarded by the Civil Aviation Authority of the Philippines together with the Local Government Unit of Iloilo, the European Aviation Safety Agency, and a certification body from Bureau Veritas. The awarding ceremony was held at the airport’s departure area and was attended by CAAP officials and representatives from the Iloilo LGU, EASA and Bureau Veritas. According to the “Plan, Do, Check, and Act” method of environmental regulation compliance, ISO 14001 outlines the requirements for an Environmental Management System. It lays out a framework that a business or organization may use. In addition to these benefits, it aids businesses in increasing resource efficiency and reducing waste, giving them a competitive edge and the confidence of stakeholders. Iloilo International Airport received the accreditation on 31 May 2023, and it is a mark of distinction given to organizations that have guaranteed that their environmental impact is being measured and improved. On 7 July 2020, the airport’s journey towards accreditation started, and an Environmental Management Team was established to concentrate on this objective. Several EMS efforts were carried out to raise awareness and disseminate information among the partner agencies, stakeholders, and workers of the airport to get ready for the assessment of ISO 14001 compliance. These initiatives were intended to guarantee that the community around the Iloilo International Airport had a thorough awareness of EMS. The airport went through two audit stages on 6 January and 2-3 February, respectively, to achieve the “recommended” status for certification. CAAP-Iloilo International Airport finally obtained the certification, which is slated to expire on 31 May 2026, thanks to their tenacious efforts and the backing of CAAP management to assure the maintenance of established standards and compliance with ISO 14001. DPWH identifies affected structures on bridge construction
The Department of Public Works and Highways in Central Visayas has identified more than 198 residential, commercial and industrial structures that will be demolished or relocated before the start of the construction of the fourth Mandaue-Mactan bridge project. Engr. Nonato Paylado, head of the DPWH-7 Planning and Design Division, said that the P76.4-billion project is at the Detailed Engineering Design stage and has considered the inclusion of a Resettlement Action Plan to cater to the families and business establishments in the affected structures. Paylado said that the construction will likely start in 2024 and will be completed by 2028. The bridge will start from Barangay Ibo in Lapu-Lapu City, then will cross over the Mactan Circumferential Road, and end near the Cansaga Bay Bridge in Mandaue City Coastal Road. The project design consists of a steel box girder bridge with an orthotropic steel deck. The bridge will have a total length of 3.3 kilometers and a total width of 60 meters, of which 40 meters will be the actual road lanes. “The bridge will have four lanes, two for each direction, but it may be expanded to six lanes,” Paylado said. He stressed that DPWH is complying with aviation and navigation requirements for the bridge in terms of its dimensions because of its proximity to the airport and marine vessels passing through the Mactan channel. It is also considering to add bike lanes and pedestrian sidewalks similar to other bridges. The project is funded by a loan of about 120 billion Yen or roughly P50 billion, through the Japan International Cooperation Agency as an Official Development Assistance project. The remaining balance will be funded by the Philippine national government. “We are still consolidating our data on the affected structures, but we expect that more structures will be affected as the project progresses,” Paylado said. DoTr expanding ADB aid to transport sector
The Department of Transportation or DoTr is expecting to secure more funds from multilateral lender Asian Development Bank or ADB in the coming months that would finance the country’s transport infrastructure projects. Transportation Secretary Jaime Bautista said Friday that it continues to explore “opportunities for equitable progress and growth for business, investment, tourism and employment” with ADB, which has been a long-time partner of the Philippines in developing the economy. “We are optimistic that the ADB would appreciate the investment prospects in the Philippines towards boosting the country’s economic growth and addressing the social needs of Filipinos,” Bautista said. “To achieve this program, we (must) undertake initiatives that address connectivity and efficient mobility,” he added. Technical assistance Likewise, the DoTr is requesting technical assistance from the ADB for multiple areas, including developing a monitoring and evaluation framework, acquiring right-of-way for ADB-financed projects, and consulting with local tax experts. ADB director general for Southeast Asia Winfried Wicklein, for his part, expressed the multilateral agency’s support to the Philippines to improve the country’s transport system. “We are looking forward to continuing thinking through and programming future support,” Wicklein said. According to the most recent government data, the DoTr and ADB have signed nine agreements to finance various transportation infrastructure projects in aviation, railways, and roads. The total cost of these agreements is P1.2 trillion. Some of the ADB-funded projects include the North-South Commuter Railway, MRT-4, Davao Public Transport Modernization Project, EDSA Greenways Project, and the Infrastructure Preparation and Innovation Facility —Output 3, which covers multiple sectors. The South Commuter Railway Project, which is part of the North-South Commuter Railway network, is ADB’s largest infrastructure financing in the Asia and Pacific region. Meanwhile, the ADB has a total of 17 upcoming and ongoing contract packages with at least P187 billion in cost estimate. CAAP intensifies airport security amid bomb threats
The Civil Aviation Authority of the Philippines on Thursday said that it has heightened the security of all its 42 commercial airports after the Air Traffic Service received a warning via email that planes leaving Manila for Puerto Princesa, Mactan-Cebu, Bicol, and Davao International Airports are about to be detonated by a bomb. Following the information, all airports were immediately ordered to intensify security measures while verification process is under way. CAAP Security and Intelligence Service assistant director general II retired MGen. Ricardo Banayat and all CAAP airports and area centers should augment appropriate security personnel to meet the anticipated high volume of passenger and vehicle traffic. Stringent access control procedures for both personnel and vehicles will be implemented, accompanied by thorough inspections of passengers and cargo. CAAP-CSIS personnel are also collaborating closely with the Philippine National Police Aviation Security Group and military authorities, intensifying intelligence and monitoring operations with other security units. Continuous foot and mobile patrols are also being conducted within both the airside and landside areas of the airport complex. Meantime, Airport Security Coordination meetings will also be convened with all relevant stakeholders to ensure the strict implementation of security measures aimed at preventing any unlawful interference with civil aviation. In order to avoid any difficulty, they also advise international travelers to get to the airport at least three hours prior to their departure as CAAP also urged the general public to comply fully with security agents and to exercise caution when visiting the airport. “Our primary priority continues to be safety and security, and these steps are being taken to protect everyone who uses our airports,” CAAP said. Meantime, the Manila International Airport Authority assured the traveling public that it had instituted measures to ensure the safety of the Ninoy Aquino International Airport passengers, flights and facilities. Foot and mobile patrols are in place, and K9 units are doing the rounds of the terminals as added measures to their already established day-to-day protocols. Bomb threat sparks security alert at 42 Philippine airports
Security patrols and sniffer dogs were deployed at dozens of Philippine airports Friday, after the aviation regulator received a bomb threat against commercial planes. The Civil Aviation Authority of the Philippines said it was investigating the threat received via email warning that aircraft at Manila airport and four others would "explode". The regulator said 42 commercial airports "are on heightened alert as of today, October 6", without saying when the warning was received. "Immediate enhanced security measures are being implemented across all airports," it said in a statement. Eric Apolonio, spokesman for the aviation authority, told AFP: "No bombs have been found". He said that no flights were disrupted following increased security measures at the airports.
