Advancing OFWs’ welfare, protecting Filipinos abroad
Overseas Filipino Workers, or OFWs, are indeed modern-day heroes. They help boost our economy, but more importantly, they help uplift the lives of their families to give them a better future and also showcase Filipinos' talents, skills, and work ethic to the world. I was in London, United Kingdom last week for an official trip upon the invitation of the British Group Inter-Parliament Union. Led by Senate President Juan Miguel Zubiri and co-head of delegation Senator Grace Poe, we embarked on several meetings aimed at strengthening relations of the Philippine Senate with our counterparts in the UK parliament to exchange best practices in policymaking while enhancing bilateral relations, fostering economic security, exploring areas of cooperation between the two countries, and promoting the welfare of Filipinos working there. As Chair of the Senate Committee on Health and member of the Senate Committee on Foreign Relations, I also expressed my gratitude to the UK for donating vaccines during the early stages of the Covid-19 pandemic. Moreover, we thanked them for other development assistance extended by the UK to the Philippines and for their help in strengthening the Bangsamoro Region. As vice chairperson of the Senate Committee on Migrant Workers, I also maximized the visit to highlight efforts in promoting the welfare of more than 200,000 OFWs in the UK, particularly the more or less 40,000 Filipino nurses working there. We were able to raise to the UK policymakers the concerns of Filipino nurses regarding their rights to proper benefits, just compensation, and a safe working environment. We should be proud of Filipino medical frontliners in the UK, particularly nurses who are among the world’s finest. Take, for example, May Parsons, a Filipina-British nurse who became known globally for administering the first COVID-19 vaccine outside of a clinical trial and receiving the UK's George Cross Award. I have co-sponsored a Senate resolution earlier recognizing and commending her achievement. After our official meetings, I met with a group of OFWs, some of them were fellow Dabawenyos, Filipino Muslims, Ilonggos, and Ilocanos, among others. The stories they shared were proof of how resilient our OFWs are. Despite their sacrifices, homesickness, and worries about their families in their hometowns, they maintain their cheerfulness and positive outlook. I brought some good news to our OFWs by informing them about the establishment of the Department of Migrant Workers (DMW) through Republic Act No. 11641, a legislation for which I am proud to be one of the authors and co-sponsors in the Senate. This measure streamlines the organization and functions of all government agencies related to overseas employment and migration to better address the needs and concerns of migrant workers. I have also filed Senate Bill No. (SBN) 2297 to institutionalize the OFW Hospital and ensure its continuous operation in San Fernando City, Pampanga, primarily intended for OFWs and eligible dependents. More importantly, a Malasakit Center is operational there to help reduce their out-of-pocket expenses. The establishment of the DMW, the OFW Hospital, and its own Malasakit Center are just a few of our dreams that are now realities for Filipinos to benefit from. These are testaments of our commitment to promote the welfare of migrant workers and their dependents. However, we acknowledge that there is more work to be done. That is why we continue to listen to their concerns, serve them to the best of our abilities, and pursue initiatives to further their cause. I have also filed SBN 2414, which seeks to establish OFW wards in Department of Health (DOH) hospitals if enacted into law. While our efforts continue to safeguard the welfare of Filipinos abroad, our commitment to serve Filipinos facing challenges in their communities remains unwavering. This week, we had groundbreaking ceremonies for Super Health Centers in Cabadbaran City, Agusan del Norte; Brgy. Labangon in Cebu City; Pitogo, Zamboanga del Sur; and in Tigbauan, Iloilo. Through the collective efforts of DOH, LGUs, and fellow lawmakers, we continue to advocate for establishing more community health facilities to help bring public health services closer to those needing medical attention. We have also assisted 1,000 indigents in Llanera, Nueva Ecija, with the office of Cong. Jose Padiernos; 500 members from various sectors in Barangay Mintal, Davao City; 1,900 in Caloocan City, with the office of Congresswoman Mitch Cajayon-Uy. In Cebu City, we also distributed aid to 1,700 residents of the South District with Congressman Edu Rama; 450 in Nagcarlan, Laguna, with Mayor Elmor Vita and Councilor Rey Comendador; and 333 in Pulupandan, Negros Occidental, in collaboration with the Malasakit@Bayanihan group. We also aided 1,000 United Senior Citizens Association members of Quezon City, with Congresswoman Mila Magsaysay, Senator Robin Padilla, and private sector volunteer organizations. My office also extended additional aid to 93 displaced workers in Lumban, Laguna; 210 in Pilar; 217 in Carmen and Batuan in Bohol. DOLE also gave qualified beneficiaries temporary employment. We also supported 200 scholars during their TESDA Orientation in Daet, Camarines Norte. There are also 43 residents of Davao City and nine in La Paz, Agusan del Sur, who were victims of fires and 32 victims of flooding in Kalamansig, Sultan Kudarat. They were provided separate assistance and the livelihood kits they received through the DTI program, which we advocated for before and continue to support. We also supported 283 victims of past fires in Cagayan de Oro City by giving separate aid in addition to the emergency housing assistance received from the NHA through a program we pushed for so that they could buy materials like nails, roofing, and other necessities for home repairs. My office also provided immediate help to victims of recent fires, such as 50 families in Baseco, Manila City, and 11 families in Brgy. Alabang, Muntinlupa City. No one is exempt from facing life’s hardships. However, our OFWs have shown us how resilient Filipinos can be. Let us learn from them and, more importantly, do our part in uplifting their lives by advocating for their welfare, promoting their rights, protecting their families, and providing the genuine public service they deserve. Senator Christopher “Bong” Go assisted 283 recovering fire victims at the Cagayan de Oro City Hall Ground Quadrangle last Thursday, 19 October. Go cited his filed Senate Bill 193, or the proposed Mandatory Evacuation Center Act, which aims to ensure the availability of permanent, safe, and well-equipped evacuation centers in every city, municipality, and province across the country. Go, chairperson of the Senate Committee on Health and Demography, encouraged those with medical concerns to visit the Malasakit Centers located at Northern Mindanao Medical Center and J.R. Borja General Hospital in the city. Signed into law in 2019, the Malasakit Centers Act, which was principally authored and sponsored by Go, institutionalized the Malasakit Centers program to ensure that indigent patients have convenient access to medical assistance programs offered by the Department of Social Welfare and Development, Department of Health, Philippine Health Insurance Corporation, and Philippine Charity Sweepstakes Office. Meanwhile, Go reiterated his commitment to support the establishment of more Super Health Centers across the country, considering how they can significantly help reduce hospital occupancy rates while bringing basic medical services closer to the grassroots. In Misamis Oriental, necessary funds were allocated to construct Super Health Centers in Gingoog City, Binuangan, Libertad, Balingasag, Claveria, Initao and Tagoloan. There will also be six other Super Health Centers in Cagayan de Oro City. Through the collective efforts of fellow lawmakers, sufficient funds have been allocated for 307 Super Health Centers in 2022 and 322 in 2023. DOH, the lead implementing agency, identifies the strategic areas where these will be constructed. On Wednesday, 18 October, Cebu City held a groundbreaking for the city’s new Super Health Center in Barangay Labangon as part of the local and national government’s commitment to make healthcare more accessible to its residents. For his part, Go emphasized the importance of providing vital healthcare services, especially in remote and underprivileged communities, and underscored the suitability of Super Health Centers in addressing their basic healthcare needs. Due to its efficacy, it has been applied by many civilizations in history and is being utilized today by forward-thinking institutions as a sustainable water management strategy. SM Foundation, Inc., for one, has embraced this by installing rainwater harvesting systems in two of the local health centers it recently refurbished–Brgy. Irawan Birthing Facility in Puerto Princesa, Palawan, and San Fernando, Cebu Primary Health Care Facility. SMFI’s Health and Medical Programs proactively implemented this innovation to help sustain the health of the local community while preserving the environment. Ready in times of emergency Dr. Alfredo P. Manugas VI, Municipal Health Officer and Health Department Head of San Fernando, Cebu Primary Health Care Facility, said that while water is crucial to their operations, water supply is not always available in their municipality, even their center. “The rainwater harvesting system is essential in our health facility because the water supply in our municipality is not available 24/7,” he said. “We are now provided a source of water in times of emergency or any interruption of water supply. Bong Go extends assistance to indigents in Lupao, Nueva Ecija
Senator Christopher “Bong” Go, an adopted son of Nueva Ecija, sent his team to provide assistance to indigent families in Lupao, Nueva Ecija, on Friday, 29 September. Go’s team assisted residents who gathered at the Brgy. Gymnasium of San Antonio Este. The team distributed masks and shirts to the identified beneficiaries, as well as shoes, and balls for basketball and volleyball to select recipients. The beneficiaries also qualified for financial assistance from the national government through the initiative of GP Partylist Rep. Jose Padiernos. “Huwag ho kayong magpasalamat sa amin. Sa totoo lang po kami po ang dapat magpasalamat sa inyo dahil binigyan n’yo po kami ng pagkakataon na magserbisyo sa inyo. Magta-trabaho po ako para sa Pilipino. Iyan po ang pwede kong i-alay sa inyo, ang kasipagan ko sa trabaho,” Go said in a video message. “Utusan n’yo lang po ako, parang kapitbahay lang tayo bilang isang adopted son ng inyong probinsya. Ayaw kong ituring nyo ako na ibang tao,” he added. Go stressed the significance of extending aid to impoverished individuals, and said government should prioritize the needs of the poor who were most affected by the COVID-19 pandemic and other crises. As principal author and sponsor of the Malasakit Centers Act of 2019, Go vowed to monitor the continuous operations of the Malasakit Centers, which has helped more than seven million Filipinos, according to the Department of Health (DOH). There are 159 Malasakit Centers nationwide so far. Indigent patients in Nueva Ecija can seek the services of the Malasakit Centers located at Eduardo L. Joson Memorial Hospital and Dr. Paulino J. Garcia Memorial Research and Medical Center (PJGMRMC), both in Cabanatuan City; and in Talavera General Hospital in Talavera town. “Ang Malasakit Center po ay batas na. Isinulong ko noon, nu’ng naging senador po ako nung 2019. Pinirmahan ni dating pangulong Rodrigo Duterte. It’s a one stop shop. The senator also highlighted that Super Health Centers will be established in Cabanatuan City, San Leonardo, Aliga, Bongabon, Llanera, Science City of Muñoz, Zaragoza, Sto. Domingo and Rizal — the last two of which he personally inspected in February. The Super Health Centers are improved versions of polyclinics that offer basic health services, including database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray and ultrasound), pharmacy and ambulatory surgical unit. Other available services are eye, ear, nose, and throat (EENT) service, oncology centers, physical therapy and rehabilitation center and telemedicine. Through the concerted efforts of DOH and fellow lawmakers, adequate funding has been allocated in the national budget for the establishment of 307 Super Health Centers in 2022 and 322 more in 2023. Go, vice chairperson of the Senate Committee on Finance, has supported several infrastructure projects in the province to help boost the local economy. Among these are the construction of the Talavera National High School Amphitheater; the rehabilitation of roads in Cabiao, General Tinio, Pantabangan, Zaragoza and Cabanatuan City; the construction of flood mitigation structures in General Tinio, Quezon, San Antonio and Zaragoza; the construction of multipurpose buildings in Gabaldon, Sta. The relief operation was held at Brgy. Kasambagan Hall. The senator’s team, together with Brgy. Kasambagan Captain Franklyn Ong, distributed snacks, shirts, and balls for basketball and volleyball to 102 fire victims. They also gave away shoes, watches, and mobile phones to select recipients. Meanwhile, the National Housing Authority (NHA) provided housing assistance to each qualified family. “Isinulong din natin na mabigyan sila ng National Housing Authority ng ayuda pambili ng housing materials tulad ng pako, yero at iba pa upang maisaayos muli ang kanilang mga tirahan,” Go said in a video message. “Isinulong ko ito noon at patuloy na sinusuportahan ang programa ng NHA ngayon upang mas marami pang mga biktima ng sakuna ang makapagpatayo ng maayos na bahay at makabangon muli mula sa trahedya,” he added. Go also highlighted Republic Act No. 11589 or the Bureau of Fire Protection (BFP) Modernization Act of 2021. 2 arrested drug pushers yield P102K worth of shabu, firearms
Quezon City police have arrested two drug pushers who yielded P102,000 worth of shabu and firearms in a buy-bust operation early morning yesterday. Quezon City Police District director, P/Brig.Gen. Redrico Maranan, said the suspects were collared by operatives of Novaliches Police Station (PS 4), led by P/Lt. Col. Jerry Castillo, who identified the suspects as Reymarc Calceta, 27 years old, and Maria Nicole Repollo, 24 years old, both residents of San Jose Del Monte, Bulacan. According to Castillo, the PS 4 operatives, in coordination with PDEA-QC, conducted a buy-bust operation at 5:00 a.m. and arrested the duo in front of Novavets Animal Clinic and Grooming Center along Susano Road in Brgy. San Agustin, Novaliches. The police officer said the arrest came after a concerned citizen reported the illegal drug activities of the suspects. A police officer acted as a poseur buyer and bought P7,500 worth of shabu from the suspects, and at the given pre-arranged signal, they were arrested. Seized from the suspects’ possessions were 15 grams of shabu worth P102,000; a black pouch; an identification card; a motorcycle; a cellular phone; and the buy-bust money. Likewise, one caliber .38 revolver and four pieces of .38 full metal ammunition were confiscated from suspect Calceta. The suspects will be charged with violation of Republic Act No. 9165 or the Comprehensive Dangerous Drugs Act of 2002. Additional charges for violation of RA 10591, or the Comprehensive Firearms and Ammunition Regulation Act, and violation of the Omnibus Election Code in relation to the COMELEC Gun Ban will be filed against suspect Calceta before the Quezon City Prosecutor’s Office. Maranan commended the operatives for their prompt action which resulted in the arrest of the suspects and the confiscation of the pieces of evidence. "I commend the PS-4 personnel, headed by P/Lt. Col.Jerry Castillo, for their dedication and commitment to rid the streets from these illegal drugs menace. Another graft case slaps against QC honorary councilor
The Quezon City Barangay Kaligayahan chairman, who is an honorary councilor for being the League of Barangay Chairmen President, is in for more trouble. One of his former employees slapped him, along with the barangay (village) treasurer and a kagawad (councilor), with charges of violations of the Graft and Corrupt Practices Act and falsification of public documents before the Office of the Ombudsman, late afternoon Monday. Arjean Abe, of Tawid Sapa 2, Greenfields, Barangay Kaligayahan, charged Brgy. Kaligayahan Chairman and Quezon City Councilor Alfredo "Freddie" Roxas, his treasurer Hesiree Santiago, and Kagawad Arnel Gabito, chairman of the appropriation committee, with charges for violations of Republic Act No. 3019 or the Anti-Graft and Corrupt Practices Act and the Revised Penal Code for faking her signature to appear that she is still a barangay employee. Abe in her complaint, obtained by Daily Tribune, said she was hired as a teacher aide on 1 March 2022, receiving a monthly salary of P6,000, and was detailed at the barangay daycare center. She was later transferred as a clerk taking care of the issuance of barangay clearance because of the pandemic and classes on face-to-face were suspended. Abe said on 31 January 2023, she resigned from work with her letter of resignation received by Santiago. However, she found out that her name still appeared in the barangay payroll list, one of which was submitted by her as evidence against the three officials. The Office of Senator Christopher “Bong” Go led a relief operation for fire victims in Valenzuela City on Tuesday, September 5, as part of the senator’s efforts to help disaster-affected households rebuild and recover. The distribution was held at Arkong Bato National High School in coordination with Mayor Weslie “Wes” Gatchalian. The senator’s team provided grocery packs, masks, shirts, vitamins, snacks, and balls for basketball and volleyball to 225 recovering fire victims. They also gave away shoes and mobile phones to select individuals. The Bureau of Fire Protection on Thursday said its Pasig City command conducted a city-wide dialogue with volunteer groups and different organizations where they discussed the importance of partnership and coordination during emergency responses. BFP - National Capital Region Director, Chief Supt. Nahum Tarroza, and his command group entertained questions, ideas, apprehensions, and even worries from among the attendees composed of some officials of the local government unit, along with representatives of 28 non-government organizations and 16 barangay brigades. Two village leaders Irma Gomez of Brgy. Sumilang and Joel Dela Cruz of Brg. Malinao also skipped other chores to attend the meeting, dubbed “Fostering Partnership between BFP and Pasig City Barangay Brigades and Fire Volunteer Groups”, held at the Power Tech Building inside the Meralco compound in Ortigas Center, Pasig City on Tuesday afternoon. The question-and-answer portion made the event lively with participants airing and opening up their respective shares of opinion and concerns touching on several issues surrounding the firefighting task towards the main goal which is to save lives and properties. Pasig City Fire Marshal Supt. Elaine Baylon Evangelista said that the dialogue was aimed at making every volunteer understand that the national office of the BFP has a policy and implementing guidelines for them to follow. Bong Go provides support to flood victims in Davao City
In an effort to bolster the country's disaster preparedness and response capabilities, Senator Christopher "Bong" Go has been advocating for two crucial bills in the Senate that he earlier filed: Senate Bill No. (SBN) 188, which seeks to establish the Department of Disaster Resilience (DDR), and SBN 193, mandating the establishment of mandatory evacuation centers nationwide. On Saturday, July 29, Go led two relief operations for thousands of flood victims in Barangays Lasang and Bunawan in Davao City. In his speech, Go said that the government should remain proactive in its approach in dealing with disaster-related situations, considering that the country is highly vulnerable to natural calamities. Addressing poverty, hunger toward inclusive econ recovery
As President Ferdinand “Bongbong” Marcos prepares to deliver his second State of the Nation Address today, I remain hopeful that this can be an opportunity to highlight concrete steps towards a path of full and inclusive economic recovery. I am optimistic that this platform where all branches of government come together to listen to the priorities of the President can strengthen our unity and commitment to uphold the administration’s eight-point Philippine Development Plan 2023-2028, which includes food security, supply chain management, energy costs, healthcare and social protection, infrastructure development, green economy, market competition, and entrepreneurship. As I always say, “Dapat po ay walang maiwan na Pilipino lalo na po ang mga mahihirap nating kababayan. Dapat po walang magutom. Importante po ang laman ng tiyan at trabaho po para sa bawat Pilipino (No Filipino should be left behind, especially our poor countrymen. No one should go hungry. Food and work are important for every Filipino).” Amidst the recent lifting of the State of Public Health Emergency due to the Covid-19 pandemic, ensuring food security for all Filipinos must remain a top priority of the Marcos Administration. It is in this light that I fully support President Ferdinand Marcos, Jr.’s “Walang Gutom 2027: Food Stamp Program”, which was recently launched in Tondo, Manila. As one of the priority programs of the Department of Social Welfare and Development, the FSP seeks to reduce involuntary hunger incidents among low-income households. We also respect the decision of President Marcos, Jr. in lifting the State of Public Health Emergency in our country. We trust that it was arrived at after careful consideration of the present health issue and the need to finally open up the economy. With or without the State of Public Health Emergency, the government should fulfill its obligations to protect the lives of Filipinos, safeguard their health, and give what is due to them, especially to our medical frontliners. As a legislator, I have authored and supported bills that aim to address the most urgent issues faced by our fellow Filipinos today. I have also spearheaded the enactment of several legislations that aim to bring healthcare services closer to those in need, especially at the grassroots. As we all know, health is wealth and must be prioritized to attain a productive citizenry. Among these is the Malasakit Centers Act which I principally authored and sponsored in the Senate and was enacted into law in 2019. These centers bring various government agencies under one roof to provide convenient access for indigent patients needing medical assistance. So far, 158 Malasakit Centers are operational nationwide and have helped more than seven million Filipinos, according to the Department of Health. I have recently successfully sponsored the Regional Specialty Centers bill, which I am also a co-author, now awaiting the signature of the President. The bill aims to make available specialized medical facilities in various regions nationwide, benefitting particularly poor and impoverished Filipinos. For example, under the bill, services provided by the Philippine Heart Center, currently located in Quezon City, will also be available in regional DOH hospitals. The enactment of the measure will also include services for a broad range of specialties, including lung care, orthopedics, neonatal care, renal care, cancer care, and mental health, among others, making it a multi-year comprehensive nationwide healthcare improvement plan. Aside from these, we have also continuously supported the establishment of Super Health Centers in strategic locations around the country as a way to provide better access to basic medical services, especially at the grassroots. Through the collective efforts of DOH and fellow lawmakers, sufficient funds had been allocated for 307 Super Health Centers in 2022 and 322 in 2023. DOH, the lead implementing agency, identifies the strategic areas where they will be constructed. Meanwhile, driven by my passion for public service, I continue to respond to the needs of our fellow citizens, particularly the poor, wherever they may be in the country in my capacity as a senator and public servant. On 18 July, we were in Bulacan to attend the ribbon-cutting ceremony of the San Miguel Super Health Center. Alongside Congresswoman Lorna Silverio, Board Member Raul Marian, and Mayor Roderick Tiongson, we also provided aid to 1,000 impoverished individuals in the town. We then visited the town of Bustos to distribute assistance to 1,000 indigents, in collaboration with Mayor Iskul Juan’s office. I am delighted to announce that on 20 July, we held and witnessed the topping-off ceremony of the New Senate Building in Fort Bonifacio, Taguig City. This was presided over by Senate President Juan Miguel Zubiri, fellow senators, and other officials. This will be the new home of the Senate once completed. My office continues to deliver aid this week to our fellow citizens facing various crises. We promptly responded to the needs of victims of separate fire incidents. In Brgy. Kasangyangan, Zamboanga City, we helped 419 victims; in Baganga, Davao Oriental, we assisted 299 victims; and in Maco and Laak, Davao de Oro, we aided three victims. We conducted a series of aid distributions in Batangas, bringing smiles to 300 residents of Batangas City in partnership with Board Members Lydia Lopez, Maria Louise Gamo Vale, and Jesus de Veyra; 100 in San Juan in partnership with BM Melvin Vidal; 100 in Lipa City in partnership with BM Aries Mendoza; and 100 in Rosario in partnership with BM Jonas Patrick Gozos. We did not neglect the people of Nueva Ecija, where I am considered an adopted son of the province, and managed to spread joy to 364 beneficiaries from Llanera in coordination with their municipal council, and 166 from the Science City of Muñoz, in collaboration with Mayor Baby Alvarez’s office. We also reached San Fernando City, Pampanga, where we were able to assist 16 indigents alongside Mayor Vilma Caluag. In Quezon City, together with Councilor Aiko Melendez, we were able to assist 163 displaced workers. We also supported 100 individuals in Biñan City, Laguna, in collaboration with Councilor Alvin Garcia. Millions of Filipinos require the support and protection of the government. Cops nab 2 of 3 suspects in stabbing, shooting incident in Tondo
Operatives of the Manila Police District - PS1, in a follow-up operation, arrested two of the three suspects who stabbed and shot a man on Wednesday afternoon in Tondo, Manila. Police identified the victim who luckily survive as Abraham Caruso y Espineda, male, age 27, single, jobless, and a resident of Pacheco Street in Tondo, Manila. On the other hand, the arrested suspects were Jonathan Camangon and CJ Manalo, while the third suspect, Arnold, a.k.a. Karding Sungkit, is still at large. The incident occurred along Osmeña Street near the corner of Dandan Street in Brgy. 116, Tondo, Manila on Wednesday at 3:00 p.m. Based on the CCTV video footage, the victim was casually walking when the three men, two aboard a motorcycle and one on foot, appeared and chased the victim. The victim fell to the ground and he was stabbed and shot successively. The suspects then fled in an unknown direction. Subsequently, a follow-up operation was conducted by police that led to the arrest of two of the three suspects namely. The victim is presently confined at the Gat Andres Bonifacio Memorial Medical Center undergoing treatment but was declared out of danger by an attending physician. Police theorized that the motive was drug-related. The charge of frustrated murder will be slapped against the two arrested suspects at the Manila City Prosecutors Office.
