Eco group warns vs toxic lead spray paints
An environmental group on Wednesday has urged authorities to look into the sale of five lead-containing spray paints being sold in Metro Cebu cities. According to the EcoWaste Coalition, the spray paint brands — the yellow Bad Axe Spray Paint which contains 23,080 ppm lead, canary yellow, jade green, Gongcheng orange yellow and deep yellow variants — had 21,610 ppm, 21,500 ppm, 20,040 ppm and 15,700 ppm. It added that it discovered these spray paints are being sold in the cities of Cebu, Lapu-Lapu and Mandaue. “Our discovery of five more lead-containing aerosol paints in Cebu indicates the need for improved compliance monitoring, particularly outside Metro Manila and Luzon, to protect the health of children and adults from this continuing source lead exposure,” said EcoWaste Coalition’s Manny Calonzo. These five Bad Axe brand spray paints are being sold each for less than P100 per 400 ml can. As indicated on the label, Bad Axe can be used for coating the interior and exterior wood, steel and other metal surfaces of household appliances, equipment, furniture, bicycles and the like. “The product has no manufacturer’s markings and its country of manufacture is unknown. It provides no information or warning about the paint’s lead content,” said the group. However, the product’s date of manufacture is indicated at the bottom of the can and all variants of Bad Axe were manufactured between 2021 to 2023, or after the completion of the national phase-out deadline for lead-containing decorative paints in December 2016. The World Health Organization, which co-manages the Secretariat of the Global Alliance to Eliminate Lead Paint or the Lead Paint Alliance, has warned that lead exposure can have serious consequences for the health of children. EcoWaste Coalition added that exposure to lead is known to result in adverse health effects such as damage to the brain and central nervous system, slowed growth and development, hearing and speech problems, learning difficulties and behavioral problems, which can cause reduced ability to pay attention, underperformance in school, and lower intelligence quotient. The country’s lead paint regulation is stipulated under the Department of Environment and Natural Resources Administrative Order 2013-24, which established a maximum limit of 90 ppm for total lead in paint. This landmark chemical policy phased out leaded decorative and industrial paints in December 2016 and December 2019, respectively. Indigents from San Fernando City, Pampanga given a boost by Bong Go
Senator Bong Go, who chairs the Senate Committee on Health and Demography, expressed his commitment to enhancing healthcare accessibility, particularly for impoverished and underprivileged patients who require government medical assistance. During a relief operation by his team in San Fernando City, Pampanga on Thursday, June 30, Go expressed in a video message that he introduced the Malasakit Centers program after observing the difficulties financially struggling Filipinos face in obtaining medical support. “Nagsimula ang Malasakit Center sa Cebu. Sinubukan namin ilagay ang apat na ahensya ng gobyerno — ang PCSO, DOH, DSWD, at PhilHealth — sa iisang kwarto sa ospital mismo para hindi na kailanganin pang pumila sa iba’t ibang opisina at masayang ang ilang araw ng ating mga kababayan na humingi ng tulong,” explained Go, who is the primary author and sponsor of the Malasakit Centers Act of 2019. “Pera naman ng taumbayan yan. Binabalik lang sa kanila sa pamamagitan ng mabilis at maayos na serbisyo. Kaya basta Pilipino ka, poor and indigent patient ka, qualified ka sa Malasakit Center. Lapitan niyo lang po ang Malasakit Center diyan po sa inyong lugar at tutulungan po kayo sa inyong billing,” he added. The 158 Malasakit Centers nationwide help ensure that particularly poor and indigent patients get convenient access to medical assistance programs offered by the Department of Social Welfare and Development, Department of Health, Philippine Health Insurance Corporation, and Philippine Charity Sweepstakes Office. In Pampanga, Malasakit Centers are located at the Jose B. Lingad Memorial Regional Hospital and at the Overseas Filipino Workers Hospital and Diagnostic Center, both in San Fernando City; and at the Rafael Lazatin Memorial Medical Center in Angeles City. The 158th Malasakit Center also recently opened at the Diosdado P. Macapagal Memorial Hospital in Guagua. The relief activity was mounted at the Heroes Hall where the senator’s team provided snacks and shirts to 100 indigent residents. They also gave away shoes and balls for basketball and volleyball to select beneficiaries. Meanwhile, Go also mentioned that the government continues to bring health services closer to Filipino communities through the establishment of Super Health Centers nationwide. Through the collective efforts of fellow lawmakers, sufficient funds had been allocated under the Health Facilities Enhancement Program of the DOH for 307 Super Health Centers in 2022 and 322 SHCs in 2023. DOH, the lead implementing agency, identifies the strategic areas where SHCs will be constructed. Under the 2022 national budget, Super Health Centers in Pampanga were funded in San Fernando City and in the towns of Lubao, Macabebe, Magalang, Porac, and San Agustin. In 2023, more centers were identified to be established in the towns of Magalang, Minalin, Porac, Sta. Rita, and Arayat — the last one’s groundbreaking was attended by Go last month. Go, as Vice Chair of the Senate Committee on Finance, likewise supported the funding of new equipment for hospitals in San Fernando City and in the towns of Arayat, Bacolor, Floridablanca, Guagua, Lubao, Mabalacat, Porac, and San Luis; and construction of multipurpose buildings in Arayat, Floridablanca, Santa Monica, Magalang and Masantol, among others. He was also instrumental in the construction of slope protection along the Sapangbato River in Brgy. Margot in Angeles City. Last January 26, Go was honored by the provincial government of Pampanga for advancing the province’s well-being and interests through its Resolution No. 7643-A. Sultan Kudarat Gov. Mangundadatu appointed TESDA Director General
President Ferdinand Marcos Jr. on Tuesday appointed former Sultan Kudarat Governor Suharto Mangudadatu as Director General of the Technical Education and Skills Development Authority, Malacañang said on Tuesday. The Palace, through the Presidential Communications Office, said Mangudadatu has a notable career in public service. Mangudadatu became the representative of both the Lone District of Sultan Kudarat from 2004-2007 and the First District of the same province from 2016 to 2019. “Mangudadatu's leadership abilities and dedication to public service led to his election as the Provincial Governor of the Provincial Government of Sultan Kudarat,” Malacañang said. He first held this position from July 2007 to June 2016, implementing various initiatives and programs aimed at the development and progress of the province. Recognizing his valuable contributions, he was re-elected as Governor, serving a second term from July 2019 to June 2022. From July 1998 to June 2004, he served as the Municipal Mayor of the Municipality of Lutayan, Sultan Kudarat, demonstrating his early commitment to public service at the local level. Building upon his success as a mayor, he was elected as the Congressman of the Lone District of Sultan Kudarat, serving from July 2004 to June 2007. During this time, he actively represented his constituents at the national level, advocating for their interests and working towards their betterment. He pursued his college education at the South Western University in Cebu, where he obtained a Bachelor of Science degree in Physical Therapy. Senator Christopher "Bong" Go, Chair of the Senate Committee on Health and Demography, has reaffirmed his commitment to improving healthcare accessibility, especially for impoverished and underprivileged patients in need of government medical assistance. During the relief operations conducted by his team in Minalin, Pampanga on 11 and 12 May, Go shared how witnessing the challenges faced by financially struggling Filipinos in accessing medical support compelled him to spearhead the Malasakit Centers program in 2018. “Nagsimula ang Malasakit Center sa Cebu. Experts weigh in on cyberbullying in the time of pandemic
With schools forced to implement alternative education modalities such as online learning due to the COVID-19 pandemic, incidences of cyberbullying are expected to soar even higher in the coming months. To help parents as well as education practitioners learn how both online and offline communities can protect children and youth from cyberbullying, a panel of local and international experts shared suggestions on how to prevent this phenomenon. Experts from the Philippines and South Korea exchanged views on cyberbullying and how this can be prevented especially with the rising cases among youth in a webinar on cyberbullying organized by Ramon Magsaysay Award Foundation recently. During the webinar, 2019 Ramon Magsaysay Awardee and Blue Tree Foundation (BTF) founder Kim Jong-ki shared how he and his foundation has been battling school violence in the past 20 years. The BTF was very instrumental in curbing incidences of violence against students in schools. BTF Preventive Education Center Head Park Ju-han shared that in South Korea, school violence has declined for 15 years but has risen again since 2015. “The main factors are the low aging and the increase of cyberbullying,” he said. Meanwhile, BTF Research and Counseling Team Leader Lee Sun-young discussed how the foundation has been working with schools on the prevention of violence among students and shared some best practices that can be adopted by other countries like the Philippines. “We need to teach children when to respond when cyberbullying is happening,” she said. “Digital literacy is the first key on how to be nice in the world,” she added. In the Philippines, UP Manila-Philippine General Hospital Child Protection Unit (CPU) head Dr. Bernadette Madrid noted that “bullying has been increasing.” Based on the results of the national baseline survey on violence against children in 2016, she shared that “bullying in the Philippines was quite high” with 65 percent of the youth – ages 13 to 17 years old – have experienced some form of bullying. Same goes for the prevalence of cyberbullying wherein 44% of the students reported cyber violence. “It is a real problem here in our country, it is harmful but it can be prevented,” Madrid said. Given this, she noted that in terms of prevention, a single program is not enough to address cyberbullying. “We need multiple programs to be more successful,” she added. Meanwhile, Don Bosco Technical College Cebu president and dean Fr. Fidel Orendain noted that protecting students from violence and abuse especially with the shift to e-learning is a challenge for many schools. “This topic is a hot issue for us right now,” he admitted. Since schools are familiar with face-to-face familiarity, he noted that online learning is “challenging our identity and the way we educate.” To resolve this, he urged schools to increase their presence by way of talks and conferences. “We can also make ourselves available for counseling,” he added. For Stairway Foundation, Inc. Senior Advocacy Officer Ysrael Diloy, protecting children at this time is more crucial than ever. In the past 18 years, he has been working with key government agencies in the Philippines, via national level councils and working groups, advocating for child protection policy, and programmatic changes. “We are at an age wherein the current generation of children has known technology as the norm,” he said.
