Jansen shooting: Police hunt carpenter accused of shooting neighbor during fistfight
CEBU CITY, Philippines – Police here are hot on the trail of a 52-year-old carpenter accused of shooting a neighbor after getting hit with a stick during a fistfight in Barangay Basak San Nicolas, Cebu City on Monday, October 16, 2023. They are also coordinating with the family of the alleged suspect to convince him to turn himself over to the authorities. This was according to Police Major Jonathan Bethooven Nifiel Taneo, chief of Mambaling Police Station, who spoke to CDN Digital in a phone interview. The shooting suspect was identified as 52-year-old Roger Tanduyan, a carpenter and a resident of Sitio Kanipaan, Barangay Basak Pardo, Cebu City. Tanduyan is accused of shooting his neighbor whom he got into a fight while in Jansen Street in Barangay Basak-San Nicolas around 8:40 a.m. on Monday. Taneo said that they are coordinating with the suspect’s family to convince him to surrender himself to the police. He also narrated that the shooting incident happened after the alleged suspect got into a fistfight with the victim whom he had been on bad terms with for a long time. The victim was identified as 64-year-old Joventer Margaha, jobless and a resident of Sitio Lusimba in the said barangay. The police report revealed that Margaha was standing in the area when he was suddenly approached by Tanduyan. The two then engaged in a fistfight which escalated after Margaha grabbed a wooden stick and hit Tanduyan with it. Tanduyan then drew a firearm of unknown caliber and shot the victim once, according to Taneo. Tanduyan allegedly shot the victim once on his back which caused the latter to fall to the ground. He then fled the crime scene. U.S. backs probe on Sikh’s slay
An American official has supported a call by Canadian Prime Minister Justin Trudeau for India to cooperate in the investigation of a Sikh leader’s assassination in Vancouver in June. “We want to see accountability. And it’s important that the investigation run its course and lead to that result,” US Secretary of State Antony Blinken told reporters in New York, where he was taking part in the United Nations General Assembly. “We would hope that our Indian friends would cooperate with that investigation as well,” Blinken said, referring to Canadian citizen Hardeep Singh Nijjar. Nijjar, who was wanted in India for alleged terrorism and conspiracy to commit murder, was shot dead by two masked assailants. Blinken’s statement came four days after Trudeau linked Indian intelligence agents to the murder of the activist campaigning for the creation of a Sikh homeland called Khalistan. New Delhi insisted it had nothing to do with the killing, adding that Prime Minister Narendra Modi had “completely rejected” the accusation when earlier raised privately by Trudeau. Following Trudeau’s bombshell, Sikh leaders in Canada demanded justice for Nijjar’s killing. “We want a full investigation that brings to justice the people involved in this assassination, including those who pulled the trigger and the ones who plotted this assassination,” Harkirt Singh Dhadda, a lawyer and prominent member of the Sikh community in the Toronto area, said. Nijjar’s son also demanded the arrest of his father’s killers. “Hopefully, you can take this a step further and get specific individuals,” Balraj Singh Nijjar told reporters. PM wants Armenia to ratify ICC treaty
Armenia-Russia relations seemed on the brink of breakup Sunday as Armenian Prime Minister Nikol Pashinyan lashed at Moscow for failing to help protect his countrymen against Azerbaijan’s military offensive in the disputed Nagorno-Karabakh. According to Castillo, PS 4 operatives, in coordination with PDEA-QC, conducted a buy-bust operation at 5 a.m. and arrested the duo in front of Novavets Animal Clinic and Grooming Center along Susano Road, Barangay San Agustin, Novaliches, Quezon City. The police officer said the arrest came after a concerned citizen reported the illegal drug activities of the suspects. A police officer acted as a poseur buyer and bought P7,500 worth of shabu from the suspects, and at the given pre-arranged signal, they were arrested. Seized from the suspects’ possessions were 15 grams of shabu worth P102,000; a black pouch; one identification card; a unit of motorcycle; a cellular phone; and the buy-bust money. Bong Go lauds groundbreaking of Super Health Center in San Jose, Batangas
Senator Bong Go, chairperson of the Senate Committee on Health and Demography, stressed the importance of investing in healthcare infrastructure, with a particular focus on the establishment of Super Health Centers in far-flung communities. The senator cited why it is necessary to have a more holistic approach in bolstering the country’s health sector, saying, “Nakita naman natin ang naging epekto ng pandemya sa ating bansa. Kaya mas mabuting maging handa tayo... The more that we need to invest in our healthcare system.” The Super Health Center in San Jose is in addition to 12 other centers that will be established in strategic areas in the province. Under the 2022 national budget, Super Health Centers in the province were funded in San Pascual, Agoncillo, Calatagan, Lipa City, Malvar, Taysan, and Ibaan. In 2023, more centers were identified to be established in the towns of San Juan, Tingloy, Lian, and San Jose. In addition, two more Super Health Centers were funded in Lipa City. Through the collective efforts of Go, DOH, and fellow lawmakers, sufficient funds have been allocated for the establishment of 307 Super Health Centers in 2022 and 322 in 2023. “Magagamit ito sa pagkokonsulta and it will help decongest the hospitals. Mexico extradites son of cartel kingpin ‘El Chapo’ to US
Mexico on Friday extradited the son of Sinaloa Cartel kingpin Joaquin "El Chapo" Guzman to the United States to face narcotics charges, US Attorney General Merrick Garland said. Ovidio Guzman Lopez, also known as "El Raton" or "The Mouse," was indicted earlier this year on drug trafficking charges linked to the fentanyl crisis plaguing the United States. His father was convicted in 2019 of running what was believed to be the world's biggest narcotics syndicate and is serving life in a supermax prison in the state of Colorado. Garland hailed the extradition as "the most recent step in the Justice Department's effort to attack every aspect of the cartel's operations." "The Justice Department will continue to hold accountable those responsible for fueling the opioid epidemic that has devastated too many communities across the country." After Guzman's conviction, several of his sons, collectively known as "the Little Chapos," inherited control of the Sinaloa Cartel, US authorities said. Security agents captured the younger Guzman in the Sinaloa city of Culiacan on 5 January. Following his arrest, cartel members set vehicles on fire and created mayhem, an echo of the massive shootouts in 2019 when the younger Guzman was briefly detained but then freed to avoid bloodshed. At the time, US authorities had a $5 million bounty for his arrest, accusing him and his brother, Joaquin Guzman Lopez, of overseeing methamphetamine labs in Sinaloa state producing an estimated 3,000 to 5,000 pounds of meth per month. 2 hold uppers, 2 carnappers busted in police ops
Two carnappers and two hold-up men were arrested by the Manila Police District in separate operations on the same Saturday, one in Lawton and the other in Paco, Manila. In Lawton, police arrested two cousins engaged in hold-up activity who victimized three passengers at McArthur Bridge on Saturday morning. Police identified the suspects as Andy Ayuso y Bassig, 35, and June Braga y Ayuso, 29, both residents of 1652 Saturno St., Paco, Manila (Zobel Roxas, Barangay 783, San Andres). According to the complainants, Mark John Olito, 26, a restaurant server; Jerwin Riños, 21, a working student; and Maxine Opalic,18, they were inside a passenger jeepney going to Monumento. Upon reaching McArthur Bridge, the two suspects suddenly declared "hold up" and took their mobile phones. After the incident, the victims went to Lawton PCP where the police immediately conducted a follow-up operation that resulted in the arrest of two cousins who robbed them of their belongings. Vote-buyers’ arrest sans warrant soon
Persons engaged in vote-buying or vote-selling may soon be arrested sans a warrant. This as the Commission on Elections is set to come out this month with new rules on vote-buying and vote-selling including citizen’s arrest of violators. Atty. John Rex Laudiangco, Comelec spokesperson, during Wednesday’s Laging Handa press briefing in Malacañang, said a temporary committee was revitalized into Committee on Anti-Kontra Bigay headed by Commissioner Ernesto Ferdinand Maceda Jr. The guidelines, Laudiangco said, will aid law enforcement and prosecution officials in pinning down those who would engage in vote-buying or vote-selling, during the Barangay and Sangguniang Kabataan Elections in October. “The resolution on this is coming out in the coming week and it will be a deterrent to those planning to violate Section 261-A of the Omnibus Election Code,” he said. Comelec chairperson George Garcia, during the signing of a memorandum of agreement with the Philippine National Police and Philippine Coast Guard, said the rules may include warrantless arrest. Comelec, PNP and PCG committed to doing their best for fair and peaceful elections on 30 October. He issued a warning to stop the practice of vote-buying as a warrantless arrest will be implemented starting the campaign of the BSK elections. “In the guidelines that we will issue, we will allow the PNP to arrest if the person is caught in the act. We will authorize that now with the full backing of the Comelec because it is our belief that under our Constitution a warrantless arrest is allowed,” he said. QC Helpline call leads to guntoter’s arrest
Responding to a call from QCitizen Helpline 122, the Anonas Police Station (PS 9) operatives under P/Lt. Col. Ferdinand Casiano arrested Danilo Montes, 53 years old, a resident of No. 34 Union Drive, Barangay Culiat, Quezon City for illegal discharge of firearms and usurpation of authority Monday morning. Casiano said at about 10 a.m. in front of the Science Institute of Technology, Barangay UP, Quezon City, Montes and his victim P/Cpl. Edward Rey Paggabao were traversing southbound along Commonwealth Avenue. In the heavy traffic, both were stopped and an altercation ensued between Montes and Paggabao. Montes slightly opened his car and suddenly drew his gun and uttered offensive words. At this juncture, a concerned citizen sought assistance through QCitizens Helpline 122 sending PS 9 operatives to immediately respond, which resulted in the arrest of Montes and the recovery of 9-11 A1 pistol caliber .45 and one magazine loaded with 7 live ammunition. QC police nab 16 druggies; net P595K worth of shabu
A total of 16 drug addicts were netted by operatives of the Quezon City Police District in separate sting operations over the weekend, in which they also seized P595,000 worth of shabu. P/Lt. Col. Ferdinand Casiano, Station Commander of Anonas Police Station (PS 9) reported the arrest of Teresita Bayle; Noemi Uy; Androl Makabenta; and Tess Bayle at 4:00 a.m., 12 August 2023, at Area Zigzag, Kaingin 2, Brgy. Pansol, Quezon City. Casiano said a concerned citizen tipped off the illegal activities of the suspects which resulted in their immediate arrest. Confiscated from their possessions were 70 grams of shabu valued at P476,000, a cellular phone, one unit of NMAX motorcycle, and the buy-bust money. Man nabbed for improvised firearm
A man was arrested in Tondo, Manila on Monday evening by operatives from the Manila Police District Moriones Station for illegal possession of an improvised gun. Police identified the suspect as Ruel Almario, who was arrested along Jose Abad Santos Avenue corner G. Araneta Street by patrolling cops. The arrest stemmed from a report from a concerned citizen about a man who was seen walking around the area while armed with a gun. When the cops arrived at the scene, they saw the suspect walking while holding an improvised firearm. The cops introduced themselves as law enforcement officers and frisked the suspect, where they found a “pengun” or a single shot bullet of 9mm in his possession. The suspect was brought to the MPD Moriones station for proper documentation process and will be charged for violation of RA 10591 or the Comprehensive Law on Firearms and Ammunitions at the Manila City Prosecutors Office. Man arrested for illegal firearms
Operatives of the Quezon City Police District arrested a man for illegal possession of firearms following information provided to them by a concerned citizen over the weekend. QCPD Masambong Police Station commander P/Lt. Col. Resty Damaso identified the suspect as Lester Lagumay, a resident of Barangay Bungad, Quezon City. Reports showed that on 5 August 2023, PS 2 operatives received a phone call from a concerned citizen regarding a male who is holding a gun along EDSA, particularly in front of PWU Footbridge in Barangay West Triangle. Responding police officers saw the suspect with a handgun tucked in his front right waistline and when accosted, the suspect failed to present documents for the firearm which led to his arrest. Confiscated from the suspect was one caliber .38 revolver loaded with three live ammunition. The suspect is charged with violation of RA 10591 or the Comprehensive Firearms and Ammunition Regulation Act before the Quezon City Prosecutor’s Office. 10-year-old trafficking victim rescued
The Parañaque City Police reported that its operatives rescued a 10-year-old child believed to be a victim of human trafficking and saw the arrest of the perpetrator. Initial reports said that the operatives conducted the operation in Barangay Pulang Lupa Uno, Las Piñas City. The 10-year-old victim had been reported missing and was last seen on 27 July 2023 and the mother sought assistance from the Investigation and Detective Management Section of Parañaque City police station. The mother was advised by the police to share the suspect’s photograph and the victim’s details on social media platforms. The community’s response through their comments led to the immediate identification of the suspect. P/Brig. Gen. Roderick Mariano, director of the Southern Police District, identified the suspect as James De Mesa who coerced the minor victim into engaging in mendicancy for his own gain. An alert citizen of Barangay Pulang Lupa Uno, Las Piñas City, spotted the suspect with the missing child and promptly reported the sighting to the barangay officials. The arresting officers, who were determined to ensure the safety of the minor victim, conducted a series of back-tracking operation which led them to the exact location where the suspect was apprehended, and the child was safely rescued. Acorda: BBM’s second SoNA ‘peaceful’
About 5,000 protesters were allowed by the police to express their grievances along Commonwealth Avenue in Quezon City Monday as President Ferdinand Marcos Jr. delivered his second State of the Nation Address at the Batasang Pambansa before a joint session of the Senate and the House of Representatives. Philippine National Police chief Benjamin Acorda Jr. said he had ordered maximum tolerance to be employed by the cops in dealing with the protesters, who also held activities near Mendiola Bridge in Manila, within sight of Malacañang Palace, the seat of government power. Acorda said as he inspected police lines near the SoNA venue that, “we are professionals and we exercise [restraint] in all our dealings [with the people] while providing the proper security for the President.” “We talked with our personnel and we emphasized the observance of human rights and maximum tolerance,” he added, explaining that the police made sure that pro-administration and anti-Marcos groups did not get close to one another. He said they were allowed to hold their respective programs far from each other so as to prevent untowards incidents arising from misunderstanding and the taunting that attended encounters of rival groups in the past. The Quezon City government designated places where the groups could hold their respective programs. “Regardless of affiliation, whether pro or anti and whatever, our guidelines included maximum tolerance, and we appealed to them to stay in their designated areas,” the PNP chief said. The PNP deployed more than 20,000 policemen, who were augmented by personnel from various government agencies that included the Metropolitan Manila Development Authority, the military, the Bureau of Fire Protection and local government units. The anti-SoNA rally was staged along Commonwealth Avenue while pro-Marcos supporters held their own program near the Commission on Audit compound. Acorda said the SoNA was delivered by the President in relative peace, with no untoward incident reported. Earlier, Metro Manila chief P/Brig. Gen. Jose Melencio Nartatez Jr. warned protesters that as much as the police do not want to use unnecessary force, they would arrest anyone who would cause trouble. “When you are struck, you’ll be in pain so don’t strike anyone. The police are ready and we have the necessary protective gear. Our cops know what to do and they will affect arrests as needed,” Nartatez said. He had vowed to enforce the Clean Air Act should protesters burn effigies. No arrests were reported, however, when a “two-faced” effigy of the President was burned. Still, Nartatez said they were documenting everything and violators “will face penalties.” Progressive groups started their protest march near the Philippine Coconut Authority and ended it along Tandang Sora near the Commission on Human Rights, where they held a program. The NCRPO earlier deployed two Skydio drones, along with a mobile command center bus, for a wide aerial view coverage. These drones, the NCRPO said, were used to effectively monitor the movement of people and vehicles and prevent untoward incidents. ICC, an int’l interloper
As this columnist repeatedly articulated in this column and other communication platforms, the ruling by the International Criminal Court or ICC on the appeal of the Philippine government to stop its probe on the drug killings would be denied, in the same predictable way it denied the Solicitor General’s request for deferment of the former’s investigation as well as its thumbing down of the motion for reconsideration filed by the same government official following the denial of his request for suspension of the aforesaid investigation. It’s deja vu. That has been the glaring handwriting on the wall. The assaulting demeanor against our sovereignty and territorial integrity as well as the insulting intransigence of ICC’s insistence that it has jurisdiction over the Philippines despite the fact that the Rome Statute creating it was never published in the Official Gazette, a constitutional requirement under the due process clause, for its enforcement, was too evident to escape notice. The absence of publication of the source law was fatal because its commission was the operative act that would give a legal imprimatur to its operation in the country. Moreover, the withdrawal of the Philippines as a member of the ICC absolutely divested its jurisdiction over the former, even assuming that by a convoluted legal theory, it acquired an incipient jurisdiction over the Philippines. It was so naive if not dumb for those who pursued vigorously, but wrongly, the submissions made to the ICC and hoped to get a favorable decision. The ruling of the ICC rejecting the appeal, among others, rationalizing its decision, states that the “Philippines Implicitly admits its jurisdiction” when the latter filed its deferral request, motion for reconsideration, and appeal, effectively arguing that the Philippine government’s participation in its processes resulted in it waiting for its opposition to its jurisdiction, thereby placing itself within the sphere of ICC’s jurisdiction. That argument could be correct if the ICC has jurisdiction in fact and in law, but as repeatedly asserted ad infinitum, ex propio vigore, it never acquired jurisdiction, and if indeed, assuming arguendo, that it assumed jurisdiction, the Philippines’ withdrawal as members-state of the International Criminal Court wrote finis to whatever pretension or hallucination it has on jurisdiction. The participation of the Philippine government while it is monstrously wrong and helped the ICC add another bogus justification to its non-binding ruling has no legal effect whatsoever because all the proceedings undertaken by a court that has no jurisdiction over the subject matter create no legal obligation, the same being null and void from its inception. The government should completely ignore the ICC and slam its pompous, unwelcome, and unlawful interference with the country’s domestic affairs. It should arrest and jail any of its functionaries who will attempt at conducting any investigation within the country or serve any summons, warrant of arrest, or whatever processes it will issue for — or against any citizen or government instrumentality. 2 women drug dealers caught in QC
Two women selling shabu were nabbed by Quezon City Police District operatives in an early morning drug sting operations Tuesday. QCPD Director P/Brig. Gen. Nicolas Torre III said operatives of Fairview Police Station 5 pounced on Noraine Alang, 28, of Katipunan Street, Barangay Commonwealth, Quezon City and Shana Dimatingkal, 30, of Anakpawis 1K2 Kasiglahan Montalban, at around 1 a.m. during a buy-bust operation. Also arrested was the duo’s cohort, Musalik Ali, 21, also of Katipunan Street, Barangay Commonwealth, Quezon City. PS-5 commander, P/Lt. Col. Elizabeth Jasmin ordered a buy-bust operation led by P/Capt. Joey Salvadico, after a concerned citizen tipped off the police regarding the illegal drug activity of the suspects. A police officer acted as a poseur buyer and bought P10,500 worth of shabu from the suspects and at the given pre-arranged signal, they were arrested along Fairlane Street in Greater Fairview, Quezon City. The drug sting resulted in the arrest of the suspects who yielded seven pieces of heat sealed transparent plastic sachet containing white crystalline substance suspected to be shabu weighing more or less 35 grams with street value of P238,000. Torre said the suspects were slapped with violation of Sec. 5 and Sec 11 (Possession and Selling of Prohibited Drugs) under Art.
