NTF-ELCAC gives Church a seat
The Catholic Church will play a more significant role in the anti-insurgency effort through a recalibrated National Task Force to End Local Communist Armed Conflict, or NTF-ELCAC, National Security Adviser Eduardo Año said yesterday. The task force will now have the Catholic Bishops’ Conference of the Philippines’ Episcopal Commission on Public Affairs as a member. “We welcome the CBCP through its Episcopal Commission on Public Affairs to the NTF-ELCAC Executive Committee and we look forward to working with them in pursuing peace and development in all parts of the country, especially in conflict-affected areas,” Año said. The task force indicated an openness to suggestions from the Church in adopting “moral and ethical approaches in addressing the communist insurgency,” as cited by CBCP president and Kalookan Bishop Pablo Virgilio David in a recent statement. “We are opening the door of NTF-ELCAC to the Church because it has an important role to play in ending violence and terrorism in the country,” Año said. “For more than 50 years, we have lived with the scourge of the communist armed conflict. With peace now in sight, the Church has an important role to play in ensuring peace and development in the long term,” he added. With the CBCP in the NTF-ELCAC, Año believes that concerns raised by the Church or by cause-oriented groups supported by them could be immediately addressed. “Because of this development, the Church will have more opportunity to relay its concerns, since its mandate is to act as a liaison of the CBCP to the government,” he said, citing the attendance of Fr. Jerome Secillano at the NTF-ELCAC executive committee meeting with President Ferdinand Marcos Jr. in Malacañang on Friday. Año reiterated that the task force’s main mandate is to formulate “whole-of-nation” policies to end armed conflict in the country. “CBCP’s membership in the task force ensures a whole-of-nation’s participation because the religious sector is an important component of the nation,” he said. Intervention in influenced areas Año sees the CBCP making significant contributions to the development of areas previously under the influence of the New People’s Army, as well as facilitating social inclusivity in the pursuit of peace. “Given that we are now on the road to total victory, it’s necessary that we recalibrate the way we do things and the entry of the CBCP to the NTF-ELCAC is one of the changes we have implemented under the Marcos administration,” he said. More rebels rejoin society NTF-ELCAC also expressed optimism the government can sustain its peace-building effort to encourage more rebels to reintegrate into mainstream society. At a forum on Saturday, NTF-ELCAC director Alexander Umpar said that in 2023, a total of 959 villages cleared of the insurgency were included in the Barangay Development Program or BDP, an initiative that aims to bring sustainable development programs to conflict-prone and conflict-affected communities. Under the BDP, each village recipient receives a package of programs, activities, and projects worth a maximum of P20 million. BDP beneficiaries in 2021 and 2022 numbered 822 and 1,406, respectively, he said. Umpar said the NTF-ELCAC is confident that by 2028, it would have attained its goal of achieving lasting peace and development in areas that are vulnerable to armed conflict. “‘By 2028, it is about sustaining the momentum of NTF-ELCAC gains with regard to the dismantling of guerrilla fronts, the reintegration of former rebels, and most of all, building resiliency for our communities under the ambit of good governance toward unity, peace and development,” he said. The government, he said, has dismantled 69 of 89 guerrilla fronts since the creation of the task force in 2018. One of the 20 remaining guerrilla fronts, he said, is active while 19 others had weakened. “‘When we say strategic victory, this (because) of the 19 weakened guerrilla fronts and only one is left to be confronted by the Armed Forces of the Philippines,” he said. “There are still concerns about the armed groups but they are no longer able to initiate an armed struggle or to topple our government. So, that’s the strategic victory,” Umpar said. On the other hand, NTF-ELCAC director Jose Descallar urged rebels to give up and join the government in its goal of transforming the country into a “new Philippines.” He said the military could shift its focus to “external threats,” once the government is able to address the local insurgency. Meanwhile, Director Emmanuel Santos of the Office of the Presidential Adviser on Peace, Reconciliation and Unity said the conduct of localized peace engagements has been proven to be the “most effective” approach in addressing the communist insurgency. “We’re localizing the engagement so we will be closer to the people to make them feel that the government is really here,” Santos said. He added, however, that there should be “clear directions” to ensure the full reintegration of FRs into mainstream society. Mental health inclusion to PhilHealth eyed
Senator Mark Villar on Wednesday has filed a measure seeking to expand the country’s health insurance program for about 3.6 million Filipino patients with psychiatric disorder. The lawmaker filed the Senate Bill 2062 or an Act Expanding Philippine Health Insurance Coverage, granting also a benefit package to all mental health patients in the country. “We should not set aside mental health disorders, it’s affecting a lot of Filipinos. In fact, according to the Department of Health there are around 3.6 million Filipinos facing mental health issues,” Villar said in a statement. Citing the recently published study by the Harvard Humanitarian Initiative Resilient Communities Program, Villar underscored the “costly treatments and services” that usually barred patients to access proper mental health care treatment in the Philippines. The measure is set to provide benefit packages to those with mental disabilities covering emergency services, psychiatric and neurological services, as well as mental health gap action program. “We are pushing for a benefit package so that our fellow countrymen will no longer thing about the treatment cost,” he said, noting that mental health patients are likewise entitled to gain support from the government. Under the bill, non-member parents of minors suffering from mental health disorders are also allowed to avail of the treatment package from the PhilHealth. “Mental health is equally important as physical health. It is a fundamental aspect of our overall well-being. We filed this bill to normalize seeking help for mental health disorders and to break the stigma that comes with it. By recognizing and prioritizing mental health, we can create a healthier, happier, and more inclusive society for Filipinos, especially the youth,” Villar said. Currently, PhilHealth is offering inpatient benefits being paid to the accredited Health Care institution; as well as outpatient benefits with day surgeries, radiotheraphy, hemodialysis and blood transfusion. Under the PhilHealth Z benefits program, those 20 listed illness and health conditions including the Acute lymphocytic leukemia, Early breast cancer, prostate cancer, kidney transplant, standard risk coronary bypass graft, tetralogy of Fallot, ventricular septal defect, cervical cancer, Z MORPH (Mobility, Orthosis, Rehabilitation and Prosthesis Help), selected orthopedic implants, peritoneal dialysis, colon cancer, rectal cancer, expanded mobility orthosis rehabilitation help, premature and small newborns, children with developmental disabilities, children with mobility impairment, children with visual impairment, children with hearing impairment and rheumatic heart disease. Israeli president tells Musk he has ‘huge role’ in anti-Semitism
Israel's president told Elon Musk on Monday that the tech mogul has "a huge role to play" to combat anti-Semitism, which his social media platform is accused of spreading. The meeting came after the world's richest person visited a kibbutz community devastated in attacks by Hamas militants on October 7, and met with Prime Minister Benjamin Netanyahu and defence officials. Musk has been criticised over what critics say is a proliferation of hate speech on X, formerly Twitter, since his takeover of the social media site in October 2022. He has been accused by the White House of "abhorrent promotion" of anti-Semitism after endorsing a conspiracy theory seen as accusing Jews of trying to weaken white majorities. Israel's figurehead President Isaac Herzog told him: "Unfortunately, we are inundated by anti-Semitism, which is Jew hatred. "You have a huge role to play," he said. "And I think we need to fight it together because on the platforms which you lead, unfortunately, there's a harbouring of a lot of... anti-Semitism." Agri officials dismissed by Ombudsman for graft, misconduct
The Office of the Ombudsman has ordered the dismissal from service of Department of Agriculture assistant secretary Kristine Evangelista in relation to a dubious deal with an onion supplier that led to a spike in the commodity last year. The Ombudsman found Evangelista and John Gabriel Benedict Trinidad III, vice president for operations of Food Terminal Incorporated, guilty of conduct prejudicial to the best interest of the service and dismissed for grave misconduct and negligence of duty, respectively. Moreover, the Ombudsman found probable cause to indict Evangelista, Trinidad and several others for breaching the Anti-Graft and Corrupt Practices Act (RA 3019), and for "falsification by private individuals and use of falsified documents (Article 172 of the Revised Penal Code)." The criminal and administrative charges against DA senior undersecretary Domingo Panganiban, chief accountant officer-in-charge Lolita Jamela, administrative officer V Eunice Biblanias and budget division head Juanita Lualhati, however, were dropped due to lack of probable cause and insufficiency of evidence. Likewise, the Ombudsman ordered the dismissal of both criminal and administrative charges against FTI president Robert Tan to stand as a witness of the prosecution. Back in August, the Ombudsman placed Evangelista, Trinidad and several others, except for Panganiban and Tan, under preventive suspension in connection with the onion supply shortage in the Philippine markets, price manipulation and the dubious procurement of onions by FTI from Bonena Multi-Purpose Cooperative. The Ombudsman’s records showed that the DA entered into a memorandum of agreement with FTI for the Food Mobilization or Kadiwa Food Hub project. FTI, on the other hand, entered into a letter of agreement with Bonena for the delivery of 8,845 bags (approximately 28 kilograms/bag) of onions as part of the said Kadiwa Food Hub. They were accused of violating RA 3019 and the Government Procurement Reform Act (RA 9184) due to the lack of parameters in the selection of a cooperative that will supply and deliver the onions; questionable advance payment of 50 percent of the contract price; non-compliance of the MoA; partial implementation of the contract; and doubtful deliveries by Bonena. During the last quarter of 2022, the country experienced an agricultural shortage, primarily in onions, the prices of which soared to as high as P500 to P700 per kilo. Citing the evidence, Ombudsman Samuel Martires said “it seems like the prices of onions were manipulated.” “It seems like there was no bidding. We obtained CCTV footage from FTI showing what looks like a single person bringing three envelopes to the senior vice president,” he said. How nations allow or restrict legal gender change
A small number of countries have made it easier for transgender people to change their legal gender, while other nations have restricted such changes, notably Russia and Pakistan. Here is a snapshot of the situation around the world. Exception, not the rule According to the International Lesbian and Gay Association (ILGA), 24 UN member states have legally allowed people to change their gender on the basis of self-identification. In about 40 other countries, the legal and administrative process can take years and may include requirements such as psychiatric diagnosis, hormone treatment, gender confirmation surgery, or even sterilization. Making it easier Argentina has led the way on transgender rights, allowing a change of gender on national ID cards with a simple declaration since 2012. Several Latin American countries have followed suit. Denmark was the first European country in 2014 to allow adults to apply for a gender change without undergoing medical or psychological assessments, with Belgium, Ireland, Malta, Norway, Portugal, and most recently Spain following suit. Since 2017, France has allowed transgender people to change their status on their ID documents without treatment, surgery, or sterilization but they must receive court approval. The issue of trans rights sparked a fierce row in 2022 in Scotland, where parliament passed a bill making it easier for people to self-identify their gender that was sensationally vetoed by London. The German cabinet in August 2023 signed off plans under which Germans will be able to change their name or legal gender by making a simple application to their local registry office. The law still has to go to parliament. Hesitating Sweden, one of the world's most liberal countries, was the first in the world to authorize physical and legal gender reassignment for adults in 1972. But last year it began restricting hormone therapy available for children diagnosed with gender dysphoria, such as puberty blockers, citing the need for caution following a strong increase in demand. It also restricted access to mastectomies for teenage girls wanting to transition. Finland in 2020 had already restricted hormone treatment for minors. Making it harder Russia adopted new legislation in July 2023 banning "medical interventions aimed at changing the sex of a person" and "the state registration of a change of gender without an operation". President Vladimir Putin has repeatedly railed against transgender rights in his speeches. Pakistan's religious judiciary ruled in May that landmark transgender legal protections from 2018 are un-Islamic and therefore void. An appeal is being sought with the Supreme Court. Pakistan continues to recognize the existence of a third gender, neither masculine nor feminine, as do India and Nepal. Restricting gender-affirming treatment, such as puberty blockers for minors, has become a major campaign of US conservatives. Arkansas in 2021 became the first US state to ban physicians and health workers from offering transition-related treatment to transgender minors. A federal judge in June overturned the ban. Around 20 states, including Florida and Texas, have passed similar laws. Anti-LGBTQ sentiment in Hungary has escalated during the rule of Viktor Orban's right-wing government. The terrorist organization Hamas, through more than two weeks of conflict, proved that deception is among its expertise, as it led many to believe that it is fighting for freedom and is not sowing mayhem. Its Charter, however, has the elimination of all Jews through a holy war or jihad as one of its objectives. Even after dominating the Palestinian Parliament, Hamas is classified as a terror organization by Canada, New Zealand, Israel, Egypt, Japan, the European Union, Australia, Jordan and the United States. A bit late, the country, nonetheless, seeks the designation of Hamas as a terrorist group under Philippine laws. National Security Adviser Eduardo Año said the tagging of the terror group will be a priority agenda of the Anti-Terrorism Council after the savage 7 October surprise attack on Israel. The assault on peaceful civilian communities was not the first atrocity committed by the group. Israel Defense Forces, or IDF, data showed countless bloodletting attributed to Hamas. The group was responsible for the Haifa bus suicide bombing on 5 March 2003, which killed 17 people. On 12 June 2014, Hamas terrorists kidnapped and later murdered three Israeli teenagers, for which Operation Brother’s Keeper and Operation Protective Edge were launched. Since Hamas’ control of the Gaza Strip, it has used civilian facilities as training grounds for its terror campaign or as cover for its lairs. IDF discovered that Hamas converted a five-story building, originally meant to be used as a national library and provides offices for government services and housing, into a terror training facility. The building had a tunnel dug underneath it for underground warfare training. The IDF struck it following Hamas’ firing of several rockets at Israel. Other Hamas military infrastructure was put up near neighborhoods, including next to schools and mosques. IDF said Hamas solicits funds from international financiers supposedly to uplift the lives of Palestinians but misuses these to buy arms and other activities in support of their terror campaign. Such investments based on IDF investigations included over $120 million since 2014 in materials to build terror tunnels leading into Israel. The indiscriminate firing of rockets at Israel, Hamas, and its allies usually hits civilian facilities in Gaza, such as the cause of the deadly explosion at the Gaza hospital that killed scores of people. “Hamas operatives don’t aim at precise targets, they simply fire rockets and don’t care if it harms their people,” according to IDF. Hamas came to power through an election, which is now believed it merely exploited to rule the Gaza Strip through terror. In January 2006, after Israel disengaged from the Gaza Strip, removing all communities and military installations, Hamas took part in the Palestinian Parliamentary Elections and won a majority of 76 seats, making it the ruling power. After a failed attempt to merge with its rival political party, Fatah, which lost the initial elections against Hamas, violence between both parties escalated into a bloody fight. IDF said people were thrown off rooftops, and public executions occurred in the bitter political rivalry. Since March 2018, Hamas has instigated riots, which it paints as peaceful and widespread protests. “Infiltration attempts and the use of arson kites and firebombs have taken place during the riots. Since the Gaza Strip is half a mile away from Israeli communities, infiltration would endanger Israeli civilians,” the IDF said. Hamas intended to use Gaza civilians as human shields and covers for infiltration attempts and terror. Escalating attacks by militant group Hezbollah risk "dragging Lebanon into a war", Israel's military said Sunday, after renewed cross-border exchanges of fire that have raised fears of a wider conflict. The Lebanese group is allied with Hamas, which touched off the latest violence with a murderous October 7 rampage in Israel that killed at least 1,400 people, mostly civilians who were shot, mutilated, or burnt to death, according to Israeli officials. Israel has retaliated with relentless strikes on Gaza that have killed more than 4,300 Palestinians, mainly civilians, according to the Hamas-run health ministry. It has also exchanged fire with Hezbollah across its northern border, with Conricus accusing the group of a dangerous escalation. "Hezbollah is playing a very, very dangerous game. They're escalating the situation. We see more and more attacks every day," he said. "Is the Lebanese state really willing to jeopardize what is left of Lebanese prosperity and Lebanese sovereignty for the sake of terrorists in Gaza?" he asked. "That's a question that the Lebanese authorities need to ask themselves and answer." Recent exchanges of fire have killed four Hezbollah fighters and a member of the Palestinian militant group Islamic Jihad in Lebanon, while three Israeli troops were injured, one seriously, in Hezbollah anti-tank fire, and two Thai farm workers were also wounded. Self-defense is essential for a nation’s survival, which was what the United States veto of the United Nations resolution calling for “humanitarian pauses” in Israel’s campaign against Hamas was all about. Based on a formula that Brazil and Russia drafted, the resolution was meant to allow aid delivery to the war zone, mainly in northern Gaza. Under United Nations rules, a “no” vote by any of the five permanent members of the Security Council stops action on any proposal. The body’s permanent members are China, France, the Russian Federation, the United Kingdom and the United States. Russia had proposed two amendments to the UN resolution seeking a ceasefire that the SC rejected. Russian Ambassador Vassily Nebenzia’s proposal came with its warning that anyone who did not support Russia’s draft resolution “bears responsibility for what happens.” Coming from Russia, the call for moral responsibility in Israel’s war against terror was somewhat off, considering its ongoing campaign to occupy Ukraine. In delivering the veto, US Ambassador Linda Thomas-Greenfield said the “resolution did not mention Israel’s right of self-defense.” “Israel has the inherent right of self-defense as reflected in Article 51 of the UN Charter,” she said. Thomas-Greenfield noted that the Security Council had reaffirmed the right in previous resolutions on terrorist attacks. “This resolution should have done the same,” she said. UK Ambassador Barbara Woodward said her country abstained from voting on the resolution as the text needed to clarify Israel’s inherent right to self-defense. She pointed out that the resolution also ignored that extremist group Hamas, which controls Gaza, uses Palestinian civilians as human shields. “They (Hamas) have embedded themselves in civilian communities and made the Palestinian people their victims too,” she said. She reiterated the UK’s support for Israel’s right to defend itself against Hamas, to rescue hostages, and to strengthen its security in the long term while calling on Israel “to take all feasible precautions” to avoid harming Palestinian civilians. The argument of the UK is the source of the dilemma in the current conflict — saving civilians but with the responsibility falling solely on the shoulders of Israel. Hamas, a terrorist organization, is not bound by, therefore is not expected to follow, UN resolutions. Directing Israel to implement a ceasefire, even momentarily, puts it at a disadvantage since Hamas and its terror allies will continue to fire their rockets while consolidating their forces. War indeed brings horrors that should not happen in a civilized world. Human frailty is brought to the fore by the greed and ambition of the terror organization, stripped of religious embellishment. Hamas wants to drive out the Israelis and establish a kingdom to rule over the Palestinians. A spokesperson of the Israeli Defense Forces said resolute action is necessary against Hamas to end its reign of terror and prevent the recurrence of its recent attack on civilians. The surprise assault on 7 October resulted in the slaughter of 1,400 mostly civilian Israelis. Israel then declared war on Hamas, which rules the Palestinian government, vowing to hold it accountable for the massacre. Hamas uses treachery and guile, digging bunkers and underground communities in civilian areas to evade the Israeli forces. The terror group uses the propaganda mill to elicit tacit support from countries with anti-Israel sentiments. It uses the Israeli airstrikes on its facilities that cause civilian casualties as leverage to get the Israeli operations to stop. The UN, as the organization relied on to keep the peace in the region, has failed to provide a fair and rational solution to the conflict. Panglima Sugala, Tawi-Tawi, Bangsamoro Autonomous Region of Muslim Mindanao - In a significant stride towards ensuring equal rights and protection for the LGBTQIA+ community, the Municipal Council of Panglima Sugala has passed a comprehensive anti-discrimination ordinance, No. 001. This landmark decision comes after a series of campaigns, highlighting the pressing need for safeguarding the rights of the LGBTQIA+ community in the Bangsamoro region, amidst increasing acts of violence and discrimination. HUMAN RIGHTS Caravan headed by the Embassy of the Federal Republic of Germany in the Philippines, along with Google, Commission on Human Rights and implemented by Mujer LGBT+ Organisation. The urgency to address the plight of the LGBTQIA+ community was also recognized by the Bangsamoro Parliament through resolutions 524 and 526 in 2021, which called for a thorough investigation into instances of violence against individuals based on their sexual orientation or gender identity. MTV cancels Europe Music Awards over Israel-Gaza war
