Probe ordered on fireman’s ‘promotion for sale’ scam
Interior and Local Government Secretary Benhur Abalos on Thursday ordered a thorough and deeper probe on a fireman who was accused of being involved in a “lateral promotion for sale” scam at the Bureau of Fire Protection (BFP). The suspect, Fire Officer 1 Ramces Paul Benipayo of the Muntinlupa Fire Station, was collared by undercover operatives on Wednesday, 25 October, in an entrapment operation shortly after receiving P200,000 from his alleged victim. Policemen arrested Benipayo after accepting P200,000 in marked money from his classmate, a BFP firefighter from Western Visayas, whom he promised to assist in getting a promotion within the bureau in exchange for money. Benipayo’s modus is to convince his would-be victims to give him money in exchange for non-existent promotion which will allegedly be facilitated by his “contacts” in the BFP, which of course would never materialize. “I have been briefed on the case of FO1 Benipayo and I could say that what he did was unacceptable,” said Abalos. The BFP together with the Philippine National Police is an attached agency of the DILG. This, as Abalos also ordered a thorough probe on the case and background of Benipayo to determine if he has cohorts at the BFP who could be working with him. Abalos’ order came after BFP intelligence and investigation division director Chief Supt. Gilbert Dolot reported that three more complainants came forward and accused the suspect of also duping them using the same modus operandi. “We will not tolerate this kind of illegal activity. That’s why I’ve already ordered the PNP to work closely with the BFP to get to the bottom of this issue and prosecute everyone involved,” Abalos pointed out. “Walang puwang sa gobyerno natin at sa DILG or sa BFP for that matter ang mga katulad niya,” he continued. 6 police in Navotas teen slay surrender
The six dismissed police officers implicated in the death of 17-year-old Jerhode “Jemboy” Baltazar in a case of mistaken identity have voluntarily surrendered to the authorities in Quezon province, Philippine National Police-Criminal Investigation and Detection Group chief Maj. Gen. Romeo Caramat Jr. said yesterday. Caramat said that six dismissed cops namely Executive Master Sgt. Roberto Dioso, Cpl. Edmard Blanco, Pat. Benedict Mangada, and Staff Sgts. Gerry Maliban, Antonio Bugayong, Jr., and Nikko Esquillon, all formerly assigned to the Navotas City police station, voluntarily surrendered around 5 p.m. Wednesday at CIDG Quezon Provincial Field Unit, Camp Guillermo Nakar, Lucena City, Quezon. Caramat said the suspects who voluntarily surrendered themselves in CIDG Quezon PFU are now undergoing the booking process and documentation for proper disposition as all accused are not entitled to bail. The Navotas City Regional Trial Court has ordered the arrest of six dismissed police officers implicated in the death of Baltazar in a case of mistaken identity last August In an order dated 3 October and made public Wednesday, RTC Branch 286 Judge Pedro Dabu Jr. said the court found probable cause to issue a warrant of arrest against Executive Master Sgt. Roberto Dioso, Cpl. Edmard Blanco, Pat. Benedict Mangada, and Staff Sgts. Gerry Maliban, Antonio Bugayong Jr. and Nikko Esquillon. “Considering that the accused stand charged with murder, they are not entitled to bail as a matter of course,” the order added. Navotas City prosecutors filed the murder complaint against the suspects on 15 September. The National Capital Region Police Office earlier approved the Philippine National Police-Internal Affairs Service’s recommendation to dismiss the respondents from the service over the killing of Baltazar. On 2 August, the police officers launched a pursuit operation against a murder suspect when they chanced upon Baltazar, who was then onboard a boat. They then commanded Baltazar and his companion to surrender. However, the victim jumped into the river, prompting law enforcers to fire resulting in his death. CIDG seizes 53 unlicensed firearms
The Philippine National Police on Monday reported the confiscation of 53 firearms that resulted in the arrest of an unlicensed gun dealer in Marikina City. In a press conference held at Camp Crame, PNP chief Benjamin Acorda Jr. said the Criminal Investigation and Detection Group busted the unlicensed firearms on Friday in Marikina City and opted not to identify the suspect. The country’s top cop said the successful operation conducted by the CIDG is part of the aggressive security measures to ensure peaceful and orderly Barangay and Sangguniang Kabataan Elections. He said to prevent the use of unlicensed firearms as part of the directives to all PNP units to intensify their efforts against the proliferation of loose firearms and recognize the potential risks and threats, especially with the upcoming BSKE this month. Acorda said the CIDG armed with two search warrants issued by the Executive Judge of the Regional Trial Court, National Capital Judicial Region of Marikina in collaboration with other PNP units, swooped down on the residence and store of an unlicensed gun dealer which resulted in the recovery and confiscation of 26 long firearms, 27 short firearms, assorted ammunition, as well as major and minor parts, tools, and machines used in manufacturing firearms. Acorda said the arrested person had no license to operate a firearms business and had not submitted any application to the PNP’s Firearms and Explosives Office for dealing and manufacturing firearms. He said that based on the investigation revealed that the suspect uses his establishment and social media to trade unlicensed firearms wherein among his customers are high-profile gun enthusiasts, politicians with alleged private armies, and some uniformed personnel from the police and military.” “The person arrested is also involved in online selling and some of his clients are private individuals who are maintaining PAGs (private armed groups). P75-M PAGCOR mess: CIDG launches manhunt vs. suspect
The Philippine National Police - Criminal Investigation and Detection Group (PNP-CIDG) has launched a nationwide manhunt for the primary suspect in the P75-million controversy in the Philippine Amusement and Gaming Corporation (PAGCOR) after he and four others were able to elude arrest during a recent raid in their lair in Loac, Pangasinan. The PNP-CIDG director, Major General Romeo Caramat, identified the primary suspect as Jewel Castro. He and certain Ethan Eleazar, Norbert Escalante, Enrico San Miguel, and Rebecca Ferolina managed to escape even before the operatives swooped down a secluded illegal online sabong operation in Loac. Castro and his cohorts in PAGCOR are the subject of a top-to-bottom investigation ordered by PAGCOR Chairman Alejandro Tengco in connection with the missing P75-million cash performance bond exposed by an investor and officer of a corporation, an erstwhile franchisee of the disbanded e-sabong operation. The raid conducted by CIDG coincided with the lodging of a graft complaint with the Office of the Ombudsman by one Joaquin Sy, against a former and two top officials of PAGCOR and three private individuals headed by Jewel Castro. Sy, who is the treasurer and the chairman of the board of Kamura Highlands Gaming and Holdings Inc., in his complaint said that on 4 April 2022, he personally posted cash for the performance bond at PAGCOR's office in Malate, Manila on behalf of their corporation. He provided two manager’s checks payable to PAGCOR and drawn against his personal bank accounts. In return, PAGCOR issued official receipts and other documents proving the posting of a bond by the corporation. Under PAGCOR’s guidelines, only a corporation can apply to be a franchisee of e-sabong operation. Sy, however, said that when then-president Rodrigo Duterte disbanded the e-sabong on May 2022, he requested PAGCOR in writing of the intention of his corporation to withdraw the cash performance bond but to no avail. He added that later on, he was told by PAGCOR's Assistant Vice President for Finance Lolita Gonzales that a P75-million Land Bank check was already issued to one Jewel Castro sometime in July 2022. Meanwhile, in a press statement, the newly-appointed PAGCOR chair said, “We have launched an internal investigation and we are trying to re-create the sequence of events since the department allegedly involved, the E-Sabong Department, has already been disbanded.” Tengco hinted that the release of a check in the name of an individual not to the corporation that posted it, could not be possible without the connivance of personnel within PAGCOR. “We will bring the perpetrators to justice if indeed there was any anomaly,” he stressed. On the other hand, a confidant of Castro in his clandestine e-sabong operation who refused to be identified said that Castro expressed his intention to cooperate with PAGCOR’s ongoing investigation but fears for his safety, considering the persons and the amount of money involved in the anomaly.
