Key allies of the country expressed their unwavering support after a Chinese Coast Guard ship intentionally collided with a Philippine Navy boat to stop a resupply mission to the grounded BRP Sierra Madre on Ayungin Shoal. Defense Secretary Gilbert Teodoro Jr. described the maneuver as an escalation of China’s aggression within the exclusive economic zone of the Philippines. Japan issued a statement expressing support after the incident. “Japan expresses serious concern for actions which increase regional tensions, including a dangerous action that caused a collision between Chinese and Filipino ships on 22 October,” the Japanese Foreign Ministry said. It added that Japan believes the issue of the South China Sea is directly related to the peace and stability in the region and is a legitimate concern of the international community, including Japan. “Thus, Japan opposes any unilateral attempts to change the status quo by force as well as any actions that increase tensions in the South China Sea,” it said. The two countries traded blame for the incident, which also sparked concern from Australia, Canada and South Korea. NSC bares options vs increasing China’s aggressive actions in WPS
The Philippines has a lot of options to respond to the increasingly aggressive actions of China in the West Philippine Sea, which include the filing of a case in the International Tribunal for the Law of the Sea or ITLOS in response to the latest collisions of Manila and Beijing vessels in the Ayungin Shoal. This was bared in a radio interview by National Security Council spokesperson, Undersecretary Jonathan Malaya, on Tuesday. Malaya said President Ferdinand Marcos Jr. has ordered the Philippine Coast Guard to complete the maritime investigation on the separate collisions concerning China Coast Guard vessels and Armed Forces of the Philippines-contracted boat for the rotation and re-provisioning or RoRe mission in the area. “Kasi may mga patudsada rin ang China sa atin at kailangan sagutin natin ‘yan with proofs and evidences and then magmi-meeting po ‘yung security cluster para mapag-usapan yung resolute response sa maging action ng China sa pinakahuling RoRe mission,” he told the SuperRadyo DzBB. Malaya, also the spokesperson of the National Task Force on the West Philippines Sea, noted that the government and security sector are exploring all options to respond to China’s aggression towards WPS. But, he did not divulge the country’s step-by-step actions. “I’m not at liberty to discuss that now because we cannot telegraph our moves to China. China doesn’t expose their plans either, so we can’t let them know what we intend to do,” he said. Beijing ‘violated’ 3 maritime laws
China violated at least three international maritime rules during the collisions of its ships with Philippine vessels at Ayungin Shoal on 22 October. Commodore Jay Tarriela, Philippine Coast Guard spokesperson for the West Philippine Sea, said vessels of the China Coast Guard and Beijing’s maritime militia infringed on provisions of the 1972 Convention on the International Regulations for Preventing Collisions at Sea, or COLREGs. “The first one violated was Rule 2 or the responsibility of the vessel. This rule emphasizes that nothing in the COLREGs can absolve any vessel from the duty to avoid a collision,” he said. Tarriela explained that deliberately blocking a vessel “not only increases the risk of collision” but also disregards the “fundamental principle of taking action to prevent a potential collision.” China also ran afoul of Rule 7, or the risk of collision, which requires every vessel to “use all available means appropriate to the prevailing circumstances and conditions to determine if a risk of collision exists,” he said. Tarriela said that Rule 7 is considered in conjunction with other relevant rules and factors, such as Rules 5 (look-out), 6 (safe speed), and 8 (action to avoid collision). During the incidents, China ignored Rule 18A or “the responsibilities between vessels” which requires a vessel to keep out of the way of another vessel if the latter has the right of way, Tarriela said. By deliberately blocking a vessel, “you are not allowing the other vessel to proceed in accordance with their right of way,” he explained. Shadowed He noted the active participation of the Chinese militia ships in the harassment and blocking of the supply contingent from the Armed Forces of the Philippines. “For the first time, the Chinese maritime militia vessels are also doing such dangerous maneuvers. They even collided with our PCG vessel. Before, they were just taking orders from the CCG,” he said. During the resupply mission, the Philippines was outnumbered by five CCG vessels, eight militia ships, and two People’s Liberation Army Navy vessels. The Chinese ships shadowed and harassed the Philippine vessels. A CCG vessel collided with the AFP-chartered resupply ship, Unaiza May 2, as it attempted to block the latter’s path to the BRP Sierra Madre at about 10.5 nautical miles from Ayungin Shoal on Sunday. China bullies Phl resupply vessels
The Philippines and China on Sunday blamed each other for the collisions of their ships in the West Philippine Sea, a portion of the South China Sea which the two countries both claim. The two countries separately issued strongly worded statements after the collision of their vessels near the Ayungin Shoal, which the latter refers to as Ren’ai Reef. The National Task Force for the West Philippine Sea accused the CCG of performing “dangerous blocking maneuvers” that resulted in a collision with the Unaiza on May 2. The Unaiza May 1 and 2 are boats contracted by the Armed Forces of the Philippines for a resupply mission to the BRP Sierra Madre. Unaiza 1 was able to complete its mission. The NTF-WPS condemned the “provocative, irresponsible, and illegal action” of the China Coast Guard ship, which “imperiled the safety” of the Unaiza May 2 crew. The United States and Canada condemned China’s action, while Germany expressed concern over the latest development in the WPS. (See related story) ‘Trespassing’ In the same resupply mission, a Chinese maritime militia vessel “bumped” the Philippine Coast Guard BRP Cabra’s port side, which was escorting the resupply vessels while it was lying approximately 6.4 nautical miles northeast of Ayungin Shoal. The NTF-WPS said it “condemns in the strongest degree the latest dangerous, irresponsible, and illegal actions of the CCG and the Chinese maritime militia done this morning.” It stated that the Philippine sovereignty, sovereign rights, and jurisdiction were “violated” by the conduct of the Chinese Coast Guard and maritime militia vessels. The Philippines also described the incident as an “utter blatant disregard of the United Nations Charter, the United Nations Convention on the Law of the Sea Convention on the International Regulations for Preventing Collisions at Sea and relevant international maritime conventions, and the 2016 Arbitral Award.” For its part, China blamed the Philippines, stressing that its vessels “trespassed” into the adjacent waters of Ren’ai Reef in China’s Nansha Islands without permission. “Since the Philippine side ignored China’s repeated warnings, the China Coast Guard responded lawfully and blocked the Philippine vessels which were illegally carrying construction materials,” the CCG said in a statement shared by the Chinese Embassy in Manila to Filipino journalists. The CCG also said that the Unaiza Mae 2 “sailed at the bow of China Coast Guard 5203 (which it said was conducting law enforcement activities lawfully) in a way that was neither professional nor safe in spite of China’s advanced notice and repeated warnings.” China also blamed the Philippine side for the “bumping” of the PCG’s BRP Cabra and its militia vessel. “At 08:13 A.M., the Philippine vessel 4409 began to astern deliberately, leading to the collision of the stern of its vessel into the starboard of China’s static floating Qiong Sansha Yu 00003,” it said. “The move was to make faults with China and escalate the current situation,” it added. It continued: “The Philippines’ action seriously violated the International Regulations for Preventing Collisions at Sea and threatened the navigation safety of the Chinese vessels.” China also insisted that their operations were “professional, legitimate and lawful and the responsibility lay entirely with the Philippine side.” Ayungin Shoal, also known as Second Thomas Shoal, is 105 nautical miles west of Palawan and part of the Philippines’ exclusive economic zone. Philippines, China trade blame over collisions in disputed sea
Beijing and Manila traded blame on Sunday for two collisions between Chinese vessels and Philippine boats on a resupply mission to Filipino troops on a remote outpost in the disputed South China Sea. The incidents happened near Second Thomas Shoal in the Spratly Islands, a hotly contested region where Beijing deploys ships to assert its claims over almost the entire sea. A Philippine government task force said the "dangerous blocking manoeuvers of China Coast Guard vessel 5203 caused it to collide with the Armed Forces of the Philippines-contracted indigenous resupply boat" about 25 kilometres (15 miles) from Second Thomas Shoal. China said the "slight collision" happened after the resupply boat ignored "multiple warnings and deliberately passed through law enforcement in an unprofessional and dangerous manner", state broadcaster CCTV reported, citing the foreign ministry. In another incident, a Philippine coastguard vessel escorting the routine resupply mission was "bumped" by what the Philippine task force described as a "Chinese Maritime Militia vessel". China, however, accused the Philippine boat of "deliberately" stirring up trouble by reversing in a "premeditated manner" into a Chinese fishing vessel. Video released by the Philippine military showed the bow of the Chinese coastguard ship and the stern of the resupply vessel briefly touching. The Philippine vessel continues on its course. It is not clear if there was any damage. A second resupply boat was able to reach the grounded BRP Sierra Madre and "successfully resupply our troops and personnel stationed there", the statement said. "The National Task Force for the West Philippine Sea condemns in the strongest degree the latest dangerous, irresponsible, and illegal actions of the CCG and the Chinese Maritime Militia done this morning," the task force said in a statement. It said the "provocative, irresponsible, and illegal action" of the Chinese coastguard boat had endangered the safety of the crew on the supply boat. China claims almost the entire South China Sea, through which trillions of dollars in trade passes annually, and has ignored an international ruling that its assertion has no legal basis. Second Thomas Shoal is about 200 kilometres (124 miles) from the western Philippine island of Palawan, and more than 1,000 kilometres from China's nearest major landmass, Hainan island. China said "responsibility lies entirely with the Philippines" for Sunday's incidents. As China moves ever more confidently to assert its claims to sovereignty over the waters, officials and experts have warned of the potential for collisions. "This is exactly the kind of event that can happen given their dangerous manoeuvring," said Jay Batongbacal, director of the University of the Philippines' Institute for Maritime Affairs and Law of the Sea. The United States on Sunday denounced China’s actions in the West Philippine Sea that led to a collision of its vessels with Philippine vessels en route to a resupply mission to the Ayungin Shoal. In a tweet, US Ambassador to the Philippines MaryKay Carlson described China Coast Guard’s actions as a “disruption” of a “legal” resupply mission of the Philippines to the BRP Sierra Madre, its permanent military post in the West Philippine Sea. “The United States condemns PRC’s latest disruption of a legal Philippine resupply mission to Ayungin Shoal, putting the lives of Filipino service members at risk,” Carlson said on X, formerly known as Twitter. The Philippines also described the incident as an “utter blatant disregard of the United Nations Charter, the United Nations Convention on the Law of the Sea Convention on the International Regulations for Preventing Collisions at Sea and relevant international maritime conventions, and the 2016 Arbitral Award.” ‘Trespassing’ For its part, China threw the blame on the Philippines side, stressing that its vessels “trespassed” into the adjacent waters of Ren’ai Reef in China’s Nansha Islands without permission. “Since the Philippine side ignored China’s repeated warnings, the China Coast Guard responded lawfully and blocked the Philippine vessels which were illegally carrying construction materials,” the CCG said in a statement shared by the Chinese Embassy in Manila to Filipino journalists. The CCG also said that the Unaizah Mae 2 “sailed at the bow of China Coast Guard 5203 (which was conducting law enforcement activities lawfully) on purpose in a way that was not professional nor safe in spite of China’s advanced notice and repeated warnings.” China also blamed the Philippine side for the “bumping” of the PCG’s BRP Cabra and its militia vessel. “At 08:13 A.M., the Philippine vessel 4409 began to astern deliberately, leading to the collision of the stern of its vessel into the starboard of China’s static floating Qiong Sansha Yu 00003,” it said. “The move was to make faults with China and escalate the current situation,” it added. It continued: “The Philippines’ action seriously violated the International Regulations for Preventing Collisions at Sea and threatened the navigation safety of the Chinese vessels.” China also insisted that their operations were “professional, legitimate and lawful and the responsibility lay entirely with the Philippine side.” Ayungin Shoal, also known as Second Thomas Shoal, is located 105 nautical miles west of Palawan and is part of the Philippines’ exclusive economic zone. Senators denounce China’s ‘abhorrent’ actions in WPS
Senators on Sunday condemned China for performing “dangerous blocking maneuvers” that resulted in a collision with the Unaiza May 2, an indigenous boat contracted by the Armed Forces of the Philippines for a resupply mission to the BRP Sierra Madre. In separate statements, Senate President Juan Miguel “Migz” Zubiri, Senators Risa Hontiveros, and Francis Tolentino expressed their anger over the collision that put the safety of the Filipino crew at risk. “I am one with peace-loving Filipinos in strongly condemning this latest abhorrent actions of the China Coast Guard and Chinese maritime militia that put in danger the lives of our brave countrymen who were on a routine resupply mission to our troops in Ayungin Shoal,” Zubiri said. “Let me salute our personnel from the Philippine Coast Guard (PCG) and the Armed Forces of the Philippines (AFP) for displaying courage and restraint in continuing their resupply missions despite the hostile and treacherous acts of China Coast Guard and their maritime militia,” he added. Zubiri called on CCG to “respect human lives and abide by the United Nations Convention on the Law of the Sea and other international laws governing safe maritime travel.” “Our freedom of navigation in our own exclusive economic zone within our own continental shelf should be recognized and upheld,” he stressed. Chinese vessels collided with AFP-contracted boat, PCG boat during resupply mission
A China Coast Guard ship’s “dangerous blocking maneuvers” led to a collision with an indigenous boat contracted by the Armed Forces of the Philippines for a resupply mission to the BRP Sierra Madre, the National Task Force for the West Philippine Sea said Sunday. According to the NTF-WPS, the “provocative, irresponsible, and illegal action” of the China Coast Guard ship “imperiled the safety” of the Unaizah May 2 crew. Lester Pimentel Ong: The ‘Iron Heart’ director is also a restaurateur
When action films came to a screeching halt around year 2000 because of piracy, then stuntman Lester Pimentel Ong bravely ventured into the food business. For him, it was like wading into untested waters. “Nagsimula ako sa (I started in) Rice-In-A box 23 years ago. I started in the film industry as a stuntman. Nakatrabaho ko si Victor Neri, sa mga films ni direk Toto Natividad. Nawala ‘yung raket namin sa stunts kasi nauso ‘yung piracy sa film. Humina ‘yung action film so wala kaming raket. (I worked with Victor Neri, in the films of director Toto Natividad. We lost our stunt jobs because film piracy became prevalent. Action films slowed down, so we didn’t have a job). With his P80,000 savings, he started his rice-in-a-box business at Masagana City Mall, in Pasay, recalled Ong during the opening of the ninth branch of Wangfu, his Chinese-Singaporean restaurant that’s been up for 11 years now. That small rice-in-a-box business now has more than 100 stores consisting of food carts and food stalls. “That business financed all of our other businesses, all our other restaurants,” said Ong proudly. A foodie, Ong was exposed to street food when he was a wushu athlete who represented the country in many competitions abroad. He reveled in the street foods of China, Hong Kong, Taiwan, Singapore and Thailand. “I would go around to different places and tuwing may break kami, we would explore the street food market ng different countries. I fell in love with different kind of food, Asian food,” he said. Wangfu came about because, after shoots, “kapag late night, wala kaming makakainan. Nasa food business naman ako, so nagtayo kami ng restaurant sa Tomas Morato. Iyon ang first branch (of Wangfu),” he said. He was joined in the venture by business partner Ace Wang. Wangfu serves Singaporean cuisine like laksa, Hainanese chicken and salted egg fried chicken. From Sir Chief to Sir Chef Actor Richard Yap is also one of Ong’s partners in Wangfu. Yap disclosed that when he was young, he “used to cook at home because my mom cooks very well.” It was his love for food that drove him to study culinary arts. But he discovered along the way that cooking was not for him. “When I took up a culinary course, I found out na hindi pala para sa akin ang pagluluto (that cooking is not for me). Ang hirap ng preparations. It takes a long time. Kung ako ang magluluto (If I will do the cooking), it will take three to four hours if you do it by yourself,” he said. In college, Yap took up a pre-Med course, Medical Technology, for two years, and then stopped because his father asked him to take up Business Management instead. When he applied for Med studies at UST, he was told that he had to go back to first year again. “I said never mind. I’ll just finish my Business Management course at La Salle,” he recalled. Getting into showbiz 12 years ago was something that Yap didn’t see coming. “When I started out with “My Binondo Girl”, after that nagdadalawang isip ako (I had second thoughts). So, I had to ask around. One of my directors, direk Jeffrey Jeturian, said, ‘You know, you have to make a choice kasi it’s either you go full-time sa showbiz or not.’” Yap’s apprehensions were not without basis, since not a lot of people would make it at his age then, around 40. “Ako, sabi ko, late na ako (I’m late), wala pa akong experience. It would take me a lot of time to catch up with veteran actors and actresses,” he said. Fortunately, those around him told him he had a future in showbiz for as long as he persevered. And that he did — and now he’s Richard Yap, a popular actor and household name, forever remembered by many as Sir Chief of the blockbuster TV series Be Careful With My Heart. U.S. asserts safe WPS passage for all
It has nothing to do with that particular country, or so they claimed rather cautiously and diplomatically. Navies of the Philippines and the United States opened their bilateral naval exercises yesterday, along with six other countries, at Naval Station Jose Andrada on Roxas Boulevard, Manila. The drills involve at-shore events at the Philippine Navy’s headquarters before going out to sea for exercises intended to improve the allied naval forces’ interoperability. Dubbed Exercise Sama-Sama, or Together, the exercise, according to Philippine Navy chief Vice Admiral Toribio Adaci, has nothing to do with a particular country that has figured in increasing tensions in the West Philippine Sea. But Adaci was obviously referring to China whose coast guard had used water cannons on Philippine Coast Guard-led resupply missions to Filipino troops stationed on the BRP Sierra Madre at Ayungin Shoal in the WPS. Adaci opened the exercise with US Fleet Commander Vice Admiral Karl Thomas. “The exercise is designed to be conducted here in Manila and the southern Luzon area,” Adaci said. Thomas, for his part, stressed the need to recognize the rules-based international order. Strong word “I think it is important that all nations have a right to sail and operate in the West Philippine Sea — free from worrying about being attacked,” Thomas said. “And attack is probably a strong word.” “I would say, free from being coerced, free from being intimidated. You know we want the commons to be common and open and free. And so long as our nations operate in accordance with the rule of law, in accordance with the rules and regulations, with the United Nations Convention on the Law of the Sea,” he said. Like Adaci, Thomas did not mention China, but it is common knowledge that the United States military has been conducting “freedom of navigation” patrols to keep the South China Sea open to international commerce. President Ferdinand Marcos Jr. last week ordered the PCG to cut the 300-meter floating barrier installed by Chinese militia vessels at Bajo de Masinloc or Scarborough Shoal. PN assets in action A 2016 arbitral ruling deemed China’s territorial claim on nearly the entire South China Sea, including areas that overlap the WPS, invalid. The ruling stemmed from a 2013 case filed by the Philippines against China before the Permanent Court of Arbitration, or PCA, after Beijing seized control of Scarborough Shoal in 2012. As the PCA junked China’s nine-dash line South China Sea claim, it affirmed the Philippines’ entitlement to its 200-nautical mile exclusive economic zone. Around 700 sailors and marines from different PN units are participating in the exercise, which will see in action, among other assets, the BRP Antonio Luna, and an AW109 naval helicopter. For the second straight year, the exercise will include the navies of Japan, the United Kingdom, Canada, France and Australia. They will be participating mainly in humanitarian assistance and disaster response drills. Observers Meanwhile, the Royal New Zealand Navy and the Indonesian Navy are also joining as observers the naval exercise that dates back to 1994 when it was known as Cooperation Afloat Readiness and Training. In 2017, its name was changed to Exercise Sama-Sama. Subsequently, the exercise was conducted annually across various regions: In 2017 at Naval Forces Central; in 2018 at Naval Forces Northern Luzon; in 2019 at Naval Forces West; and in 2021 at the Northern Luzon Command. Last year, it was held alongside Exercise Lumbas — the bilateral navy-to-navy exercise between the Philippines and Australia — with the limited participation of France, Japan and the United Kingdom. According to the PN, the primary objective of the exercise is to enhance the capabilities of both nations in responding to regional crises. AFP wants Filipino boats, fishermen to go in WPS
The Western Command of the Armed Forces of the Philippines is eyeing the increase of Filipino boats and fishermen in the country’s exclusive economic zone in the West Philippine Sea. This was bared by AFP-WesCom chief Vice Adm. Alberto Carlos in a media interview, shortly after the recent Stratbase ADRi forum titled "Implementing a Comprehensive Philippine Maritime Framework to Advance Rule of Law" in Makati City. Carlos said the primary target is to assert the country’s sovereign rights in its own territorial waters. Hence, encouraging more Filipino folks to go fishing in the WPS, particularly in Rozul Reef and Ayungin Shoal. Asked about the maritime situation in the WPS, Carlos said: “The situational update based on maritime awareness monitoring, the number of foreign vessels loitering in the area is not changing.” The AFP, he added, continues to monitor the waters as part of its domain awareness efforts. Carlos said these foreign vessels are most swarming in the Panganiban Reef (Mischief Reef), Rozul Reef, Ayungin Shoal, and Pag-asa Island. The military official previously reported the “extensive damage” of corals in Rozul Reef and expressed suspicions that Chinese vessels have been harvesting corals from the area. Despite the swarming activities of the foreign fishing vessels, Carlos was glad to note that Filipino fishermen are still willing to fish in the WPS. “I’m happy to report na ongoing that we have ongoing efforts to convince our Filipino fishermen to fish in the WPS para ma-exercise natin ‘yung atin (so we can exercise our) sovereign rights to fish,” he said. Carlos said more Filipino fishermen have been present in Ayungin Shoal and Rozul Reef for four weeks during the last month. “I’m happy to note, the number has increased a little. Hindi ko masabi substantially, but we need more. We need to increase their number more. But it's a good start for the last month, dumadami na sila (they were increased),” he added. Meanwhile, Carlos noted that they are now crafting a National Strategy for WPS. “The message in strategy. I don’t want to sound it—but it's not a complete overhaul of our strategy. It’s a normal tweaking of the courses of action that we will take against the situation on the ground,” he said. Carlos added that the strategy also includes the changing of geopolitical situation in the area “with more nations’ extensive support to our effort to establish a rules-based international order in the WPS.” “We are all taking these into consideration in putting in on our strategy. A little tweak here and there, not a complete overhaul,” he stressed. “We’re okay with the strategy now, but we are tweaking it a little to be more effective in addressing the situation on the ground,” he added. Carlos said the military forces wished to get more resources “so they can perform their job better.” “With the shift in the external security operations from internal security operations, we are expecting also a shift in the allocation of resources and the allocation of the forces to be able to address external security threats,” he said. He also cited that some ships from other areas are now being deployed in the WPS. “It’s a work in progress to strengthen our forces to address external security threats in the WPS,” he added. Carlos said whatever strategies are being used in WPS must be aligned with the national security strategy of the entire Philippines. “It’s more on making it a tune to the situation on the ground,” he added.
