Bong Go joins Asian Games send-off; renews advocacy for athletes’ welfare
Senator Christopher "Bong" Go recognized athletes, coaches, and sports officials for their contributions to Philippine sports and their crucial roles in representing the nation on the international stage, during the send-off ceremony on Monday, 18 September, at the Philippine International Convention Center (PICC) in Pasay City, for Filipino participants in the 19th Asian Games and 4th Asian Para Games in Hangzhou, China. “Today, we gather here not only to celebrate the excellence of our athletes but also to bid them the best of luck as they embark on a journey to represent our great nation at the 19th Asian Games and 4th Asian Para Games in Hangzhou, China," said Go. Go took the opportunity to shed light on his proposed Senate Bill No. 2116, which aims to amend Republic Act No. 10699, also known as the National Athletes and Coaches Benefits and Incentives Act. "This bill which I authored carries the potential to bring about positive change in the lives of our athletes, particularly our para-athletes," he said. Go emphasized the need to increase the incentives for para-athletes, stating, "Sana po’y ma-increase naman rin po ang kanilang incentives na natatanggap dahil ‘yung honor po na dala nila sa ating bayan, pareho naman po ‘yong gold, silver, bronze at pinaghirapan rin po nila." The proposed measures seek to upgrade the incentives for para-athletes. This bill intends to provide equal opportunities and recognition to all athletes, thereby promoting inclusivity and diversity in sports. "The heart of this legislation is inclusivity and equality. It aims to elevate or increase the incentives for our para-athletes," he mentioned. Go, vice chairperson of the Senate Committee on Finance said he continues to advocate for additional budget for sports programs under the Philippine Sports Commission (PSC). "During the budget deliberation last year, ang ipinasa po na budget ng PSC more or less about P200 million. Ako po mismo sa Senado bilang inyong chairman po ng Committee on Sports and as vice chair ng Committee on Finance, isinulong ko talaga na madagdagan po ng P1 billion po ang pondo ng Philippine Sports Commission," he said. He revealed that during the budget deliberations last year, he sponsored and successfully secured financial support for athletes participating in international competitions such as the 2023 Southeast Asian Games, which took place in Cambodia, and the forthcoming Asian Games in China. He also disclosed the allocation of P50 million through the PSC for the Asian Games, along with P30 million specifically for Asian para-games. Go also highlighted the importance of collaboration between the government and the private sector in achieving sports excellence. "’Pag nagsama ang gobyerno at pribadong sektor, walang imposible.” Meanwhile, in his speech, the senator also touched on the state of sports facilities in the country, emphasizing the need for comfortable training grounds for athletes. "Ako, sa abot ng aking makakaya ay tutulong po ako sa ating mga sports program ng ating bansa," he assured. In line with his focus on grassroots sports development, Go also spoke about the National Academy of Sports (NAS), a fully operational institution located in New Clark City in Tarlac. "Ngayon po pwede na pong mag-aral at the same time mag-training, training at the same time mag-aral diyan po sa National Academy of Sports," he said. This initiative aims to ensure that athletes do not have to sacrifice their education for their sports careers. Former president Rodrigo Duterte signed RA 11470 in June 2020, which provides for the establishment of the NAS System and its main campus. Go was an author and co-sponsor of the measure. Go is also prioritizing the institutionalization of the Philippine National Games (PNG) as a platform to scout and recruit athletes for the national pool. He filed SBN 423, or the proposed PNG Act, which seeks to create a nationwide platform for athletes, particularly the youth, to display their abilities. During the ambush interview, Go also emphasized the importance of grassroots programs in encouraging youth to engage in sports and lead a healthy lifestyle. "Grassroots program, it's one way na ma-e-engganyo natin ang ating mga kabataan to get into sports, stay away from drugs, and to keep us healthy and fit," he said. He further elaborated on the connection between sports and health, saying, "Malaking bagay na fit tayo. Ang importante rin sa akin bilang chairman ng Senate Committee on Health, dalawa po 'yan. Importante sa akin ang sports at health. Magka-connect ang dalawang ito dahil para sa akin, kapag fit ka, healthy ka. Pangalagaan po natin ang kalusugan ng bawat isa. Katumbas ng kalusugan ay buhay ng bawat Pilipino." Toward the end of his speech, Go expressed his gratitude to President Ferdinand Marcos Jr. for his unwavering support for Filipino athletes. "Salamat po mga athletes. And of course, gusto ko rin pong pasalamatan ang suporta po sa atin ng ating mahal na Pangulong Bongbong Marcos sa suporta niya sa SEA Games, sa Asian Games, at sa lahat pa po ng future competition," he said. Go likewise extended his thanks to PSC Chairman Dickie Bachmann, Philippine Olympic Committee President Abraham Tolentino, and the Philippine Paralympic Committee President Michael Barredo for their ongoing support and contribution to the athletic community. Poetry is a crucial component of Adams’ artistic practice, intertwining language and painting, opening a pathway through its ineffable sensory experience. In the Garden of My Memory is derived from Ted Berrigan’s poem “Tambourine Life.” Perhaps this phrase struck Adams in her studio on a summer afternoon and leapt off the page. Here, it functions as a cryptic invitation, inviting viewers to journey through the artist’s vibrant realm of memories constructed through colors. Like poetry, Adams’ artworks don’t provide specific imagery or narratives, yet they vividly convey her perspectives and contemplation of the world. Impressions drawn from nature, music, fabrics, architecture and literature are transformed into dynamic colors, humming with the physical resonance of individual existence through the canvas as if its structure were a kind of grammar, and light and shadow serve as its tones. These pieces traverse the boundaries of diverse logical fields, directly reaching the channels of individual senses. South Korea welcomes birth of first giant panda twins
A South Korean zoo has announced the birth of two giant panda twins -- the first to be born in the country -- triggering an outpouring of excitement online. The female twins were born at the Everland theme park near the capital Seoul on Friday, the zoo revealed in a video posted on its YouTube channel. The video, uploaded Tuesday, shows the mother, Ai Bao, in labor, rolling around her cage before giving birth to two tiny panda cubs. The first twin weighed 180 grams and the second 140 grams, the zoo said. "Both the mother and the twin pandas are in good health," a representative from the zoo said in a statement. "Ai Bao is taking good care of her cubs, putting her experience with Fu Bao to use." Fu Bao, born in July 2020, is the twins' older sister and the first giant panda born in South Korea through natural breeding. Uncertainty looms over Davao-Samal Bridge project amid RoW hurdles
The construction of the Samal Island-Davao City Connector (SIDC), also known as the Davao-Samal Bridge project, has faced numerous setbacks due to right-of-way (ROW) acquisition challenges. The project was halted on January 3, 2024, due to issues with landowners near a pier in Lanang at Davao City, leading to delays in the project's implementation. While there have been conflicting statements regarding the project's status, the National Economic and Development Authority-Davao Region (Neda-Davao) aims to complete the detailed engineering plans for the substructure of the west land via dock once the Deed of Transfer Possession in Davao City is released. However, ROW issues continue to persist. Despite these challenges, the project is still considered a priority and is included in the Davao Region Development Plan (DRDP) for 2023–2028. Stock markets dip as US inflation comes into view
Stock markets drifted lower on Monday as investors eyed the release this week of key US inflation data that could guide Federal Reserve plans for interest rates going into the new year. Oil prices fell nearly two percent before bouncing higher and then sliding back lower as dealers awaited a delayed meeting of OPEC and its allies to decide over output levels. With Wall Street seeing little action at the back of last week owing to the Thanksgiving break, traders had few catalysts to drive action, though analysts were upbeat about the end of the year. "Although there isn't much buying interest at the moment, it's more notable that there still isn't much selling interest," said Briefing.com analyst Patrick O'Hare. The retreat in equities comes after a recent run-up across world stock markets fuelled by bets the US central bank has finished lifting interest rates as inflation comes down and the jobs market comes off the boil. Expectations that the Federal Reserve is done with hiking rates continued to weigh on the dollar Monday. The main focus this week is the release Thursday of the personal consumption expenditures (PCE) price index, the Fed's preferred gauge of inflation. "These numbers will be closely scrutinized for insights into inflation trends and their potential implications for monetary policy decisions," said SPI Asset Management's Stephen Innes. "While the current backdrop does not signify 'mission accomplished' in terms of addressing inflation, policymakers must now focus on planning for the next phase of the economic battle." Still, observers were upbeat about the outlook, with the latest weakness blamed on traders taking a breather after a strong month. More Filipinos now agri, biosystems engineers: DA
The Department of Agriculture is more hopeful for wider farm mechanization and livelier agribusiness industry in the country as more Filipinos have become agricultural and biosystems engineers or ABEs. In an email to the Daily Tribune, DA reported that 12,551 ABEs obtained their licenses this year, more than the 10,909 in 2021. The DA added 615 ABEs took their professional oath last 20 October. “They are not only responsible for the design of machinery and systems, but are also the pioneers of change, custodians of sustainability, and champions of modern, appropriate, and sustainable mechanization technologies and practices,” DA-Bureau of Agricultural and Fisheries Engineering Director Ariodear Rico said. Graduates from Central Bicol State University of Agriculture-Pili achieved a 100 percent passing rate, followed by the University of the Philippines-Los Baños with 92.86 percent in the ABE Licensure Examination in September. Rico said only 33.41 percent of the total 1,841 examinees passed. ABEs play vital role “The country not only needs agricultural facilities, but an adequate and competent workforce, in which ABE professionals, together with operators and technicians, play a vital role,” he said. Rico said the Marcos administration has created agricultural and fisheries development programs and trade partnerships to provide jobs to highly skilled ABEs and help ensure they stay in the country. He said on top of the list is the National Agricultural and Fishery Mechanization Program which aims to ease exchange of knowledge and drive more collaborations among engineers and the government by streamlining all mechanization policies and programs of local government units. Another is the Renewable Energy Program for Agriculture and Fishery Sector which Rico said aims to maximize the use of solar, wind, hydro, biomass and biogas energy. Through these programs, he said ABEs can further reap the economic and intellectual benefits from the Regional Comprehensive Economic Partnership Agreement or RCEP. Approved by the Senate in February, this trade deal among the ten members of the Association of Southeast Asian Nations, plus China, Japan, South Korea, Australia and New Zealand allows stronger intellectual property rights, zero to lower tariffs for Philippine exports, and more financing for small and medium businesses. ROI on farm mechanization A study by the Department of Science and Technology showed the return on investment of farm mechanization can grow by at least 238 percent. Despite this, the country has increased its mechanization level to just 2.679 horsepower per hectare (hp/ha) this year from 2.31 hp/ha. Meanwhile, global revenue from fish and seafood is projected to grow by 7 percent annually, according to global market researcher Statista. Developing countries urged to diversify production, export markets
Regional trade as well as South–South trade can provide a significant opportunity for developing countries to diversify their production and export basket, according to the United Nations’ trade and development body. “Given the new industrial policy initiatives being adopted in advanced countries, which may shorten their existing supply chains, developing countries will need to look for new outlets to diversify their export markets,” the United Nations Conference on Trade and Development said in its Trade and Development Report 2023. The report said that since 1995, South–South merchandise trade has grown faster than global trade and faster than North–South trade. In 2022, South–South trade accounted for around 54 percent of South’s total trade. It has also grown steadily in food, fuel, ores and metals, and fertilizers, with many developing countries, including Brazil, China, India, Indonesia and Thailand playing major roles, it said. Critical role To further boost South–South trade cooperation, the Global System of Trade Preferences initiative of UNCTAD can play a critical role by providing an opportunity to negotiate tariff reductions among developing countries in products based on mutual preferences, among others. GSTP is an agile partnership framework that allows its members to take a variety of cooperative actions in the area of tariffs, para-tariffs, non-tariff measures, direct trade measures and sectoral arrangements. Citing earlier reports, UNCTAD said GSTP can also support a just green transition in the developing countries by focusing on green products and facilitating green technology transfers. Apart from South–South trade, the report said regional integration programs such as the African Continental Free Trade Area, to the extent they support diversification and the benefits are broadly shared, can also mitigate the negative effects of the current situation, including with respect to climate change and food insecurity. SM’s Steven Tan named Winshang’s 2023 International Influential Person in Shopping Centers
SM Supermalls president Steven Tan was recognized as one of Winshang’s Golden Censer Prize winners for being "The International Influential Person of the Year 2023 in Shopping Centers" at the 2023 China (International) Shopping Center Summit in Shanghai on 24 August 2023. The Golden Censer Prize is a large-scale professional recognition of China's commercial real estate and famous brands initiated by Winshang, in collaboration with mainstream industrial media, based on field research, data analysis and media surveys, among others. Generals, flag officers: China harassment disregards sea rules
China has clearly disregarded the international conventions on the Safety of Life at Sea and International Regulations for Preventing Collisions at Sea following its Coast Guard’s latest aggressive actions against Philippine resupply boats in Ayungin Shoal in the West Philippines, according to the Association of General and Flag Officers. AGFO strongly denounced the “dangerous maneuvers” of the Chinese Coast Guard and the Chinese maritime militia boats that collided with the Armed Forces of the Philippines-contracted resupply boat and Philippine Coast Guard escort vessel during the country’s re-provisioning mission to the BRP Sierra Madre, grounded in the Ayungin Shoal. “The latest harassments clearly reflect China's disregard of international conventions on Safety of Life at Sea (SOLAS 1974) and International Regulations for Preventing Collisions at Sea (COLREGS 1972),” the AGFO statement read. AGFO believes China's intrusion in the Philippines’ exclusive economic zone “aims to subvert the sovereign rights of the Filipino people, by unrestricted fishing, willful destruction of corals, and continued illegal presence.” As a signatory of the 1982 UNCLOS and a "party" to the 2016 Arbitral Ruling, China is “fully aware of maritime rights of coastal states” — that includes exploration and exploitation of marine and seabed resources and the preservation of the marine environment. But it continues to propagate contrary narratives, said the group. “From its actions and narratives, China has maintained its strategy in South China -- ignoring the 2016 Arbitral Ruling, employing its seagoing forces, reinforcing its artificially-built island bases, and wearing off other claimants -- to exercise undisputed control over the waterway,” AGFO underscored. “This strategy clearly reflects China's hegemonic behavior that intimidates weak nations, threatens the freedom of navigation therein and deprives the other claimants of their patrimony,” it added. Bong Go recognizes barangay health workers’ role in community development
Following his visit to Babak District the previous day, Senator Christopher “Bong” Go, chairperson of the Senate Committee on Health and a staunch advocate of community development, attended another Provincial Health Information Management System Orientation in the Island Garden City of Samal, Davao del Norte on Wednesday, 25 October. The said program aims to enhance healthcare delivery, streamline information flow, and ensure that citizens across the region have access to quality health services. Go personally accorded recognition to Barangay Health Workers (BHWs) for their efforts to promote the health and well-being of their constituents. He also noted that BHWs are the backbone of healthcare in the country, acting as the first line of defense in ensuring the welfare of their respective communities. "Bilang isang senador gusto kong pasalamatan ang ating mga barangay health workers. Hindi natin mararating ito ngayon kung hindi dahil sa inyong sakripisyo na magserbisyo. Dapat kayo ang pasalamatan ngayong araw. Palakpakan natin ang ating mga barangay health workers,” expressed Go. “Sa totoo lang sa panahon ng pandemya nahirapan talaga tayo. Pero (dahil) sa inyong pagtutulungan at pagserbisyo sa mamamayan, nalampasan natin ito. Hindi tayo makapag-gather ngayon o makapagtipon kung hindi dahil sa inyo. Ganito man ang inyong trabaho, nakita ko ang importansya at kung anong serbisyo para sa ating mga kababayan lalo na sa barangay level ang iniaambag ninyo,” he continued. During the event, Go was also joined by Councilor Sonny Lanorias, BHW City Coordinator Christine Enriquez Lara, BHW District Federation President Alicia Sastrillas, and District Coordinator Arlene Pacquaio, among others. The senator also extended assistance to around 200 BHWs present, such as gift packs, masks, vitamins, shirts, meals, and balls for basketball and volleyball. He also gave away bicycles, mobile phones, shoes, and watches to select recipients. He also extended similar assistance to the 201 BHWs who attended the previous day. On October 23, around 250 BHWs were also given similar assistance by his staff. Continuing his message, Go pledged his commitment to working with the local government to ensure that BHWs receive proper training, resources, and compensation. The lawmaker outlined his legislative initiatives, specifically on two key bills: Senate Bill No. (SBN) 197 or the proposed Magna Carta for Barangays, and SBN 427, or the Barangay Health Workers Compensation Bill. The proposed Magna Carta for Barangays aims to bolster support for barangays, enabling them to effectively carry out their responsibilities. This measure proposes that barangay officials, including the Punong Barangay, members of the Sangguniang Barangay, the Sangguniang Kabataan chairperson, the barangay secretary, and the barangay treasurer, be accorded treatment similar to that of regular government employees. If this bill becomes law, it will entitle them to salaries, benefits, allowances, and other related perks. On the other hand, SBN 427 proposed granting BHWs a monthly honorarium, coupled with other benefits encompassing allowances, job security, consistent training, and opportunities for skill development. Furthermore, the bill extends these benefits to encompass support from institutions like the Government Service Insurance System (GSIS), the Philippine Health Insurance Corporation (PhilHealth), and the Pag-IBIG Fund. “Na-hearing na po ito sa sub-committee on Health sa pangunguna ni Senator JV (Ejercito) at mayroon pang mga susunod na committee hearings at papakinggan po ang mga LGUs syempre, unang-una rito ‘yung kakayahan po nilang magbigay ng kompensasyon,” shared Go in an interview after his visit to Kapalong on October 24. “Ito pong bill na ito kung saan po ay magkakaroon sila ng mga karagdagang benepisyo… Kung sakaling maisabatas magkakaroon po sila ng monthly honorarium. Kasama na diyan ang job security, regular trainings, skill development opportunities, along with a potential to acquire civil service eligibility,” he continued. Furthermore, Go also referenced SBN 2399, a proposal aimed at declaring April 7 as Barangay Health and Nutrition Workers (BHNW) Day. This initiative acknowledges the pivotal role played by BHNWs in the delivery of primary healthcare services within communities. Go has reaffirmed his dedication to enhancing healthcare accessibility and quality. This commitment is manifested through his backing of the continued operations of Malasakit Centers, the construction of Super Health Centers, and the establishment of Regional Specialty Centers across the nation. A brainchild of Go, the Malasakit Centers program is designed to help ensure that particularly poor and indigent patients have convenient access to the medical assistance programs offered by partnered agencies. This was institutionalized in 2019 through the passage of RA 11463, which was principally authored and sponsored by Go. Currently, 159 operational Malasakit centers have assisted more than seven million Filipinos nationwide, according to the Department of Health (DOH). The senator was likewise instrumental in pushing for adequate funding to ensure that more Super Health Centers are established across the country. Some 307 Super Health Centers were funded in 2022 and 322 more in 2023, through the initiative of Go, DOH, local government units (LGUs), and fellow lawmakers. The Super Health Centers will offer a range of healthcare services, including database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray, ultrasound), pharmacy, and ambulatory surgical unit. Other available services are eye, ear, nose, and throat (EENT) service, oncology centers, physical therapy and rehabilitation centers, and telemedicine, through which remote diagnosis and treatment of patients are made possible. Moreover, the senator is the principal sponsor and one of the authors of Republic Act 11959 or the Regional Specialty Centers Act. The said law mandates the establishment of Regional Specialty Centers within existing DOH regional hospitals. During the previous day, Go also visited Davao del Norte to participate in the blessing and turnover of a multipurpose building in the Municipality of Kapalong. This project was funded with Go's support as vice chairperson of the Senate Committee on Finance. He also inspected Balay ni Maria, a facility completed in 2020, and another project he supported the funding of. Valenzuela centenarians get cash incentives
The City of Valenzuela, led by Mayor Wes Gatchalian, on Wednesday granted cash incentives worth P50,000 to 12 centenarians in celebration of the Elderly Filipino Week. As mandated by Proclamation No. 470, every month of October is the celebration of “Elderly Filipino Week” which aims to recognize the valuable contributions of Filipino senior citizens over the years and extend support to their needs. Centenarians were set to receive the said incentive once every year, and its distribution to qualified centenarians was by virtue of Ordinance No. 300, series of 2016. It was amended by Ordinance No. 652, series of 2020, which raises the cash incentive from P20,000 to P50,000 due to economic considerations. The 12 centenarian residents came from barangays Bagbaguin, Canumay West, Coloong, Karuhatan, Malinta, Mapulang Lupa, Ugong, and Wawang Pulo. Reportedly, there were five 100-year-olds, two 101-year-olds, one 102-year-old, three 103-year-olds, and the oldest senior citizen, a 104-year-old elderly woman named Marta Matus. Aside from financial grants, the city government also ensured that all benefits and other appropriate measures were given to senior citizens to support their needs and secure their well-being. ‘Time to explore ODAs from other countries’ Poe says after Chinese ODA withdrawal
Senator Grace Poe on Thursday expressed her belief that it is high time for the Philippines to look for alternative sources of funding from other countries for the proposed Mindanao Railway Project. According to Poe, who chairs the Senate Committee on Public Services, the country may pursue official development assistance from other countries following the Department of Transportation's move to drop China as a funding source for the P83-billion railway project in the southern Philippines. “It’s time to explore ODAs from other countries and seek available funding options from multilateral institutions and international assistance agencies that can deliver the goods,” she said in a statement. Poe noted that the withdrawal of the ODA from China for a railway project “should not derail the implementation of our infrastructure programs,” “In the past years, Chinese banks have also kept us in suspended animation with delays in our loan applications putting in limbo a number of government projects,” she said. “While appearing attractive, the loans are not exactly that benevolent as they come with hefty interest rates and other strings that could be detrimental to the country in the long term,” she added. She also suggested to the government to tap the private sector which she said “holds the potential of accelerating infrastructure development and bringing innovative and efficient services.” She issued the statement after Transportation Secretary Jaime Bautista confirmed that the Philippines is no longer loan financing from China for the first phase of the Mindanao Railway Project. The first phase of the railway project aims to reduce travel time between Tagum in Davao del Norte and Digos in Davao del Sur by one hour from the current 3.5 hours. Quoting Bautista, Senate President Juan Miguel “Migz” Zubiri said in August that the Philippine government would no longer engage Chinese state-owned companies for major infrastructure projects in the country. “I talked to Secretary Jimmy Bautista, he was at the Senate recently. We talked one-on-one. I told him: ‘Secretary, you are seeing what they are doing to your Coast Guard, right?’” he said “I told him not to give Chinese state-owned companies projects here in the Philippines such as trains. We have the North to South Railways…. Let us not give it to them. Let us give it to South Morea or Japan instead,” he added. He continued: “I was glad because Secretary Bautista said they would no longer Chinese state-owned companies for their trains, airports, and big-ticket items.” The construction of the Tagum-Davao-Digos segment of the Mindanao Railway Project was supposed to start in January 2019.
