Breathing osmosis of public service
Education and public service are deeply ingrained in his family heritage. His mother dedicated her career to educating students in public schools, while his father pursued a profession in government as a lawyer specializing in human rights. Dr. J. Prospero “Popoy” de Vera III, chairman of the Commission on Higher Education or CHEd, recalled that his mother, a teacher at the Esteban Abada High School in Manila, always brought him to school when he was still a young boy. His mother became the principal of Ramon Magsaysay High School, also in Manila, before her retirement. He said he and his siblings grew up breathing the osmosis of public service. “So, when I was growing up, the importance of education was drilled into us. Our mother always tells us to finish our education; nothing will happen in our lives if we don’t graduate from college,” De Vera said, adding that he and his siblings all graduated from public schools. “We are nine siblings, but my parents don’t have the money to send us to private schools. All of us graduated from the University of the Philippines. We are products of public schools; we were just the ‘iskolar ng bayan’ through and through.” Popoy, who finished a bachelor’s degree in History from UP, teaches political science and history at the De La Salle University and the University of the Philippines. He completed his master’s in social science at De La Salle University and doctoral studies in public administration at the University of the Philippines Diliman. He also has a master’s degree in higher education policy and higher education administration from the University of Southern California, one of the top schools in the United States of America, and later worked at the state legislature in California for three years. “In that sense, after I graduated from college, one of the options that I saw is either I take up law or teach, or to work in government, etc. There was an opportunity to teach, so I got into education.” In addition to his teaching responsibilities, De Vera also served as a consultant to several government agencies and provided his expertise to congressmen and senators. “Simultaneously, while I was teaching, I was also a consultant to the government. I worked as a consultant and then as chief of staff at the House and Senate.” His extensive academic background and government experience were benchmarks for his appointment as CHEd Commissioner in 2016, highlighting his qualifications for the position. “Since my background is in public administration and I also teach, I have a certain level of confidence that I really understand government, and I want to prove that I can do what I teach. I have a lot of involvement in the House and the Senate, from being an executive assistant until becoming chief of staff. I went through them one by one.” De Vera’s proficiency in legislative affairs from 1988 to 2010 (except for his three years abroad) encompasses a plethora of skills, including bill drafting, speech writing, and crafting amendments. Such expertise is a direct result of his extensive involvement and experience in the realm of legislation. Before his appointment to CHEd, he served as vice president for Public Affairs at UP in 2011. In 2004, he became part of the board of regents in some state universities and colleges. When he took the offer to head CHEd in 2018 after serving as commissioner for two years, he was confident because he survived UP. “I have a high level of confidence that I can do the job because they say that if you survived to govern UP, you can govern everything else because UP is the most ungovernable university in the country. So, if you survived there, you understand the public university system,” he admitted. He narrated to have experienced a sense of ease and familiarity when he joined CHEd. “It felt natural, perhaps because it aligns with my expertise. I might have had some reservations if it were a different department outside my field. However, since there was an opening at CHEd, I decided to offer my assistance, and that’s how I found myself here,” he shared. In running an agency with only 1,400 employees and serving more than 2,000 public and private higher education institutions across the country lies the challenge, De Vera said. With the scope of responsibilities, he gets to visit all state universities and colleges. Riding a bicycle, he witnessed first-hand the brilliance, resilience, and great potential of state universities and colleges. “I would be the first CHEd chair who visited all the state universities and colleges in this country. No one has done that yet,” he said, adding that he had already visited 100 of the 114 state-run universities. “I think in a year, I will finish all of them. The feeling is so different when you see what’s happening on the ground. So, from the start of my appointment, I started going around. I’ve gone to the farthest parts of the country.” As the chairperson, he said his firsthand experience in higher education enables him to speak with confidence and authority on the subject. “By engaging directly with students and faculty, attentively listening to their concerns, and providing meaningful responses, I believe I have made a significant impact. The presence of a secretary in these interactions creates a distinct atmosphere, instilling a sense of importance and value in education stakeholders. This ability to make those on the ground feel significant is a legacy I take pride in,” he said. One of the legacies De Vera is proud of is the implementation of free higher education, which coincided with his tenure. “I consider myself privileged because my predecessors did not have the opportunity to enact such a policy. Despite the challenges encountered, I believe that the beneficiaries truly reaped the benefits of this initiative,” he said. In the face of the Covid-19 pandemic, the country was confronted with unprecedented difficulties and uncertainties. CHEd, however, managed to navigate these challenges and ensured that education persisted. “This, in itself, is an accomplishment. Despite various government interventions being affected, we remained steadfast in delivering education to the best of our abilities,” he said. De Vera actively advocates for an inclusive education system that provides equal opportunities for marginalized sectors to complete their tertiary education. He seeks to create “first-generation graduates” as a legacy of the current administration. This program aims to offer educational opportunities to young Filipinos from minority and indigenous groups, children of rebel returnees, and other marginalized communities, enabling them to complete their education successfully. “Why not consciously make our legacy about bringing these individuals into the mainstream and ensuring they have the opportunity to finish their education? This emerging phenomenon is something we can truly focus on.” He added: “If we can successfully accomplish this within the next three years while I am in office, I can confidently say that it will be a legacy achieved by the Marcos administration. CHED seeks maintained subsidies in 2024 budget
The Commission on Higher Education on Friday said that they are hoping to sustain their scholarships and subsidies programs for students in next year’s national budget, ahead of the budget deliberations later this year. CHED commissioner Ronald Adamat said in a Radyo Pilipinas interview that they are yet to finalize the agency’s proposed budget for 2024. The agency’s budget under the 2023 General Appropriations Act is at P30.887 billion in new appropriations. “We haven’t finalized it yet and are still discussing whether some areas need additional funding or have problems, but higher education, and education per se, is a very important agency of the government,” Adamat said. Adamat assured that free education under Republic Act 10931 or the Universal Access to Quality Tertiary Education, which includes waived tuition fees and miscellaneous fees in state colleges and universities and subsidies in private schools through the Tertiary Education Subsidy program will still continue. Jonash Bondoc, a Philippine Merchant Marine Academy cadet, died from alleged fatal punches in a fistfight with a schoolmate in July 2021. His mother, however, believes Jonash did not die due to a fistfight, but was a victim of hazing. Gracelyn Gimang Bondoc, the mother of the victim, is now seeking the intervention of the Commission on Higher Education to issue a preventive suspension against the president of the PMMA, Commodore Joel Abutal and his chief of staff, Ensign Chuck de la Cruz. She also sought the filing of grave misconduct and conduct prejudicial to the best interest of public service pursuant to the 2017 rule on administrative cases in civil service. In a 6-page administrative complaint received at the Commission on Higher Education or CHEd office last 18 May, obtained by the Daily Tribune, Bondoc narrated that she received the bad news last 6 July 2021 that her son Jonash died. “After receiving the sad news, we went to PMMA to see my son. However, I was only allowed to see his remains on 8 July 2021, wherein we only saw his face and were not allowed to go near him since he allegedly had Covid-19,” she narrated, adding that Jonash was immediately cremated due to his health circumstances. Fall guy? She said on 7 July, a certain Jomel Gloria was charged with homicide after executing an Extra Judicial Confession admitting his culpability for the crime to support the scenario that Jonash’s death was the result of a fistfight. On 8 December 2022, the Regional Trial Court Branch 71 of Iba, Zambales promulgated its decision finding Gloria guilty of homicide, due to his admission that he punched the victim Jonash twice in the chest, causing his instant death. After his conviction, Gloria was released through provisional liberty pending his appeal or any remedy available to him after posting an additional bond of P60,000. But as Bondoc doubted the reason given for his son’s death, the mother secured a copy of a medico-legal report from the Zambales Provincial Crime Laboratory Office, and she found out that his son suffered multiple contusions and hematomas in his neck and head. After his conviction, Gloria was released through provisional liberty pending his appeal or any remedy available to him after posting an additional bond of P60,000. “Thus, we arrived at the conclusion that the injuries my son suffered are not commensurate with the attack made and as narrated by the accused Jomel and we believe that the same is not committed by one person by merely punching Jonash twice in the chest,” according to Bondoc. Mystery from top Another mystery is that the respondents being the highest official of PMMA did not investigate the possibility of a hazing incident, as it was not “a secret that there is hazing in PMMA.” Because of the purported extra judicial confession, the authorities including the respondents zeroed in as a suspect of the crime, the person of accused Jomel, leaving others scot-free and maintaining their position in PMMA without any worry whatsoever.” “Obviously, the foregoing showed that the act of respondents constitutes an obstruction of justice or violation of Presidential Decree 1829, which is tantamount to grave misconduct and conduct prejudicial to the interest of the public service,” the letter of Bondoc to the CHEd said. In an interview with the Daily Tribune, the lawyer of Bondoc, Atty. Banjo Lucman said they want CHEd commissioner Prospero de Vera III to “act swiftly on their request” to put Commodore Abutal under preventive suspension for his command responsibility, as well as for CHEd to reinvestigate the alleged whitewash that resulted in the demise of a PMMA cadet. Lifting of overseas internship ban eyed
The Commission on Higher Education held a virtual hearing with representatives of various higher educational institutions to revise the guidelines on the conduct of the Undergraduate Student Internships Abroad Program. The drafting of guidelines seeks to replace CHEd Memorandum Order 22, s. 2013, which upholds the current policies and provisions on the conduct of the SIAP. It also aims to lift a July 2020 memorandum by CHEd Commissioner Prospero de Vera that suspended the conduct of SIAP, excluding internships in maritime education, with the height of the Covid-19 Pandemic. In her speech, CHEd Executive Director Cinderella Benitez-Jaro expressed the need to reinstate SIAP to move forward after the height of the health crisis that halted and modified the operations of higher education in the Philippines. Having served 9,872 students, many of whom in the agriculture, hotel and restaurant management and tourism industries, Benitez-Jaro hopes that the revision of SIAP guidelines would provide more opportunities and more stringent protection for student-beneficiaries. “Let us remember that this policy is not only meant to ensure the quality of internship programs to be made available to our students, but also to ensure that the protections afforded by the Filipino state and their privileges as Filipino students remain intact, no matter what borders say to us,” she said. Indeed, according to CMO 22, s. 2013, SIAP seeks to provide international internship offerings to students that would also improve students’ work competitiveness in a multicultural workplace, while also ensuring protection against forms of abuse and exploitation from employers. Among the added provisions in the draft are measures to ensure health and safety of students from Covid-19, including related hospitalization benefits, as well as disaster-related measures. Another series of added provisions include more documentary requirements for HEIs participating in SIAP and for the school’s application for CHEd’s endorsement of their students to the Bureau of Immigration.
