NLEX vows to continue dialogues with Pampanga quarry truckers

CITY OF SAN FERNANDO, Pampanga (PNA) – The North Luzon Expressway (NLEX) Corporation is assuring the motoring public that concerns about legal load limits being raised by motorists and truckers are taken seriously by the management. The statement came after Pampanga quarry-based haulers barricaded several NLEX interchanges on Saturday morning in protest of the temporary rerouting of 12-wheeler dump trucks. The NLEX, in its statement, said it was compelled to temporarily regulate the entry of perennially overloaded 12-wheeler dump trucks for safety reasons while major rehabilitation of the five-kilometer Candaba Viaduct was ongoing. The reconstruction and rehabilitation of the 35-year-old Manila-bound carriageway of the Candaba Viaduct started last August. Before the project’s implementation, the tollway company said it reached out to the Department of Public Works and Highways (DPWH), Department of Transportation (DOTr), Toll Regulatory Board (TRB), Pampanga Governor Dennis Pineda’s office, and the mayors of San Fernando, San Simon, Apalit in Pampanga, Calumpit, Pulilan, Malolos, and Guiguinto in Bulacan, the affected trucking groups, and the Pampanga Chamber of Commerce to highlight the urgency of repairing the Candaba Viaduct to assure its long-term viability as a vital road link between North and Central Luzon and Metro Manila. The NLEX also said that it issued public advisories that the reconstruction will require the closure of certain lanes and the implementation of temporary counter-flow traffic measures. To assuage the concerns of the affected quarry-based truckers and haulers, the NLEX said dialogues are ongoing to demonstrate proper and compliant procedures for loading their trucks. The NLEX currently implements the load limits provisions of R.A. 8794 and the Joint DOTr-DPWH Implementing Rules and Regulations revised in 2012 which sets the maximum load limits for trucks nationwide. .....»»

Improved right-of-way acquisition key to timely Skyway 3 completion — Villar

Improved acquisition of road right-of-way was among the key reasons behind the recent completion of the Metro Manila Skyway Stage 3, Public Works and Highways Secretary Mark Villar said Saturday. Public Works and Highways Secretary Mark Villar (MARK VILLAR FACEBOOK / MANILA BULLETIN FILE PHOTO) In a statement, Villar commended the department’s task force responsible in speeding up the road right-of-way (RROW) acquisition for the elevated expressway that links the southern and northern parts of Metro Manila. “We are now on the final stage of the Skyway Stage 3 Project that will link the southern and northern portions of Metro Manila by connecting SLEX and NLEX before the end of 2020. This would not be possible if not for the commitment of our DPWH ROW Task Force who have worked relentlessly with concessionaire CITRA Central Expressway Corporation (CCEC) to speed up delivery of needed ROW,” Villar said.  Right-of-way acquisition, the secretary stressed, is the most common cause of project delay, especially under public-private partnership. This prompted the creation of a task force for each flagship program and decentralization of ROW operations under Department Order No. 65, series of 2017.  According to Villar, prior to the issuance of DO 65, “ROW acquisition for the Skyway Stage 3 was sluggish at 8.64 percent, even though it had been 35 months since it commenced in 2015.” The improved system, he said, allowed them to acquire 95 percent of ROW in two years and seven months. It is instrumental in facilitating the ROW acquisition, particularly on the issue of National Grid Corporation (NGCP) and Meralco on the removal and relocation of their respective facilities, the secretary said.  As of September 2020, 40 out of the scheduled 47 service utilities of NGCP had been completely removed/relocated, five ongoing, and two for expropriation.  Out of the 1,312 Meralco utilities affected, 1,090 were completely removed or relocated, 24 ongoing, and 198 not to be relocated anymore, while 95.0 percent site possession had been delivered.  “We recognize the need to speed-up ROW acquisition for the timely realization of our Build, Build, Build program and with our formed ROW task forces, the public can expect more big-ticket projects to be completed in the coming months and years,” Villar said.  He bared that a fifth segment had been introduced at the north end of the project from Balintawak Cloverleaf at Epifanio delos Santos Avenue (EDSA). Another U-turn slot to close along EDSA on Nov. 9

Heads up, motorists! The fourth U-turn slot that will be closed on EDSA is the one near Dario Bridge in Quezon City. (Photo from MMDA) The Metropolitan Manila Development Authority (MMDA) said it will be closed to vehicular traffic on Monday (November 9). Per the agency, they have already installed signages on EDSA to inform motorists of the impending closure. The agency has advised affected motorists to take the following alternate routes: From northbound going southbound, they may take the U-turn slot near Oliveros Drive in front of Shell station. Those southbound, meanwhile, may utilize the U-turn slot beneath the EDSA-Quezon Avenue flyover. MMDA Chairman Danny Lim said the agency is one with the Department of Transportation (DOTR) in exploring ways to facilitate faster movement of both commuters and private motorists on EDSA, adding that the closure of 13 U-turn slots along EDSA are aimed at easing traffic congestion on the major thoroughfare. The MMDA said this will pave the way for the new EDSA Busway/ Carousel project of DOTR which designates the innermost lane as exclusive for buses travelling along the national highway.  So far, MMDA has closed three U-turn slots — the ones near North Avenue, in front of Quezon City Academy and near Corregidor Street. The 13 U-turn slots are targeted to be closed by the end of this year to make travel time on EDSA faster, or at least reduced  by 20 minutes from the opposing points of the major road. .....»»
