Aviation decarbonization needs gov’t backing
The aviation sector, poised to become a major economic growth driver, is one of the main contributors to global carbon emissions. Industry players are, thus, rushing to decarbonize their operations by using sustainable aviation fuel or SAF. However, Cebu Pacific Chief Strategy Officer Alex Reyes argued that the initiative needs government support before it can fully take off. For instance, he said government partners could "put in the proper incentives so that more capital flows into this vital industry." “There needs to be a coordinated effort throughout the complicated supply chain of aviation to achieve these investments, to get all these massive amounts of SAF refineries,” Reyes said at a recent aviation forum. "If everyone can put SAF on top of their agenda, it all brings us to a much better place for the entire aviation sector," he added. Cebu Pacific was the first low-cost carrier in Southeast Asia to incorporate SAF into its operations when it took delivery of its third A330NEO in May last year. CEB is scheduled to receive 21 aircraft deliveries this year, 17 of which are new engine options or NEOs, while four are current engine options or CEOs on short-term leases. The airline aims to shift to a more fuel-efficient, all-NEO fleet by 2028. It also aims to utilize SAF by launching green routes by 2025 and using SAF for its entire network by 2030. SAF is an environmentally sustainable and chemically identical alternative to fossil fuel-based aviation fuel. It can be processed from plant and used oil feedstock such as forestry and agricultural waste and used vegetable oils. It does not require any adaptations to the aircraft or engines and does not have any negative impact on performance. Using SAF results in up to 80 percent reduction in carbon emissions across the fuel’s lifecycle. Locally, one potential feedstock for SAF is coconut oil or CNO, which is also used for biodiesel production. Last February, the DOE reportedly met with the Civil Aviation Authority of the Philippines, the Philippine National Oil Company, and the European Aviation Safety Agency or EASA to discuss the potential advantage of exploring SAF in the country in compliance with the Carbon Offsetting and Reduction Scheme for International Aviation or CORSIA by 2027. Cebu Pacific Chief Executive Officer Michael Szucs also recently conveyed the Philippines' strategic position to serve more domestic and international passengers. “The Philippines has a moment here with this young middle class, increasing the wealth of the nation but also wanting to travel. We are strategically placed within the ASEAN region to be a hub, allowing more connectivity between all the people in this region,” Szucs said. “The growth story is impressive and consistent, and the tourism potential here is massive. This is the moment; this is the opportunity to get back. Now is our time to get back to that pedestal, to that very top,” he added. Bong Go sends assistance to Cebu fire victims
The office of Senator Christopher “Bong” Go spearheaded a relief operation for fire victims in Barangays Kasambagan, Duljo Fatima, and Inayawan in Cebu City on Thursday, 21 September, as part of the senator’s efforts to ensure that the communities fully recover from the incident. The relief operation was held at Brgy. Kasambagan Hall. The senator’s team, together with Brgy. Kasambagan Captain Franklyn Ong, distributed snacks, shirts, and balls for basketball and volleyball to 102 fire victims. They also gave away shoes, watches, and mobile phones to select recipients. Meanwhile, the National Housing Authority (NHA) provided housing assistance to each qualified family. “Isinulong din natin na mabigyan sila ng National Housing Authority ng ayuda pambili ng housing materials tulad ng pako, yero at iba pa upang maisaayos muli ang kanilang mga tirahan,” Go said in a video message. “Isinulong ko ito noon at patuloy na sinusuportahan ang programa ng NHA ngayon upang mas marami pang mga biktima ng sakuna ang makapagpatayo ng maayos na bahay at makabangon muli mula sa trahedya,” he added. Go also highlighted Republic Act No. 11589 or the Bureau of Fire Protection (BFP) Modernization Act of 2021. This legislation, principally authored and co-sponsored by Go, is designed to bolster BFP’s capacity through a decade-long modernization initiative. This program encompasses the enlistment of additional firefighters, procurement of more firefighting equipment, and the provision of specialized training. “Alam ko pong mahirap ang masunugan pero magtiwala lang po kayo sa gobyerno at tayo po ay makakaahon muli. Ang importante ay walang nasaktan. Ang pera ay kikitain naman po natin yan pero ang buhay ay hindi nabibili ng pera. A lost life is a lost life forever kaya mag-ingat tayo,” said Go. As chair of the Senate Committee on Health, Go also encouraged residents to take advantage of the services offered by the Malasakit Centers nationwide, including the centers located at Vicente Sotto Memorial Medical Center (VSMMC), Cebu City Medical Center, and St. Anthony Mother & Child Hospital, all in Cebu City. The Malasakit Center is a convenient one-stop shop that brings together relevant agencies to provide medical aid to indigent Filipinos. Go is the principal author and sponsor of the Malasakit Centers Act, which has successfully assisted over seven million Filipinos through the 159 operational centers nationwide. “Ako po ay nasunugan at tinulungan po ako ng mahal na mayor at mahal na Senator Bong Go... Ako rin po ay nanganak at tinulungan ng Malasakit Center sa aking bill. Kaya naman nagpapasalamat ako kay Senator Bong Go sa programa niya dahil ako ay natulungan ng Malasakit Center,” Manilyn Sarmiento, one of the beneficiaries, expressed. Other Malasakit Centers in the province are available at Cebu Provincial Hospital in Carcar City, Lapu-Lapu City District Hospital, Eversley Childs Sanitarium and General Hospital in Mandaue City, and Talisay District Hospital in Talisay City. Go also expressed his support for the construction of Super Health Centers in strategic locations as identified by DOH nationwide. Through the collective efforts of Go, DOH, LGUs, and fellow lawmakers, sufficient funds had been allocated for 307 Super Health Centers in 2022 and 322 in 2023. Go emphasized the critical role that Super Health Centers play in decongesting hospitals, facilitating early disease detection, and providing essential healthcare services such as primary care and medical consultations directly to the community. These centers are designed to offer a wide range of basic health services, database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray, ultrasound), pharmacy, and ambulatory surgical unit. Other available services are eye, ear, nose, and throat (EENT) service; oncology centers; physical therapy and rehabilitation centers; and telemedicine, which makes remote diagnosis and treatment of patients possible. Moreover, echoing President Ferdinand “Bongbong” Marcos, Jr.’s priority of bringing specialized medical services closer to other parts of the country, Go highlighted that he has principally sponsored and is one of the authors of the Regional Specialty Centers Act which was recently enacted into law. The law mandates the establishment of regional specialty centers within existing DOH regional hospitals. It stands as a testament to the commitment of the government to uplift the nation's health infrastructure and bring actual medical services closer to the Filipino people. Dive industry country’s revenue driver —DoT chief
The dive industry in the country has been a catalyst in luring more tourists and Tourism Secretary Maria Christina Frasco said the Marcos Jr. administration remains upbeat in making it sustainable in the years to come. During the inaugural Philippine Tourism Dive Dialogue last Thursday, 14 September 2023, Frasco said the contribution of the dive industry to Philippine tourism was evident in 2022, with the country gaining an estimated P37 billion in tourist receipts from international dive visitors, which constituted over 17.5 percent of the country’s entire tourism receipts last year. The two-day convergence of relevant national and local government agencies as well as the Department’s partners from the private sector was held with an eye to sustaining the success of the country’s dive tourism industry and in fulfillment of the directive of President Ferdinand Marcos, Jr. for the Philippines to attain a tourism industry that is “inclusive, where the benefits of tourism are felt far and wide across the countryside.” Very first DoT Dive Committee Said Frasco, “The effort, therefore, requires the ability to listen, to understand the prevailing challenges that are present and require solutions that can only be reached with collaboration, convergence, and unity. That is why early on, in the Marcos administration, we, in the Department of Tourism, mandated the formation of the very first DoT Dive Committee.” The event featured significant panel discussions that centered on Marine Environmental Protection and Conservation; Dive Niche Products: Free Diving, Scuba Diving, Black Water Diving, and Underwater Photography; Philippine Dive: Domestic/International Marketing Campaign; Safety, Standards, and Accreditation of Tourism-related Enterprises for Scuba Diving; and Investment Opportunities in the Dive Industry. The dialogue comes on the heels of The Philippines’ fifth straight win as Asia’s Leading Dive Destination at the prestigious World Travel Awards 2023. Herself a certified diver, the DoT chief sits as the chair of the Department’s Dive Committee which brings together the DoT and its attached agencies, the Tourism Infrastructure and Enterprise Zone Authority, the Tourism Promotions Board, and the Philippine Commission on Sports Scuba Diving to support the needs of the dive industry and expand its current portfolio. According to the tourism chief, the hosting of the first-ever Dive Dialogue in Cebu is also fitting given Central Visayas’ status as one of the country’s premier dive tourist destinations, home as it is to multitude world-class dive spots other than the region being currently, among the most-visited destinations by overnight regional travelers. Not only Central Visayas While Central Visayas was the site of the inaugural Philippine Tourism Dive Dialogue, Secretary Frasco said that the event also puts a spotlight on many other key and emerging dive sites across the country. “The focus of the Department of Tourism is to target various markets, whether that be families, solo travelers, luxe travelers, groups, and the like. And we have very specific programs that are targeted to various niche markets specifically for diving. We have dive enthusiasts from all over the world and many jurisdictions including North Asia, as well as Europe, to whom diving has been a very strong product for the Philippines,” she said. “We fully intend to capitalize on that and open up to new markets, especially in Europe in the Middle East by making sure that we can collaborate with the Department of Transportation to mount more flights coming into the country from those places,” she added. NMP Cebu seen luring in tourists
The newly-inaugurated National Museum of the Philippines in Cebu City is expected to draw additional tourists and tourism development to the province and to the Visayas region, as well as open the doors to a temple of history and culture, said Tourism Secretary Christina Garcia Frasco. “With the newly-inaugurated National Museum of the Philippines in Cebu, the cradle of Christianity in the Philippines, we open the doors to a temple of history and culture, inviting tourists — local and international alike to witness the archaeological and natural wonders and rich culture and artistry of this side of the country. The NMP-Cebu is not just a museum but a bridge to our past and a window into our future, highlighting the commonalities and strengths of our identity as Cebuanos and as Filipinos,” said Frasco during the museum’s opening last Friday. No less than President Ferdinand Marcos Jr. and First Lady Liza-Marcos inaugurated the NMP-Cebu together with Frasco, NMP Chairperson Andoni Aboitiz, NMP director general Jeremy Barnes, Cebu Governor Gwendolyn Garcia and Cebu City Mayor Michael Rama. “The opening of the largest National Museum of the Philippines in Visayas will not only provide tourism gains in the province of Cebu but in the entire region. Needless to say, the museum will be a substantial addition to the plethora of offerings of Cebu providing a new reason to love and visit Cebu, and Central Visayas,” added the tourism chief. The DoT, through its infrastructure arm, the Tourism Infrastructure and Enterprise Zone Authority backed the restoration and conversion efforts of the NMP-Cebu in the four-year journey it took to its present state. Meanwhile, in his speech, President Marcos emphasized that the conversion of the landmark into an NMP-managed property is in line with the national government’s agenda to promote tourism and nurture the Philippines’ national identity. “I am delighted to be with you today at the inauguration of the National Museum of the Philippines in Cebu City. It is a milestone not only for the Queen City of the South and the whole province of Cebu but for the entire country as the opening of this museum brings to the fore our rich, natural cultural, and artistic treasures,” the President said in an address. Situated at the heart of Cebu City’s shipping capital, the building of the now NMP-Cebu was once the Cebu Customs House built in 1910 which was part of the grand design for Cebu created by American architect William Edward Parsons, to facilitate trade between the island and other neighboring communities. The landmark has withstood the test of time for 94 years, including the destructive Second World War. It was during the time of former President Gloria Macapagal-Arroyo that it was converted into “Malacañang sa Sugbo” in 2004, which served as the official residence of a Philippine president in Cebu. The move was also a testament to the province’s contribution to the country as a frontier of national progress. But the cultural treasure was not spared from the deadly 15 October 2013 earthquake when it was one of the 25 public and private structures in Cebu City that sustained extensive damage prompting authorities to close it for safety.
