‘Go to authorities, not to social media’ — Valenzuela mayor on latest road rage incident
Valenzuela City Mayor Wes Gatchalian on Monday called on the public not to resort to social media when getting involved in road rage incidents. He also advised motorists who are also gun owners to be "responsible enough" as having a license to carry a gun is just a "privilege" to have protection and not to use it like a "street toughie." "Huwag kayong matakot lumapit sa authorities (police or LGU), paalala sa mga gun owner, license is a privilege for protection. Huwag niyong abusuhin," Gatchalian said at a press briefing he called to present the victim on another road rage incident that happened in his jurisdiction. "I don't see the reason why (the motorist who is a gun owner) would be in a rage. Madaling araw nangyari, maluwag ang daan," Gatchalian said, referring to Marlon Malabute a businessman from Tondo, Manila who cut and hit at the cab driven by Henry Ong Jr., a resident of Valenzuela. "Wala pang sinasabi (victim) binunutan na ng baril," the Mayor added. Gatchalian was referring to the latest road rage incident that happened on 19 August, a couple of weeks after the controversial road rage incident in Quezon City involving a dismissed policeman and bicycle rider. Gatchalian said the incident only reached them on 6 September, but their police were able to track the suspect through the vehicle he used which probers found to have been registered thrice because of different transfers of ownership. P/Col. Salvador Destura Jr., Valenzuela police chief on the other end said they have already filed charges of "alarm and scandal" as well as "grave threats" charges against the road rager. He added that they also moved to have Malabute's gun license revoked. "He will answer that at the Prosecutors' Office. If he doesn't show up, he will have a warrant. That's the time we will hunt him if he still would not present himself," Destura explained. He added that they also reached out to the suspect's uncle and brother who promised them their cooperation. Ong for his part, said he came into the open because of his fear and fear for his family's safety. The incident, he added was a traumatic experience to him, affecting his health and work as a taxi driver. He urged the suspect to surrender. Gatchalian, meanwhile, noted the incident will be treated as a "lesson learned" that will make his local government push for the planned installation of 1,500 LED streetlights with close circuit cameras and would serve as a deterrent to similar incidents. Gun ban violators netted
The weeklong checkpoints related to the 2023 Barangay and Sangguniang Kabataan Elections logged at least 216 gun ban violators so far, according to the Philippine National Police on Sunday. PNP spokesperson and acting Public Information Office chief Col. Jean Fajardo revealed that the 216 violators were apprehended from 28 August until 2 September 2023, adding that of the total violators arrested, most were civilians while two were security guards and two were military personnel. A total of 130 firearms have been confiscated during the implementation of the gun ban. The establishment of checkpoints was carried out under Commission on Elections Resolution 10924 to effectively implement the ban on firearms and other deadly weapons during the 90-day election period from 28 August to 29 November. The resolution prohibits the bearing, carrying, or transporting of firearms or other deadly weapons in public places, including any building, street, park, private vehicle, or public conveyance, or even if licensed to possess or carry the same, unless authorized by the Comelec. Exempted from the ban are law enforcers but they should have authorization from the Comelec and wear an agency-prescribed uniform while on official duty during the election period. 600 checkpoints net over 15 Comelec gun ban violators: PNP
Around 15 persons have been apprehended since the start of the Commission on Elections' gun ban on Monday during the first day of filing of the certificate of candidacy for the Barangay and Sangguniang Kabataan Elections, Philippine National Police chief Gen. Benjamin Acorda Jr. said on Tuesday. Acorda said since implementing the gun ban, 15 firearms have been confiscated from more than 600 checkpoints nationwide. The establishment of checkpoints was carried out under Comelec Resolution No. 10924 to effectively implement the ban on firearms and other deadly weapons during the 90-day election period from 28 August to 29 November. The resolution prohibits the bearing, carrying or transporting of firearms or other deadly weapons in public places, including any building, street, park, private vehicle or public conveyance, or even if licensed to possess or carry the same, unless authorized by the Comelec. Acorda also said he has ordered a probe and has a person of interest in the incident that happened in Libon town in Albay where the victim Alex Repato, reelectionist captain of Barangay San Jose, was shot dead by still unidentified assailants in his residence at around 5 p.m. Monday, just hours after he filed his candidacy. “It is unfortunate in Albay we have one case of shooting but we already have a person of interest there and tinututukan ng ating kapulisan. What happened in Albay is election-related but I want to get first 'yung talagang official result of the investigation,” Acorda said on the sidelines of the National Capital Region Police Office's commemoration of its 122nd Police Service anniversary at Camp Bagong Diwa, Bicutan Taguig City. A stern warning was issued by Manila Police District (MPD) chief P/BGen Andrei Dizon, assuring Manila residents of a clean, orderly, and peaceful Barangay and Sanggunihang Kabataan Election (BSKE) in October. In a press conference held at MPD headquarters during the "Send-off Event on MPD BSKE Security Preparation" on Saturday morning, Dizon stated that one of the expected preparations would be the implementation of thorough checkpoints by 14 MPD stations. “We will be strict in enforcing COMELEC laws like gun ban, several tactics in concealing many kinds of vote buying act, and we warned those who are intending to create trouble or even sow terror during this election period, those followers and leaders of candidates not to dare your police,” Dizon said. 1,000 cops tapped for BSKE polls

Dinagat eyes state of calamity amid ASF rise
BUTUAN CITY — The local government of Libjo in Dinagat Islands is recommended to be placed under a state of calamity as a consequence of the continued increase of African swine fever cases. The recommendation was pushed by the Municipal Disaster Risk Reduction and Management Council led by Libjo Mayor Melody Llamera Compasivo to the Sangguniang Bayan a day earlier. “The people in the municipality are alarmed by the rising cases of ASF. A solution to deter the further spread of the ASF is necessary,” said the MDRRMC’s statement. The state of calamity proposal was approved by both the MDRRMC members and the 16 barangay chairpersons of the town. “Based on the data provided by the Municipal Agriculture Office, six barangays in the town are already affected by the ASF,” the statement said. As of 7 August, some 163 heads of hogs were already culled in the affected barangays as a measure to stop the spread of the disease to other villages. The MDRRMC has suggested the installation of footbath checkpoints at the entry points of barangays that have not yet been impacted by ASF. Also, the council proposed that the sale of live hogs and pork by-products should only be permitted in barangays that have not yet been impacted by the disease. The Libjo SB is expected to make the declaration during its regular session this week. In other developments, the ASF has also invaded the Antique Swine Production and Artificial Insemination Center in Sibalom town. Public Health Division of the Provincial Veterinarian chief Dr. Marco Rafael Ardamil explained that the ASPAIC is the source of the piglets being dispersed by the provincial government for the sugar migrant workers and other Antiqueños requesting livelihood projects. ASPAIC in Barangay Pangpang used to have 62 hogs but one boar died on 26 July, while 61 others, including eight sows, eight gilts, two boars, 19 weanling pigs and 24 piglets, were depopulated on 2 August. Ardamil said he immediately did a necropsy and submitted a blood sample for testing to the Department of Agriculture Regional Animal Disease Diagnostic Laboratory after the incident on 26 July. Strict implementation of footwear removal in airports nationwide
At all airport final security screening checkpoints nationwide, the Office for Transportation Security (OTS) has improved the application of the long-standing footwear removal directive. According to international security standards and best practices, this strategy aims to improve the general security of all travelers and employees. It adds a higher level of examination while spotting potential security concerns by requiring passengers to take off their shoes at the last screening checkpoint. OTS Administrator Undersecretary Ma. O Aplasca emphasized that this is a longstanding policy and practice that needs to be strictly implemented to ensure security at vital transportation facilities such as airports, regardless of the security condition level. Usec. Aplasca said that this mandatory footwear removal policy is an old policy that they are trying to strictly implement to prevent circumvention of our security processes. This policy remains effective in detecting prohibited items, including explosives and other dangerous materials that may be concealed inside the footwear. This shall be the norm regardless of the security condition level and even when the threat is low. They have to be proactive, "hindi na natin dapat intayin na magkaroon pa ng threat," before they implement it. The OTS chief added that they recognize that the strict implementation of this policy may cause a slight inconvenience to the passengers. However, they are kindly requesting their patience and cooperation so that they can achieve what they ought to do: secure the global transportation system with their international counterparts. Their committed OTS Security Screening Officers are directed to provide clear instructions and support throughout the footwear removal process, ensuring minimal disruption to the overall travel experience. To avoid complicated lacing or buckling and to speed up the screening procedure, OTS also suggests that travelers wear shoes that are easily removed. Furthermore, the OTS advises everyone to follow the most recent guidelines for the movement of liquids, electronics, and other things. 83 NBI detainees transferred to NBP
Bureau of Corrections Director General Gregorio Pio Catapang yesterday accepted from NBI Director Menardo de Lemos 83 NBI detainees that were being transferred to the National Bilibid Prison in Muntinlupa City. The detainees were transferred from the NBI detention center to Building 14 of the Maximum Security Compound of NBP. Catapang said persons deprived of liberty who testified against fugitive former BuCor Chief Gerald Bantag will be also be transferred to BuCor custody. Also transferred to NBP are PDLs who testified against former Sen. Leila de Lima, from the Marines detention facility in Fort Bonifacio, Taguig City and ISAFP Facility in Camp Aguinaldo. The transferred detainees will not be allowed to leave Building 14 unless there is coordination with the BuCor. The Bureau of Corrections will temporarily house the NBI detainees while the latter’s main building, including its detention facility in Manila, will be demolished and a new building constructed. Last March, the BuCor and the NBI signed a memorandum of agreement where the former would allow the use of its facilities as temporary lock-up facilities for individuals arrested by the NBI, with the latter providing its own personnel to guard and secure the facility and immediate premises. Under the MOA, all persons detained at said facility would be under the responsibility of the NBI, subject to existing rules and regulations of BuCor, which include visiting privileges to be granted by the NBI to the families, friends and lawyers of the detainees. Catapang said that that if there are NBI detainees who will attend hearings or will be brought out for medical check-up, proper coordination should be in place since they will go through their checkpoints. Under the MOA, the NBI shall be responsible for the custody of their detainees including their transfer to attend court hearings. The NBI will also provide sufficient manpower complement for the administration of the said facilities, including the necessary security escort personnel of the detainees.
