Pursuing sustainable dev’t, food security
Asia is the world's largest rice consumer, accounting for 90 percent of global rice consumption. According to a business website that made use of data from the U.S. Department of Agriculture's Foreign Agricultural Service, the Philippines is among the top 20 countries with the highest rice consumption per capita. Data shows that the country's almost 113 million population consumes around 16.50 million metric tons of rice every year. The affordability and availability of rice have been cited as the primary reasons for Filipinos' penchant for eating rice. Thus, the proliferation of restaurants in the country serving "unlimited rice" has always been a fool-proof marketing strategy to entice customers. India's announcement in July that it would restrict the export of non-basmati rice has jolted not just the country but the global rice market. India is the world's largest rice exporter, accounting for over 40 percent of the global rice trade. It is on this note that I am calling for stronger government interventions in the agricultural sector. Unfortunately, India's decision comes at a time when the country is grappling with flooded rice fields as a result of recent calamities. But we cannot blame India for its decision to prioritize its domestic market. We have to be prepared as this could trigger a rice crisis affecting millions of Filipinos who consider rice a staple food. It is high time that we provide our local farmers with much-needed support to boost domestic rice production by offering them drought-resistant rice seeds, more fertilizers, additional irrigation, increased training, and easy access to credit facilities with low-interest rates. Our government must focus on short-term remedies such as exploring alternative sources like Vietnam and Thailand. But more importantly, we must implement long-term interventions that will lead to sustainable rice production. I have always been an advocate of sustainability and self-sufficiency to achieve food security which is a top priority of the current administration. Meanwhile, I have remained committed to visiting various parts of the country, not only to provide assistance but also to address the concerns of our people. On 5 August, we attended the blessing and ribbon-cutting ceremony of the two-storey Malasakit Center Building at Cotabato Regional and Medical Center in Cotabato City. We aided 647 patients and 2,535 medical frontliners including security guards, utilities, and other hospital staff. Meanwhile, qualified beneficiaries were given financial assistance from the Department of Social Welfare and Development. Joining us were CRMC Chief of the Hospital, Dr. Ishmael Dimaren, Maguindanao del Norte Rep. Bai Dimple Mastura, Matnog Mayor Zohria Bansel-Guro, Sultan Kudarat Mayor Tucao Mastura, and Vice Mayor Shameem Mastura. We also participated in the inauguration of the new Super Health Center (SHC) in the town of Libungan, where we assisted 1,000 indigent beneficiaries together with Vice Governor Efren Piñol, former vice governor Shirlyn Macasarte, Mayor Angel Rose Cuan and Vice Mayor Jims Fullecido. At the invitation of Mayor Angel Rose Cuan, we attended the town's Inter-Barangay Basketball Championship as part of its 62nd Founding Anniversary and 8th Katambolit Festival. We then headed to Midsayap to attend the groundbreaking of the SHC and assist 1,000 struggling residents together with Rep. Samantha Santos, Vice Gov. Efren Piñol, Mayor Rolando Sacdalan, and Vice Mayor Vivencio Deomampo Jr. On 4 August, we witnessed the groundbreaking of the SHC to be built in Monkayo, Davao de Oro. We visited the construction and renovation of the public market funded through our efforts. We also distributed assistance to 1,000 indigents in the area accompanied by Congresswoman Maria Carmen Zamora, Vice Governor Jayvee Uy, and Board Member Herv Apsay, among others. On 3 August, we were in Batangas to witness the groundbreaking of the Batangas Provincial Medical Center (New Provincial Hospital) in the municipality of Tuy. We also led the distribution of aid to 1,700 residents, with the support of Governor Dodo Mandanas. We were joined by Vice Gov. Mark Leviste, Congressmen Eric Buhain and Ray Reyes, Tuy Mayor Jose Jecerell Cerrado, San Luis Mayor Oscar Lito Hernandez, Vice Mayor Maan de Gracia, Lian Vice Mayor Ronin Leviste, and other local officials. We then went to Davao City to attend the 1st General Assembly of the Philippine Councilors League-Occidental Mindoro. On 2 August, we visited Caloocan City and witnessed the groundbreaking of the SHC, along with Health Secretary Ted Herbosa, Congresswoman Mitch Cajayon-Uy, Congressman Oca Malapitan, Mayor Along Malapitan, and Vice Mayor Karina Teh. We distributed aid to 980 impoverished residents in collaboration with the offices of Cong. Cajayon-Uy, Councilor Ed Aruelo, and Councilor Wewel De Leon. For those affected by Typhoon Egay, we distributed food packs and assisted 5,000 beneficiaries in Minalin, Arayat, and various towns in Pampanga; 500 in Bauang, La Union; 700 in Calumpit, and 1,700 residents from Hagonoy, Guiguinto, and San Miguel in Bulacan; 900 in Dagupan City, San Fabian, and Calasiao in Pangasinan; 200 in Binangonan, Rizal; and 200 in San Antonio, Zambales. We also assisted 89 fire victims in various barangays in Bacolod City, Negros Occidental. We also provided help to 1,200 impoverished residents of Cabanatuan City, Nueva Ecija; 1,049 in San Pedro City, Laguna; 800 in Tabaco City, Albay; and 67 more in Pulupandan, Negros Occidental. We also helped people in Bulacan, including 66 in Santa Maria, 66 in Paombong, 66 in Baliwag, 66 in Bustos, 66 in Obando, and 66 in Norzagaray. In Batangas, we also assisted 500 beneficiaries from Calaca, 400 in Tanauan City, and 57 more in Batangas City. ‘ICC erred’
While the government had a position to stop engaging the International Criminal Court after it rejected the appeal against the continuation of the investigation into the war on drugs, a check of the ICC ruling showed it was neither conclusive nor unanimous. The ICC was divided right in the middle regarding its decision. Of the five magistrates making up the ICC Pre-Trial Chamber I that voted on the Philippine case, presiding officer Judge Marc Perrin de Brichambaut of France and Judge Gocha Lordkipanidze of Georgia dissented. The ICC body’s majority which ruled against the Philippines’ petition was composed of Judge Piotr Hofmaski of Poland, Judge Luz del Carmen Ibáñez Carranza of Peru, and Judge Solomy Balungi Bossa of Uganda. Justice Secretary Jesus Crispin Remulla said the government has cut off its line to the ICC following the intrusive ruling. The dissenting opinion reflected the struggle among the judges in handing down the rejection of the Philippine plea. In gist, the two dissenters considered that the tribunal cannot exercise its jurisdiction over the Philippines’ situation since its withdrawal from the Rome Statute became effective in 2019 before the Prosecutor requested authorization to commence an investigation. “Just as a State that is not, or is no longer, Party to the Statute cannot refer a situation to the Court under Article 13(a) of the Statute and thus trigger the Court’s exercise of jurisdiction (though it may accept the jurisdiction of the Court under Article 12(3)), the Prosecutor cannot commence the process of triggering the jurisdiction of the Court once a withdrawal has become effective and the State in question is no longer Party to the Statute,” according to the joint dissent of the two magistrates. “The Court’s jurisdiction must be triggered before the withdrawal has become effective. Put differently, once the State’s withdrawal has become effective, the Prosecutor can no longer open an investigation,” the judges contended. The contrary opinion continued: “Bearing in mind that the Rome Statute is an international treaty and international criminal code at the same time, two concomitant interests may be discerned when a State withdraws from the Statute.” It cited Article 127 which guarantees to the State Parties a “right to withdraw from the Statute.” In this regard, the dissenters said, “We consider that it is a fundamental right of States to decide whether they want to be bound by a treaty or not.” According to the dissent, “In the instant situation, since the Prosecutor had not proceeded to trigger the Court’s jurisdiction before the withdrawal became effective, the Philippines reasserted what it considered to be its primary jurisdiction.” When former Prosecutor Fatou Bensouda submitted her request for authorization of an investigation on 24 May 2021, the Philippines was no longer an ICC member, “its withdrawal having become effective on 17 March 2019.” It was further noted that the Pre-Trial Chamber issued its Article 15(4) decision, authorizing the commencement of the Prosecutor’s investigation, on 15 September 2021, more than two years after the Philippines’ withdrawal took effect. In conclusion, the two judges contended that “we consider that the Pre-Trial Chamber erred in law in concluding that the Court had jurisdiction over the Philippines Situation despite the Philippines’ withdrawal from the Rome Statute.” As a result, ICC would have granted the Philippines first ground of appeal and found that the Court cannot exercise jurisdiction in the Philippines’ Situation, according to the two judges. It submitted that “we would have found the remaining grounds of appeal moot. We would also have directed the Pre-Trial Chamber to withdraw its authorization for the Prosecutor’s investigation and discontinue all proceedings in the situation.” The points raised by the two judges validated the position of the Philippines that the ICC would be merely intruding into the affairs of an independent nation that has ceased to be part of the creation of the hypocrites of the world who insist on imposing their will on less developed nations. Bong Go inspects Super Health Center in Tagbilaran, Bohol
Senator Christopher “Bong” Go emphasized the significance of health facilities in the country as he personally inspected the Super Health Center being constructed in Tagbilaran City, Bohol on Monday, July 17. In his speech, Go shared that the government intends to establish more than 600 Super Health Centers across the nation. He added that such centers are poised to play a crucial role in addressing the nation's healthcare needs, ensuring comprehensive medical care and strengthening the country's healthcare system. “Itong Super Health Center marami rin ang itatayo sa buong Pilipinas, higit 600 ang itatayo (sa buong Pilipinas) at 13 sa Bohol ang itatayo na Super Health Center. Ang Super Health Center is a medium type of a polyclinic. Mas maliit sa hospital, mas malaki po sa mga Rural Health Unit. Pwede po diyan ‘yung birthing, panganganak, dental, laboratory, x-ray at pwede po itong i-expand,” he explained. Accessibility is a key pillar of the Super Health Center initiative, Go underscored. He likewise emphasized the importance of bringing healthcare services closer to the people, especially in areas where access to quality medical care remains a challenge. By establishing Super Health Centers throughout the country, the government aims to ensure that every Filipino, regardless of their location, can avail themselves of essential healthcare services without the burden of long-distance travel or prohibitive costs, the senator added. The Super Health Center is a medium version of a polyclinic yet an improved version of the rural health unit. The services available in the center include database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray, ultrasound), pharmacy, and ambulatory surgical unit. Other available services are eye, ear, nose, and throat (EENT) service; oncology centers; physical therapy and rehabilitation center; and telemedicine, which makes remote diagnosis and treatment of patients possible. In Bohol, aside from the one in Tagbilaran City, funds have been allocated to construct Super Health Centers in Buenavista, Candijay, Dauis, Sagbayan, Talibon, Antequera, Balilihan, Bien Unido, Carmen, Panglao and Ubay — the last one’s groundbreaking was attended by Go last April. During the inspection, Go, who is an adopted son of the city, was accompanied by Tagbilaran City Mayor Jane Yap, Vice Mayor Adam Jala, and former mayor Baba Yap. Cortes Mayor Iven Lim and Dauis Vice Mayor Miriam Sumaylo were also in attendance. As Chair of the Senate Committee on Health and principal author and sponsor of the Malasakit Centers Act of 2019, Go also continues to monitor the operations of Malasakit Centers nationwide to ensure efficient provision of medical assistance particularly to poor and indigent patients. Acknowledging the hesitancy of many Filipinos to get medical care due to financial barriers, Go initiated the Malasakit Centers program in 2018. It was later institutionalized under the Republic Act No. 11463 or the Malasakit Centers Act of 2019. The Act brings together all relevant agencies, including the Department of Social Welfare and Development, Department of Health, Philippine Health Insurance Corporation, and Philippine Charity Sweepstakes Office, under one roof to reduce the hospital expenses of the patients by covering services and other fees. “Special ang araw ngayon dahil nandito at sinamahan tayo ng numero uno na senador sa lugar ng Tagbilaran (City), walang iba (kundi si) Senador Bong Go! In the city, there is a Malasakit Center at Governor Celestino Gallares Memorial Medical Center (GCGMH), which he also checked the operations on the same day. There is also one at Don Emilio Del Valle Memorial Hospital in Ubay. Go, as principal sponsor in the Senate, was also instrumental in the passage of Republic Act No. 11883 which converts GCGMH to Governor Celestino Gallares Multi-Specialty Medical Complex. On the same day, Go also visited several infrastructure projects that he earlier supported. These projects included the ongoing construction of the Governor Celestino Gallares Multispecialty Medical Complex, as well as the Cortes Municipal Park and Disaster Risk Reduction and Management building in Cortes. Additionally, he also attended the opening of the Inter-Barangay Basketball League in Cortes town and provided assistance to indigent athletes, coaches, referees, and barangay workers of the town. Bong Go leads relief op in Tagum City, Davao del Norte
A day before his birthday, Senator Christopher “Bong” Go personally spearheaded a relief operation for more than a thousand disadvantaged Filipinos in Tagum City, Davao del Norte on Tuesday, June 13. “Ang aking tanging hiling sa panibagong taon na ibinigay sa akin ng Panginoon ay ang magkaroon ng lakas at katatagan na makapagserbisyo pa lalo sa aking kapwa. Katulad ni dating pangulong Rodrigo Duterte, hindi naman ako nagse-celebrate ng aking kaarawan. Mas nais kong iukol ang aking panahon sa pagtulong sa kapwa ko Pilipino dahil hindi ko maiwasang mag-alala para sa ating mga kababayan na higit na nangangailangan,” Go said. Recognizing the significant impact of various crises on poor communities, Go, together with Congressman Pantaleon “Bebot” Alvarez and Governor Edwin Jubahib, made it a priority to provide relief and support to affected individuals and communities to uplift the lives of the poor. “Mawalang galang na po sa inyo kasi lagi kong naririnig, ‘salamat Senador Bong Go, salamat (dating) pangulong (Rodrigo) Duterte’. Held at the Davao del Norte Training Center, Go and his team distributed grocery packs, masks, vitamins and shirts to 1,500 struggling residents. Some beneficiaries also received mobile phones, shoes, watches, caps, and balls for basketball and volleyball. A team from the Department of Social Welfare and Development was also in attendance and extended financial assistance. Simultaneously, Go also provided more support to the community in partnership with the Department of Labor and Employment through its Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program which held an orientation for another 721 individuals in the same venue. The said beneficiaries received similar additional assistance from Go’s office. The senator took the opportunity to commend DOLE for its proactive approach in addressing the challenges faced by disadvantaged and displaced workers. The TUPAD program, aims to provide emergency employment and livelihood opportunities to those who have lost their jobs or sources of income due to crisis situations. Recognizing the importance of accessible and affordable healthcare services, Senator Go, Chair of the Senate Committee on Health and Demography, also promoted the services of the Malasakit Centers as a one-stop shop for medical assistance programs. In his remarks, Go encouraged the beneficiaries to take advantage of the Malasakit Center at Davao Regional Medical Center in the city. The Malasakit Centers program, initiated by Go in 2018, aims to streamline the process of availing medical assistance by bringing together various government agencies under one roof. “Mayroon na tayong 158 na Malasakit Center sa buong Pilipinas na handang tumulong sa ating mga kababayan. Batas na yan na aking isinulong noon (at) pinirmahan ni (dating) pangulong Duterte. Tutulungan ko kayo at ng ating gobyerno, wag na kayong mag-alala,” he offered. Go also mentioned that a Super Health Center is set to be established in the city, as identified by the Department of Health. Additionally, Super Health Centers will be constructed in the Island Garden City of Samal, Carmen, Talaingod, and two more in Panabo City. Super Health Centers offer database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray, ultrasound), pharmacy, and ambulatory surgical unit. Other available services in Super Health Centers are eye, ear, nose, and throat (EENT) service; oncology centers; physical therapy and rehabilitation center; and telemedicine, where remote diagnosis and treatment of patients will be done. Through the collective efforts of fellow lawmakers, sufficient funds had been allocated for 307 Super Health Centers in 2022 and 322 in 2023. The DOH, as the lead implementing agency, identifies the strategic areas where they will be constructed. To help contribute to the city’s progress and improved connectivity, Go, who also serves as Vice Chair of the Senate Committee on Finance, likewise supported the construction of roads in several barangays. Rosal disqualification final, says Comelec
The Commission on Elections on Wednesday certified their 4 May decision to disqualify Carmen Rosal as mayor of Legazpi City, Albay over ‘giving money to influence, induce or corrupt the voters’ as ‘final and executory.’” This comes as no temporary restraining orders were issued by the Supreme Court in the last five days, which would have directed the stoppage of the implementation of the disqualification. The certification was issued by the poll body despite Rosal’s declaration that she filed a petition for the Supreme Court to issue a TRO on the said ruling earlier in the day. In the same document, Comelec ordered the six members of the special board of canvassers in Legazpi City, Albay to declare ex-Ako Bicol representative Alfredo Garbin Jr. as the city’s new mayor ‘within ten days’ after the certification of the decision as final. To recall, Garbin was behind Rosal in last year’s mayoral race in Legazpi City with a slim margin of only 550 votes between the two candidates. In a message to Daily Tribune, Comelec spokesperson John Rex Laudiangco said that certification will still push through as no TROs were issued. “Per our conversation with the Clerk, there were no TRO issuances and we haven’t received any from the Supreme Court. It’s not automatic that the SC will issue a TRO after filing. It’s SC’s full discretion and authority whether or not they’ll issue a TRO,” Laudiangco said. He also cited an election provision which states that such decisions ‘shall become final and executory after the lapse of five days from their promulgation, unless restrained by the Supreme Court. In a Viber message, Comelec chairperson George Erwin Garcia said that the writ of execution will be issued on Thursday. Meantime, Rosal led a press conference at the Manila Yacht Club before noon on Wednesday where she announced that she filed a petition for the issuance of a TRO before the High Court. She argued that the decision to declare her election offense as Section 68(a) of the Omnibus Election Code was arbitrary. Previously, a decision by the Comelec Second Division October last year stated that she violated Section 261(v) of the OEC, referring to violation of public spending during the election period, with the act in question being the two-day cash assistance payout for tricycle drivers. However, in a Commission En Banc decision on 4 May which affirmed the previous decision to disqualify her, the poll body said that Rosal is not liable under Section 261(v) as she was not a public official at the time. “I reiterate, how can I be disqualified by the Comelec En Banc for vote buying when this was dismissed by the Comelec Division and such issue was not brought up to the Commission En Banc?” Rosal said. Rosal filed the petition before the SC through Attorney Romulo Macalintal. Also present during the press conference was Carmen’s husband, disqualified former Albay governor Noel Rosal, whose situation was similar to hers when he was slapped with a decision to relinquish his position over the same financial aid distribution to tricycle drivers. The petitions filed against Carmen and Noel Rosal, in this case, were both filed by Joseph Armogila. Former governor Rosal insisted that the cash payout for tricycle drivers were part of the country’s then economic assistance program amid the Covid-19 Pandemic dubbed “Bayanihan 1.” Speaking to Daily Tribune, the former governor suspected someone else behind the petitions that led to their disqualifications. “It’s not Armogila.
