DoT’s Philippine Experience Program to help LGUs develop, enhance tourist spots
Albay — The Department of Tourism on Monday maintained that the Philippine Experience Program, which brings hundreds of delegates to various tourist attractions in the country, is its way to make local government units, especially those with underdeveloped tourist spots, to be at par with other known local destinations. During her speech in Albay for the third leg of the DoT’s Philippine Experience Program on Sunday night, Tourism Secretary Christina Garcia Frasco said the program is in line with Ferdinand Marcos Jr.'s order to bring countryside development through tourism. “Recognizing how strong as a social economic tool tourism can be given the right tool to succeed in making the countryside grow, PEP gives opportunities to local government units, provinces, cities and municipalities all over the Philippines to be equally developed and promoted,” she said. The program seeks to reintroduce the Philippines to the world, “not only our natural resources, our stunning landscapes, our beautiful coastlines, our majestic mountainscapes, but also, our heart and soul as Filipinos.” Albay Governor Edcel Greco Lagman expressed support for the Philippine Experience Program and its swing through Bicol. “Parading the call to experience Bicol, a tapestry of history, tradition, and arts, this program embodies the essence of what makes a region unique and exceptional. Albay, with its enchanting landscape, rich cultural heritage and untapped potential plays a pivotal role in the national tourism industry,” Lagman said. The third leg of the Philippine Experience Program started with the official opening of the Kasanggayahan Festival in the Provincial Capitol of Sorsogon, followed by a visit to the pristine sceneries of Bulusan and Barcelona Ruins in Sorsogon. On Day 2, delegates of the Philippine Experience Program Bicol on Monday revved up for an adrenaline-fueled all-terrain vehicle adventure in Legazpi City, the booming capital of Albay dubbed as the "City of Fun and Adventure," followed by a visit to Daraga Church or the Nuestra Señora dela Porteria, then a visit to the famous Cagsawa Ruins and Sumlang Lake in Camalig. 3 Popes: JP2, Benedict, Francis
Author’s Note. My perspective in this article is as a Catholic. Readers are warned that the Catholic Church is as human as it is divine. The human frailty and errors among Popes and Cardinals should not scandalize the faithful into leaving the Church, join the growing non-Catholic sects, led by the Born Again movement, and deepen the crisis. Rather, we should pray for the human Church to have the grace to reform itself. Note also that the term “Conservative” and “Liberal” are used as generic terms and do not necessarily apply to certain individuals. There is a vast rainbow of theological positions among Popes and Cardinals. St. Pope John Paul II or “JP2” (1978-2005) was a staunch Liberal. When Vatican journalists exposed the “Vatican mafia,” dominated by Conservatives, who embezzled Vatican Bank funds on a massive scale, JP2 shrewdly chose Conservative Cardinal Ratzinger (future Pope Benedict XVI) to contain his fellow Conservatives. Ratzinger partly succeeded, for which he was labeled the “German Shepherd,” but the Conservatives had been too big and powerful in the last few centuries to be easily extinguished totally. When JP2’s Parkinson’s disease worsened, Ratzinger advised him to resign. Instead, JP2 formed a commission to handle the Vatican mafia problem. The commission also gave him the same advice — resign. So it was a dead-end in the effort to weed out the mafia. When Ratzinger became Pope Benedict XVI (2005-2013), he still could not control his fellow Conservatives, especially the powerful Roman Curia, the central government of the Catholic Church. The corrupt Cardinals were the modern-day Pharisees who were causing a Church crisis, which was prophesied by Our Lady of Fatima. Benedict was forced to resign because he was helpless in handling the Vatican Bank scandals and the growing pedophile epidemic, two raging Church issues. In the latter, there were growing cases of pedophile prelates, from priests to cardinals, who were simply transferred to other dioceses to cover up their crimes, where they continued their evil ways. Thus, the pedophile epidemic spread even more. The cases were swept under the rug, until a massive avalanche of court cases, especially in Europe and America, was bleeding the Vatican coffers dry. Pope Benedict, before resigning, wanted the next Pope to solve the problems that he failed to solve. He chose Cardinal Bergoglio (future Pope Francis). But Bergoglio was a staunch Liberal and Benedict a staunch Conservative. Their theological perspectives were like oil and water. In spite of this, in despair, Benedict campaigned for Bergoglio, who became Pope Francis (2013-present). Benedict knew Bergoglio would easily win because he was a close runner-up in the last Papal conclave (election) where he was elected Pope. In spite of their differences, Benedict and the future Francis became intimate friends as they forged a strategy to contain the growing Church crisis. The movie “Two Popes” accurately featured the drama of their violent debates and gentle friendship. When the Liberal Bergoglio became Pope Francis, he was the first Jesuit Pope of history. The Jesuits have been the epitome of radical reforms ever since the days of the Counter Reformation (1517), a response to Luther’s Reformation, the largest splinter of the Church ever. The Jesuits led the era of counter-reforms to restore the Church. Upon ascending to St. Peter’s chair, the Liberal Pope Francis quickly suppressed the Conservatives in a deadly Blitzkrieg, especially in the Roman Curia, within six short months, shocking the Vatican media. Francis did it quickly but not totally, and he paid a dear price for it. The Conservatives exacted deep vengeance that led to the accusations of Papal “heresy” and “blasphemy’.” An eye for an eye. This was the “apostasy” (civil war) that Our Lady of Fatima also prophesied. That Satan works within the Vatican to cause havoc is a theological fact and a matter of history. Some Church historians point out that the Inquisition was the prime example of the work of the devil, where thousands were randomly beheaded without trial. Do not fret about the Church crisis. God is on top of that situation. We need only to pray for everyone, on both sides of the civil war, and God will take care of everything in His time in His way. Avoid joining the theological debates which tend to confuse. It is better to remain neutral in such complex theological issues. Let the Conservatives and Liberals fight it out. Faith has two aspects — the intellectual and the spiritual, the mind and the heart. On the mind level, it is easy to be confused (dogma, canon law, etc.). You have to prove or disprove. Maguindanao del Norte: Caused by wrong legal advice (2)
The Maguindanao del Norte impasse, with the spectacle of having two acting governors holding office simultaneously, is obviously caused by wrong legal advice of the government lawyers of the Office of the Solicitor General, Department of the Interior and Local Government, and of the Bangsamoro Autonomous Region in Muslim Mindanao. Acting Governor Bai Fatima Ainee Sinsuat, who assumed office pursuant to Section 30, Republic Act 11560, holds office at Datu Odin Sinsuat municipality, which is the seat of the Provincial Capitol of Maguindanao del Norte. Acting OIC Abdulraof Abdul Macacua, appointed by the President, presumably upon the advice of government lawyers, pursuing the theory that there was a vacancy in the position of Acting Governor in the newly created Province of Maguindanao del Norte, is holding fort in Cotabato City, curiously not a part of Maguindanao del Norte. The Acting Vice-Governor Sharapudin Tucao Mastura and the members of the Sangguniang Panlalawigan of Maguindanao del Norte, hold their sessions at the old Capitol Building in Sultan Kudarat, Maguindanao del Norte. The government lawyers foisted the legal opinion that Section 50 of Republic Act 11550 which created the new provinces of Maguindanao del Sur and Maguindanao del Norte is not applicable to Acting Governor Bai Fatima Ainee Sinsuat and Acting Vice-Governor Sharafudin Tucson Mastura, in so far as the law makes them the transitional highest provincial officials that will govern Maguindanao del Norte until their successors have been elected and qualified in the elections of 2022. They opined that since the plebiscite ratifying the law creating the new provinces occurred after the 2022 national and local elections, and not prior to the elections, as contemplated in the said legal provision, the assumption of the elected Vice-Governor and the highest-ranking board member elected in the 2022 local elections in the then undivided Maguindanao Province, cannot take place. To their legal minds, by reason of such circumstance, a vacancy was created in the positions of Acting Governor, Acting Vice-Governor, and members of the Sangguniang Panlalawigan. This wrong legal opinion, which apparently became the basis of their legal advice to the appointing power, paved the way for the appointment of Abdulraof Abdul Macacua as Acting OIC of the Province of Maguindanao del Norte. That wrong legal opinion and advice created the legal fix Maguindanao del Norte is presently in. It is the proximate cause of why the efficient and effective delivery of basic services to the people of Maguindanao del Norte has been stalled, if not completely stopped. So too is the failure of the employees of the province Maguindanao del Norte to draw their salaries on time, if they receive it at all. These lawyers have forgotten a basic tenet in legislation. A law cannot create a vacuum. It cannot allow a situation where there will be a hiatus in governance relative to who will assume such a task. Nor will it tolerate a circumstance that there will be either a stoppage of work or a failure or a delay in the delivery of basic services to the people. Eastern Samar church up in arms vs mining
BORONGAN CITY — Over a thousand parishioners under the Diocese of Borongan marched to the streets for a “Jericho Walk” on Monday morning to air grievances against the continued mining operations in the historic islands of Homonhon and Manicani in the southern town of Guiuan. The prayer rally, led by Borongan Bishop Crispin Varquez, was composed mainly of members of various pastoral organizations from different parishes under the diocese, students of catholic schools, seminarians, nuns and church workers. Fr. James Abella, head of Borongan’s diocesan social action center, said the church is alarmed by the escalating mining activities in the whole Samar Island especially in Guiuan. “It is also our way to call for action to protect the environment and the rights of communities in Homonhon and Manicani,” Abella said. The “Jericho Walk” started at the Borongan Capitol grounds and ended at the Cathedral Parish of the Nativity of Our Lady with a Mass where Varquez was the main presider. In his pastoral message, Varquez said mining operations have worsened the state of poverty due to its impact on marine ecosystems, livelihoods and their health and well-being. Varquez also appealed to the provincial and municipal boards as well as village leaders in affected communities not to endorse mining applications. He also asked the Department of Environment and Natural Resources and the Mines and Geosciences Bureau to cancel all mining permits in Samar island. “Let us not be blind to the current horrific effects of mining operations on our main islands, islets, radically scarring landscapes and seascapes,” said the bishop. He stressed that instead of mining, the government should promote agri-ecological tourism in these islands, saying that while mining only contributes 1.10 percent to the country’s gross domestic product, tourism’s share is at 5 to 6 percent. Trump indicted for trying to overturn 2020 US election
Donald Trump was indicted on Tuesday over his efforts to upend the results of the 2020 US election -- the most serious legal threat yet to the former president as he campaigns to return to the White House. It is the third criminal indictment of the 77-year-old Trump since March and charges him with three counts of conspiracy and one count of obstruction. Trump, the frontrunner for the 2024 Republican presidential nomination, is already scheduled to go on trial in Florida in May of next year for allegedly mishandling top-secret government documents. The new charges, two of which carry maximum sentences of 20 years in prison, raise the prospect of Trump being embroiled in more legal proceedings at the height of what is expected to be a bitter and divisive presidential campaign. The indictment brought by special counsel Jack Smith accuses Trump of conspiracy to defraud the United States and conspiracy to obstruct an official proceeding -- the 6 January 2021, joint session of Congress held to certify Democrat Joe Biden's election victory. Trump is also accused in the 45-page indictment of seeking to disenfranchise American voters with his false claims that he won the November 2020 presidential election. "Shortly after election day -- which fell on 2 November 2020 -- the Defendant launched his criminal scheme," the indictment, handed down by a grand jury in Washington, said. "The purpose of the conspiracy was to overturn the legitimate results of the 2020 presidential election by using knowingly false claims of election fraud," it said. Smith, a former war crimes prosecutor at the Hague, said the January 6 attack on the Capitol by Trump supporters was "an unprecedented assault on the seat of American democracy." "It was fueled by lies," Smith told reporters in brief remarks. "Lies by the defendant targeted at obstructing a bedrock function of the US government -- the nation's process of collecting, counting and certifying the results of the presidential election." Part of that plan, the indictment alleges, was to have then-vice president Mike Pence use his role as presiding officer over the January 6 joint session to throw out several states' votes. Pence ultimately refused, issuing a public statement saying that he did not believe the Constitution allowed him that power. As Trump's supporters later stormed the US Capitol, where Pence was in hiding, Trump tweeted that his vice president "didn't have the courage to do what should have been done." White House silence The White House on Tuesday maintained silence on Trump's historic indictment. Biden, who is seeking reelection next year, continued his beach vacation in Delaware, dining out with First Lady Jill Biden before seeing the film "Oppenheimer." Trump's campaign, meanwhile, issued a blistering statement, comparing his prosecution to "Nazi Germany in the 1930s" and stating that he had followed "advice from many highly accomplished attorneys" -- a likely line of defense at trial. From its humble beginnings up to present, Iglesia Ni Cristo has achieved its stature as a global church that embraces faith and unity. Felix Manalo, its first executive minister, founded INC in 1913 after a lapse of faith from his previous religion. He privately studied the Bible for days. Later on, he began preaching doctrines with his wife Honorata in Punta, Sta. Ana, Manila. He went back to Taguig to further evangelize and found himself baptizing a few converts and even some of his persecutors. In 27 July 1914, INC was officially registered as a corporation in the Philippine government. Expansion followed suit. Its very first chapel was established in Punta, Sta. Ana, Manila. Two congregations in Pasig were soon built. Provincial congregations were being constructed beginning 1916. In a span of eight years, INC had 43 to 45 congregations in Manila and nearby provinces. Cebu’s was put up in 1937, the first outside of Luzon and the first in Visayas. In 1948, INC’s first concrete chapel was built in Sampaloc, Manila. Its biggest edifices include its Central Temple in Commonwealth and its houses of worship in Tondo, Capitol and Cabanatuan that can accommodate thousands of members. In August 1968, the San Francisco congregation was founded followed by the United Kingdom in 1971; Canada in 1973; South Africa in 1978; Rome, Italy, in 1994; Jerusalem, Israel, in 1996; and Athens, Greece, in 1997. By 2023, INC has more than 7,000 congregations in the Philippines and more than hundreds abroad. The INC now has local congregations in 165 countries and territories with members belonging to 151 racial and ethnic backgrounds. INC congregations can also be found in Scandinavian countries, Russia, the ASEAN, South Korea, Hong Kong, Macau, East Timor, Papua New Guinea and small territories including Cayman Islands, Turks, Bermuda and Netherlands Antilles. Encierro: Run for your life
PAMPLONA, Spain — Shards of glass, bits of broken containers, cut up and shredded pieces of hard plastic cups and the acidic and nauseating smell of urine and puke could not stop primer encierro (first bull run) Friday morning to celebrate the nine-day San Fermin Festival. [caption id="attachment_158153" align="aligncenter" width="525"] the author at the primer encierro (first bull run).[/caption] Barely 12 hours before the first run, heavy rain poured for hours, leaving the cobbled and narrow streets wet and sometimes slippery, but failing to dissuade the hundreds of mozos (runners) from showing up hours before the 8 a.m. start of the 875-meter sprint. Known all over the world as the Running of the Bulls, whose origins stretch back to the 14th century, the event is Spain’s grandest fiesta. In the last 100 years, about 12 runners have been killed. Still, many locals and even those from other regions have shied away from seeing how far they can go. “I have little kids,” said a fiesta attendee, pointing to a boy of about five and a little girl seated on his lap while his wife listened to the conversation between a vacationing journalist from Manila who had endured a 16-hour bus ride from the Galician city of Vigo just to see what the encierro is all about. A typical bed in a basic hostel goes for more than a staggering €150 a night. “The busiest and most expensive days to come is during the Chupinazo (formal start of the festival on 6 July) and the first bull run the following day,” he said. Indeed, a check on the website showed that the ‘cheap’ €150 the previous day was selling for €180 less than 24 hours later. Outside the San Fermin Festival, Pamplona also has countless other fiestas to look forward to each year. But nothing compares to what San Fermin and the Running of the Bulls bring. You could just imagine the availability of luscious Spanish food and savory cerveza 24 hours a day from mere alimentation (small grocery stores) and restaurants and eateries that line up the ancient and picturesque streets. No wonder this event is among the most popular on the bucket lists of thrill-seekers and serial travelers. Rape allegation against Trump heads to civil trial
A civil trial over an allegation that ex-president Donald Trump raped a prominent former American columnist three decades ago got underway Tuesday with jury selection. The writer E. Jean Carroll says Trump sexually assaulted her in a New York department store and then defamed her after she went public with the allegation years later. Trump, who is facing a barrage of legal woes that threaten to derail his 2024 run for a second presidential term, has repeatedly denied the allegations. The start of the trial, which stems from a lawsuit Carroll filed against Trump, comes just weeks after Trump's historic arraignment on criminal charges related to a hush-money payment made to a porn star. Carroll, a former columnist for Elle magazine, says she was raped by Trump in the changing room at the luxury Bergdorf Goodman department store on Fifth Avenue in Manhattan in 1995 or 1996. The now-79-year-old said the attack came after Trump asked her for advice on buying a women's lingerie gift. Carroll, who was in court for the start of proceedings Tuesday, first made the allegation in an excerpt from her book published by New York Magazine in 2019. Trump responded then by saying he has never met her, that she was "not my type" and that she was "totally lying." Carroll initially sued Trump for defamation in 2019 but was unable to include the rape claim because the statute of limitations for the alleged offense had expired. But a new law took effect in November last year in New York that gave victims of sexual assault a one-year window to sue their alleged abusers decades after attacks may have occurred. Lawyers for Carroll filed a new suit that accused Trump of battery, "when he forcibly raped and groped" her. It also included defamation for a post that Trump made on his Truth Social platform in October where he denied the alleged rape and referred to Carroll as a "complete con job." Psychological harm The suit seeks unspecified damages for "significant pain and suffering, lasting psychological and pecuniary harms, loss of dignity and self-esteem, and invasion of her privacy."
