Bong Go sends assistance to Cebu fire victims
The office of Senator Christopher “Bong” Go spearheaded a relief operation for fire victims in Barangays Kasambagan, Duljo Fatima, and Inayawan in Cebu City on Thursday, 21 September, as part of the senator’s efforts to ensure that the communities fully recover from the incident. The relief operation was held at Brgy. Kasambagan Hall. The senator’s team, together with Brgy. Kasambagan Captain Franklyn Ong, distributed snacks, shirts, and balls for basketball and volleyball to 102 fire victims. They also gave away shoes, watches, and mobile phones to select recipients. Meanwhile, the National Housing Authority (NHA) provided housing assistance to each qualified family. “Isinulong din natin na mabigyan sila ng National Housing Authority ng ayuda pambili ng housing materials tulad ng pako, yero at iba pa upang maisaayos muli ang kanilang mga tirahan,” Go said in a video message. “Isinulong ko ito noon at patuloy na sinusuportahan ang programa ng NHA ngayon upang mas marami pang mga biktima ng sakuna ang makapagpatayo ng maayos na bahay at makabangon muli mula sa trahedya,” he added. Go also highlighted Republic Act No. 11589 or the Bureau of Fire Protection (BFP) Modernization Act of 2021. This legislation, principally authored and co-sponsored by Go, is designed to bolster BFP’s capacity through a decade-long modernization initiative. This program encompasses the enlistment of additional firefighters, procurement of more firefighting equipment, and the provision of specialized training. “Alam ko pong mahirap ang masunugan pero magtiwala lang po kayo sa gobyerno at tayo po ay makakaahon muli. As chair of the Senate Committee on Health, Go also encouraged residents to take advantage of the services offered by the Malasakit Centers nationwide, including the centers located at Vicente Sotto Memorial Medical Center (VSMMC), Cebu City Medical Center, and St. Anthony Mother & Child Hospital, all in Cebu City. The Malasakit Center is a convenient one-stop shop that brings together relevant agencies to provide medical aid to indigent Filipinos. Go is the principal author and sponsor of the Malasakit Centers Act, which has successfully assisted over seven million Filipinos through the 159 operational centers nationwide. “Ako po ay nasunugan at tinulungan po ako ng mahal na mayor at mahal na Senator Bong Go... Go also expressed his support for the construction of Super Health Centers in strategic locations as identified by DOH nationwide. Through the collective efforts of Go, DOH, LGUs, and fellow lawmakers, sufficient funds had been allocated for 307 Super Health Centers in 2022 and 322 in 2023. Go emphasized the critical role that Super Health Centers play in decongesting hospitals, facilitating early disease detection, and providing essential healthcare services such as primary care and medical consultations directly to the community. These centers are designed to offer a wide range of basic health services, database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray, ultrasound), pharmacy, and ambulatory surgical unit. Other available services are eye, ear, nose, and throat (EENT) service; oncology centers; physical therapy and rehabilitation centers; and telemedicine, which makes remote diagnosis and treatment of patients possible. Moreover, echoing President Ferdinand “Bongbong” Marcos, Jr.’s priority of bringing specialized medical services closer to other parts of the country, Go highlighted that he has principally sponsored and is one of the authors of the Regional Specialty Centers Act which was recently enacted into law. The law mandates the establishment of regional specialty centers within existing DOH regional hospitals. It stands as a testament to the commitment of the government to uplift the nation's health infrastructure and bring actual medical services closer to the Filipino people. Today, 20 August, is the culmination of Kadayawan sa Dabaw, touted to be the festival of all festivals in Mindanao. Now on its 38th year, the official festivity of Davao’s most colorful and bonggacious celebration started last 10 August. It is a way for us to showcase our uniqueness and our diversity, and I am an example for that.” Tar then concluded her reply, “I, as a Hiyas, have experienced the great opportunity to show and share my voice, in sharing my advocacy and my plans as a tribal youth president, and as a woman.” First runner-up Juhana Sultan of the Maranao ethnic group was chosen as Hiyas sa Panaghiusa while Althea Asnawi of Taosug tribe settled for second runner-up as Hiyas sa Kalambuan. Sultan also got the following special awards: Eastern Smile of the Night, The Spectrum, Pau-Pau Choice, Hiyas of Mr. D.I.Y and Best in Cultural Presentation. Street dances On the 19th, the streets were filled again with contingents from the city itself and even those from other provinces of Davao and even other regions with the execution of Indak-Indak sa Kadalanan. Some streets of the city were literally on fire as street dances stomped their feet, swayed their hips and shouted with their loudest voice ever during the event. Moving colors — mostly red, yellow, orange and green — flooded the streets. For the Davao City School-Based Category, there were six contingents: Apo Duwaling Dance Company of the Mabini National High School; Tribung Lacson Performing Arts and Ensemble of Lacon Integrated School; Sining Sayon Dawet Cultural Ensemble of Davao City National High School; Hinugyaw Dance Performing Arts of Don Enrique Bustamante National High School; Sining Mananayaw Ensemble of Catalunan Pequeno National High School; and the Performing Arts Company of Lapu-Lapu Elementary School. There were 13 entries in the Open Category or those contingents outside of Davao City. Davao Oriental was represented with four entries: Caraga Matimawa of Caraga National High School (from Caraga), Tribu Maganahay Matiao National High School (from Mati City), Banayan Performing Arts (from Banaybanay) and Rise and Shine Caraga of San Luis National High School. (also from Caraga). Davao del Norte had two entries: Madyaw Samalikha Cultural Dance Troupe (from Island Garden City of Samal) and Asuncion National High School Performing Arts Guild (from Asuncion). There was a lone entry from Davao de Oro: Indak Elizalde Performing Arts Guild of Elizalde National High School (from Maco). Entries outside of Davao Region were as follows: Tribung Balovebagueño (from Balabagan, Lanao del Sur), Agusan del Sur Artists’ Guild (from Agusan del Sur), Landan National High School Performing Arts Group (from Polomolok, South Cotabato), Kalingawan Dance Troupe (from Sto. Niño, South Cotabato), Gagandilan Akbar Performing Arts Guild (from Akbar, Basilan) and Sindac Anib Performing Arts Guild (from Bislig, Surigao del Sur). “The Indak-Indak sa Kadalanan is wildly popular because of the distinctively Mindanaoan beat and costumes,” one pundit commented. “Several tourists come to Davao to watch hundreds of people dancing with vigor in the streets, clad in their native attire and carrying extravagant props that would give Hollywood studios a serious run for their money.” Unlike in the past, the street dancing was moved to the afternoon instead of the usual morning. When asked why, Second District Council Al Ryan Alejandre, the festival spokesperson, told Davao media: “So, it will not be too hot for the children, and we have a good vantage view since it will be in the afternoon and the evening.” (Editor’s note: By the time this feature came out, the winners were already announced.) ‘Pamulak sa Kadayawan’ Also today, August 20, the Pamulak sa Kadayawan will be held. It is a sight to behold as it is patterned after the Pasadena Parade of Roses in the United States — where flowers and fruits are set in colorful floats by business establishments, community assemblies and peoples’ organizations as they promenade on the streets symbolizing all the bounty sustainably enjoyed by the city’s residents. This year, the Daku Category has nine entries: Ipi Kadayawan Float, Kadayawan Kaleidoscope: A multicultural Float Gala, The Fruits of Love and Caring the Nature, Kahayas sa Kalipay (XVI Global Holdings B.V.), IQOR Nurturing Hands, Nurturing Hearts, Harmony in Motion: Vista Estates and Vista Mall Tribute, Fly with the Champions — Philippines Air Asia, Inc., The Davaoeño Spirit (Aeon Blue), and National Food Authority Region XII. The Gamay Category has 13 entries: Guardians Anti-Crime Phil, International Inc., Barangay Councilors League of the Philippines First District, Teleperformance, Kababaihan Group, Duterte Squad Solid Supporters Group, Hudyaka sa Sutherland, Black Hawk Extreme Riders of Davao, Inc., Eng Seng Products, Tahawrog Tribe, Own Your Future — Alorica Teleservices, Inc., The Cause and Effect — A and L Marketing Solutions Hub, Inc., and Balangay — Philippine Retirement Authority. The Non-Competing Category has 14 entries. Perhaps not too many know that the festivity actually started in the 1970s when then Mayor Elias B. Lopez initiated tribal festivals featuring the lumad (native) and the Muslim tribes of Davao City where they showcase their dances and rituals of thanksgiving. It was then called “Apo Duwaling,” in honor of the three royalties for which Davao is famous for — Mount Apo, durian and waling-waling. Pupil started deadly Guyana dorm fire over confiscated phone: source
The weekend school dormitory blaze that killed 19 minors in central Guyana is believed to have been started by a disgruntled pupil angry at having her mobile phone confiscated, a government source told AFP on Tuesday. Sunday's inferno gutted the building in the regional capital of Mahdia, which housed girls aged 11-12 and 16-17. Some are still hospitalized. An official police report confirmed that "a female student is suspected of having set the devastating fire because her cellular phone was taken away." The government source, speaking anonymously, said the teenage pupil in question had admitted to the arson attack and was under police guard at the district hospital in Mahdia. Police are seeking advice on whether to charge her, the official said. On Monday, Guyana Police Commissioner Clifton Hicken had already stated that investigators believed the fire was "maliciously set." According to the government source, students aren't allowed to have phones in the dormitory. After the staff took away the girl's phone, she "threatened the same night that she will burn down the building and everybody heard her," the government source said. The official said that minutes later the girl went to the bathroom area and sprayed insecticide on a curtain before lighting a match. Several pupils had recounted the same version of events, the official said. The girls were locked in for the night, and a house mistress told police that in her panic she could not find the front door key. The building had metal bars on the windows preventing pupils from escaping through them. The house mistress "locks up every night at nine o'clock to ensure the girls don't get away from the building," the official said. "According to the female students, they were asleep and were awakened by screams," said the police report. Despite efforts by other students to extinguish the blaze, the official said the fire quickly swept through the wooden ceiling and eventually engulfed the entire building. Some pupils, including the girl who allegedly started the fire, managed to escape when some men broke down a door. "Upon checking, they saw fire/smoke in the bathroom area, which quickly spread in the building, causing several students to receive burns to their bodies and smoke inhalation, while several managed to escape," the police report said. The police report said there were 57 pupils in the dormitory, which was "a one-flat concrete building measuring about 100 feet by 40 feet, with several windows, all grilled, and five doors." Firefighters did not arrive on the scene until 25 minutes after the fire took hold. The house mistress' son apparently also died in the fire. Thirteen young girls and a boy died in the building, while five more pupils died later at the hospital. As well as the dead, around 20 children were taken to hospital. Seven remain hospitalized, with two in critical condition, according to a hospital source. Six autopsies performed so far revealed the minors died from smoke inhalation and burns, according to the police. The other 13 unrecognizable bodies were being transported to the capital, Georgetown, for DNA testing to confirm their identities. National security advisor Gerry Gouveia said that a forensic team from Barbados had arrived in Guyana to help with the identification. Another team from the United States is expected. Guyanese President Irfaan Ali said that Cuba also offered to provide medical support. Guyana, with a population of 800,000, is South America's only English-speaking nation. Bridging healthcare gap
While the government has consistently strived to improve medical access, the reality remains that access to hospitals providing specialized healthcare services is still limited. Almost all specialty hospitals are located in Metro Manila. We have here the Philippine Heart Center, Lung Center of the Philippines, National Kidney and Transplant Institute, and the Philippine Children’s Medical Center, among others. As these specialty hospitals are some of the best in our country, many of our Filipinos from the provinces who suffer from serious diseases are constrained to travel to Manila just to ensure that they receive quality, affordable and specialized healthcare services necessary for their conditions. Having to worry over transportation and accommodation expenses on top of the already burdensome medical costs is simply too much, especially for our poor Filipinos who can barely earn enough for their daily needs. As I visited many disadvantaged communities nationwide, scores of our kababayans sought me out not only for medical assistance but also for help with their transportation expenses going to Manila, where the only hospitals that can address their health needs are located. The glaring need to bring these specialized medical services closer to our people in the provinces encourages me to continue advocating for a measure that will mandate the establishment of regional specialty centers nationwide. It is high time that we unburden our fellow Filipinos of unnecessary long travels and additional expenses just to get these services needed to save their lives. On 17 May, I sponsored Senate Bill 2212, which seeks to mandate the Department of Health to establish specialty centers in existing DoH hospitals in different regions within five years, rather than constructing entirely new specialty hospitals — a cost-efficient, faster and practical solution to address the issue. The proposal also aligns with the Philippine Development Plan 2023-2028, signed by President Ferdinand Marcos Jr., which includes the establishment of specialty centers as part of the health-related legislative agenda of the administration. Moreover, if enacted into law, the DoH will be required to allocate capital outlay investments and work closely with the Department of Budget and Management to develop staffing patterns and standards for the specialty centers, securing positions for healthcare workers serving in these facilities. Particular emphasis will be placed on establishing heart, lung, and kidney centers that replicate the capabilities of the National Specialty Centers in Metro Manila. This is also a way to decongest our existing specialty hospitals. For instance, the establishment of mental health centers in various DoH hospitals would help decongest the National Center for Mental Health in Mandaluyong City. As chair of the Senate Committee on Health, I believe that physical, emotional, and mental health are all equally important, and I will continue to support measures that would protect and promote the different aspects of health as a whole. Thus, on the same day, I also co-sponsored the proposed Basic Education Mental Health and Well-Being Promotion Act filed by Senator Win Gatchalian. If said bill is passed into law, a Care Center in basic education schools will be established. This will not only benefit the students but also the teaching and non-teaching personnel. Previously, I likewise filed SBN 1786 which aims to mandate Public Higher Education Institutions to establish Mental Health Offices in their respective campuses. Meanwhile, together with my team, I was in Cagayan on 18 May to join in the Sarakat Festival, attend the inauguration of the Super Health Center, and provide aid to 1,500 indigents in the town of Santa Praxedes, where I was honored to be its adopted son. We then headed to Lal-lo town where I witnessed the groundbreaking of another Super Health Center and also led another relief operation for 1,500 more struggling residents in the town. The following day, I visited Jordan, Guimaras, where I attended a volleyball tournament as part of the Manggahan Festival of the province and personally checked on the operations of the Malasakit Center at Dr. Catalino Gallego Nava Provincial Hospital. We also aided 217 patients and 512 frontliners in the hospital while the Department of Social Welfare and Development assisted 118 qualified patients. Later that day, we visited Buenavista, Guimaras where I led the groundbreaking of the town’s Super Health Center, spearheaded a relief operation for 1,462 indigents, and visited local infrastructure initiatives we earlier supported during the Duterte administration such as the Buenavista Wharf and seawall. Last week, my outreach teams also helped many of our fellow Filipinos in need, including 50 indigents in Libertad, 50 in Salay, and 1,735 in Lagonglong, Misamis Oriental; 153 in Agusan del Norte; 255 in Belison, Antique; 419 in Laurel, Batangas; 150 in Quezon City; 1,550 in Manila City; 666 in Limay, Bataan; 108 in Malolos City, Bulacan; 233 in Maria Aurora in Aurora; 366 in Kalawit and 333 in Sibuco, Zamboanga del Norte; and 1,912 families affected by armed conflict in Datu Saudi Ampatuan, Maguindanao del Sur. Fire-hit households, including 21 in Lapu-Lapu City, 99 in Mandaue City, and 171 in Cebu City in the province of Cebu; and six in Angeles City, Pampanga were also assisted. Aside from pushing for the establishment of regional specialty centers, I continue to support our Malasakit Centers and Super Health Centers to provide more accessible medical assistance programs and basic health services, respectively, to more of our fellow Filipinos. It is my hope that, with the support of our fellow workers in the government, we can continue bringing medical services closer to the people, particularly the economically disadvantaged and those residing in far-flung areas, to help address the urgent need to bridge the healthcare gap across the country. After all, it is enshrined in our Constitution, as a matter of state policy, that “the State shall protect and promote the right to health of the people” and that “the State shall adopt an integrated and comprehensive approach to health development which shall endeavor to make essential goods, health and other social services available to all the people at affordable cost.” As elected representatives of the Filipino people, it is our solemn duty to realize these state policies. These programs and measures will not only protect and promote such rights but will make this a living testament to our collective desire to help provide a more comfortable life for Filipinos. In a display of national pride and admiration, Senator Christopher “Bong” Go, Chair of the Senate Committee on Sports, lauded all Filipino athletes for their outstanding performances in the recently-concluded Southeast Asian SEA Games in Cambodia. In an ambush interview after his visit to Santa Praxedes, Cagayan on Thursday, 18 May, Go highlighted that after bagging 58 gold medals, the Filipinos’ success is a testament to the indomitable spirit and determination of the Philippine sporting community. As an avid sports fan, Go extended his warm congratulations to the national basketball team, Gilas Pilipinas, for their exceptional 80-69 victory against Cambodia to reclaim their SEA Games gold. Last 12 to 13 May, Go personally visited Cambodia and showed his support for the Filipino athletes competing in the SEA Games, together with his colleagues Senate President Miguel “Migz” Zubiri and Senator Francis “Tol” Tolentino, among other officials. In total, the Philippines bagged 58 gold, 85 silver, and 117 bronze medals. Over the last six decades, Rupert Murdoch built a media empire well beyond his native Australia, amassing key media properties across three continents in a run that was also characterized by multiple scandals. Through his companies, News Corp and Fox Corporation, Murdoch built one of the world's most substantial portfolios of newspaper and broadcast holdings under one roof. Murdoch's wealth was estimated at $17.3 billion by Forbes on Thursday when he announced he was handing the reins to his son Lachlan while shifting to an "emeritus" status at the two companies. Here is a closer look at the two businesses. News Corp The business includes Murdoch's holdings in his birth country of Australia -- led by The Australian, the lone national daily started by Murdoch in 1964. The company also owns Australia The Daily Telegraph and news website News.com.au, as well as television station Sky News Australia and pay television company Foxtel. Murdoch's initial investment in Britain came in 1969 with the purchase of the tabloid News of the World, which was shut down in 2011 following a phone hacking scandal. Azerbaijan claims victory after Karabakh separatists surrender
Azerbaijan said Wednesday it had regained control over breakaway Nagorno-Karabakh for the first time in decades after separatist Armenian fighters agreed to lay down their arms in the face of a military operation. The stunning collapse of separatist resistance represents a major victory for Azerbaijan President Ilham Aliyev in his quest to bring the Armenian-majority Nagorno-Karabakh back under Baku's control. Armenia and Azerbaijan have fought two wars over the mountainous region since the collapse of the Soviet Union. The years of conflict have been marked by abuses on both sides, and there are concerns of a fresh refugee crisis as Karabakh's Armenian population fears being forced out. A day after Azerbaijan launched its military operation in the region, Baku and the ethnic Armenian authorities in Karabakh announced a ceasefire deal had been brokered by Russian peacekeepers to stop the fighting. "Azerbaijan restored its sovereignty as a result of successful anti-terrorist measures in Karabakh," Aliyev said in a televised address. Aliyev claimed that most of the Armenian forces in the region had been destroyed and said the withdrawal of separatist troops had already begun. The attack left "at least 200 killed and more than 400 wounded," Nagorno-Karabakh separatist official Gegham Stepanyan said. Late on Wednesday, Armenia's defence ministry said that Azerbaijan had fired on its positions along the border between the arch-foes. Such skirmishes are frequent along the border. Truce deal Under the truce deal, the separatists said they had agreed to fully dismantle their army and that Armenia would pull out any forces it had in the region. Azerbaijan's defence ministry said that "all weapons and heavy armaments are to be surrendered" under the supervision of Russia's 2,000-strong peacekeeping force on the ground. Both sides said talks on reintegrating the breakaway territory into the rest of Azerbaijan would be held on Thursday in the city of Yevlakh. President Vladimir Putin said Russian peacekeepers would mediate the talks. Moscow has said several of members of its force in Karabakh were killed when the car they were travelling in came under fire. Latest violence Baku's operation marked the latest violence over the rugged territory. After the Soviet Union fell apart, Armenian separatists seized the region -- internationally recognised as part of Azerbaijan -- in the early 1990s. The war left 30,000 people dead and forced hundreds of thousands from their homes. In a six-week war in 2020, Azerbaijan recaptured swathes of territory in and around the region. President Aliyev on Wednesday praised the "political competence" of his country's historic rival. "The developments that took place yesterday and today will have a positive impact on the peace process between Azerbaijan and Armenia," he said. Azerbaijani presidential foreign policy advisor Hikmet Hajiyev promised safe passage for the separatists who surrendered and said Baku sought the "peaceful reintegration" of Karabakh Armenians. A separatist official said over 10,000 people have been evacuated from Armenian communities in Nagorno-Karabakh and "forced to find a shelter" elsewhere in the territory. Russia's President Putin said he hoped for a "peaceful" resolution, adding that Moscow has been in contact with all sides in the conflict. Putin held talks with Armenian Prime Minister Nikol Pashinyan Wednesday evening, but the Kremlin insisted the crisis was "Azerbaijan's internal affair". 'War is over' Jubilant residents in Azerbaijan's capital expressed hope the deal heralded a definitive victory and the end of the decades-long conflict. "I was very happy with this news. Finally, the war is over," 67-year-old pensioner Rana Ahmedova told AFP. In Armenia, there was fury at a second defeat in Karabakh in three years. Clashes broke out in Armenia's capital Yerevan, where thousands of protesters waving the separatist region's flag blocked a main road and riot police guarded official buildings. Demonstrators threw bottles and stones at police as they slammed the government's handling of the crisis, while officers used stun grenades and made arrests. The loss in Karabakh ratchets up domestic pressure on Pashinyan, who has faced stinging criticism at home for making concessions to Azerbaijan since the 2020 defeat. "We are losing our homeland, we are losing our people," said Sargis Hayats, a 20-year-old musician. Pashinyan "must leave, time has shown that he cannot rule. No one gave him a mandate for Karabakh to capitulate," he said. The Armenian leader has insisted that his government had not been involved in drafting the latest ceasefire deal. Again denying his country's army was in the enclave, he said he expected Russia's peacekeepers to ensure Karabakh's ethnic-Armenian residents could stay "in their homes, on their land". International pressure Azerbaijan's assault came as Moscow, the traditional power broker in the region is bogged down and distracted by its war on Ukraine, which has left it isolated in the West. But its peacekeepers there appeared to have played a key role in helping to negotiate the ceasefire and will now oversee its implementation. Turkey, a historic ally of predominantly Muslim Azerbaijan that views mostly Christian Armenia as one of its main regional rivals, had called the operation "justified". The EU and United States have been mediating talks between Baku and Yerevan in recent months aimed at securing a lasting peace deal between the two foes. The White House said Wednesday it was concerned by the humanitarian situation in Nagorno-Karabakh. "We're obviously still watching very, very closely the worsening humanitarian situation inside Nagorno-Karabakh," US National Security Council spokesman John Kirby told reporters. Solar power to energize Pueblo de Oro developments

These initial rooftop solar panel set-ups are estimated to reduce carbon dioxide emissions by a combined 2,128 kilograms per year, equivalent to 97 trees planted and grown. On average, a mature tree can absorb and sequester approximately 22 kilograms of CO2 per year. “We will continue to tap into innovative practices and technologies, such as renewable energy, and expand its use in our day-to-day operations to make our developments more sustainable and environmentally friendly,” said Pueblo de Oro officials. In addition to the rooftop solar panels, the developer has also installed solar-powered streetlights in its various project sites. A total of 720 streetlight fixtures, ranging from 100 to 200 watts, were set up in Cagayan de Oro; Mactan, Cebu; Santo Tomas, Batangas; and San Fernando, Pampanga. Running at an average of 10 hours a day, the installed solar streetlights represent savings of over 320,000 kWh of grid-supplied electricity, or a reduction of CO2 emissions of approximately 154,787 kg per year, equivalent to over 7,000 trees planted and grown. In its Townscapes Malvar township in Batangas, the company is planning to utilize electric vehicles to service the community and potentially integrate them into the public transport network of the province. Meanwhile, Pueblo de Oro’s house design at Townscapes Malvar has secured a preliminary certification from EDGE, an internationally recognized green building certification system. EDGE reported that the purposeful and innovative design resulted in improvements of 20 percent in energy efficiency, 52 percent in water efficiency and a high 72 percent in embodied energy in materials used compared to a typical housing unit. For the homeowner, these translate to an estimated energy savings of 623.2 kWh per housing unit per year, or over P7,700 per year (estimated at current rates). Better sports facilities pushed
As chairperson of the Senate Committee on Sports, I am saddened by the dilapidated state of the country’s iconic sports facilities. The Philippine Institute of Sports Multi-Purpose Arena, popularly known as PhilSports Arena, has come a long way from the time it was built in 1985 to house the Philippine Basketball Association until the league moved out in 1993 due to the lack of maintenance of the venue. The last time it was renovated was in 2019, when the country hosted the 30th Southeast Asian Games. Among PhilSports Arena’s main facilities are the Multi-purpose Arena, Swimming Center, and Football and Athletic Stadium. While the arena was greatly enjoyed as a sports facility, it also served as a temporary shelter for evacuees after Tropical Storm Ondoy and Typhoon Pepeng struck the Philippines in 2009, adding to the facility's wear and tear. A quick look at the PhilSports Arena and the other sports facilities nationwide should make us realize that we should invest more in rehabilitating our iconic sports facilities. As I have suggested during the budget deliberations in the Senate, prioritizing funding for sports facilities would have been better than putting flood control projects in areas with little to no population. This concern about the support we are providing our athletes has motivated me to author and co-sponsor Republic Act No. 11470, which established the National Academy of Sports at New Clark City in Capas, Tarlac. In collaboration with the Philippine Sports Commission and the Department of Education, NAS now offers a specialized secondary education program focused on sports where students can study and train simultaneously. I have also filed the Philippine National Games bill, which aims to provide a structure for a more comprehensive national sports program, linking grassroots sports promotion to national sports development by having a mini Olympics regularly. Providing opportunities to our youth will help develop their potential in sports but will also help keep them away from vices such as illegal drugs. I continue to support establishing sports-related programs and infrastructure to divert the youth from the lure of addiction and criminality. This is also part of my three-pronged approach to combat illegal drugs in the Philippines – law enforcement, rehabilitation, and prevention. Yesterday, I witnessed the Philippine ROTC Games 2023 Luzon Qualifying Leg opening ceremony held at Cavite State University – Indang Campus in Indang, Cavite. With Sen. Francis Tolentino, I encouraged our young cadets who participated in various competitions to get into sports and stay away from drugs. I have also remained faithful to my promise to visit and help our fellow Filipinos in most parts of the country. On 16 September, we attended the groundbreaking of a Super Health Center in Manolo Fortich, Bukidnon. We also visited the town of Damulog, where I inspected projects I have supported, such as a public market, road concreting project, evacuation center, solar street lights, and a multipurpose building. Later that day, we also attended the 25th Anniversary of Public Safety Basic Recruit Course Class 1998-Alpha at Acacia Hotel in Davao City. On 15 September, we attended a meeting of state universities and colleges leaders held in Davao City and hosted by Commission on Higher Education Chair Prospero de Vera. The night before, we also joined leaders from the CHEd, the University of the Philippines System, and various SUCs to honor the appointment of Atty. Angelo Jimenez, a fellow Mindanaoan, as the 22nd President of the University of the Philippines. We took the opportunity to voice our commitment to elevating the standard of education nationwide. This is also the reason why Republic Act No. 10931, or the Universal Access To Quality Tertiary Education Act, was enacted into law during the time of former president Rodrigo Duterte. Today, we continue to pursue this further as I co-authored and co-sponsored Senate Bill No. 1360, which aims to widen the reach of the law further. We visited Bislig City in Surigao del Sur to participate in its 23rd Charter Day festivities. We handed out grocery packages to 32 newlywed couples during a community wedding and inaugurated the country’s 159th Malasakit Center at the Bislig District Hospital. This is the seventh Malasakit Center in the Caraga region and the 40th in Mindanao. Our team also provided direct aid, including grocery packs, to 129 patients and 191 front liners, including security guards, utilities, and hospital staff. On 15 September, my office also attended the groundbreaking of Super Health Centers in New Washington and Malay in the province of Aklan. Meanwhile, we continue to support livelihood programs, especially those that can help people experiencing poverty overcome crises. Through our support, the Department of Trade and Industry provides livelihood kits to qualified beneficiaries affected by calamities and teaches them how to grow their businesses for the benefit of their families. Among those we have helped are 20 from Dipaculao, Aurora; 57 from Sanchez Mira and Abulog, Cagayan; 100 affected by the earthquake in Montevista and New Bataan, and 50 in Nabunturan in Davao de Oro; 196 in Malalag and Sulop, Davao del Sur; 20 in Mangatarem, Pangasinan; 21 victims of Typhoon Egay in Pigcawayan, North Cotabato; 132 shear line victims in Gingoog City, Misamis Oriental; and 36 beneficiaries from Lutayan and Columbio, Sultan Kudarat, and General Santos City. We also continue to support the National Housing Authority’s distribution of emergency housing assistance to disaster victims so they can purchase roofing, nails, and other home repair materials. We assisted beneficiaries, including 85 fire victims in Imus City, Cavite. Meanwhile, my office helped the 65 fire victims in Bacolod City, Negros Occidental. We also provided assistance to 75 TESDA graduates in Victorias City, Negros Occidental. We also distributed additional support to workers who lost their jobs, beneficiaries of the TUPAD program of the Department of Labor and Employment, including 413 in Talibon, Bohol, and 150 in Plaridel, Bulacan. We also aided 333 poor residents in Paluan, Occidental Mindoro; and 234 in Antipolo City, Rizal. Nat’l ID good for trade deals
Filipinos who want to open bank accounts may use their PhilID and ePhilID, the Philippine Statistics Authority said on Saturday, amid questions on the benefits of registering with the Philippine Identification System or PhilSys of the government. The PSA said 38 million PhilIDs were delivered and 41.6 million were printed and downloaded. PSA Undersecretary Claire Dennis Mapa, National Statistician and Civil Registrar General maintained that PhilSys’ colocation efforts with the Land Bank of the Philippines were recently cited by the Bangko Sentral ng Pilipinas. Financial inclusion tool “As more registered persons receive their PhilID and ePhilID, we encourage them to use it in their transactions with financial institutions to gain access to financial services and products that can open opportunities for them,” Mapa said. “One of the aims of the PhilSys is financial inclusion among Filipinos. The PSA will continue its efforts to realize the aim,” Mapa added. The PSA, in partnership with BSP and the Philippine Postal Corporation, continues to expedite the printing and delivery of PhilIDs to registered persons nationwide. Juan Luna is in the news again following the aborted auction of a bust depicting him as a lad, a work of art in bronze that supposedly survived a fire decades after the same had been donated to the Philippine government. The auction house said the sale was held in abeyance by the present “owners” of the bust that looks nothing like the Luna in the photos that showed him with Jose Rizal and other Filipinos who made Europe their playground (girl-watching and chasing) and propaganda battleground against clerical and civil excesses back in Manila. Rizal’s life had been intertwined with those of the Luna siblings, with one account saying that the boy wonder from Calamba, Laguna, had adjudged Manuel an even better painter than his brother Juan. That’s quite a statement, considering JL’s masterpieces. There’s the Spoliarium, depicting fallen gladiators being dragged off the battlefield in the center of the coliseum, awe-inspiring in size and how it captured the form of warriors in poignant strokes. Gazing at the mural in the National Museum, one can imagine the fallen swordsmen, gasping for their last breaths, just moments after mouthing the ultimate ironic tribute: “We, who are about to die, salute you.” Salute whom? The bloodthirsty royalty and the throng of citizen spectators on whose thumbs up or down rested the decision whether to finish or spare the life of the defeated? To art and music lovers, there may not be a more fitting classical soundtrack while examining the Spoliarium than Concierto de Aranjuez. Make mine Miles Davis’ jazz rendition from his iconic album, Sketches of Spain. Rizal also had his moment with another Luna, Antonio, yes, the assassinated general with whom, fighting for the affection of a woman, he nearly engaged in a duel after having one drink too many. But back to JL, it may be said that this Luna, in winning a gold medal at the Madrid Exposition of Fine Arts in, if my memory serves me right, 1884, put Rizal on the radar of the Spanish authorities even before the publication of his incendiary novels, Noli Me Tangere and El Filibusterismo. With Felix Resurrecion Hidalgo’s painting, Christian Virgins Exposed to the Populace, winning the silver in the same art competition, Rizal was invited to give a speech in honor of JL and FRH. That speech was so bombastic that Rizal returned later to the Philippines, already a marked man. Heroes have always been people with feet of clay, and Rizal and the Lunas were no exception. Antonio would die, assassinated by his fellow Filipinos, while JL would fade away in Hong Kong after being exonerated in the killing of his wife and the latter’s mother. There’s no doubt that JL killed the De Taveras, but it was adjudged a crime of passion that somehow allowed him some compassion from those who set him free. The National Museum naturally wants to recover the Luna bust and, in its communication with the auction house and the “owners,” seems to be leaning toward arriving at an amicable settlement or a win-win solution for all parties concerned. We’re all for that, for the National Museum to get back what the Filipino people should be enjoying, instead of having the bust hidden anew from public view for decades as part of a private collection. Phl joins anew the global effort to protect oceans
Thousands of volunteers in over 150 countries, joined the International Coastal Cleanup (ICC) Day, a global initiative dedicated to addressing ocean pollution through beach and waterway cleanups held every third Saturday of September. Now in its 37th year, the Philippines has been participating in the ICC since 1994. In 2003, Proclamation No. 470 officially designated the third Saturday in September as ICC Day, instilling a sense of vigilance among Filipinos in their support of the ongoing global fight against marine litter. The theme "Clean Seas for Healthy Fisheries" is carried out by this year’s ICC which aligns closely with the objectives of the United Nations (UN) Ocean Decade Challenge 3 which is to “Sustainably Feed the Global Population”. This challenge recognizes the need to ensure sustainable food production from the ocean to feed the growing global population while safeguarding the health and productivity of marine ecosystems. The Department of Environment and Natural Resources in partnership with numerous organizations, took the lead in coordinating cleanups in various water bodies across the country. An estimated 35,000 volunteers armed with sacks, rakes, and gloves joined forces for the cleanup effort across the country. Participants included individuals and groups from the DENR workforce, national and local government agencies, academia, the private sector, youth organizations, civic groups, and civil society. Concurrent coastal cleanups led by various DENR offices and bureaus were held nationwide including key areas such as the Las Piñas-Parañaque Wetland Park; the Tullahan River along Barangay San Bartolome in Novaliches, Quezon City; Baseco Beach in Manila; the Balanga Wetland and Nature Park in Bataan; Barangay Butong Taal in Batangas; the Mactan Channel in Lapu-Lapu, Cebu; the Abatan River and Panglao in Bohol; Banica River in Dumaguete; Bais City, Negros Oriental; and along the shore of Pagadian Bay in Zamboanga Del Sur. The DENR regional and field offices also partnered with SM Supermalls, through its corporate social responsibility arm, SM Cares, together with SM Prime Holdings, Inc., in organizing clean-up drives in Luzon, Visayas, and Mindanao. Fifteen SM Malls were designated as a base that enabled volunteers, including SM employees, to actively participate in the cleanup drive. Likewise, regional offices of the Department have collaborated with UNTV offices across the country under the latter’s advocacy campaign Ocean Care Initiative. Beyond waste retrieval, ICC volunteers documented the volume of waste collected which will be submitted to Ocean Conservancy and UN Ocean Decade to contribute to global efforts to combat plastic pollution. During the 2022 ICC, findings of the Global Ocean Trash Index conducted by Washington, D.C.-based environmentalist advocacy group Ocean Conservancy showed that the Philippines collected 249.382 metric tons of waste. The collected waste encompassed a spectrum of items, including cigarette butts, beverage bottles, food wrappers, bottle caps, grocery bags, food containers, cups and plates, straws, and stirrers. DENR Secretary Antonia Loyzaga said her department's unwavering commitment to enacting effective solid waste management practices, supports a circular economy wherein all plastics are reused, recycled, repurposed, and responsibly managed. The DENR, she added, in collaboration with organizations, implements a range of programs to address solid waste in cities and municipalities nationwide. This is in support of reinforcing the Extended Producer Responsibility (EPR) Act of 2022 or Republic Act 11898 which mandates enterprises to establish EPR programs for plastic waste reduction, recovery, and diversion. King Charles to descend Champs-Elysees on France trip
Royalty fans will get a glimpse of Britain's King Charles III and Queen Camilla as they descend the Champs-Elysees avenue in Paris on Wednesday at the start of a state visit, the French presidency said Friday. At around 3:00 pm (1300 GMT) on the opening day of the three-day trip, the royal couple, accompanied by President Emmanuel Macron and his wife Brigitte, will attend a ceremony in memory of World War I and lay a wreath at the Tomb of the Unknown Soldier under the Arc de Triomphe landmark in the French capital. Charles will then share a car, marked with the French Republic's insignia, with Macron to travel down the Champs-Elysees, as will Camilla and the French first lady, but in a separate vehicle, Macron's office said. Charles III and Macron will then meet for a one-to-one discussion at the Elysee Palace. Topics are to include biodiversity, climate change, and a November summit in Britain on artificial intelligence (AI), as well as the situation in the Sahel region of Africa and the war in Ukraine, the presidency said. On Saturday, the Design Museum in London is presenting an exhibition celebrating young NewGen talents, and the energy they have brought to the industry. "REBEL: 30 Years of London Fashion" showcases about 100 designs, some of which have gone down in pop culture history. This year, about 20 designers are benefiting from the NewGen program. Most are recent graduates, but who have already managed to dress some of the biggest stars. Outfits by Ukrainian designer Masha Popova have been worn by singer Dua Lipa. Di Petsa has dressed actress Zendaya. Among the more established names are 16Arlington, JW Anderson, Molly Goddard, Richard Quinn, Roksanda, and Simone Rocha. But Burberry, the London fashion house founded in 1856, remains the most eagerly awaited show.
