Immigration officer convicted
The National Bureau of Investigation yesterday revealed that a Bureau of Immigration officer has been convicted for the falsification of travel records showing that former Wirecard chief operating officer Jan Marsalek was in the Philippines even if he did not arrive and leave the country in 2020. The NBI said BI officer Marcos S. Nicodemus has been found guilty by the Pasay City Regional Trial Court of violations of Republic Act 10175, the Cybercrime Prevention Act, and RA 3019, the Anti-Graft and Corrupt Practices Act. Though the RTC decision was not provided by the NBI, it said that Nicodemus “was sentenced by the court to a maximum imprisonment of nine years for each of the criminal cases with perpetual disqualification to hold public office.” Marsalek, an Austrian national, has been wanted by the German government for his involvement in the $2.2 billion Wirecard fraud. In 2020, the Philippine government joined the hunt for Marsalek due to Wirecard’s links in the country and discovered travel records that showed that the Austrian came to the Philippines in 2020. Then Department of Justice Secretary and now Solicitor General Menardo I. Guevarra ordered the NBI to conduct an investigation. In August 2020, the NBI “recommended to the DoJ the prosecution of subject Marcos Nicodemus for falsifying the travel records of an Austrian national.” “Investigation conducted by NBI-IAID (NBI-International Airport Investigation Division) revealed that based on Marsalek’s travel records, he arrived in the Philippines through NAIA Terminal 1 on 23 June 2020, processed by Immigration Officer Darren Ilagan but with a mysterious ‘canceled by user’ remark and departure on 24 June 2020 at Mactan-Cebu International Airport processed by Immigration Officer Perry Michael Pancho,” the NBI said. “However, NBI-IAID discovered thru CCTV (closed circuit television) footages that Marsalek never entered the Philippines and he did not even depart through MCIA,” the NBI said. The records of Marsalek were found to be spurious due to the following: Existing immigrations protocol as of that date disallowing passengers from entering Philippine territory due to Covid situation; absence of actual scanned data page of the passport; existing protocol that incoming flights of airlines disallowing the boarding of a passenger who will be prevented entry based on the destination country’s protocol as of flight date. QCPD arrests 17 suspects; confiscates 17 firearms
Quezon City Police District Director P/Brig.Gen. Redrico Maranan on Thursday reported the arrest of 17 suspects and the confiscation of 17 firearms by the different police stations and units from 28 August to 11 September 2023. Maranan said this is in line with the COMELEC Gun Ban and as part of the QCPD commitment to combat illegal possession of firearms. A total of 15 operations were conducted by the different Quezon City police stations and units. The La Loma Police Station (PS 1), under P/Lt.Col. New Cebu International Container Port seen
The Department of Transportation on Tuesday announced that the construction of the New Cebu International Container Port is expected to start within the third quarter of the year. According to DoTr Undersecretary Elmer Sarmiento, the project’s funder — Export-Import Bank of Korea — has granted the renewal of the loan of P10.45 billion, adding that the procurement for the project has been delayed by the coronavirus disease pandemic. Sarmiento said that the agency is hoping to award the civil works contract within the third quarter. The groundwork should have originally started in August 2022. The civil works was bid out in 2022 and won by a Korean firm. He added that the KEXIM has approved the proposed changes and DoTr is now awaiting the special allotment release order. Sarmiento explained that the project has two approaches — civil works which will be funded by official development assistance from KEXIM — and the purchase of quay cranes will be under public-private partnership. The NCICP will be built on a 25-hectare reclaimed area in Tayud, Consolacion, Cebu and will be connected to the mainland by a 300-meter offshore bridge. It will have a berthing facility with a 500-meter-long quay wall that can simultaneously accommodate two 2,000 twenty-foot equipment unit vessels, operating facilities and structures for containers such as a freight station and an inspection shed, an access road and bridge, and a dredged waterway and turning basin. It will be equipped with four quay cranes. A counterpart funding will be financed by Philippine government of P1.28 billion. In 2016, the NCICP was approved by NEDA Board and the signed loan agreement then with KEXIM pegged at $172.64 million. NCICP is seen as the long-term solution to growing volumes handled by the Cebu International Port in Cebu City. CV drivers awaiting petrol support
Drivers and operators of public utility vehicles in Central Visayas have to wait three more weeks for the release of fuel subsidies, according to Land Transportation Franchising and Regulatory Board regional director Eduardo Montealto Jr. He explained that the LTFRB central office was still awaiting the downloading of funds for the subsidies from the Department of Budget and Management. Likewise, Montealto said the number of beneficiaries will be finalized in a memorandum circular or a board resolution issued by the central office. About 1.6 million drivers and operators from across the country are expected to benefit from the fuel subsidy. Traditional jeepney drivers will receive P6,500, tricycle and delivery service vehicle drivers will get P1,000, and modern public utility vehicle drivers will receive higher amounts through fuel cards valid at selected gasoline stations. Montealto said Central Visayas will have the fourth-largest allocation for fuel subsidy, with the National Capital Region as the first, followed by Region 3 (Central Luzon) and Region 4A. Earlier, LTFRB-7 technical division chief Joel Bolano disclosed that the agency had anticipated the distribution of fuel subsidies by the end of August, but this did not push through due to the incomplete list of beneficiaries. Meanwhile, the Cebu chapter of the Pagkakaisa ng mga Samahan ng Tsuper at Opereytor Nationwide, or PISTON, called for the outright suspension of the excise tax on fuel. Diesel prices have risen by P12.45 in the last six weeks, while gasoline has risen by P9.15 and kerosene by P12.15. Montealto said the subsidy will be downloaded directly from the LTFRB central office to the fuel subsidy cards of the drivers and operators. Frasco reported that the efforts of the DoT, along with the whole-of-government approach ordered by President Ferdinand Marcos Jr. in implementing the department’s projects with an eye to restoring the glory of the tourism industry has resulted as of 30 August 2023 into 3.6 million international arrivals, surpassing the total number of international arrivals last 2022. The figure is already 75.92 percent of the country’s target of 4.8 million tourist arrivals this year. “Philippine tourism contributed 6.2 percent to our gross domestic product in 2022; it is being hailed by our economic managers as the second growth driver in the first six months of this year,” she said. By the end of 2022, Frasco said the tourism industry has contributed over P1.87 trillion to the Philippine economy as a composite of international and domestic spending, representing a 67 percent recovery since 2019. “Tourism also contributed over 5.5 million in tourism employment, an 11 percent share of the national employment, and also represents over 93 percent in recovery from 2019 data,” she added. Frasco also said that the rallying of Philippine tourism after the battering it got from the pandemic stands at 66.3 percent, higher than the 54 percent average recovery of ASEAN nations in 2022. As per tourism receipts, Frasco said the industry has already breached P285.9 billion as of 31 July 2023. Pillars of Tourism The Tourism secretary stressed that to give the Philippines a fighting chance at standing shoulder-to-shoulder with its neighbors in the ASEAN region, her department had crafted the National Tourism Development Plan 2023-2028, which does not only focus on the promotion of tourism alone but also in analyzing and understanding the essential pillars of tourism. Approved by President Marcos Jr. last May 2023, the NTDP provides a framework to guide the development and implementation of programs, projects, and activities towards a sustainable, innovative, inclusive, and globally competitive tourism industry. NTDP’s seven strategic goals include improvement of tourism infrastructure and accessibility; cohesive and comprehensive digitalization and connectivity; enhancement of overall tourist experience; equalization of tourism product development and promotion; diversification of the tourism portfolio through multidimensional tourism; maximization of domestic and international tourism; and strengthening tourism governance through close collaborations with national and local stakeholders. Putting the Plan into concrete action, the DoT hopes to have an accumulated total of 51.9 million tourist arrivals and 34.7 million tourism-related jobs in the country by 2028. Frasco said in terms of infrastructure, the DoT has partnered with the Department of Public Works and Highways to improve accessibility in the regions with tourism sites. “This is by constructing, rehabilitating and adding tourism roads leading to tourist destinations. This year, over 158 kilometers of tourism roads have already been constructed,” she said. Aside from this, Frasco said the DoT has also coordinated with the Department of Transportation in improving connectivity, primarily in the country’s gateways for the improvement of flights and tourist journeys. With this, Frasco said the country is starting to see robust recovery of connectivity in the country, including a 100 percent increase in flights in Clark International Airport; a 614 percent increase in flights in Kalibo International Airport; and over a 300 percent increase in flights in Mactan-Cebu International Airport, among other airports in the country. Moreover, she said they also partnered with the Department of Information and Communications Technology for the purpose of improving internet connectivity across 94 tourist destinations in the country. Last 24 August, the DFA implemented the Philippine e-Visa system in Philippine Foreign Service Posts in China. The Philippine e-Visa will allow foreign nationals entering the country for tourism or business to apply for temporary visitor visas remotely through their personal computers, laptops and mobile devices. Other initiatives conceptualized by the DoT to improve the tourism experience include the “Hop in Hop Off” project; being part of the “Love the Philippines” tourism slogan; the “Philippine Experience”; facilitating a cultural tourism circuit development focused on heritage, culture, and arts to enhance current tour and domestic circuit offerings, which include Food and Gastronomy, Pilgrimage and Wellness, Living Cultures and Heritage, and an Arts caravan. In order to equip Filipino tourism workers, the DoT is set on training 100,000 of these workers and capitalize on the world-renowned Filipino hospitality. “We have already managed to train over 71,000 Filipino workers,” Frasco said. Optimistic “Frasco said the Marcos administration remains optimistic about tourism recovery and the resurgence of the nation. “Our numbers will indicate that tourism will continue to be a top economic driver that will provide massive employment and livelihood opportunities to Filipinos and our MSMEs,” she said.
