The Pateros Municipal Police Station conducted voter education and voting simulation exercises for more or less 80 persons deprived of liberty in a groundbreaking initiative aimed at promoting democracy and inclusivity. The activity, conducted in collaboration with the Bureau of Jail Management and Penology and the Department of Education was held at the BJMP Municipal Hall in Pateros and Polling Precinct Friday and witnessed the active participation of esteemed individuals committed to fostering civic engagement among the PDL community. Among the attendees were Armando Mallorca, Election Officer, representatives from DepEd, including the Electoral Board, and P/Col. Wilson Alicuman, Chief of Police, Pateros MPS, as well as Warden JSInspector Chrisvill O. Villamor. It was divided into two parts, the first segment focused on Voter’s Education tailored specifically for the PDLs. During the session, the PDLs were enlightened about the significance of their right to vote and the unique opportunity extended to them. The emphasis was on empowering them with knowledge, enabling them to make informed choices and actively participate in the democratic process. ‘Bata-bata’ system could be blamed for jail mismanagement — ex-BJMP chief
This is how retired P/Maj Gen Aquilino Jacob, a former chief of the Bureau of Jail Management and Penology, described the penitentiary system. He criticized the personnel who were not qualified and only got their position through political connections and the 'bata-bata' system. In an exclusive interview with Daily Tribune, Jacob, an appointee of former President Joseph Estrada, expressed shock at the lack of necessary training among BJMP personnel, who were appointed based on political endorsements. He initially considered the agency leadership position less fulfilling but eventually accepted the challenge and committed to making improvements. According to Jacob, familiarity among jail guards and detainees is expected, but professionals who undergo training, have a deep dedication to their job and receive proper compensation can resist temptation. He added that wardens are in charge of jail facilities and are responsible for meeting the needs of detainees and guards. It's important to choose the right warden based on merit, rather than political connections, although this is difficult in the Filipino culture. “Mahirap mangyari ito na hindi pagbigyan ang mga VIP lalo na kung hinihirit nila ma-pwesto ang mga bata nila na kadalasan ay nagiging abusado at idagdag pa na siguro may pakinabang ang nasa itaas nila,” Jacob said. Jacob disclosed that during his time at the BJMP, he made a recommendation to integrate all jail management in the country into one single agency. He explained that there are several detention facilities that are being managed by different agencies like PNP, NBI, BI, NBP, and others. He described the situation as "fragmented". He suggested that having one agency in charge would prevent collusion between detainees and guards, while also making accountability easier. After retiring from PNP services in 1998, 91-year-old Jacob still enjoys serving as a public servant. He is currently a barangay kagawad in Brgy. Zambo BJMP facility remains drug-free
ZAMBOANGA CITY — The Philippine Drug Enforcement Agency conducted a “random drug test” on 157 personnel of the Bureau of Jail Management and Penology, as well as 450 persons deprived of liberty inside the Zamboanga City Reformatory Center. ZCRC warden Supt. Xavier A. Solda reported yesterday that BJMP personnel and the PDLs underwent a random drug test conducted by PDEA inside ZCRC. Solda said the activity was aligned with the “Buhay Ingatan Droga Ayawan," or BIDA, program of the Department of Interior Local Government. Solda reported that no one from among the BJMP jail security personnel and PDLs tested positive for illegal drug use. “I am happy to report to the public that PDEA personnel have cleared all BJMP security personnel and our PDLs detained inside the jail facility from the influence of drugs,” Solda said. “Nobody among the 157 BJMP jail security personnel and 450 PDLs were found positive for using drugs,” Solda said. 220 PDLs earn ASL diplomas
Some 220 persons deprived of liberty earned their elementary and junior high school diplomas through the Department of Education’s Alternative Learning System program at the Manila City Jail—Female Dormitory, the Bureau of Jail Management and Penology said Friday. In a statement, BJMP chief Jail Director Ruel Rivera assured the jail bureau’s commitment to the national agenda of improving the delivery of basic education to Filipinos by ensuring that those qualified PDLs are enrolled in the ALS Program in all jails. “The BJMP’s care is not limited to securing their safety but more importantly in supporting them to become productive members of our society,” Rivera said. Vice President and Department of Education Secretary Sara Duterte graced the moving-up ceremony of the 220 PDLs on Wednesday. In her message, Duterte recognized the perseverance of the female PDL in striving to pursue education amid incarceration. “Life is not going to be easy. But even if it’s not easy, especially for you [PDL] it will be full of opportunities if you only know how to look at the positives in the things that are happening in your life,” she said. Duterte thanked officials of the Jail Bureau particularly, the Manila City Jail—Female Dormitory for the successful implementation of the “Bantay Nyo, Guro Nyo” Program. Since 2018, the Jail Bureau has produced 34,244 PDL graduates through the ALS program which opened up opportunities to continue their education while undergoing the rehabilitative process under the care of the BJMP. Currently, 18,883 PDLs are enrolled in the program in 403 out of 479 jails under the BJMP. Pursuant to Republic Act 10592, all PDL enrolled in the ALS are entitled to earn their allotted Time Allowance for Teaching, Studying and Mentoring. P23-B add’l budget needed for new jails, PDLs subsidy
Secretary Jesus Crispin Remulla yesterday said the Department of Justice has requested P23 billion for new jail facilities and additional subsidy for persons deprived of liberty as these were not funded in the proposed 2024 national budget. Remulla made the statement when asked to explain by House Deputy Minority Leader France Castro why the daily food and medicine allowance for PDLs remained at P85 for 2024, the same amount provided under the 2023 budget. “We asked for P100 (daily subsistence of PDLs) for food and P30 for medicine, but it was not given to us by the Department of Budget and Management. Actually, we need important things at the DoJ which were not granted by DBM,” Remulla said. He said prison congestion is at 383 percent, thus they asked for an allocation to fix the problem. “We asked for P23 billion in order to construct new jails to decongest the facilities, but the funds were not given to us,” he said. The DoJ’s proposed budget for 2024 is P34.5 billion. DBM’s reply Mary Ann dela Vega of DBM said increasing the daily subsidy for food and medicine of PDLs under the Bureau of Corrections would entail an increase in the daily subsistence of PDLs under the Bureau of Jail Management and Penology. Dela Vega said they have maintained a rate of P70 for food and P15 for medicine for PDLs of Bucor and BJMP because the cost of an increase will amount to P3 billion, thus the decision to maintain the present levels. She said that in maintaining the amount of subsidy for food and medicine for PDLs, they also considered that the daily subsistence for the military and uniformed personnel is only P150 per day. During the administration of former President Rodrigo Duterte, the MUP’s monthly salary was doubled. Meanwhile, BuCor Director General Gregorio Pio Catapang Jr. has complied with the request of the House Committee on Justice by submitting an additional budget proposal in the amount of almost P1.5 billion to safely secure and strengthen the country’s correction service. “We have submitted a letter addressed to the Committee on Appropriations technical staff chief, Ms. Jocelyn G. Lim, for at least P1.5 billion in additional funding to do what must be done in various prison and penal farms nationwide in support of and to solidify the Philippine justice system and ensure public safety,” Catapang said. The BuCor’s priority projects that are unfunded in the proposed national budget but are badly needed in its day-to-day operations include: The acquisition of K9 dogs in the amount of P10 million. K9 dogs can reduce use-of-force incidents and contraband smuggling while serving as a deterrent to unwanted behavior in prison facilities; Acquisition of an advanced body-worn camera system worth P320.4 million; Acquisition of scanner machines in the amount of P812 million; Additional increase in funds for a CCTV surveillance system in the amount of P154.6 million for intelligence gathering, the prevention of crime, the protection of a process, person, group, or project, or the investigation of crime; and Construction of a mess hall for PDLs amounting to P169.1 million; “Our lawmakers have seen with their own eyes the status of the New Bilibid Prison and the plight of our PDLs, not to mention the inadequacies and flaws that need to be fixed in BuCor,” he said. ‘Operation Greyhound’ yields over P1M
TACLOBAN CITY — The Bureau of Jail Management and Penology disclosed on Sunday that its “Operation Greyhound” has yielded large amounts of cash and other prohibited items after an inspection at the Tacloban City jail male dormitory. The BJMP said that it will conduct a swift and thorough investigation regarding the incident. Tacloban City jail warden Jail Chief Inspector Gusser Gadong Sr. revealed that a total of P1,378,160 were found among the belongings of persons deprived of liberty, prompting the jail officials to conduct a more thorough investigation on how the money was brought in and if there are other transactions associated with the money. The operation was conducted last 29 July 2023. Gadong, however, quickly pointed out that there were no drugs found during the conduct of the operation and clarified that what was found were items that are not allowed to be possessed by PDL. Other than money, found in the possession of the PDL were communication devices such as 17 android phones, 10 keypad cell phones, one pocket wifi, one tablet, as well as other banned items. Gadong said the operation was conducted following a letter request from BJMP asking the TCPO led by City Director Police Colonel Michael Palermo to assist them. He added that an investigation will be conducted following the due process. “Operation Greyhound” is considered an essential operational activity of BJMP to maintain peace and order inside the facilities and for the safety of PDL. During the conduct of the operation, the inmates are instructed to stay out of their prison cells and group themselves at the open space within the jail facility as the inspection of the jail cells was conducted. The inspectors would then check the beddings, lockers and personal belongings of PDL for questionable items such as communication devices, money, drugs and bladed and pointed weapons.
