Malacañang tells gov’t agencies, LGUs to support Elderly Filipino Week
All national and local government agencies must support events for the "Linggo ng Katandaang Filipino" (Elderly Filipino Week), Malacañang said. In a memorandum that Executive Secretary Lucas Bersamin signed on 29 September, Marcos ordered the National Commission of Senior Citizens (NCSC) to lead Elderly Filipino Week activities and programs following Republic Act (RA) 11350, the "National Commission of Senior Citizen Act," to fully implement laws, government policies, and programs for seniors. Proclamation No. 470-1994 mandates Elderly Filipino Week in the first week of October to promote senior persons' rights and welfare. "All [national government agencies] and instrumentalities, including GOCCS (government-owned and controlled corporations), GFIS (government financial institutions), and SUCs (state universities and colleges) are hereby directed, and all LGUs are hereby encouraged to extend full support for and cooperation with the NCSC in the conduct of relevant activities and programs for senior citizens during the annual celebration of the Elderly Filipino Week," the memorandum states. The Palace suggested supporting Elderly Filipino Week activities through agency appropriations. NCSC chair Franklin Quijano said the Philippine Plan of Action for Senior Citizens and guidelines for Philippine Age-Friendly Local Governments, Cities, Municipalities, and Communities would be launched to create a “homegrown, age-friendly approach” for seniors. The Department of Social Welfare and Development over the weekend encouraged all Filipino families to observe the “Kainang Pamilya Mahalaga Day” on Monday as part of the celebration of the 31st National Family Week on 25 to 29 September. As chair of the National Committee on the Filipino Family, DSWD said the “Kainang Pamilya Mahalaga Day” is in line with Presidential Proclamation 326, series of 2012. The observance, which encourages Filipinos to spend mealtime with their families, is held every fourth Monday of September every year in conjunction with the annual celebration of National Family Week. The Office of the President also issued Memorandum Circular 32 on Thursday (21 September) suspending work in government offices under the Executive branch from 3 p.m. onwards on Monday. “This Office also encourages all government workers in the Executive branch to fully support the programs and activities relative to the observance of Family Week, as organized by the National Committee on the Filipino Family,” read the memo signed by Executive Secretary Lucas Bersamin. Family week activities The City of Valenzuela is the host local government unit for this year’s celebration. The Valenzuela City LGU will hold their activities in celebration of the National Family Week, including family day celebration in the different child development centers in the city. Chavez vows greater role for NDCPAAI
Led by Transportation Undersecretary Cesar B. Chavez, the newly elected officers of the National Defense College of the Philippines Alumni Association Inc. took their oath before Executive Secretary Lucas P. Bersamin on Monday. Chavez, a consistent appointee to various government agencies by seven successive presidents, was elected president of the NDCPAAI for 2023-2025. He is currently Undersecretary for Railways under the Department of Transportation. “Grateful to Executive Secretary Lucas Bersamin for administering our oath in Malacañang this morning as the newly elected officers of the National Defense College of the Philippines Alumni Association Inc.,” Chavez said. “Our association will strive to be more meaningful and relevant for its members and the country. We will actively foster a platform that encourages greater collaboration between the NDCP, its alumni, and stakeholders, contributing to the national discourse and policy development on all aspects of national security,” he added. Chavez pursued a military and national security education, completing courses such as basic and advance intelligence, psychological warfare, and command and general staff management. DA wants new agrarian law IRR hastened
Department of Agrarian Reform Secretary Conrado M. Estrella III, over the weekend, ordered the committee tasked with the formulation of the Implementing Rules and Regulations, of Republic Act 11953, or the New Agrarian Emancipation Act, to proceed with dispatch in the crafting of the IRR. In his remarks at the first joint meeting of the committee, Estrella reiterated the need for a comprehensive IRR for the law’s smooth implementation and within the 60-day deadline provided for, after its effectivity on 23 July 2023. The secretary also directed the committee and the technical working group to conduct public consultations in key agrarian reform communities in Luzon, Visayas and Mindanao, for their input with regard to the IRR. The condonation of the debt burden of agrarian reform beneficiaries will cost P57.57 billion and benefit 610,054 agrarian reform beneficiaries, covering 1,173,101.57 hectares of agrarian reform lands. The government will also shoulder the balance of the obligations of 10,201 ARBS, tilling 11,531.24 hectares of agrarian reform lands, under the voluntary land transfer/direct payment scheme, amounting to P206,776.41. Money laundering crackdown ordered
President Ferdinand Marcos Jr. has instructed all governmental entities and offices to implement the latest approach to combating money laundering and the funding of terrorism. In Executive Order 33 signed by Executive Secretary Lucas Bersamin on 4 July, Marcos ordered government agencies to adopt the National Anti-Money Laundering, Counter-Terrorism Financing, and Counter-Proliferation Financing Strategy, or NACS, 2023-2027. Aside from departments, agencies, and bureaus, all national government offices, as well as government-owned and -controlled corporations, were urged to implement relevant plans and programs to execute the NACS 2023-2027. Marcos’ order was apparently in response to the Philippines’ inclusion in the grey list of the Financial Action Task Force’s “Jurisdictions Under Increased Monitoring.” The list tags countries that have not demonstrated substantial and favorable advancements in addressing the FATF’s essential recommendations outlined in its Third Mutual Evaluation Report. The previous version of the strategy was implemented in 2018 by then-President Rodrigo Duterte and took effect until 2022. In the current version, Marcos has authorized the National AML/CT Coordinating Committee, or NACC to restructure its subcommittees. The NACC will be overseen by the executive secretary, with the governor of the Bangko Sentral ng Pilipinas as vice chair. Comprising the NACC are government departments and agencies. The Philippines is currently on the FATF’s grey list, which means the country has some deficiencies in its AML/CTF regime. NACS 2023-2027 aims to address these deficiencies and help the Philippines exit the grey list. To improve the Philippines’ AML/CTF regime, NACS 2023-2027 will move to strengthen the legal framework for AML/CTF; improve the coordination and cooperation between government agencies; increase the capacity of financial institutions to detect and report suspicious transactions; and raise public awareness of AML/CTF risks. Sara named co-vice chair of NTF-ELCAC
Vice President Sara Duterte has been designated as co-vice chairperson of the National Task Force to End Local Communist Armed Conflict, according to National Security Adviser Eduardo Año. Año said he made the motion which was unanimously approved for the designation of Duterte, also concurrent secretary of the Department of Education, during the Executive Committee meeting with Executive Secretary Lucas Bersamin in Malacañang. He said that the ExeCom welcomed Duterte’s designation. He and Duterte now serve as co-vice chairpersons of the agency led by the President. “Her unstinting commitment to the cause of NTF-ELCAC will undoubtedly be very valuable to the Task Force and we thank her for accepting the challenge.” Año said. Under Executive Order (EO) 70, the NTF-ELCAC was organized by the government to respond and raise awareness of the ongoing atrocities perpetrated by communist terrorists New People’s Army. EO 70 was signed by former President Rodrigo Duterte on 4 December 2018. Duterte also shared her realizations on how deeply the Philippines is “ingrained with the problem of insurgency” with the recruitment of Filipino students to communist groups. “They have infiltrated our institutions and sectors, and remained a serious threat to the well-being of the Filipino People, particularly our youth,” she said.
