Bong Go calls on DSWD, concerned agencies to update list of indigent senior citizens
Senator Christopher "Bong" Go emphasized the need to update the list of indigent senior citizens, in accordance with Republic Act No. 11916. The said law also mandates an increase in the pension of indigent senior citizens -- from PHP500 to PHP1,000. RA 11916 or an Act Increasing the Social Pension of Indigent Senior Citizens amended RA 7432, the first Senior Citizens Act. The law was co-authored by Go in the Senate. “This amendment is a step forward in ensuring a better quality of life for our senior citizens. It's crucial that we provide them with the necessary support to live comfortably,” Go said. “Nandiyan na ang batas. Dapat maimplementa ito ng maayos para mapakinabangan ng taumbayan lalo na ng mga matatanda na sakop ng batas na ito. Ibigay dapat ang nararapat sa kanila at huwag patagalin pa,” he stressed. Go then cited Section 6 of RA 11916 which mandates the Department of Social Welfare and Development (DSWD), transitioning later to the National Council for Senior Citizens (NCSC), to annually update and validate the beneficiary list with the aid of the Philippine Statistics Authority (PSA) and the local government units. Go expressed his concern regarding the need to urgently update the list of beneficiaries, as the number of indigent seniors may have increased over time. "It's imperative that we review and promptly update the list of beneficiaries to ensure that the aid reaches the senior citizens who are truly qualified to benefit from the law," Go remarked. Go also co-authored and co-sponsored Senate Bill No. (SBN) 2028, which was principally sponsored by Senator Imee Marcos. The bill aims to provide additional support to individuals who have reached the age of 80 and 90 years old. This proposal amends the Centenarian Act of 2016, acknowledging that not everyone reaches the milestone of a century. He emphasized the cultural significance of caring for the elderly in the country and highlighted the importance of providing them with financial support while they can still benefit from and enjoy it. “Nasa kultura na nating mga Pilipino na alagaan ang ating mga nakakatanda. Dapat natin silang suportahan at bigyan ng pagkilala. Habang kaya pang pakinabangan at ma-enjoy ng senior citizen ang cash gift, ibigay na natin sa kanila,” said Go. Just recently, the Office of Senator Go, together with United Senior Citizens Partylist Rep. Milagros Aquino-Magsaysay, the Office of Senator Robin Padilla, and volunteer organizations, spearheaded an activity for senior citizens on Monday, October 16, during the United Senior Citizens Association-Quezon City (USCAQC) General Assembly held at White Twins Court, Quezon Memorial Circle in Quezon City. Around 1,000 attendees were provided with essential goods from Senator Go such as grocery packs, snacks, and shirts while a select recipient likewise received a cellular phone. The participants were also given various forms of assistance from the participating offices to promote the welfare of the elderly. Meanwhile, Go urged senior citizens to utilize the services of Malasakit Centers for medical assistance they might need. Initiated by Go in 2018, the Malasakit Centers program was institutionalized under the Malasakit Centers Act of 2019, which he principally authored and sponsored. There are now 159 Malasakit Centers nationwide that have helped more than seven million Filipinos. “Prioritizing the needs of the underprivileged, especially senior citizens, in public service delivery is paramount. Rest assured, I will continue to support programs aimed at improving the lives of the elderly,” concluded Go. Bong Go assists displaced workers in Bohol
In a video message conveyed during his team's visit to Carmen and Batuan, Bohol, Senator Christopher “Bong” Go expressed his steadfast commitment to advocate for more pro-poor initiatives and bolster support measures, aiming for a more inclusive economic recovery after the COVID-19 pandemic and other crises. "Prayoridad ko ang pagsuporta sa pro-poor programs at dapat po ay sikapin ng gobyerno na walang magutom na Pilipino. 'Yan po ang pakiusap ko parati sa executive," said Go. "Kung merong isusulong na programa o batas, suportado ko po ito basta po makakatulong sa mahihirap at hindi mapunta sa korapsyon ang pera," he added. Go's team, in collaboration with Board Member Nathaniel Binlod, distributed shirts, snacks, and balls for basketball and volleyball to 548 displaced workers gathered at the Carmen Gym on Monday, 16 October. The recipients were also eligible to receive benefits from the Department of Labor and Employment’s (DOLE) Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program. “Patuloy tayong magbigay ng oportunidad at pag-asa sa mga manggagawang Pilipino na nawalan ng trabaho o kabuhayan dahil sa mga pagsubok na hinaharap natin. Sa pamamagitan ng ganitong mga programa, marami sa ating mga kababayan ang mabibigyan ng pagkakataon na magkaroon ng pansamantalang trabaho at kumita ng maayos para sa kanilang pamilya,” Go stressed. In his commitment to promoting inclusive economic recovery, Go has underscored the significance of safeguarding the welfare of all sectors, with particular attention to those residing in rural areas. He introduced Senate Bill No. (SBN) 420 which seeks to institutionalize a framework for offering temporary employment to eligible members of underprivileged households in rural regions. If enacted into law, the Rural Employment Assistance Program (REAP) would be established within DOLE. REAP's primary goal is to furnish temporary job prospects to individuals who meet the criteria of being economically disadvantaged, impoverished, displaced, or seasonal workers. Go, chairperson of the Senate Committee on Health and Demography, then offered medical assistance to the beneficiaries. He advised them to avail of the services of any of the two Malasakit Centers in the province where they may conveniently avail of medical assistance programs offered by the government. In Bohol, the Malasakit Centers are located at Governor Celestino Gallares Memorial Hospital (GCGMH) in Tagbilaran City and at Don Emilio Del Valle Memorial Hospital in Ubay. Malasakit Centers bring together representatives from the Department of Social Welfare and Development (DSWD), Department of Health (DOH), Philippine Health Insurance Corporation (PhilHealth), and Philippine Charity Sweepstakes Office (PCSO). These one-stop shops aim to support impoverished patients in reducing their hospital costs to the least possible amount. Go is the principal author and sponsor of Republic Act No. 11463 or the Malasakit Centers Act of 2019, which institutionalized the Malasakit Centers program. Currently, there are 159 Malasakit Centers across the country, poised to assist with patients' medical expenses. The DOH reported that the Malasakit Center program has already provided aid to more than seven million Filipinos. “Sa mga pasyente, lapitan niyo lang ang Malasakit Center dahil para ‘to sa inyo. Kung may hospital bill kayo, nandiyan ang mga ahensya ng gobyerno na tutulong para mabayaran ito,” said Go. Go further highlighted that his advocacy to enhance the healthcare sector includes the establishment of Super Health Centers at strategic locations nationwide. Through the collective efforts of fellow lawmakers, sufficient funds have been allocated under the Health Facilities Enhancement Program of DOH for 307 Super Health Centers in 2022 and 322 in 2023. DOH, the lead implementing agency, identifies the strategic areas where they will be constructed. In Bohol, necessary funds have been allocated to construct Super Health Centers in Buenavista, Candijay, Dauis, Sagbayan, Talibon, Antequera, Balilihan, Bien Unido, Carmen, Panglao, Tagbilaran City, and Ubay. Super Health Centers are designed to focus on primary care, consultation, and early detection, further strengthening the healthcare sector in the country, especially in grassroots communities. As vice chairperson of the Senate Committee on Finance, he also supported several projects in Bohol, such as the construction of multipurpose buildings in Alicia, Anda, Balilihan, Batuan, Buenavista, Danao, Dimiao, Duero, Garcia Hernandez, Guindulman, Loay, Loon, and Valencia; improvement of evacuation centers in Panglao, Anda, Balilihan, Carmen, Corella, Garcia-Hernandez and Valencia; installation of a water system in President Carlos P. Garcia; construction of the municipal slaughterhouse in Inabanga; and the acquisition and installation of solar-powered street lights in Getafe. Go, also principally sponsored the passage of RA 11883 which converts GCGMH to Governor Celestino Gallares Multi-Specialty Medical Complex. Bong Go to DTI: More livelihood opportunities for poor
Senator Christopher “Bong” Go expressed his support for the proposed budget for the Department of Trade and Industry (DTI) and its attached agencies during the Senate Finance sub-committee hearing on Tuesday, 3 October. He however appealed to the concerned agencies of government, particularly DTI, to address rising prices of commodities, mitigate the impact of inflation, and provide more livelihood opportunities for the poor to help them recover from the pandemic and other recent crises. Go’s stance comes in the wake of the recent Pulse Asia survey, conducted from 10 to 14 September, which showed that poverty and inflation were identified as two of the most pressing concerns. It is for this reason that the senator has urged the government to prioritize the creation of better job opportunities as a crucial step towards alleviating the suffering of the people and stabilizing the country's economy. “Nais kong iparating ang aking suporta para sa proposed budget at mga programa ng DTI. Ang DTI ay may malaking papel sa pagpapalago ng ating ekonomiya at pagpapabuti ng kalagayan ng ating mga negosyante at manggagawa,” said Go. Through Senator Mark Villar who presided over the budget hearing, Go manifested his support for DTI as it plays a pivotal role in shaping the economic landscape of the country, considering that it is responsible for crafting and implementing policies, programs, and projects that promote a competitive and innovative business environment. “Sa pagtugon sa mga hamon ng kasalukuyang panahon, napakahalaga na maglaan tayo ng sapat na pondo para sa DTI upang maipagpatuloy nila ang kanilang mahalagang mga proyekto at programa. Sa tulong ng mga programa ng DTI, mas mapapaunlad natin ang sektor ng negosyo sa bansa at mas magkakaroon tayo ng mas maraming pagkakataon para sa trabaho at kabuhayan,” he added. Moreover, Go said that the department is entrusted with the vital task of supporting micro, small, and medium enterprises (MSMEs) that constitute the backbone of the Philippine economy. These businesses are crucial in generating employment and driving economic growth. Go highlighted Republic Act No. 11960, or the One Town, One Product (OTOP) Philippines Act. Authored and co-sponsored by Go, the OTOP Philippines Program is a government-led initiative that allows each town or city in the country to capitalize on a unique product or service that embodies its identity, culture, and traditions. “Sa tulong ng batas na ito, ating pinapalakas ang mga lokal na negosyo sa bawat bayan at siyudad sa bansa. Ipinapaabot natin sa kanila ang suporta na kinakailangan nila upang mapanatili ang kanilang operasyon at maabot ang mas malawak na merkado,” Go said, adding that by leveraging local resources, the program not only invigorates economic activities but also fosters cultural preservation. Meanwhile, Go also co-sponsored Senate Bill No. (SBN) 2021, which aims to institutionalize the Shared Service Facilities (SSF) project under DTI. The proposed measure seeks to amend RA 6977 or the Magna Carta for Small Enterprises as amended by RA 9501, also known as the Magna Carta for MSMEs. If enacted, the SSF program would offer more cost-effective solutions to MSMEs by providing access to shared facilities and services that will help them improve the quality and productivity of their products, including equipment, tools, and machinery that they can use to upgrade their production processes that are typically expensive for individual MSMEs. During the previous administration, Go advocated for the Pangkabuhayan sa Pagbangon at Ginhawa (PPG) program which seeks to aid micro, small, and medium enterprises in crises and provide livelihood opportunities to more Filipinos. “Sa programang ito, tuturuan ang mga benepisyaryo na magnegosyo at bibigyan ng suporta para palaguin ito. Masarap sa pakiramdam kapag pinaghirapan at pinagpawisan ang iyong negosyo, napalago ito, at naiuwi sa pamilya ang kinita mula dito,” he said. He continues to support the implementation of the program to help more Filipinos in need of government support amid trying times. Last year, Go successfully appealed for the budget allocation for the PPG program during the deliberations on the 2023 budget of the DTI. “Marami pong nawalan ng trabaho, maraming nagsara na negosyo dahil po sa pandemya kaya naman napakahalagang maipagpatuloy ang programang ito,” he said. “Isa itong paraan upang maipakita natin ang ating malasakit sa mga Pilipinong apektado ng iba't ibang krisis, mula sa nakaraang pandemya hanggang sa mga kasalukuyang kalamidad, at mabigyan sila ng bagong pag-asa na magkaroon ng maayos na kabuhayan,” he added. Furthermore, Senator Go filed SBN 420, which aims to establish the Rural Employment Assistance Program (REAP) that will be operated under the purview of the Department of Labor and Employment (DOLE). The primary objective of this proposed program is to offer temporary employment opportunities to individuals experiencing economic hardships, poverty, displacement, or seasonal unemployment. By creating such opportunities, REAP can assist those affected in achieving financial stability during challenging periods.
