Jansen shooting: Police hunt carpenter accused of shooting neighbor during fistfight
CEBU CITY, Philippines – Police here are hot on the trail of a 52-year-old carpenter accused of shooting a neighbor after getting hit with a stick during a fistfight in Barangay Basak San Nicolas, Cebu City on Monday, October 16, 2023. They are also coordinating with the family of the alleged suspect to convince him to turn himself over to the authorities. This was according to Police Major Jonathan Bethooven Nifiel Taneo, chief of Mambaling Police Station, who spoke to CDN Digital in a phone interview. Senator Bong Go personally paid tribute to educators in Lapu-Lapu City, Cebu during their World Teachers' Day Celebration at Hoops Dome on Friday, 6 October. Go acknowledged the vital role played by teachers in society and expressed his deep appreciation for their sacrifices, especially during the challenging times when the education landscape has been impacted by the COVID-19 pandemic. “I have always believed that teachers are the architects of our future. Mandaue pushes ‘kasambahay’ desk
The local government of Mandaue City’s Public Employment and Service Office in Cebu province is encouraging barangay officials in the city to establish a “Kasambahay Desk” in their respective villages. PESO-Mandaue head Musuline Suliva disclosed that the desk will assist house helpers to register and hear their side whenever they have complaints and concerns against their employers. “The purpose of the law is to see how many house helper are there in the barangays, to see if they were given the exact amount of their salary, they can be helped if they have a complaint against their employer,” Suliva said. He stressed that only five out of the 27 barangays in the city were able to establish the desk and pass data regarding the number of registered house helpers in their barangays — Barangays Subangdaku, Cambaro, Looc, Basak and Maguikay. Republic Act 10361 or the Act Instituting Policies for the Protection and Welfare of Domestic Workers was approved in January 2013 and it requires all employers to register their kasambahay under their employment in the barangay where their residence is located. Sections 1 and 2 of the Implementing Rules and Regulations stipulate the barangays with SSS, PhilHealth and Pag-IBIG to conduct registration. “When the law was passed, we launched it right away. We went to Insular Square, we invited all barangays. At least, they will know how to do it,” Suliva said. After the Barangay and Sangguniang Kabataan Elections, the 22 barangays are set to conduct house-to-house survey to determine how many house helpers are there in the barangays. Another Marawi Siege?
Just as the trauma was wearing off, something terrible happened. The ghosts and demons of the 2017 siege that lurked at the back of their minds for the last six years have resurfaced. And it is giving them the creeps. They had not yet rebuilt their flattened homes when black-clad terrorists claiming to be Muslims cooked up another plot to again turn their city into a battleground. The timing and circumstances of the Wednesday, 14 June, firefight between ISIS-affiliated rebels and government militia where the former’s top commander, Abu Zacaria, was killed were eerily similar to the 2017 Siege. The firefight occurred at Barangay Bangon adjacent to the place where the 2017 war started. Both skirmishes came on the heels of a “korods,” or congregation of Islamic devotees, at the “markas,” a huge mosque and assembly building at Barangay Basak Malutlut. And both were sparked by government troops serving a warrant on the rebel commander. Sketchy newsfeeds reported the incident. But Maranaws saw more than what was reported. The rumor that went around, fueled by social media, was that there was a bigger sinister plan to wage war again in the Islamic City. In fact, some reports had it that there were sleeper cells in the remote barangays and even on the outskirts of Mindanao State University who were ready for action. Thanks to the timely action of the military under the command of Brig. Gen. Yegor Barroquillo Jr., commander of 103rd Haribon Brigade, the plan was thwarted, but not before it stirred fear among the residents. The military was prompted to impose a lockdown in the area of incident and adjoining barangays, restricting the movements of the residents. As a safety measure, they herded some schoolchildren to the nearby military camp, which was wrongly interpreted as a hostage-taking. The breathtaking drama was closely monitored by local lawyers and their “blow-by-blow” accounts were posted in the IBP chatroom. On reading the alarming report of a hostage situation, two leaders of the local bar threw caution to the wind and rushed to the military camp to help the civilians who were caught in the middle of the crisis, like the schoolchildren. It unintentionally made them the heroes of the day for daring to rush to the camp even if the dust of battle had yet to settle. They worked for the immediate release of the children, some of them the children of lawyer Farhanna Datudacula and others. Indeed, crisis makes heroes. Take a bow, lawyers Mino Macalandap, president of the MSU Golf and Country Club, and Provincial Attorney Faisal Cali. There was an upside to the incident. It was reported that the residents themselves had tipped off the military about the presence of armed men in their area. They had probably learned their lesson. Months before the 2017 siege, some residents had noticed the movements of rebels in the city. Yet they kept mum partly because of their belief that it was an issue between the rebels and the authorities in which they must not interfere. Some gullible residents believed the rebels who were waxing concern about Muslims being the subject of persecution, discrimination and injustice by the establishment. And they paid dearly for their silence. Had they alerted the authorities, the 2017 Marawi siege could have been averted. They have since come to their senses and resolved to cooperate with the authorities. They sent a clear message that never again will they allow their city to be a killing field with many of them declaring on social media that they themselves would take up arms against any element, Muslim or not, who will attempt to destroy their city. In other words, the 2017 siege awakened their dormant sense of patriotism and nationalism regardless of what the proselytizers of Islam say, who could in fact be snake oil salesmen. Bong Go aids fire-hit Cebu communities, stresses fire prevention interventions
On Saturday, May 20, Senator Christopher “Bong” Go had his team mounted a relief activity for Cebuanos whose houses were damaged in a fire incident in Cebu City. In a video call, the senator underscored that he will continue to promote and advocate for better fire prevention measures in the country. “Sa mga nasunugan po dito sa Cebu City, sana nasa mabuti kayong kalagayan. Huwag po kayong mawalan ng pag-asa, ang importante ay buhay kayo. Ang gamit po ay napapalitan, ang pera ay kikitain pero ang pera ay hindi nabibili ang buhay. A lost life is a lost life forever. Kaya mag-ingat po tayo,” Go expressed. The senator's team mounted the relief activity at Barangay Mambaling gymnasium, where they distributed grocery packs, snacks, vitamins, masks and shirts. They also gave away bicycles, mobile phones, shoes, watches and balls for basketball and volleyball to select beneficiaries. A team from the Department of Social Welfare and Development also extended financial support. In total, 171 affected families were aided from Barangays Duljo Poblacion, Pit-os, Mambaling, Kalunasan, Luz, Sinsin, Kamputhaw and Basak San Nicolas. Go has primarily authored and co-sponsored Republic Act No. 11589, otherwise known as the Bureau of Fire Protection (BFP) Modernization Act. "Importante po na mabigyan ng suporta ang modernization ng ating Bureau of Fire Protection dahil napaka-importante ng tungkulin na ginagampanan nila upang makapagligtas ng buhay," Go explained. "Halos linggu-linggo akong bumababa sa mga nasusunugan. Nakikita ko ang hirap ng ating mga kababayan. Kahit isang bahay lang ang masunog, damay pati ang kapitbahay. Maraming pamilya ang apektado kaya dapat na palakasin natin ang kapasidad ng BFP sa pagreresponde sa sunog," he added. Signed by former president Rodrigo Duterte in 2021, the Act provides for the acquisition of modern fire equipment, expansion of the BFP's manpower, and provision of highly-specialized training to firefighters, among others. It also mandates the bureau to implement monthly fire prevention campaigns and information drives in every local government unit. Go also offered to help those with health issues. As Chair of the Senate Committee on Health and Demography, he encouraged them to seek the services of the Malasakit Centers located at Vicente Sotto Memorial Medical Center, Cebu City Medical Center and St. Anthony Mother and Child Hospital, all located in the city. The Malasakit Center was first established in VSMMC in 2018. To date, there are 157 such centers nationwide that have helped over seven million particularly poor and indigent patients, according to the Department of Health. The Malasakit Center is a one-stop shop where patients may conveniently apply for medical assistance from concerned agencies such as the DSWD, DOH, Philippine Health Insurance Corporation, and Philippine Charity Sweepstakes Office. In Cebu province, there are also Malasakit Centers at Eversley Childs Sanitarium and General Hospital in Mandaue City, Cebu South Medical Center in Talisay City, Lapu-Lapu District Hospital in Lapu-Lapu City, and Cebu Provincial Hospital in Carcar City. Go then mentioned that DOH has also identified areas to construct Super Health Centers in the province. SHCs were funded to be established in the cities of Bogo, Danao, Lapu-Lapu, and Mandaue; and in the towns of Borbon, Cordova, Moalboal, Samboan and San Francisco in 2022. This year, more Super Health Centers were funded in the cities of Carcar, Cebu, Talisay and Toledo; and in the towns of Carmen, Consolacion, Liloan, Medellin and San Nicolas. An additional Super Health Center will also be established in Danao City. Through the collective efforts of fellow lawmakers, sufficient funds had been allocated for 307 Super Health Centers in 2022 and 322 in 2023. DOH, the lead implementing agency, identifies the strategic areas where they will be constructed. Super Health Centers offer database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray, ultrasound), pharmacy, and ambulatory surgical unit. Other available services are eye, ear, nose, and throat service; oncology centers; physical therapy and rehabilitation center; and telemedicine, where remote diagnosis and treatment of patients will be done. “Mas malaki ito sa rural health unit (pero) mas maliit sa ospital.
