DBM declares Cagayan’s 2023 budget inoperative
BAGUIO CITY — Local officials of the provincial government of Cagayan disclosed that the Department of Budget and Management has suspended the province’s programs and projects after it deemed the provincial government’s budget inoperative in its entirety. Cagayan Provincial Board Member Rodrigo de Asis said that the DBM declared inoperative the 2023 Annual Budget of Cagayan after the Sangguniang Panlalawigan cut a large chunk of it this year, adding that the DBM has seen violations committed by the Sangguniang Panlalawigan. He added that the Sangguniang Panlalawigan slashed Cagayan’s budget with P21 million from the 20 percent development fund of Cagayan contrary to the provisions of the Local Government code. Dumaguete City to host national history conference, gathering of historians
Silliman University in Dumaguete City, Negros Oriental will host this year’s National Conference of Local and National History, slated for 19 to 21 October. DSWD hails winners of 2023 Natatanging Pamilyang Pilipino
The Department of Social Welfare and Development, together with partner agencies in the National Committee on the Filipino Family, recognized exemplary Filipino families during the awarding of the 2023 Natatanging Pamilyang Pilipino at SM City San Mateo over the weekend as part of the celebration of National Family Week. The NPP aims to recognize and award Filipino families who have significantly contributed towards nation-building and the development of the family as the foundation of Philippine society. In the message of Secretary Rex Gatchalian, which was delivered by DSWD Undersecretary for Policy and Plans Adonis Sulit, the DSWD chief highlighted the courage and strength demonstrated by Filipino families in overcoming life’s challenges as well as their contribution to nation-building. "You and the members of your family are not only exemplary in your love for each other but also in your significant contributions to your communities and society. Your stories of cooperation, care, and even the stories of overcoming life's challenges pave the way for a better future for all of us," Gatchalian said. Cagayan wary of ‘sore eyes’
BAGUIO CITY — Provincial health authorities in Cagayan on Friday raised the alarm as they recorded more than 1,000 cases of sore eyes in just a month. According to Cagayan Provincial Epidemiology Surveillance coordinator Nestor Santiago, the total number of sore eyes in the province already reaches to 1,150 based from the consolidated data taken from the third week of August until this week of September. Sore eyes or conjunctivitis is the inflammation of the conjunctiva or the tissue that covers the eyes and lines inside the eyelids due to viral or bacterial infections. Santiago said there are three types of sore eyes — the allergic conjunctivitis which is not transmissible, second is the viral conjunctivitis and the third is bacterial conjunctivitis. The last two types, he explained, are infectious. He also said that most of the cases of sore eyes from the third week of August to September are from the different elementary schools in the 22 municipalities of Cagayan, adding that they are anticipating that the number will rise up once they will get more data from the rest of the municipalities of the province. Cagayan has 28 municipalities. According to the epidemiology officer, the transmission hastened in schools since the school year started last month as the pupils have direct contact with each other, adding that the number of cases logged can be interpreted to an outbreak. SC to release results of 2023 Bar exams before Christmas
The Supreme Court disclosed that the results of the 2023 online Bar examinations will be released before Christmas while the oath-taking of new lawyers will be held before New Year. Yesterday, the three-day Bar exams started in 14 local testing centers (LTCs) nationwide. The SC said the last two days of the exams are on 20 and 24 of September. Associate Justice Ramon Paul L. Hernando, chairperson of the 2023 Bar exams committee, said: “For the longest time, Bar examinees have had to endure several months of perceived agony of waiting before the results of the professional licensure exams for future lawyers are released. “This year, however, following the examples of my recent predecessors as Bar Chair, the time spent by the examinees waiting in agony for the results of the exams will be cut short: my team and I are eyeing the release of the results of the 2023 Bar Examinations in early December before Christmas day. “Moreover, there will be simultaneous oath-taking and signing of the Roll of Attorneys in December also before Christmas day so that we will have our new batch of full-fledged lawyers before the year ends. “It will be an additional reason for those who will hurdle the Bar Exams to celebrate the Holiday Season.” Hernando added that as of 17 September, a total of 10,791, instead of 10,816 as earlier announced, will take the six-subject examinations spread over three days. The change in the number was a result of the withdrawal of 25 examinees who had earlier registered. As in previous examinations, they may still withdraw from the exams after the first day. Hernando said the conduct of the examinations by the SC will be assisted by 2,571 Bar personnel deployed in the 14 LTCs. The SC headquarters for the exams is at the San Beda College Alabang in Muntinlupa City is the appointed SC headquarters for the exams. “The 2,571-strong 2023 Bar workforce—which includes court officials; judges; numerous personnel from the Supreme Court, the Court of Appeals, the Sandiganbayan, the Court of Tax Appeals, and First-and Second-Level Courts; and volunteer lawyers in the government and private practice—are fully committed to ensuring the integrity and orderly process of this year’s Examinations,” Hernando said. Six core subjects are covered in the examinations—Political and Public International Law, 15 percent; Commercial and Taxation Laws, 20 percent; Labor Law and Social Legislation, 10 percent; Criminal Law, 10 percent; and Remedial Law, Legal and Judicial Ethics with Practical Exercises, 25 percent. The subjects yesterday were Political and Public International Law in the morning, and Commercial and Taxation Laws in the afternoon, from 8:00 a.m. to 12:00 noon and from 2:00 p.m. to 6:00 p.m. On 20 September 2023, the subjects covered are Civil Law in the morning and Labor Law and Social Legislation in the afternoon. On 24 September 2023, Criminal Law and Remedial Law will be in the morning, and Legal and Judicial Ethics with Practical Exercises in the afternoon. In the National Capital Region, the LTCs are at the San Beda University, Manila; University of Santo Tomas, Manila; SBCA; University of the Philippines, Quezon City; Manila Adventist College, Pasay City; and University of the Philippines, Bonifacio Global City. In Luzon, the LTCs are at Saint Louis University in Baguio City; Cagayan State University, Tuguegarao City; and University of Nueva Caceres, Naga City. In the Visayas, the LTCs are at the University of San Jose-Recoletos in Cebu City, University of San Carlos also in Cebu City, and Dr. V. Orestes Romualdez Educational Foundation in Tacloban City. There are two LTCs in Mindanao—one at the Ateneo de Davao University in Davao City and the other at the Xavier University in Cagayan de Oro City. Courts within the areas of the 14 LTCs will be closed on 20 September. Several local governments in the 14 LTCs have announced traffic rerouting in areas where the examinations will be held. His support has been instrumental in bringing specialized medical care closer to our fellow Filipinos,” said Go. "Walang Pilipino ang dapat mapag-iwanan pagdating sa kalusugan. Ang bawat Pilipino ay may karapatan sa de-kalidad na serbisyong medikal, kahit saan man sila sa bansa," he stressed. The law aims to create additional specialty centers in various regions, ensuring that Filipinos have access to specialized medical services. “With the signing of this law, we are taking a giant leap in improving access to specialized medical care and bringing these services closer to Filipinos in need," said Go. "Now, our countrymen suffering from severe illnesses won't have to travel to Manila for treatment at specialty hospitals like the Philippine Heart Center or Lung Center,” he added. The newly enacted law includes provisions for the establishment of specialty centers within existing government-controlled corporations or specialty hospitals. It also outlines the specific service capabilities that the Department of Health (DOH) will implement in regional hospitals. “By setting clear standards, we are ensuring that these specialty centers will have the necessary expertise and resources to cater to patients' specialized medical needs effectively across the country,” Go added. The law also details the medical specialties that DOH must prioritize in the establishment of these centers. CAAP airports in Northwestern Luzon gear up for Typhoon ‘Goring’
In preparation for Typhoon "Goring" (internationally known as "Saoloa"), airports under the Civil Aviation Authority of the Philippines have implemented preventive measures. CAAP said Signal No. 3 was raised in Cagayan and Isabela provinces as Typhoon "Goring" intensified as reported by PAGASA. CAAP reported that potential airport closures include Tuguegarao, Basco, Itbayat, Cauayan, and Palanan. Airports in Laoag, Vigan, and Baguio are also preparing for harsh weather conditions. In a progress report by Area 2 Manager Mary Sulyn Sagorsor to CAAP Director General, Capt. Manuel Antonio Tamayo, all flights at Tuguegarao, Cauayan, Palanan, and Basco Airports are canceled. Area 1 Manager Ronald Estabillo reported that the Laoag International Airport flight of Cebu Pacific (Mnl-Lao-Mnl) 5j404 had 94 affected passengers, while flight 5j405 had 69 passengers affected due to flight cancellation. Baguio Airport flights of PALEx (Ceb-Bag-Ceb) flight 2p2230/2231 were canceled, with 33 of 38 passengers affected and accommodated on the next available flight. Lingayen Airport experienced power interruptions from 7:00 a.m. to 12:00 p.m. In Vigan, Rosales, and San Fernando, the airports' ramp was flooded. The areas experienced light to moderate rain. BAGUIO CITY — The Cagayan Valley Regional Disaster Risk Reduction and Management Council on Friday disclosed that the province is on red alert status amid the possible threat of typhoon “Goring.” The CVRDRRMC — through the Memorandum Order 86 series of 2023 — is solidifying preparations in anticipation of the effects of the new weather disturbance. Local DRRM offices were also directed to conduct heightened monitoring in their respective Areas of Responsibility and strictly implement the “no sailing, fishing and swimming” policy in their AORs. All Local Disaster Risk Reduction and Management Councils were directed to submit reposts of their preparedness measures and incident monitoring while those who are in the areas not directly affected or are not affected at all are also advised to organize Humanitarian Assistance at Disaster Response Teams ready to extend assistance to the people. Local chief executives in the region were also told to perform their mandate in times of calamities. LDRRMOs are also to conduct Pre-Disaster Risk Assessment or PDRA. State weather bureau PAGASA, meantime, said that Goring continues to intensify as it moves southwestward of the country while another cyclone has been monitored near the Philippine area of responsibility. In its latest weather bulletin, PAGASA said that “Goring” will affect Batanes, Babuyan Islands, and mainland Cagayan, Isabela and the northern portion of Aurora, and Ilocos provinces until Monday noon with forecast rainfall are generally higher in elevated or mountainous areas. It also warned that flooding and rain-induced landslides are possible, especially in areas that are highly or very highly susceptible to these hazards as identified in hazard maps and in localities that experienced considerable amounts of rainfall for the past several days. Authorities order evacuations ahead of super typhoon Egay
A super typhoon swept towards the northern Philippines on Tuesday, the country’s weather agency said, triggering evacuation orders for coastal communities expected to bear the brunt of the powerful storm. Super Typhoon "Egay" was packing maximum sustained winds of 185 kilometers an hour (115 miles per hour) as it headed towards a group of three lightly populated islands off the northern tip of the main island of Luzon, the agency said. The storm was expected to make landfall or pass very close to the Babuyan islands or northeastern Cagayan province by Wednesday afternoon, the agency said in its latest bulletin at 0000 GMT. It would then sweep across to Taiwan and eastern China. The storm was expected to dump more than 200 millimeters (7.9 inches) of rain on the islands and the northern portion of Cagayan, Apayao and Ilocos Norte provinces on Tuesday. Three of the five Babuyan islands are inhabited, with a population of around 20,000 people. Local disaster official Charles Castillejos said coastal communities on the islands had been ordered to leave their homes, while fishermen had been told to get their boats out of the water. "We sent the police to convince the hard-headed ones who refuse to evacuate," Castillejos told AFP. Storm surges of more than three meters (10 feet) could hit some low-lying areas, the weather agency warned. Heavy rain was expected across the mountainous northern provinces in the coming days, with landslides "highly likely", it added. The Philippines is hit by an average of 20 major storms each year that kill hundreds of people and keep vast regions in perpetual poverty. More than 21,000 work applicants lined up for employment opportunities during the recent job fairs held in 31 SM malls. The SM Supermalls Job Fair is a partnership between the Department of Labor and Employment (DOLE), the Public Employment Service Office (PESO), and the Local Government Units (LGUs). BPO group sets $59-B growth goal
The Contact Center Association of the Philippines, made up of more than 150 business process and outsourcing companies, has pegged its growth target for the industry to reach $59 billion by 2028, given the continuous development in the sector, particularly the enduring embrace of digitization. In a press conference on Tuesday at the Peninsula Manila, CCAP managing director Rosario Cajucom-Bradbury said of the revenue target of $59 billion by 2028 — about $49 billion of which is expected from CCAP-member companies. The sector has posted actual revenue of $27 billion in 2022, which accounts for 84 percent of the total revenue of the IT-BPM industry ($32 billion). The aggressive target is part of the 2028 IT-BPM Roadmap, which was launched in the third quarter of 2022, coinciding with the start of the administration of President Ferdinand Marcos Jr. It also sets a target of 2.5 million full-time employees (2.3 million to be accounted for by CCAP-member firms) and a 40 percent countryside expansion. The aggressive target is part of the 2028 IT-BPM Roadmap, which was launched in the third quarter of 2022, coinciding with the start of the administration of President Ferdinand Marcos Jr. In 2022, the contact center sector employed 1.4 million individuals, which is 87 percent of the 1.6 million total employment of the local IT-BPM industry. Senator Christopher Lawrence “Bong” Go, author and principal sponsor of the Regional Specialty Center bill, recently stressed the significance of these facilities in providing accessible and specialized healthcare services to Filipinos across the country. In an ambush interview after attending the groundbreaking for the Super Health Center in Digos City, the lawmaker explained that the primary objective of these specialty centers is to bridge the gap between the people and essential specialized healthcare services. To recall, Congress on 31 May ratified the Bicameral Conference Report on the Regional Specialty Centers Act and the measure will soon be transmitted to the Office of the President for the approval of President Ferdinand Marcos Jr. By establishing these specialty centers in various regional hospitals, Go believes that it will alleviate the burden faced by patients who have to travel to Manila and other urban areas for specialized treatments. He also said that the Department of Health will identify the regional hospitals capable of housing the specialty centers. The senator stressed the importance of bringing medical services closer to Filipinos who may face challenges in accessing healthcare in Metro Manila. Final bell rings for boxing chief Ed Picson
Philippine sports lost a pillar -- both inside and outside the boxing ring. Edgar “Ed” Picson passed away following a long battle with liver cancer, his friend and longtime colleague Joaquin Henson announced. He was 69. A Letran College alumnus, Picson started his television career as a semi-regular in "John N Marsha" -- a highly-successful sitcom featuring comedy king Dolphy and Nida Blanca in the 1980s -- while doing boardwork as a radio DJ. He made it into sports the following decade as he served as commentator for “Blow By Blow,” the weekly boxing program that launched Manny Pacquiao’s professional career. He also served as color commentator for the Philippine Basketball Association and wrote a regular column at the Manila Bulletin. In 2009, his biggest break came. With the group of industrialist Manny Pangilinan taking over the leadership of the Association of Boxing Alliances of the Philippines from Manny Lopez, Picson was appointed as executive director who will man the day-to-day operations of the organization. A few years later, he was tapped as Vargas’ secretary general replacing Patrick Gregorio. Under Picson, Philippine boxing flourished as he retained the services of longtime coaches like Pat Gaspi, Ronald Chavez and Roel and Boy Velasco while expanding its talent identification program in major provinces like Cebu, Davao and Cagayan de Oro. To make the program more holistic, he hired a foreign mentor in Donn Abnett of Australia and provided the boxers with deep knowledge in strength and conditioning, psychology, nutrition and other sport sciences. The result was truly impressive as his leadership inspired Nesthy Petecio and Carlo Paalam to win a silver medal while Eumir Marcial took home a bronze medal in the Tokyo Olympics in 2021. His achievement was greatly rewarded when Vargas passed him the Abap leadership in November of 2021. To make up for his lingering battle with cancer, he tapped a young sport leader in Marcus Manalo to assist him as his secretary general. The boxers were preparing for the 32nd Southeast Asian Games at the Teachers Camp in Baguio City when news of Picson’s demise broke out at high noon on Wednesday. “It is with deep sadness that I confirm that ABAP president Ed Picson passed away this morning due to complications from cancer of the liver,” Manalo said in a statement. “ABAP will have a special board meeting tomorrow and will come up with an official statement.” Henson said branded Picson as a sports broadcasting “legend.” “ABAP president and dear friend Ed Picson passed away at 11 this morning due to complications from liver cancer,” Henson said in a social media post. “Ed was a legend in sports broadcasting and when Senator Manny revived ‘Blow By Blow’ late last year, he was invited to cover the fights but he declined. He will be missed.” Another broadcasting colleague in Bill Velasco said he will definitely miss Picson, whom he worked with in the PBA panel in the 1990s. “Lost another old friend today. Farewell, Ed Picson, my colleague from Vintage Enterprises in the early 1990’s,” Velasco said. “You were always articulate, level-headed, and spoke your mind.
