Apayao seeks higher digital literacy
BAGUIO CITY — The Provincial Apayao Training Center kicked off on Wednesday a training program that aims to fulfill higher digital literacy targeting employees from various offices and departments of the provincial and municipal governments of Apayao. The two-day training first of the series of capacity building was started at is currently conducting a two-day photo and video editing training-workshop at the League of Municipalities of the Philippines Multipurpose Hall in San Gregorio, Luna, Apayao. At least 24 participants from various offices in the provincial and municipal government of Flora and Calanasan towns attended the training — the first of the various trainings under ATC’s latest learning and development initiative in addition to its other regular technical-vocational course offerings. The workshop-training series will be undertaken in collaboration with the provincial government’s Human Resource Management and Development Division of the provincial government of Apayao. They are part of the bid to enhance capacities of its target participants with 21st century skills and competencies in order to contribute to a more efficient and innovative civil service workforce that can effectively meet the challenges of modern times. ATC administrator Jerome Lacambra stressed that acquiring and honing the digital skills of civil servants is not just an advantage but also a necessity. “I hope that you will embrace this opportunity to learn and grow as workers of the government,” Lacambra said. “As one of the skills development training institutions in the province, it is our goal to empower you with essential digital skills and competencies and foster professional growth and enhance your capabilities in the modern workplace,” he added. MPIC, Hartasuma target transport deals
The recently signed strategic partnership between infrastructure investment firm Metro Pacific Investments Corp. or MPIC and Malaysian firm Hartasuma Sdn Bhd is anticipated to introduce new transportation modes including cable cars and monorails that would help ease gridlock conditions in the country. Hartasuma Group executive director Tan Sri Ravindran Menon and MPIC’s chairman and CEO Manuel V. Pangilinan signed an agreement on Monday, with the two parties formalizing their interest in fostering economic growth through joint ventures and cooperation. Among others, the strategic partnership paves the way for various initiatives, including rolling stock refurbishment and development projects as well as exploration of a cable car system for tourism and urban transport. “If we look at other modes of transportation, cable cars and monorails can be good. The country should be open to more efficient modes of transportation, to ease the traffic situation in the Philippines like in Manila and other urban cities,” Pangilinan told reporters. Not just a supplier “What we are looking at is that they will not just be a supplier to us for transportation projects. They (are building) new modes of transportation like monorails and cable cars in Malaysia and we’d like to explore that also to upgrade our overall transport network in the country. We would like to see whether we can invest in this company,” he said. Pangilinan, however, did not disclose how much MPIC is willing to invest in Hartasuma, adding that the plan is still in the initial stage. MPIC, through its subsidiary Light Rail Manila Corp., which operates and maintains 20 stations, is expanding its business with the construction of five new stations for the Cavite Extension Project. It assumed operations and maintenance of LRT-1 in September 2015 through a P65-billion 32-year concession agreement with the Department of Transportation and the Light Rail Transit Authority. For his part, Menon noted that Hartasuma can leverage its expertise to help build and introduce new modes of transportation in the local market. “We also build cable cars and we are going to operate one in Malaysia very soon. I think it is an area that we should look at. It’s cheaper than the rail and it can carry a lot of people so you don’t start acquiring land in the middle of the city, especially in places like Baguio where there is terrain issue. In cities like Manila, we need to look at different places. It is just a possibility,” Menon conveyed. Rail excellence center “The city of Paris has a cable car being built now. And the other thing that we want to do in the Philippines is to put up a rail excellence center. We have great talents in Malaysia and we want to replicate that in the Philippines,” he added. Citing the projected growth of the local construction market, Menon also noted that MPIC and Hartasuma collaboration will cater to the growing demand and interest in rail infrastructure projects as the government looks to improve regional connectivity through the development of transport infrastructure. The partnership will likewise support the Marcos administration’s renewed commitment to Public-Private Partnerships. Hartasuma, a leading local integrated rolling stock and rail services company, was the first Malaysian rail company to deliver fully locally assembled passenger coaches to Keretapi Tanah Melayu Bhd. Senator Christopher “Bong” Go, principal sponsor and one of the authors of the Regional Specialty Centers (RSC) Act, commended the signing of the measure into law by President Ferdinand Marcos, Jr. “I would like to extend my heartfelt gratitude to President Ferdinand Marcos, Jr. for recognizing the importance of this legislation and signing it into law. His support has been instrumental in bringing specialized medical care closer to our fellow Filipinos,” said Go. "Walang Pilipino ang dapat mapag-iwanan pagdating sa kalusugan. Ang bawat Pilipino ay may karapatan sa de-kalidad na serbisyong medikal, kahit saan man sila sa bansa," he stressed. The law aims to create additional specialty centers in various regions, ensuring that Filipinos have access to specialized medical services. “With the signing of this law, we are taking a giant leap in improving access to specialized medical care and bringing these services closer to Filipinos in need," said Go. "Now, our countrymen suffering from severe illnesses won't have to travel to Manila for treatment at specialty hospitals like the Philippine Heart Center or Lung Center,” he added. The newly enacted law includes provisions for the establishment of specialty centers within existing government-controlled corporations or specialty hospitals. It also outlines the specific service capabilities that the Department of Health (DOH) will implement in regional hospitals. “By setting clear standards, we are ensuring that these specialty centers will have the necessary expertise and resources to cater to patients' specialized medical needs effectively across the country,” Go added. The law also details the medical specialties that DOH must prioritize in the establishment of these centers. Justice assured for slain Rodriguez teen
Philippine National Police chief Gen. Benjamin Acorda Jr. on Saturday vowed to bring justice to the family of a 15-year-old boy who was allegedly killed by a police officer and his companion in Rodriguez, Rizal. Acorda said in a statement that the suspects, Police Corporal Arnulfo Sabillo and Jeffrey Baguio, had been arrested to face charges of homicide and attempted homicide. “We are committed to ensuring that the bereaved family finds justice for their deceased loved one,” Acorda said of the incident that happened on 20 August. John Ace Ompad was riding a motorcycle home with his brother when two men, later identified as Sabillo and Baguio, attempted to stop him. Ompad allegedly threw his helmet at them. In response, Sabillo reportedly fired four times in the direction of John Ace but hit his 15-year-old brother in the abdomen. The minor victim was taken to the hospital but died from his injuries. “Such actions are deeply regrettable and do not represent the values of the Philippine National Police,” Acorda said. “We will ensure a thorough and impartial investigation and appropriate action will be taken against those found responsible.” Sabillo and Baguio were arrested by the PNP on 22 August and were placed under investigation. Sabillo’s Taurus service pistol was confiscated. Also relieved from their posts were members of the Community Police Assistance Center 5 of the Rodriguez Municipal Police Station who would face administrative charges. Irony of corruption
Corruption has become so pervasive and brazen. Masusuka ka na (you would puke),” moaned the mayor of Dumaguete City, Felipe Remollo, at the convening Thursday of a coalition of over a hundred chiefs of local government units calling for good governance and an end to corruption at all levels of government starting within their own turfs. The coalition was sparked by Baguio City Mayor Benjamin Magalong, a former Philippine National Police official who, in a virtual speech delivered during a PNP flag-raising ceremony last July, said he was “shocked” by the gargantuan increase in the country’s national debt to nearly P14 trillion. Said Magalong: “When President Duterte started his administration, our national debt was at P5.7 trillion, accumulated over the past decades. In just seven years, our national debt increased by 142 percent; we’re now at P13.86 trillion (actually P14.10 trillion, as reported by the Bureau of the Treasury in May 2023).” He quoted then-NEDA Secretary Karl Chua as saying that the country’s ability to pay the national debt is dependent on “‘our ability to manage financial leakages.’ And so I ask, ano ba yung financial leakages (what are financial leakages)? And Sec. Chua replied, ‘ang financial leakage na sinasabi ko (that I’m telling you), a big chunk of that is attributed to corruption.’” Beyond shock, he said he was also alarmed that none of the members of Congress then and now seemed to be concerned enough to “raise hell” about the country’s tremendously rising national debt. Interviewed over local television, he said he had spoken with contractors whom he asked, “Assuming I take cuts from infrastructure projects, how much will my take be? Their answer? From 10 percent to as much as 20, 25 percent — it’s up to the mayors and lawmakers to decide how much.” Bids and awards committee members, among others, also receive commissions, thus only about 45-50 percent is left for the contractor to do the project, he learned. If the project is worth, say P100, they’ll settle for from P42.50 to P55, including their profit, so they’ll have no choice but to make sub-standard projects. Having spent 38 years of exemplary service in the Philippine National Police, retired in 2016 as Deputy Chief of Operations with a total of 166 medals to his name, including the Distinguished Conduct Star, Distinguished Service Star, and PNP Gold Cross for combat and law enforcement achievements, he said: “We in the uniformed service are willing to give up a reasonable percentage of our pension to help the national government address this huge deficit, to address this big national debt; but we have yet to hear from our legislators that they too are willing to give up their pork barrel. Let’s wait and see what our brave legislators have to say.” In the interest of objectivity, it should be said here that Baguio, in two instances, was the subject of a Commission on Audit flag-down. One instance involved Magalong’s admission that rules were eased by City Hall in the purchase of food for city residents and disinfectant at the height of the Luzon lockdown during the Covid-19 pandemic in 2021. He said, however, that all the lockdown expenses were properly accounted for. CoA likewise flagged the city government on allegations that it had diversified funds to complete an infrastructure project. City Administrator Bonifacio Dela Peña maintained that the local government used the DPWH fund for its intended purpose, explaining that city hall only had a P341-million budget for a Convergence Center and it needed P50 million more to complete the project. “The word ‘misuse’ is not true. The fund was well-audited and it went to where it was allotted,” said Dela Peña. It is heartening to see that a cry in the wilderness sparks action among mayors. Theirs is a cause worthy of support by all sectors, including business and the citizenry, and we wish them all the luck in what is certain to be “an uphill climb” of sincerity and political will. Meanwhile, Go called on the government to provide the structure for a truly integrated and comprehensive national sports program linking grassroots sports promotion to elite sports development, and encourage all local government officials to promote the development of sports in the countryside. Go made the remarks during the public hearing of the Committee on Sports Monday, 14 August where he tackled the Philippine National Games Bill and the upgrading of incentives for Para Athletes Bill. The Philippine National Games bill seeks to institutionalize a truly comprehensive national grassroots sports program that will harness the vast potential of Filipinos in discovering and developing champion athletes who could excel in international sports competitions. “Through the years, we have witnessed how the Filipino athletes stand out in various international sports competitions, such as the Southeast Asian Games, the Asian Games, para games, world championships and Olympics. ‘Egay’ onslaught leaves Baguio teen dead
BAGUIO CITY — The onslaught of super typhoon “Egay” — which brought heavy downpour and strong winds destroying structures here — has claimed the life of a 16-year-old student who was trapped inside their home following a landslide. According to the Baguio City Police Office, the lone fatality was with his parents when a landslide devoured their house in Barangay Bakakeng Central around 10:30 a.m. on 26 July 2023. The parents, a 59-year-old construction worker and 48-year-old housewife were retrieved alive by responders. Meantime, reports from the City Disaster Risk Reduction and Management Office, the City Social Welfare and Development Office disclosed that 145 families with 639 individuals were affected in barangays Irisan, Lourdes Subdivision Extension., Camp Allen and San Roque Villages due to the following incidents: 69 flooding, 15 landslides, 11 blown roof and nine fallen trees. Three houses or properties of said affected families were totally destroyed while 65 were damaged partially. The City Disaster Risk Reduction Management Office and the City Mayor’s Office led by acting Mayor Faustino Olowan activated the operations center at the onset of the rains and coordinated response to reported incidents with teams from other city government offices, line agencies, volunteer groups and private companies. Reported incidents were 97 leaning/fallen trees/branches; 20 electrical concerns; 12 flooding; 8 soil erosion; 2 stranded people/vehicle; 11 landslide; and 2 clogged drainage. The Benguet Electric Cooperative, on the other hand, announced that it has restored power in 60 percent of Baguio City and Benguet province as of 8 a.m. Thursday, and disclosed the sheer volume of damages to its distribution system with initial cost of damages placed at more than P2.6 million due to broken, damaged and eroded poles felled by trees that fell on the wires. Marcos Highway and Naguilian Road remain open even as the Department of Public Works and Highways said road clearing operations are continuing in stretches affected by the typhoon warning people to “observe extra caution while on the road and avoid unnecessary travel if possible.” In other developments, the Office of the Civil Defense Cordillera reported that a total of 2,421 families or 7,795 individuals sought refuge to the houses of their relatives and evacuation centers in the Cordillera Region during the typhoon. The figures were from the provinces of Benguet, Abra, Apayao, Kalinga and Mountain Province. In Abra, there are 2, 202 families or 7,324 individuals from the 39 municipalities were forced to leave their homes. Some of them went to the designated evacuation centers and some to the houses of their relatives. The province listed the most evacuees. At least 60 families or 194 individuals in Apayao went to the evacuation centers or their relatives. The evacuees are from 9 barangays in the province. Over at Ilocos Sur, the super typhoon had swept away the old Banaoang bridge, a road and another bridge in this town and caused the evacuation of thousands of families whose houses were submerged due to continued heavy rains inundated by flashfloods for two days. Death toll from ‘Egay’ rises to six
The death toll from Typhoon Egay has risen to six, official figures showed Thursday, as the storm swept towards southeastern China. Egay battered the main island of Luzon on Wednesday, toppling trees, knocking out power, and forcing the evacuation of thousands of people from coastal communities. Strong winds and heavy rain pummelled the lightly populated Babuyan islands and northern provinces, triggering flooding and landslides. A mother and her three children were killed Wednesday morning when a landslide struck their house in Buguias municipality in the mountainous province of Benguet, local disaster official Satur Payangdo told AFP. Five other people in the house were rescued. That took the death toll to six after a woman was killed by a falling coconut tree in Isabela province and a 16-year-old boy was crushed to death by a landslide in Baguio city. Egay had been a super typhoon as it swept across the Pacific Ocean on Tuesday but weakened as it neared the Philippines. The storm is expected to weaken further as it moves across the South China Sea before making landfall in southeast China on Friday. While Egay will bypass Taiwan, heavy rains related to the typhoon led to the drowning death of a 57-year-old woman who was trapped with two others when a mountain river overflowed, the island's emergency operations center said. Marawi City is that one dreamy place that proves the Philippines has more to offer than meets the eye. [caption id="attachment_158168" align="aligncenter" width="525"] THE Islamic municipality of Tamparan has40 mosques.[/caption] Imagine seeing the iconic and age-old Lake Lanao flanked by two majestic mountain ranges and the Grand Mosque, the great Islamic sanctuary of the nation. Prior to the pandemic, these were the lone attractions drawing visitors to the capital of Lanao del Sur. For those desiring a tourist experience, a mere half-day in Marawi gave you everything you needed. Times have changed, however. During a recent return to my beloved hometown, I found myself pleasantly taken aback by the exquisite accommodations I was provided at the newly established Ridge Hotel. This modern marvel boasts an array of state-of-the-art indulgences, a culinary haven curated by a gifted chef, a reliable and uninterrupted WiFi connection, elegant function rooms and staff composed entirely of graduates in the fields of tourism and hotel management, epitomizing maximum professionalism. Going back to Tamparan During my journey, a valuable opportunity presented itself to reconnect with friends spanning different generations. Curiosity led me to venture into Tamparan, the sole Islamic municipality, merely a brief 30-minute ride from Marawi. To my awe, Tamparan revealed itself as a dynamic community, embellished with an impressive line of 40 mosques and inhabited by residents sporting their Islamic attire. The determined strength of their faith was palpable. I had the privilege of conducting an interview and was assured by one of the locals that exploring Tamparan is a safe endeavor, owing to the commendable leadership of Mayor Juhar Dimaporo Disomimba. Tamparan envisions itself as the agro-ecotourism and commercial center of Lanao del Sur. It aims to cultivate a community of God-loving and empowered citizens who thrive in a peaceful, resilient, safe and ecologically-balanced environment. This vision is supported by a progressive and transparent governance system that fosters growth and development. CoA flags Baguio fund ‘misuse’
BY ALDWIN QUITASOL AND EDJEN OLIQUINO The Commission on Audit or CoA has called out the Baguio City government headed by Mayor Benjamin Magalong for using funds intended for a national project. An audit revealed the city government used P50 million in Department of Public Works and Highways funds to pay for the progress billing of its ongoing Youth Convergence Center and Sports Complex project instead of using it for the construction of the Multi-Purpose Building at the Athletic Bowl Oval at Burnham Park in Baguio City. State auditors said this was in violation of the memorandum of agreement between the city government and the DPWH, which stipulated that the P50-million fund was to be used solely for the construction of the multi-purpose building. CoA said the city government’s actions “did not achieve the purpose of the project MoA.” Daily Tribune sought but had yet to receive a response from Magalong at press time. Worse, the initial P25-million fund transfer released by the DPWH was disbursed to the contractor of a city government project as a loan, CoA added. The Baguio City government responded to the audit findings by saying that executing an amended MoA with the DPWH may have required complicated procedures. The LGU asked whether a certification from the bids and awards committee and the head of the procuring entity stating that the DPWH project had been “clustered” with the city government would be sufficient to resolve the audit issue. 31 SM job fairs draw over 21,000 applicants nationwide
More than 21,000 work applicants lined up for employment opportunities during the recent job fairs held in 31 SM malls. A job applicant looks for an employment vacancy at the Job Fair in SM City Cauayan last 12 June. The SM Supermalls Job Fair is a partnership between the Department of Labor and Employment (DOLE), the Public Employment Service Office (PESO), and the Local Government Units (LGUs). It attracted 1,190 companies and 21, 723 total event registrants. Employment seekers join the Job Fair at the recently-opened SM City Bataan. The job fairs provided venues for employment seekers and supported the government to provide work opportunities, as well as reducing unemployment in the country. The nationwide events kicked off last June 9 at SM City Tanza while on 11 June, it took place at SM City Rosales.
