Man-made disasters cost Philippines 164.87 mln USD in 2023

“The best way to find yourself is to lose yourself in the service of others,” Mahatma Gandhi once said. Marian Wright Edelman states, “Service is the rent we pay for being. It is the very purpose of life, and not something you do in your spare time.” Two memorable statements capture the essence of Attorney Kelvin Lester Lee, hailed by Dean Antonio La Viña of Ateneo School of Government as “one of the finest and most visionary individuals to have emerged from Ateneo Law School.” It’s no surprise that Atty. Lee became a Commissioner at the Securities and Exchange Commission in 2019. While his position may be formidable, those who have met him in person can attest to his kind-hearted nature and willingness to devote his time generously. When expressing his views, he displays a remarkable level of candor, always taking the time to carefully consider his words before speaking. Aside from his sense of humor, Lee possesses a remarkable ability to engage in meaningful conversations. When he speaks, he has a way of looking directly into your eyes, underscoring the significance of his words. Even in intense situations, he maintains a calm demeanor and is known to offer a comforting smile, lightening the atmosphere. In his role as Commissioner at the SEC, Atty. Lee assumes the responsibility of overseeing various crucial departments and divisions. These include the markets and securities regulation department, the information and communications technology department, the PhiliFintech innovation office dedicated to Philippine financial technology, and the international affairs and protocol division. Moreover, he holds authority over capital markets, sustainable finance, Fintech and information technology, and international affairs, ensuring their effective management and implementation. While the enormity of those tasks might induce vertigo in most individuals, Atty. Lee remains unfazed. “It is perhaps the best job I have ever had,” he admitted. “I enjoy making a positive change in the sector I am handling. I enjoy pushing innovations and encouraging improvements in the financial sector and capital markets.” With great responsibility, Lee adopts a heightened level of caution. Recognizing the potential impact of his words, he expressed the need to exercise carefulness in his public statements, as any statement he makes can influence the stock market. Let’s delve into the life of Lee, who began his journey in the humble city of Davao, his birthplace. He embarked on his educational path at the Ateneo de Davao University for his grade school education, followed by his enrollment at Davao Central High School, then called Davao Chinese High School. After completing his schooling in Davao, he ventured to Beijing, China, where he pursued studies in the Chinese language and gained work experience with a foreign company. However, after two years, he returned to the Philippines and enrolled in Ateneo de Manila University to pursue a law degree. This journey showcases his diverse experiences and the foundation of his educational and cultural background. “The Ateneo de Manila entrance exam was the only one I could take that year when I came back from China,” he said, adding that he never dreamed of becoming a lawyer. “I just wanted to give it a try. And found I was a surprisingly good fit for it.” As a lawyer, he has five ideal lawyers. Only one is a foreigner: Sir Thomas Moore, an English lawyer, social philosopher, author, and statesman whom Roman Catholics venerated as Saint Thomas More. “He stood by his faith and principles,” he said. Fresh from hurdling the Bar exam, he worked at the Siguion-Reyna Montecillo and Ongsiako law firm, where he learned the importance of being enterprising and putting in a diligent effort to succeed. However, despite his professional growth, he decided to quit and return to his hometown of Davao, placing the deeply rooted value on family and prioritizing personal and familial responsibilities above career pursuits. As a father to two daughters, Atty. Lee expressed that fatherhood has had a profound impact on him, bringing about significant changes. He considers it one of the greatest blessings he could ever receive. According to him, the love that his children show him is genuine and unmatched. He believes that the love of young children is unparalleled. Experiencing this level of love is indescribable, knowing someone loves you unconditionally. The Department of Social Welfare and Development over the weekend encouraged all Filipino families to observe the “Kainang Pamilya Mahalaga Day” on Monday as part of the celebration of the 31st National Family Week on 25 to 29 September. As chair of the National Committee on the Filipino Family, DSWD said the “Kainang Pamilya Mahalaga Day” is in line with Presidential Proclamation 326, series of 2012. The observance, which encourages Filipinos to spend mealtime with their families, is held every fourth Monday of September every year in conjunction with the annual celebration of National Family Week. The Office of the President also issued Memorandum Circular 32 on Thursday (21 September) suspending work in government offices under the Executive branch from 3 p.m. onwards on Monday. “This Office also encourages all government workers in the Executive branch to fully support the programs and activities relative to the observance of Family Week, as organized by the National Committee on the Filipino Family,” read the memo signed by Executive Secretary Lucas Bersamin. Family week activities The City of Valenzuela is the host local government unit for this year’s celebration. The Valenzuela City LGU will hold their activities in celebration of the National Family Week, including family day celebration in the different child development centers in the city. The 11th Annual Family Conference will also be held on Wednesday (27 September) in partnership with the Community Chest Foundation Inc.; Alliance of Filipino Families for Mental Health Inc.; YWCA Founder’s Federation of the Philippines Inc.; and the United Nations Association of the Philippines Inc. The online conference aims to determine issues and concerns that highlight present-day social changes and exchange views on how the social changes significantly affect Filipino families. As part of the celebration, the DSWD will also hold the National Awarding for the Natatanging Pamilyang Pilipino on (Friday) 29 September. The NPP aims to recognize and award exemplary Filipino families who have significantly contributed towards nation-building and the development of the family as the foundation of Philippine society and to develop a pool of ambassadors in promoting Filipino values. Economy humming under PBBM — AMRO
Despite the challenges of spiraling prices resulting to a 5.3 percent inflation in August from the 4.7 percent recorded in the previous month, economic experts maintained that the economy is on strong footing under the charge of President Ferdinand “Bongbong” Marcos Jr. Growth was supported by resilient domestic demand with a strong recovery in the labor market despite weaker external demand, according to the ASEAN+3 Macroeconomic Research Office, or AMRO. AMRO held its Annual Consultation Visit to the Philippines from 29 August to 8 September. According to the report, the economy maintained its robust momentum in the first half following a multi-decade high growth rate of 7.6 percent in 2022. It added that notwithstanding a widening current account deficit, the external position remains sound with sufficient international reserve buffer and low external debt. Despite some moderation in 2023, inflation remained high, at a level above the 2 percent to 4 percent target, driven by buoyant demand, the report indicated. Favorable outlook “Economic growth is projected to moderate to 5.9 percent in 2023 due to high base effects and weaker external demand, before edging up to 6.5 percent in 2024 as external demand recovers,” AMRO group head and principal economist Runchana Pongsaparn said. “Meanwhile, domestic demand is expected to remain robust supported by continued improvement in labor market conditions, lower inflation, robust overseas remittances, and higher government infrastructure spending.” Headline inflation is projected to moderate to 5.5 percent in 2023 from 5.8 percent in 2022, and slow further to 3.8 percent in 2024. Despite some moderation, inflationary pressure will likely remain elevated as reflected in the high level of core inflation, due to a positive output gap and the second-round effects induced by increases in the minimum wages and expectations of persistently high inflation. Favorable indicators Other positive factors cited in the report include: On the external front, a widening current account deficit was partly offset by net capital inflows; External debt remained low and international reserve buffer was adequate; The banking sector has improved profitability, ample liquidity, and sufficient capital buffer; and Fiscal position continues to improve in 2023, attributed to robust revenue collection and moderate spending. Scar effects linger AMRO, however, warned that the outlook is clouded by risk factors and challenges. In the short term, the economy could be adversely affected by high inflation, especially due to local supply shocks in the food sector, the report added. An economic slowdown in major trading partners and volatility in the global financial market, along with tighter financial conditions, also pose risks. The long-term growth potential is largely affected by the scarring effects of the pandemic, the pace of infrastructure development, geopolitical risks, and the economic losses from natural disasters, which are being exacerbated by climate change. The Bangko Sentral ng Pilipinas, or BSP, tightened monetary policy aggressively to address rising inflation. Policy interest rate was raised by a cumulative 425 basis points, or bps, between May 2022 and March 2023. The 2024 budget aims to continue to reduce the budget shortfall, guided by the medium-term fiscal framework. Complementary tacks Tightened monetary policy and contractionary fiscal stance is an appropriate policy mix amid a positive output gap and persistent inflationary pressure. The “all-of-government approach” against inflation is welcomed as it addresses the supply side problems. Macroprudential tools can be used actively to address potential financial stability issues. The report added in the medium to long term, budget policy should balance between restoring fiscal buffer and supporting sustainable growth and development. Based on the report, fiscal consolidation is supported by strong commitment and well-defined targets and measures, anchored by fiscal rules and discipline. On the financial system side, close coordination between regulators is crucial in identifying, monitoring and mitigating financial stability risks. Meanwhile, the authorities should continue to improve the liquidity management framework, develop the bond and repo markets, and continue to expand financial inclusion, to enhance the system’s resilience to shocks and promote market activities. To do list The report said a comprehensive strategy is warranted to bolster the medium- to long-term economic growth potential. Overcoming the scarring effects of the pandemic mandates a sustained focus on upgrading and upskilling the workforce to embrace a more technology-driven economy, it added. Implementation of policies and measures to attract investments, particularly foreign investments, and promote exports of both goods and services are the underpinnings of long-term economic development, the report added. Furthermore, the government can enhance the country’s competitiveness through infrastructure investment, digitalization, and developing a green economy. Mariners’ Magna Carta seen enacted this year
The Senate version of the awaited Magna Carta for Filipino Seafarers bill will pass this year, one of the measure’s authors OFW Partylist Rep. Marissa “Del Mar” Magsino said. The House of Representatives approved last March its version of the measure which seeks to protect the rights and interests of Filipino seafarers before, during and after employment, especially in the event of maritime accidents, epidemics or pandemics, or other natural or man-made crises. “We are certain that this year, or during the tenure of President Ferdinand Marcos Jr., the law will be passed. If passed by the Senate, a bicameral deliberation will take place to thresh out the nitty gritty and to refine the issues that are being questioned by some groups. But definitely, the majority of Senators are supportive of the bill,” Magsino said during the annual general membership assembly of the Association of Licensed Manning Agencies on Friday in Pasay City. Escrow provision A contentious portion of the proposal is the escrow provision, in which under Section 51 of HB 7325, the monetary award for seafarers from the National Labor Relations Commission will be deposited to an escrow account until the “issuance of judgment by the appropriate reviewing court or when the employer or manning agency fails to perfect the appeal or petition for review.” In a speech, Magsino said the provision was intended to address the inimical practice of “ambulance chasing” perpetrated by unscrupulous lawyers and litigants to the prejudice of employers and manning agencies. “The proposal is to place in escrow the monetary award in favor of a seafarer if the employer or manning agency concerned has appealed the decision for judicial review. To counter-balance it, the seafarer is given the option to file a corresponding bond as a security, if he wishes to move for the execution of the decision pending appeal. These twin mechanisms are precise to prevent the dissipation of the monetary award in the hands of the winning party in the absence of a final judgment,” the lawmaker said. She added additional safeguards were put in place so that the amount in escrow shall not include claims for salaries, statutory monetary benefits, or those originally determined by the employer or manning agency to be legally due to the seafarer. “Also, the fees in obtaining or maintaining the escrow account shall be paid by the employer or the manning agency. But of course, the interest earned by the amount in escrow shall ensure the benefit of the prevailing party. To me, the arrangement is fair enough,” Magsino averred. She said: “On the other hand, the allegations of connivance of some arbiters, mediators, and officials of the National Labor Relations Commission with litigants and counsels are an entirely separate issue but must also be addressed.” She expressed the need to continue the efforts to maintain the country’s position as the premier supplier of seaboard labor in international trade by pursuing programs and activities geared toward the global competitiveness of Filipino seafarers and in compliance with the standards of the local and international maritime communities.
