Food, meds reach Armenian enclave
Trucks carrying food and medicines entered Nagorno-Karabakh on Monday following a deal by Armenia and Azerbaijan to reopen two roads leading to the Armenian enclave. Armenian separatists and the government in Baku agreed to use the road in the Lachin corridor, the sole road linking the mountainous region with Armenia, and the Aghdam road which connects Nagorno-Karabakh with the rest of Azerbaijan. The “Simultaneous passage of the Red Cross cars was ensured” through the Lachin corridor and the Aghdam road, Hikmet Hajiyev, foreign policy advisor to Azerbaijan’s President Ilham Aliyev said on social media. The International Committee of the Red Cross said it is bringing shipments of wheat flour and essential medical items to people in need via the Lachin Corridor and the Aghdam road. Nagorno-Karabakh residents “urgently need sustained relief through regular humanitarian shipments. This consensus has allowed our teams to resume this lifesaving work,” Ariane Bauer, ICRC’s regional director for Europe and Central Asia, said. Last year, Baku blocked the sole road linking the mountainous region with Armenia, the Lachin corridor policed by Russian peacekeepers. Armenia then accused Azerbaijan of fueling a humanitarian crisis in Nagorno-Karabakh. Baku denied the accusation, saying that the separatist authorities had simply refused its proposal to simultaneously reopen both the Lachin corridor and the Aghdam road which connects Nagorno-Karabakh with the rest of Azerbaijan. The months-long crisis as well as Baku’s deployment of troops near Nagorno-Karabakh and along the border with Armenia have sparked fears of a fresh all-out conflict between the arch-foes who have fought two wars for control of the region. Six weeks of fighting ended in autumn 2020 with a Russian-brokered truce that saw Armenia cede swathes of territory it had controlled since the 1990s. The two sides have been unable to reach a lasting peace settlement despite mediation efforts by the European Union, United States and Russia. UN food agency announces ‘heartbreaking’ cuts to Haiti aid
The UN World Food Program on Monday announced deep cuts to emergency food assistance in Haiti that will see some 100,000 people go without aid this month, a move a top official called "heartbreaking." Halfway through the year, the organization's response plan in Haiti is only 16 percent funded, the agency said, and the cuts amount to a 25 percent reduction compared to June. "These cuts could not come at a worse time, as Haitians face a multi-layered humanitarian crisis, their lives and livelihoods upended by violence, insecurity, economic turmoil, and climate shocks," said Jean-Martin Bauer, WFP country director for the Caribbean nation. He added: "Unless we receive immediate funding, further devastating cuts cannot be ruled out." In the first six months of 2023, the WFP provided food or cash aid to some 1.5 million people, including school lunches for 450,000 children -- a program now at risk of huge cuts. "Without an injection of funds, nearly half of these children will no longer have access to school meals when they return to class after the summer break," the agency said. The WFP estimates it requires $121 million through the end of the year in Haiti. "It is heartbreaking. Haiti is a country that has suffered so much," said Stephane Dujarric, spokesman for the United Nations Secretary-General. "And has been so forgotten, despite the fact that it is so close to so much wealth." According to the UN, just under half the Haitian population -- about 5.2 million people -- are in need of some form of humanitarian assistance, including 3 million children. Klimt’s last portrait sets European record in £74 mn auction
The last portrait painted by Gustav Klimt was sold in London on Tuesday for £74 million ($94.3 million), setting a new European art auction record. The celebrated Austrian symbolist "Dame mit Facher" (Lady with a Fan) went under the hammer at Sotheby's. The previous auction record for an artwork sold in Europe was for Alberto Giacometti's "Walking Man I", which went for £65 million in February 2010. Described as a "beautiful, rich and alluring portrait of an unnamed woman", the portrait was found on his easel in his studio when he died unexpectedly in February 1918 aged 55. Helena Newman, from Sotheby's, said earlier it was painted during Klimt's artistic prime when he was producing some of his most famous and experimental works. "Many of those works, certainly the portraits for which he is best known, were commissions," said Newman, who is in charge of Sotheby's Europe and global head of Impressionist and Modern Art. "This, though, is something completely different -- a technical tour de force, full of boundary-pushing experimentation, as well as a heartfelt ode to absolute beauty." Other earlier record breakers include Claude Monet's "Le bassin aux nympheas" which went for £40.9 million at Christie's in London in June 2008. Last March, Rene Magritte's "L'empire des lumieres" sold for £59.4 million at Sotheby's. Klimt portraits rarely come onto the open market. Sotheby's said the only other of the same standard -- "Portrait of Adele Bloch-Bauer II" (1912) -- sold for $87.9 million at Christie's in New York in 2006. Two portraits are reported to have been sold privately for more than $100 million each. "Portrait of Adele Bloch-Bauer II", which depicts the wife of a Jewish sugar industrialist, was one of them and went for $150 million in 2017. The other, "Portrait of Adele Bloch-Bauer I", sold for $135 million in 2006 to the Neue Galerie in New York. Although the hammer price for Tuesday's Klmit sale was £74 million, the unnamed buyer will pay £85.3 million when the buyer's premium -- the standard fee charged by auction houses -- is factored in.
