How nations allow or restrict legal gender change
A small number of countries have made it easier for transgender people to change their legal gender, while other nations have restricted such changes, notably Russia and Pakistan. Here is a snapshot of the situation around the world. Exception, not the rule According to the International Lesbian and Gay Association (ILGA), 24 UN member states have legally allowed people to change their gender on the basis of self-identification. In about 40 other countries, the legal and administrative process can take years and may include requirements such as psychiatric diagnosis, hormone treatment, gender confirmation surgery, or even sterilization. Making it easier Argentina has led the way on transgender rights, allowing a change of gender on national ID cards with a simple declaration since 2012. Several Latin American countries have followed suit. Denmark was the first European country in 2014 to allow adults to apply for a gender change without undergoing medical or psychological assessments, with Belgium, Ireland, Malta, Norway, Portugal, and most recently Spain following suit. Since 2017, France has allowed transgender people to change their status on their ID documents without treatment, surgery, or sterilization but they must receive court approval. The issue of trans rights sparked a fierce row in 2022 in Scotland, where parliament passed a bill making it easier for people to self-identify their gender that was sensationally vetoed by London. The German cabinet in August 2023 signed off plans under which Germans will be able to change their name or legal gender by making a simple application to their local registry office. The law still has to go to parliament. Hesitating Sweden, one of the world's most liberal countries, was the first in the world to authorize physical and legal gender reassignment for adults in 1972. But last year it began restricting hormone therapy available for children diagnosed with gender dysphoria, such as puberty blockers, citing the need for caution following a strong increase in demand. It also restricted access to mastectomies for teenage girls wanting to transition. Finland in 2020 had already restricted hormone treatment for minors. Making it harder Russia adopted new legislation in July 2023 banning "medical interventions aimed at changing the sex of a person" and "the state registration of a change of gender without an operation". President Vladimir Putin has repeatedly railed against transgender rights in his speeches. Pakistan's religious judiciary ruled in May that landmark transgender legal protections from 2018 are un-Islamic and therefore void. An appeal is being sought with the Supreme Court. Pakistan continues to recognize the existence of a third gender, neither masculine nor feminine, as do India and Nepal. Restricting gender-affirming treatment, such as puberty blockers for minors, has become a major campaign of US conservatives. Arkansas in 2021 became the first US state to ban physicians and health workers from offering transition-related treatment to transgender minors. A federal judge in June overturned the ban. Around 20 states, including Florida and Texas, have passed similar laws. Anti-LGBTQ sentiment in Hungary has escalated during the rule of Viktor Orban's right-wing government. PDEA: Drug-related deaths decrease
The Philippine Drug Enforcement Agency announced on Sunday that a 52-percent decrease in illegal drug fatalities was logged under the administration of President Ferdinand R. Marcos Jr. PDEA director general Moro Virgilio Lazo stressed that the renewed drug approach the PDEA’s strategy — in line with Marcos’ anti-drug campaign thrust — is geared towards community rehabilitation, going after drug syndicates and getting rid of unscrupulous officials. “There was a 52 percent decrease in the number of drug-related fatalities during operations initiated by the PDEA, dropping from 40 deaths in the previous period of 2020-2021 to only 19 deaths recorded from July 2022 to September 2023,” the PDEA said in a statement. However, the agency disclosed that the volume of confiscated shabu experienced a substantial rise, going from 2,349 kilograms of shabu in 2020-2021 to 3,795 kilograms in 2022 to 2023, marking a remarkable 1,446-kilogram increase, equivalent to 61.58 percent, under the Marcos administration. On top of these, the recent bulk seizures of 532 kilograms of shabu in Pampanga, 274 kilograms of shabu at the Manila International Container Port and the 990 kilograms of shabu in the possession of PMSgt Rodolfo Mayo last year are indeed indicative of the continued efforts of the anti-drug campaign to target and combat large drug syndicates operating in the country. From July 2022 to September 2023, a total of 47,076 anti-illegal drug operations were conducted, reflecting a 2.56 percent increase compared to the 45,902 operations carried out for the same period from 1 July 2020 to 30 September 2021. These efforts to reduce the drug supply also led to a notable increase in the number of apprehended drug offenders. Israel has one of the best-resourced militaries in the world, heavily supported by Washington. In Hamas, it faces a highly trained armed group with powerful regional allies. With both sides poised for an Israeli ground offensive in the wake of the deadly attack on Israel by Hamas on 7 October, here is an overview of their military resources. Israel The Israel Defense Forces number 169,500, of which 126,000 are army, according to Britain's International Institute for Strategic Studies (IISS). On top of that, it has 400,000 reservists, of which 360,000 have been mobilized since the Hamas attack. Israel also has some of the most technologically advanced defenses in the world, including the "Iron Dome" anti-missile system. IISS says it has around 1,300 tanks and other armored vehicles, 345 fighter jets, and a vast arsenal of artillery, drones, and state-of-the-art submarines. Though not a declared nuclear state, Israel's nuclear weapons cache is an open secret and the Arms Control Association puts its number of warheads at 90. US ally Washington provides $3.8 billion per year to Israel in military aid under a 10-year agreement running until 2028. Defense Secretary Lloyd Austin said Sunday that he had activated deployment of a Terminal High Altitude Area Defense battery and additional Patriot battalions "throughout the region". He added that he had put "an additional number of forces on prepare-to-deploy orders ... to increase their readiness and ability to quickly respond as required." Washington had already delivered increased munitions to Israel and deployed two aircraft carriers to the eastern Mediterranean -- the USS Gerald Ford, the world's largest warship, and the USS Eisenhower -- to deter not just Hamas but also its allies Iran and the Lebanese Islamist movement Hezbollah. The US military on Tuesday ordered 2,000 personnel to prepare for deployment to the Middle East as a show of force. Hamas Hamas has a diverse arsenal built up over many years. Its armed forces, called the Ezzedine Al-Qassam Brigades, numbers 15,000 men according to IISS, though it notes that Arab media have put the figure at 40,000. They have heavy weapons obtained from across the Middle East -- particularly Iran, Syria, and Libya -- and have also sourced handguns and assault rifles from China and other regions. It also has a variety of locally made, improvised explosives and Western sources say enough drones, mines, anti-tank guided missiles, grenade launchers, and mortar shells to hold out for a long period, though precise figures are unavailable. The majority of its rockets are also locally manufactured and technologically rudimentary. Hezbollah There have already been exchanges across the border between Israel and Lebanon, where the Iran-backed Hezbollah is based. "Hezbollah can tie up IDF resources without having to fully commit to the fight, instead relying on occasional rocket or missile strikes to prevent the Israelis from growing complacent and forcing the IDF to commit manpower and materiel along the northern border," said the Soufan Center, a US think tank. In 2021, the group claimed to have 100,000 fighters. The Institute for National Security Studies, an Israeli think tank, says the number is half that. "Most Hezbollah militants are not full-time fighters but rather engage in militant activity as and when required by the group's commanders," according to Elliot Chapman of the British defense analysis firm Janes. Hezbollah mobilized 40,000 men at the outbreak of Syria's civil war, he noted. INSS says the group's arsenal counts 150,000 to 200,000 rockets and missiles, including "hundreds" of precision rockets. "Strategically, Hezbollah's rocket arsenal is the group's most significant capability for fighting Israel," Chapman said. Iran Since its Islamic revolution in 1979, Iran has made support for Palestinians one of the pillars of its ideology. Foreign Minister Hossein Amir-Abdollahian warned Sunday that "The region is like a powderkeg ... I warn the United States and its proxy (Israel) that if they do not immediately stop the crime against humanity and genocide in Gaza, anything is possible at any moment and the region will go out of control". Western analysts minimize the threat of Iran becoming directly involved and point rather to its support from Hamas, Hezbollah, and Huthi rebels in Yemen -- a so-called "axis of resistance" of Israel's enemies. Raz Zimmt, of INSS, said Iran currently had "no interest in Hezbollah engaging in an all-out war" that might threaten such a key "strategic asset". But he added that Tehran's hand could be forced by "an Israeli ground invasion, and especially Israeli military success, which will threaten the very survival of Hamas and/or its ability to maintain effective control over the Gaza Strip". Panglima Sugala, Tawi-Tawi, Bangsamoro Autonomous Region of Muslim Mindanao - In a significant stride towards ensuring equal rights and protection for the LGBTQIA+ community, the Municipal Council of Panglima Sugala has passed a comprehensive anti-discrimination ordinance, No. 001. This landmark decision comes after a series of campaigns, highlighting the pressing need for safeguarding the rights of the LGBTQIA+ community in the Bangsamoro region, amidst increasing acts of violence and discrimination. Drones attack U.S. forces in Iraq
Drones attacked American and coalition forces in Iraq in the last 24 hours but all unmanned aerial vehicles were shot down with troops suffering only minor injuries. The United States Central Command reported the attacks Wednesday but did not say the source of the drones. Pro-Iranian forces have threatened to attack American troops in Iraq because of Washington’s support for Israel in its war with Hamas. “In western Iraq, US forces engaged two drones, destroying one and damaging the second, resulting in minor injuries to coalition forces. Separately in northern Iraq, US forces engaged and destroyed a drone, resulting in no injuries or damage,” CENTCOM said. There are around 2,500 American soldiers and a thousand troops from other members of the anti-Islamic State coalition in Iraq in a training and advisory role, after the official end of their combat mission in December 2021. A US defense official said earlier on Wednesday that two “one-way drones” had been downed when they attempted to attack American and coalition forces in Iraq, while Kurdish counter-terrorism forces said in a statement that an explosives-laden drone had crashed Wednesday in the Arbil governorate in the country’s north. The drone shootdowns came a day after a strike on a hospital in Gaza left hundreds dead, with Hamas blaming Israel, which in turn said another Palestinian armed group was responsible. Hamas launched a surprise assault inside Israel on 7 October, killing more than 1,400 people, mostly civilians, and taking hostages back into Gaza. After Israel declared war and began retaliatory strikes, nearly 3,500 people have been killed in the Gaza Strip, mostly civilians as well, according to Hamas health authorities. WADA warns of ‘consequences’ over North Korean flag at Asian Games
The World Anti-Doping Agency warned the Olympic Council of Asia of "consequences" on Friday for allowing the North Korean flag to be repeatedly flown at the Asian Games, saying they were treating it "extremely seriously". WADA declared North Korea's national anti-doping body "non-compliant" in 2021 and imposed sanctions that remain today. They include not being able to fly its flag at any regional, continental, or world sports event, excluding the Olympics and Paralympics. Despite this North Korea carried the flag at the Asian Games opening ceremony and it has been routinely hoisted in Hangzhou when their athletes won medals. OCA chief Raja Randhir Singh last week defended allowing the North Korean flag to be flown, saying the governing body of the sport in Asia had written to WADA "explaining their position". In a statement to AFP, WADA said the OCA had breached its obligations as a signatory to its anti-doping code. "WADA takes this matter extremely seriously and has written to the OCA on several occasions before and after the opening ceremony of the Games, explaining in clear terms the possible consequences that could arise for the OCA if this matter is ignored," it said. "WADA is disappointed that the OCA has to date not taken steps to comply with the terms of the DPRK's non-compliance," it added, using an acronym for North Korea. "WADA will follow due process to ensure that the appropriate consequences are imposed for the OCA's refusal to meet its signatory obligations." There are a range of punishments WADA could impose on the Kuwait-based OCA. They include having International Olympic Committee (IOC) funding withdrawn, OCA events losing their status as qualifying events for the Olympic or Paralympic Games, and the imposition of fines. OCA declined to comment when approached by AFP. 'Protecting athletes' The Montreal-based WADA sanctioned North Korea while its already tight borders were shut following the outbreak of COVID-19, which prevented international testing authorities from being able to enter. North Korea recently began slowly reopening and WADA said it had started to allow them back in to collect samples. "However, the broader political status of the country means verification and quality control activities are not straightforward," it added. "WADA will continue to work to strengthen the anti-doping system in DPRK in order to protect all athletes." Despite its years-long isolation from the global sporting arena, North Korea has produced some eye-opening results on its return, notably in weightlifting, where its competitors have smashed six world records. Several rival lifters said they were "shocked" or "surprised" at the results. No North Korean weightlifters will participate in next year's Paris Olympics because they failed to take part in mandatory qualifying events earlier this year. The International Weightlifting Federation said all athletes in the sport had been tested at least once at the Hangzhou Games. While the IWF does not hold jurisdiction over the Asian Games, it does have responsibility for verifying athlete whereabouts submissions under anti-doping rules. Indian anti-terror police said Tuesday they had arrested two people linked to a news website and raided the homes of 44 others, in a case reportedly connected to alleged Chinese funding. The dawn raids in the capital New Delhi raised international concerns over the situation for media in a country where press freedom has nosedived. Those raided are reported to be connected to NewsClick, an English-language news website that Indian authorities filed a case against in 2021 alleging it was receiving foreign funding. The New York Times in August reported that NewsClick was financed by United States millionaire Neville Roy Singham, saying it “sprinkled its coverage with Chinese government talking points” — claims Singham rejected. CA junks telco’s frequency plea, mandamus case vs. NTC
The Court of Appeals junked the petition for mandamus filed by NOW Telecom Company Inc. against the National Telecommunications Commission or NTC over the company's provisional authority or PA application to operate a cellular mobile telephone service within specific frequency ranges. In a 16-page decision, the appellate court's Special Ninth Division said "the court is powerless" to grant NOW Telecom's plea, especially since the company failed to show a clear legal right to the frequencies it sought. The CA said the decision, penned by Associate Justice Tita Marilyn B. Payoyo-Villordon and concurred in by Associate Justices Myra V. Garcia-Fernandez and Walter S. Ong, followed a careful examination of the case. The case began from NOW Telecom's request for NTC's automatic approval issued by the Anti-Red Tape Authority or ARTA. NOW Telecom had filed a petition for mandamus under Rule 65 of the Revised Rules of Court to compel the NTC and former Commissioner Gamaliel Asis Cordoba to stick to ARTA's resolution and OAA both dated 1 March 2021. These ARTA documents stated that NOW Telecom's application for a PA to operate in the frequency range 1970 Mhz-1980 Mhz paired with 2160 Mhz to 2170 Mhz and 3.6 GHz to 3.8 GHz frequency ranges was automatically approved by operation of law. It followed Republic Act 11032, otherwise known as the Ease of Doing Business and Efficient Government Service Delivery Act of 2018. However, an ARTA resolution dated 17 June 2022 reversed the previous decisions and formally recommended NOW Telecom's application for frequency assignment to the NTC. NOW Telecom's mandamus petition was notably based on its claim for the rights to specific frequency ranges, alleging that the NTC had unjustly neglected its duty to assign them. Yet, court records showed that as early as December 2005, NTC already found NOW Telecom to be non-compliant and was disqualified from the assignment of 3G frequency bands due to unpaid supervision and regulation fees or SRF and spectrum user fees or SUF amounting to P2.6 billion. NOW Telecom has a pending petition filed before the Supreme Court for this penalty imposed by the NTC. NOW Telecom received its PA in January 2006, but it was not specific to 3G and under the condition of paying its outstanding SRF and SUF obligations. In December 2017, NOW Telecom was designated the 20MHz contiguous bandwidth, 3520 to 3540 MHz, under the 3.5 GHz on the same condition that it resolved its outstanding SUF and SRF fines. NOW Telecom's Provisional Authority was extended until September 2020, but the NTC reiterated that the company failed to fulfill the conditions regarding SUF and SRF. Despite the issues hounding the company, NOW Corp. Ombudsman fails to pin Napoles for plunder
The Sandiganbayan yesterday convicted Janet Lim Napoles of nine counts of corruption of a public official, but acquitted her of plunder over the so-called “pork barrel fund scandal.” Likewise found guilty of nine counts of direct bribery by the Sandiganbayan’s Fifth Division was former Association of Philippine Electric Cooperatives Partylist Rep. Edgar Valdez. The convictions were in relation to the misuse of lawmakers’ Priority Development Assistance Fund or PDAF. Napoles and Valdez were each sentenced to imprisonment of two years and four months up to six years and one day, and were each meted out a fine of P26,996,700. The cases stemmed from the charges of plunder filed by the National Bureau of Investigation and the Office of the Ombudsman, which alleged that five lawmakers, including Valdez, channeled their PDAFs to Napoles’ fake non-government organizations in exchange for kickbacks. According to the information filed by the Ombudsman, Valdez received P56 million in kickbacks from Napoles. The amount was over the P50-million threshold for the crime of plunder. Lacking evidence Former senators Juan Ponce Enrile, Ramon Revilla Jr. and Jinggoy Estrada, as well as former representative Rizalina Seachon-Lanete, were among the other lawmakers accused of plunder in connection with the pork barrel scam. Revilla was acquitted in 2018 but the cases against the others are still pending before the Sandiganbayan. Enrile, Estrada and Seachon-Lanete were granted bail. The dispositive portion of the Sandiganbayan’s ruling said the evidence to prove plunder against Napoles and Valdez was lacking. “The Court finds accused Edgar de Leon Valdez and Janet Lim Napoles not guilty of plunder due to insufficient evidence proving that they had, through conspiracy, amassed, accumulated, and or acquired at least 50 million pesos of PDAF funds through kickbacks and/or commissions,” the decision read in part. Valdez was allowed to post bail in 2016 after the Fifth Division said the prosecution was only able to prove that Valdez received P2.6 million, and not P56 million, in kickbacks from a foundation belonging to Napoles, who was dubbed the “pork barrel queen.” The division rejected Napoles’ request for the court to accept her belatedly filed memorandum that cited whistleblower Benhur Luy’s testimony in a different graft case, where he allegedly acknowledged that the funds in this case were not from PDAF. The 108-page Sandiganbayan decision was per curiam, meaning, not one justice from the anti-graft court’s Fifth Division penned the ruling. The per curiam decision was signed by Associate Justice and Division Chairperson Rafael Lagos, and Associate Justices Maria Theresa Mendoza-Arcega and Maryann Corpus-Mañalac. Previous acquittals Napoles attended through videoconference, while Valdez was physically present in court on Monday morning. Napoles is currently serving prior convictions. Last May, the Sandiganbayan First Division acquitted Napoles of graft in 16 PDAF cases. Napoles and Revilla were charged with the crimes in 2014. In 2018, the court ruled in favor of Napoles and against Revilla in the plunder case. In 2021, after filing a demurrer to evidence in both graft instances, Revilla was exonerated. The court ruled that the liability of the accused could no longer be determined because they were included in the plunder case for which they were already prosecuted. The charges of plunder against Revilla, his former political officer Atty. Richard Cambe, and Napoles also constituted graft because they were based on “predicate acts,” the court said. The resolution was written by Associate Justice Geraldine Faith Econg and adopted by Division chairperson Efren dela Cruz and Associate Justice Arthur Malabaguio. Same proof “This fact became even more apparent after the presentation of the same testimonial and documentary evidence in both cases,” the resolution read. Those acquitted in that case were Gondelina Amata, Ofelia Ordoez, Sofia Cruz, Evelyn Sucgang, Francisco Figura, Ma. Rosalinda Lacsamana, Marivic Jover, Consuelo Lilian Espiritu, Victor Roman Cacal and Maria Ninez Guanizo. Dennis Cunanan, Gregoria Buenaventura, Rhodora Mendoza, Evelyn de Leon, Laarni Uy and Jocelyn Piorato were found guilty and sentenced to prison terms ranging from 6 to 8 years, and were permanently barred from holding public office. Cambe, Eulogio Rodriguez and Emmanuel Alexis Sevidal had their cases dropped after they passed away. Still another case Napoles was found guilty of two charges of graft and two counts of malversation in another batch of PDAF proceedings involving the late Davao del Sur representative Douglas Cagas. France to withdraw ambassador, troops from Niger after coup
President Emmanuel Macron on Sunday announced that France would withdraw its ambassador from Niger, followed by the French military contingent in the coming months, a move welcomed by Niger's military leaders as a "step towards sovereignty". Macron's announcement comes two months after a coup in the West African country that ousted the pro-Paris president. "France has decided to withdraw its ambassador. In the next hours our ambassador and several diplomats will return to France," Macron told French television in an interview, without giving details about how this would be organized. Macron added that military cooperation was "over" and French troops would withdraw in "the months and weeks to come" with a full pullout "by the end of the year". Niger's military rulers responded swiftly in a statement read out on national television, "This Sunday, we celebrate a new step towards the sovereignty of Niger," said the statement from the military rulers, who seized power by overthrowing President Mohamed Bazoum on July 26. "This is a historic moment, which speaks to the determination and will of the Nigerien people," the Niger statement added. Ban on French aircraft Earlier Sunday the Agency for the Safety of Air Navigation in Africa and Madagascar (ASECNA) said on its website that the military rulers had banned "French aircraft" from flying over the country's airspace. It was not clear if this would affect the ambassador being flown out. In his comments, Macron said, "In the weeks and months to come, we will consult with the putschists, because we want this to be done peacefully," he added. France keeps about 1,500 soldiers in Niger as part of an anti-jihadist deployment in the Sahel region. Macron said the post-coup authorities "no longer wanted to fight against terrorism". Niger's military leaders had told French ambassador Sylvain Itte to leave the country after they overthrew Bazoum in July. But a 48-hour ultimatum for him to leave, issued in August, passed with him still in place as the French government refused to comply, or to recognize the military regime as legitimate. Earlier this month, Macron said the ambassador and his staff were "literally being held hostage" in the mission eating military rations with no food deliveries taking place. In Sunday's interview, Macron in the interview reaffirmed France's position that Bazoum was being held "hostage" and remained the "sole legitimate authority" in the country. "He was targeted by this coup d'etat because he was carrying out courageous reforms and because there was a largely ethnic settling of scores and a lot of political cowardice," he argued. 'Very worried about region' The coup against Bazoum was the third such putsch in the region in as many years, following similar actions in Mali and Burkina Faso in 2021 and 2022 that also forced the pullouts of French troops. But the Niger coup is particularly bruising for Macron after he sought to make a special ally of Niamey and a hub for France's presence in the region following the Mali coup. The US also has over 1,000 troops in the country. Macron regularly speaks by phone to Bazoum who remains under house arrest in the presidential residence. The French president has repeatedly spoken of making a historic change to France's post-colonial imprint in Africa but analysts say Paris is losing influence across the continent, especially in the face of a growing Chinese, Turkish, and Russian presence. The Economic Community of West African States (ECOWAS) threatened military action to restore Bazoum but so far its threats, which were strongly supported by France, have not transferred into action. "We are not here to be hostages of the putschists," said Macron. "The putschists are the allies of disorder," he added. Macron said that jihadist attacks were causing "dozens of deaths every day in Mali" after its coup and that now such assaults had resumed in Niger. "I am very worried about this region," he said. Phl phishing attacks highest in SE Asia, linked to 2% loss in GDP
At least two percent of the global Gross Domestic Product was lost due to increasing cases of online fraud, phishing, and scams, Senator Mark Villar said Monday. Villar, presiding over the hearing by the Senate Committee on Banks, Financial and Institutions and Currencies, lamented that the proliferation of online scams threatened not only the potential of online banking but also the stability of the banking system and the hard-earned money of the Filipino people. “While digitalization and the widespread use of digital finance opened opportunities for the banking sector, it is also apparent that opportunists also devise new methods to take advantage of this emerging financial market,” Villar said. While there’s an increasing number of Filipinos using online payment platforms, Villar noted that crimes related to digital financial transactions are also growing. “A significant number of Filipinos have been targeted by digital fraud attempts and a portion of them eventually fall victim to it,” he said. The Bangko Sentral ng Pilipinas said it has received more complaints regarding online banking transactions compared to those related to using Automated Teller Machines and credit cards, among others. In fact, the Anti-Money Laundering Council reported a rise in suspicious transactions in 2020 comprising acts of phishing, skimming, and transactions related to money mules. The Security Exchange Commission likewise noted a significant rise in complaints related to online fraud committed by online lending platforms. Villar said as these scammers take advantage of their victims, they also rattle their victims' trust in the country’s banking and financial institutions. “Trust, being the currency of the banking system, must be well-earned. Given the proliferation of online fraudsters, it is imperative that we strengthen our efforts to keep scammers at bay,” he added. Among the existing laws aimed at fighting online bank fraud include Republic Act 11765 or Financial Products and Services Consumer Protection Act; the RA 11934 or Subscriber Identity Module (SIM) Registration Act; and RA 10175 or Cybercrime Prevention Act of 2012. Villa said as criminal elements adapt to legislation to perpetuate fraud, hence, “there is a need to legislate new laws to keep them off track” such as the proposed Anti-Financial Account Scamming Act. “This measure will reinforce and earn back the public’s trust in our financial institutions,” he said. The number of phishing attacks in the Philippines during the first half of 2022 already surpassed the number of attacks at over 1.8 million detected compared to 1.34 million attacks during the entire year of 2021. Villar described the spiking cases of online scams as “extremely concerning.” This, as data from Kaspersky Security Network revealed that cases of financial phishing attempts in the Philippines from February to April 2022 were highest in Southeast Asia. Villar emphasized that the Anti-Financial Account Scamming Act or AFASA will evidently deal with cases of online fraud and will provide a regulatory framework that penalizes scammers as well as entails safeguard measures to protect Filipinos and their financial accounts. “Because of the lack of a regulatory framework that penalizes these scammers, there are and there will be more victims in the foreseeable future,” he added. AMLC executive director, Matthew David, said they required banks and payment operators to maintain the 'Know Your Customer document' for their system and store a system that could verify the identity of the clients, including the bank account owners. “They are required to do some verification in order to make sure the true identity of the customers,” David added. Former United States president Donald Trump’s inflammatory rhetoric have gotten prosecutors threatened and may influence jurors and witness testimony, a special counsel argued in seeking a gag order on him. Special Counsel Jack Smith made the request on Friday ahead of Trump’s trial for election subversion. Smith enumerated Trump’s menacing comments posted on social media since his 1 August indictment for allegedly upending the results of the 2020 US election in a concerted effort that led to the violent 6 January 2021 attack by his supporters on the Capitol. “IF YOU GO AFTER ME, I’M COMING AFTER YOU!” read one of Trump’s posts. Trump, who is running for president in next year’s election, also labeled trial judge Tanya Chutkan a “fraud” and “Trump-hating,” Smith’s office a “team of thugs” and Washington “filthy and crime-ridden” with a population “over 95 percent anti-Trump,” Smith added. Trump’s statements “could have a material impact on the impartiality of the jury pool while simultaneously influencing witness testimony,” Smith’s filing with the Washington federal court stated. “It is clear that the threats are prompted by the defendant’s repeated and relentless posts,” the filing added. Palestinian figures slam Abbas for Holocaust outburst
More than 200 Palestinian figures have condemned president Mahmud Abbas for his "reprehensible" comments claiming Jews were murdered in the Holocaust because of their "social role" and not their religion. The public figures said they "unequivocally condemn the morally and politically reprehensible comments" by Abbas, in a letter published on Sunday. The signatories include US congresswoman Rashida Tlaib, historian Rashid Khalidi and legal scholar Noura Erakat. "We adamantly reject any attempt to diminish, misrepresent or justify anti-Semitism, Nazi crimes against humanity or historical revisionism vis-a-vis the Holocaust," they wrote. The letter follows the surfacing of a video last week in which the Palestinian president said Nazis killed millions of Jews "because of usury and money" rather than anti-Semitism. The remarks made to senior members of his Fatah party in the seat of the Palestinian Authority in Ramallah were swiftly condemned by the European Union and Germany as well as Israel. But Fatah leapt to the defense of its leader, describing the letter as a "statement of shame" in comments published by the official Palestinian news agency Wafa on Tuesday. The PLO's legislative arm, the Palestinian National Council, described the letter as "political and intellectual terrorism against our people", Wafa reported. Abbas, 87, has previously made similar comments downplaying the systematic killing of Jews during World War II. Birkenstock footwear brand files for IPO in United States
German footwear brand Birkenstock on Tuesday filed for an initial public offering in the United States, planning to list its shares on the New York Stock Exchange. The proposed terms of its share sale have not been revealed, but news reports previously said that the IPO could value the sandal maker at more than $8 billion. The brand, founded in 1774 to make orthopedic shoes, received a Hollywood boost recently when actress Margot Robbie donned a pair of pink Birkenstocks in the lead role of the hit movie "Barbie". By 1897, Konrad Birkenstock had made the first flexible sole fitting the contours of the feet, and the sandals were brought to the United States in the 1960s. They were adopted by hippies who took to their no-frills comfort, while also seeing their utilitarian look as an anti-fashion badge. In 2021, private equity firm L Catterton and the family-holding fund of French luxury brand magnate Bernard Arnault acquired a majority stake in Birkenstock, based in Linz am Rhein in western Germany.
