As members of Pag-IBIG Fund, they now have secure savings and shall gain access to our affordable home loans. This is in line with our efforts to provide inclusive housing to all Filipino workers under the Pambansang Pabahay para sa Pilipino Housing or 4PH Program of President Ferdinand R. Marcos, Jr.,” said Secretary Jose Rizalino L. Acuzar, who leads the Department of Human Settlements and Urban Development and the 11-member Pag-IBIG Fund Board of Trustees. Motorcycle taxi study needs more time, says DoTr’s TWG
The Department of Transportation’s Technical Working Group or DoTr-TWG said it still needs time to decide on the finality of motorcycle or MC taxis as a viable and safe transportation option. Thus, it has proposed to extend further the ongoing bike taxi pilot study. During a House hearing this week, Land Transportation Office chief Atty. Vigor Mendoza, also Vice Chair of the TWG, pointed out that the bike taxi industry still has existing gaps, such as “multi-homing and liabilities” that need to be addressed before it is legalized. Mendoza conveyed that both regulators and operators also need to agree on a proper transition period to ensure a seamless implementation of the study. To formalize its proposal, the TWG will submit its recommendations on the extension of the study, which will include suggestions on how to resolve multi-homing, rider cap allocation, entry of new players, and liabilities, among others. It will be submitted to the House of Representatives within the next 45 days. To recall, PBA Partylist Representative Atty. Migs Nograles proposed that the TWG, if it will extend the study, should refrain from admitting new players to the MC Taxi Pilot Study until existing issues are resolved. Ariel Lim, President of the National Confederation of Tricycle Operators and Drivers Association of the Philippines, also echoed the sentiment but suggested that if the TWG increases rider allocation, it should be outside Metro Manila. Meanwhile, SAGIP Partylist Representative Rodante Marcoleta recently called out the DoTr-TWG for limiting participation to only three players—Angkas, Move It, and Joy Ride. Marcoleta also questioned why the maiden study is still ongoing when a previous document indicated its end in 2021. However, for LTFRB and TWG Chair Teofilo Guadiz, the suspension of the study during the height of the pandemic required the group to vie more time to carefully assess the results of the study. He also pointed out that the termination of the study rests solely with the House of Representatives. After the temporary suspension of the study during the height of the pandemic, the DoTr has reconvened the TWG mandated to oversee and monitor the pilot implementation of motorcycle taxi operations. In November 2022, Transportation Secretary Jaime J. Bautista issued Department Order No. 2022-021 reconstituting the group. The TWG, according to the order, has the power to review and supplement guidelines and regulations as necessary and ensure proper and effective coordination among all concerned government agencies and stakeholders involved. The group is also tasked to consolidate data and information from the pilot implementation reviewed and submitted to Congress. "Outside Manila, there's still a lot of habal-habals (motorcycles-for-hire) that are informal, and it is time to make them a part of the legitimized (system)," Royeca said, believing that all riders should experience the same opportunities as Angkas riders. With the Republic Act 4136, or the Land Transportation and Traffic Code, private owners of motorcycles can be sued when they accept or transport passengers in exchange for payment. Despite good intentions to provide an alternative and ease commuter needs, habal-habal remains unregulated and illegal under Republic Act no. 4136 — and it becomes heavily discouraged by the authorities since private riders cannot offer safety or insurance when extreme circumstances arise. Fulfilling dreams Angkas bring forward a positive change towards their bikers in pushing through with their goals and life aspirations. A living testament to Angkas' strong commitment towards its bikers is Kleiy Zarus Escalona, an Angkas rider who was able to graduate with a degree in BS Criminology. MMDA asks ride hailing firms, gas station owners support for help during heavy rains
The Metropolitan Manila Development Authority (MMDA) yesterday sought the support of motorcycle ride-hailing firms and gasoline station operators to support projects and measures for motorcycle riders during heavy downpours to promote road safety. MMDA Acting Chairman Atty. Don Artes, MMDA General Manager Usec. Procopio Lipana and Victor Nuñez, Traffic Discipline Office Director for Enforcement, asked representatives of motorcycle ride-hailing services to discipline partner riders who violate traffic rules and regulations on the road, particularly those blocking traffic during heavy rains. "We urge motorcycle ride-hailing firms to impose administrative sanctions on their partner motorcycle riders who violate traffic rules," said Artes. Representatives of Grab, Angkas, Joyride, Toktok, Transportify, Maxim Riders Food Delivery, and Move It attended the meeting. Artes said motorcycle riders seeking shelter under flyovers are dangerous not only to themselves but to other motorists as well. "Seeking cover from the rain may endanger the riders from being hit by other vehicles and also cause traffic congestion," said Artes. Representatives from Grab and Joyride said they will remind their drivers to strictly follow rules and regulations. Artes announced that the MMDA will start issuing traffic violation tickets to riders taking shelter under underpasses and flyovers. Violators will be fined P500 for obstruction starting August 1. Moreover, Artes asked the motorcycle ride-hailing services to support the establishment of the Motorcycle Riding Academy by providing priority employment to participants who will finish the course. The Motorcycle Riding Academy, set to open within the third quarter of this year, will provide riders with formal training on both theoretical and practical aspects of motorcycle riding, as well as basic emergency response training. The Academy aims to provide riders with basic training on handling motorcycles and following road and traffic rules.
