LTO warns public vs license plate scammers
Land Transportation Office chief, Assistant Secretary Atty. Vigor Mendoza II, on Sunday warned motorists who are yet to claim their license plates against unscrupulous individuals and groups that want to make money out of the distribution process. This early, Mendoza said he is already receiving reports that some people are already negotiating with LTO clients for a P200 fee as they have been claiming that the distribution process would mean long queues in all district offices and distribution sites. “Sinasabi ay para hindi na daw pumila ay magbayad na lang daw ng P200 para mabilis. I am telling our kababayan now na hindi po totoo yan, meron na po tayong mga inihandang sistema para maging maayos, at mabilis ang distribution process,” said Mendoza. “And take note, libre po ito kaya I am asking our kababayan to immediately report to us kung sino ang nanghihingi ng pera para makuha ang kanilang plaka dahil sisiguraduhin ko mismo na mapaparusahan ang mga taong ito,” he added. Mendoza said the distribution process has already started in some areas of the country, particularly in Bicol Region. When Vice Ganda asked why she wouldn’t just return it, “Magkaka-pera pa ako dun…May pang shopping pa ‘ko. Bong Go leads NHA housing turnover to Davao fire victims
Senator Christopher "Bong" Go reiterated his ongoing commitment to improving housing conditions for Filipinos, particularly those displaced by natural and man-made disasters, during the emergency housing assistance turnover conducted by the National Housing Authority (NHA) to fire victims in his hometown Davao City, on Friday, 14 July. Go first underscored the significance of the Emergency Housing Assistance Program (EHAP) run by the NHA, which provides support to families who have lost their homes. The program extends financial assistance for building materials to expedite their rebuilding and recovery process. “Nitong July 14, nagbigay tayo ng dagdag na tulong sa mga biktima ng sunog noon mula sa iba’t ibang barangay. Personal nating sinaksihan ang ipinamahaging emergency housing assistance ng National Housing Authority sa mga benepisyaryo, sa pakikipagtulungan kasama ang tanggapan nina Davao City Mayor Sebastian “Baste” Duterte at NHA Regional Manager ng Davao Region na si Engr. Clemente Dayot,” Go shared. “Itong programang EHAP, (nasimulan) panahon pa ni dating Presidente Duterte. Isa ako sa nagsulong nito noon. Ngayon, ito ay aking pinapondohan para maipagpatuloy, para may maibili ng housing materials ang mga nasunugan,” he explained further. Aside from the assistance provided by NHA to the beneficiaries during the relief activity at Rizal Park, Go and his team also distributed grocery packs, masks, and snacks to 1,272 recovering fire victims. Shoes, bicycles, and cellular phones were also given to several recipients. “Mula sa iba't ibang barangay ito na inikot ng aming opisina noon at kayo ‘yung napili ngayon na bibigyan ng assistance mula sa EHAP program. ‘Yung matatanggap ninyo ngayon, ibili ninyo ng housing materials o ano pa man na makakatulong sa pagbangon ninyo,” he said. Recounting his experiences with fire and disaster victims across the country, Go expressed his commitment to helping address the housing needs of affected households to promote resilience and rebuild communities in the face of adversity. “Sa pag-iikot ko ng bansa, nakita ko po kung gaano kahirap sa ating mga kababayang nasunugan o tinamaan ng bagyo o kaya naman pagputok ng bulkan ang makakuha ulit ng matitirhan,” said Go “Napakaimportante na magkaroon sila ng maayos at ligtas na tirahan upang tuluyang makabangon muli,” he added. As a legislator, Go is actively advocating for the passage of Senate Bill No. 192, which aims to establish the Rental Housing Subsidy Program as a means of institutionalizing housing and social protection initiatives. This program intends to provide disaster victims with improved and affordable access to the formal housing market by offering rental subsidies. Go also cited that the enactment of Republic Act No. 11589 or the Bureau of Fire Protection Modernization Act, has enabled the agency to enhance its capabilities in addressing fire-related emergencies. RA 11589, which Go principally authored and co-sponsored in the Senate, mandates a ten-year modernization program for the Bureau of Fire Protection, which includes the acquisition of modern fire equipment, recruitment of more firefighters, and provision of specialized training, among others. “Huwag kayong mag-alala, ang importante buhay tayo at walang nasaktan. Meanwhile, the senator, chair of the Senate Committee on Health, urged those who have health issues to seek assistance from the Malasakit Center at the Southern Philippines Medical Center (SPMC) in Davao City. The Malasakit Centers Act of 2019, which Go principally authored and sponsored, brings together various government agencies, including the Department of Social Welfare and Development, the Department of Health, the Philippine Health Insurance Corporation, and the Philippine Charity Sweepstakes Office, under one roof to provide a convenient process for availing medical assistance, particularly for poor and indigent patients in public hospitals. According to the DOH, there are currently 158 Malasakit Centers across the country that have benefited over seven million Filipinos so far. Go also continues to support the construction of more Super Health Centers nationwide. DOH has identified 11 strategic locations in Davao City for the centers, which will offer database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray, ultrasound), pharmacy, and ambulatory surgical unit. Other available services are eye, ear, nose, and throat (EENT) service; oncology centers; physical therapy and rehabilitation center; and telemedicine, which makes remote diagnosis and treatment of patients possible. Through the collective efforts of fellow lawmakers, enough funds have been allocated for the DOH to build 307 Super Health Centers in 2022 and 322 in 2023. The DOH, which is the lead agency in implementing the program, identifies the strategic locations for the construction of these centers. To help improve the quality of public service delivered to his fellow Davaoeños, Go, vice chair of the Senate Committee on Finance, likewise supported the construction of various multipurpose buildings and local roads, rehabilitation of water systems, drainage systems, and flood control structures in different barangays throughout the city, the construction of a 300-bed capacity infectious diseases building for SPMC and the acquisition of ambulances. Go then recognized the leadership and service of fellow Davaoeño officials, particularly Vice President Sara Duterte, Congressman Paolo Duterte, and Davao City Mayor Baste Duterte, as well as city councilors and barangay leaders, present during the activity. Mawar reminds importance of a `Department of Disaster’ – Go
With Typhoon Mawar, to be locally referred to as "Betty," entering the country, Senator Christopher “Bong” Go reiterated the importance of preparedness, cooperation, and the urgent need for the establishment of the Department of Disaster Resilience. In an ambush interview after personally providing assistance to fire victims in Sta. Cruz, Manila on Wednesday, 24 May, Go emphasized the necessity of more proactive measures when dealing with natural calamities, reiterating his long-standing appeal for the establishment of the DDR through his proposed Senate Bill No. 188, a cabinet-level department dedicated to disaster response and mitigation efforts. “Alam n'yo, unang-una, kaya nga po noon pa nananawagan po ako na magkaroon tayo ng isang departamento, Department of Disaster Resilience, a cabinet secretary-level, na bago dumating ang bagyo, preposition of goods agad, coordination ng department secretary with DSWD (Department of Social Welfare and Development) and other concerned agencies,” explained Go. “Ayusin na ang preposition of goods. Coordination with Coast Guard, ilikas agad ang ating mga kababayan sa ligtas na lugar,” he added. He also stressed the need for immediate restoration and rehabilitation efforts after a calamity, with coordinated actions between the DDR and other pertinent agencies. “Pag-alis ng bagyo, restoration of normalcy agad at rehabilitation efforts. At ang coordination po ng cabinet secretary, coordination with Department of Energy, para maayos agad ang mga kuryenteng naputol,” he said. “'Yung mga telecommunications, coordination with DICT (Department of Information and Communications Technology), DPWH (Department of Public Works and Highways) para sa mga posteng natumba ma-clearing agad,” he added. Addressing the frequent occurrence of natural disasters in the Philippines, Go earlier pledged to continue pushing for the passage of said crucial legislation. He emphasized the importance of being one step ahead in disaster preparedness, highlighting the need for a dedicated agency to oversee disaster response and mitigation efforts. “Hindi natin maiiwasan ang pagdating ng lindol o bagyo, pero mas mabuti na palagi tayong handa para maiwasan natin ang mas malalaking pinsala o pagkawala ng buhay na maidudulot ng mga ito,” he explained. “Kaya naman nagpupursige ako sa Senado na maipasa ang panukalang ito para masiguro na may ahensyang tututok sa ating disaster response at mitigation efforts,” added Go. Meanwhile, the senator also urged the public and local governments to remain vigilant and rely on accurate information from trusted sources, avoiding the spread of fake news. “Sa ngayon po, may parating na bagyo, nakikiusap po ako sa mga kababayan natin, sumunod po tayo sa paalala. Halimbawa, sinabi ng local government, lumikas kayo sa ligtas na lugar, sa evacuation center,” he urged. “At nananawagan naman ako sa LGUs (local government units), bigyan ng maayos na evacuation center, higaan, komportableng comfort room po, pagkain po lalo na ang mga bata na maaaring magkasakit. Monitor lang po kayo, 'wag po kayong maniwala sa mga fake news. Tutok po kayo mula sa gobyerno, tutok po kayo sa mga balita ng ating trimedia,” he added. Previously, Go emphasized the importance of individual preparedness and adherence to the directives of LGUs. He urged the government and the public to work hand in hand, emphasizing that monetary losses and material possessions can be regained, but the loss of human lives is irreversible. “Paulit-ulit ko nga pong sinasabi sa tuwing may sakuna, bagyo man iyan, sunog, lindol, o pagputok ng bulkan: magtulungan tayo. To complement the DDR, Go also filed SBN 193, or the Mandatory Evacuation Center Act, which aims to ensure the availability of safe and clean evacuation centers in every city, municipality, and province across the country. Napapanahon na para magkaroon tayo ng DDR at mandatory evacuation centers para mapangalagaan ang buhay ng ating mga kababayan,” Go affirmed. The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) has downgraded Mawar from a super typhoon to a typhoon on Wednesday but said it has the potential to regain strength as it moves towards the Philippines. Bong Go wants to decongest National Center for Mental Health
Senator Christopher “Bong” Go highlighted the urgent need to improve the National Center for Mental Health and to ensure that all Filipinos have access to proper healthcare. During a public hearing conducted by the Senate Committee on Health on mental health on Tuesday, 9 May, Go, who chairs the committee, raised concerns regarding the need for decongestion of the NCMH. “The state of the National Center for Mental Health is in need of utmost attention and improvement to preserve the basic right of all Filipinos to health care,” said Go. “How can we decongest NCMH in order to improve its current state? Where can we transfer recovered patients who have nowhere to go?” he added. The senator also emphasized the need to provide appropriate intervention and care for admitted patients while also looking into the cases of those who are already considered ‘fit’ to be discharged but have nowhere to go or no family to go back home to. “Is the DSWD capable to accommodate them in halfway houses? Kawawa naman. Alam niyo masarap mabuhay sa mundong ito, isang beses lang tayo dadaan, bigyan po natin sila ng halaga, yung buhay nila. Ma-enjoy naman nila after being committed doon sa mga hospital facilities,” Go said. Go also asked concerned authorities to look into the present referral system for patients with pending cases. He cited that some patients admitted to the mental health hospital who are facing cases in court must be properly assessed to determine whether they should remain in NCMH or be tranferred to other facilities. “What should be the proper referral system for patients with pending cases? Dahil nababalitaan ko marami pong mga may kaso na nandodoon pa sa mental health (hospital),” said Go. “Bakit sila nako-commit doon? Ngayon, kung pwede na silang lumabas, magaling na sila, maaari bang ibalik na po doon sa kulungan para ma-decongest naman po itong mga mental health facilities natin?,” he added. Health authorities during the hearing responded to Go’s concerns, highlighting the protocols in place to determine whether someone has a mental illness, including a neuropsychiatric screening test. Patients who are committed to mental hospitals with a court order are already considered to need psychiatric treatment, and mental health professionals assess their fitness for trial or the need for further treatment. Those deemed mentally competent will face trial for their actions. In a separate interview at the Senate after the said hearing, Go addressed the allegations of corruption at NCMH, stating that if there are reports of wrongdoing, an inquiry can be done and referred to the Blue Ribbon Committee. Meanwhile, the senator also emphasized the importance of providing proper care to patients in the NCMH, including providing them with the necessary medication and nutrition. “Ibigay po sa kanila what is due to them. Tao po itong mga pasyente, kahit na may problema sila sa mental health. Paano gagaling kung ‘di ibibigay sa kanila ‘yung nararapat na gamot at pagkain na naayon po sa kanila. Tulungan po natin, mahalin po natin ang mga pasyente natin,” he said. Go, an advocate of improved mental healthcare, has filed Senate Bill No. 1321, or the proposed “Specialty Centers in Every Region Act of 2022”. The bill aims to establish specialty centers in select DOH-hospitals across the country, with mental health services as one of the specialties offered. Additionally, Go has filed SBN 1786, which would require public higher education institutions to establish Mental Health Offices on their campuses. He also serves as co-author of Senator Sherwin Gatchalian’s SBN 379, otherwise known as the Basic Education Mental Health and Well-Being Promotion Act, which aims to provide mental health services, emotional, developmental and preventive programs, and other support services in the basic education level. Meanwhile, one of the key initiatives he pushed for in the 2023 budget is the improvement of benefit packages of the PhilHealth. According to Go, the 2023 budget includes a special provision for the improvement of benefit packages of PhilHealth including mental health packages. This provision is crucial given the sharp increase in mental health issues and the inaccessibility of mental health services. “Mayroon pong P1.86 billion ang DOH for mental health medicines, under the 2023 national budget. Mayroon din pong P12 million budget for mental health awareness and hotline,” Go shared. “We have consistently advocated for increased funding for medical (mental) health programs. For example, in 2021, the DOH was granted an additional P384 million for its mental health program, while in 2022, an additional P200 million was allocated for the same purpose,” he cited.
