Bong Go to DSWD: Help uplift lives in the grassroots
During a public hearing on the Department of Social Welfare and Development (DSWD) budget, Senator Christopher "Bong Go" expressed his strong support for the department's financial allocation and took the opportunity to seek crucial updates on two major welfare programs: the Balik Probinsya, Bagong Pag-asa (BP2) program and the Pantawid Pamilyang Pilipino Program (4Ps). Go acknowledged the difficult situation many provincial migrants face in Metro Manila, especially during the pandemic. “Alam n'yo naman po nitong panahon po ng pandemya ay marami pong mga kababayan natin na mga probinsyano na natutulog na lang po diyan sa sidewalk dahil wala silang kamag-anak, wala silang tirahan, gusto nilang bumalik ng probinsya,” said Go. Go underscored the significance of the BP2 Program, and said that it was established through an executive order by former president Rodrigo Duterte. The Senate adopted a resolution in 2020, principally sponsored by Sen. Go, urging the executive department to formulate and implement a “Balik Probinsya” program. DSWD Secretary Rex Gatchalian affirmed the program's effectiveness and the government's commitment to continue the program. “This is a very good program that we inherited, that we planned to keep and, in fact, use all the time. For the record, ang na-serve natin ho for 2023 is 2,426 out of the target na 4,572 families. Ang financial allocation n'ya is P3.5 billion thereabouts, at ang nagamit ho is P1 billion or 29 percent,” Gatchalian said. In 2020, Duterte signed Executive Order No. 114 which institutionalized the said program. As one of the main proponents of the BP2 Program, Go has earlier said that promoting employment and livelihood opportunities in the countryside will boost regional development consistent with the long-term goals of the program that is set to be fully implemented after the COVID-19 crisis. Meanwhile, DSWD plans to expand the program to include other types of interventions for families living in the streets. Gatchalian said, "'Yung BP2 is something that we want to expand, to include other types of intervention na magagamit sa mga pamilya na nakatira sa lansangan." Gatchalian also acknowledged that while local government units have responsibilities, DSWD has launched a mainstay program to assist families and individuals living on the streets. He said when these families return to their provinces, they receive community livelihood grants, which are monitored by the local government units. Go then inquired if street dwellers and beggars are also included in the program. Gatchalian confirmed their inclusion, saying, "Kasama po because we found out that a lot of them are actually stuck in Metro Manila na gustong umuwi rin, kasama na po sila." When asked where these individuals are temporarily housed, Gatchalian explained that the goal is not to keep them in housing facilities but to help them return to their provinces. Shifting attention to the 4Ps, Go highlighted that former president Duterte enhanced the standard benefits for beneficiaries. While the former president initially considered distributing rice, the decision was ultimately made to offer cash assistance instead. Gatchalian confirmed that an extra P600 has been added to the benefits under Duterte's term. He also elaborated that the amount given to beneficiaries depends on the family's circumstances. The maximum amount ranges from P3500 to P3800, depending on the number of school-aged children in the family. When Go asked about the number of 4Ps members, Gatchalian pointed out that the number is capped at 4.4 million families due to budget constraints. “Just to point out, nakasaad po sa GAA (General Appropriations Act) na lagi pong 4.4 million ang numero nila. So, hindi po sila dumadami; hanggang doon lang ang budget allocation. Sana mas lumaki pa dahil maraming waitlisted, pero ang allowed lang sa amin is 4.4 million families,” the Secretary said. Gatchalian also discussed the conditions under which families "graduate" from the program. Families may leave the program if they reach the seven-year limit, no longer meet the conditions, or fail to attend development sessions. At the height of the pandemic, Go appealed to the government to provide cash incentives to vaccinated 4Ps members to encourage more of them to get their COVID-19 vaccines instead of making vaccination mandatory. SBN 1359 or the "No Permit, No Exam Prohibition Act," was co-authored and co-sponsored by Go and received approval on the third and final reading in March. This proposed legislation aims to put an end to the practice of denying students access to examinations or other educational assessments due to unpaid tuition or school fees. The bill ensures that no student's education is compromised due to financial constraints. In a bid to enhance access to tertiary education, Go co-authored and co-sponsored SBN 1360. This bill seeks to expand the coverage of the Tertiary Education Subsidy (TES) by amending Republic Act No. 10931, known as the Universal Access To Quality Tertiary Education Act. By broadening the reach of TES, Go expressed his confidence that more underprivileged students will have the opportunity to pursue higher education. In times of disasters and emergencies, students facing financial hardships often find it challenging to repay loans. To address this concern, Go introduced SBN 1864, known as the "Student Loan Payment Moratorium During Disasters and Emergencies Act." This proposed measure offers relief to students who have taken out loans but are unable to meet their repayment obligations due to unforeseen circumstances. It underscores the importance of compassion and support during trying times. Go also earlier authored and co-sponsored RA 11470, establishing the National Academy of Sports (NAS) in 2020 as part of his vision to ensure promising young athletes can further hone their talents while getting a quality education. NAS is a government-run academy aimed at developing the country’s future athletes by offering quality secondary education with a special curriculum on sports for gifted young Filipinos who want to enhance their physical and mental capabilities in sports. “To the graduates, remember that your education is not merely a ladder for personal success; it is a potent tool for uplifting our community and the broader society. NHA awards house and lot units to Taal volcano affected families
National Housing Authority General Manager Joeben Tai reported on Friday that he led the awarding of house and lot units to 142 families who were affected by the eruption of the Taal Volcano last January 2020 in a ceremony at the Talisay Plains Residences in Talisay, Batangas. Tai said he was joined by Senator Francis Tolentino, Department of Human Settlements and Urban Development Region IV-A Director Atty. Jann Roby Otero, Batangas 3rd District Representative Maria Theresa Collantes, Talisay Mayor Nestor Natanuan, NHA-Region IV Office Regional Manager Roderick Ibañez, and other NHA and local government officials. The affected families, Tai said in a statement, have been residing in different evacuation centers since the Taal volcano erupted three years ago. Of the 142 awardees, 82 families came from the Tumaway evacuation center; 17 from Sta. Maria and 43 from Motorpool. The Regional Office relocated these families on 24 April 2023, and shall continue transferring other families until September 2023. “More than three years have passed since these families became homeless due to a natural calamity. They have been living in the evacuation centers, and it is about time we moved them to a safe and resilient place, to a new house they can call their own,” Tai said. He assured other affected families that the NHA, with the support of the local government of Talisay, Batangas, is doubling its efforts to complete the construction of remaining housing units for immediate distribution to its intended beneficiaries. To the 142 families as awardees, Tai reminded them to take care of their homes and assured them of the quality of the housing units they received. "Sa ating pong mga benepisyaryo sa araw na ito, ang akin lang pong paalala sa inyo ay pagyamanin po ninyo ang inyong mga bagong tahanan. Ito po’y inyong alagaan at ingatan dahil sa haba po ng inyong paghihintay ay may masisilungan na po kayong ligtas at hindi na mangangamba pa sa mga darating na panahon," Tai told the receipients. Meanwhile, the NHA Talisay Plains Residences shall generate 448 housing units. Each unit comprises a 40-sqm lot area with community facilities such as a school, health center, tricycle terminal, market, and livelihood center. Former UP student leader killed after clash
CATBALOGAN CITY — The Armed Forces of the Philippines confirmed the death of a former student leader of the University of the Philippines-Tacloban in an encounter with the military in of Barangay Mabini, Catarman, Northern Samar last 28 May. In a statement, the AFP said Joshua Sagdullas, known in the underground movement as Ka Miyong and Ka Martin, was among the four casualties when troops from the 43rd Infantry Battalion clashed with members of the communist New People’s Army. Sagdullas was the secretary general of the militant group Bagong Alyansang Makabayan in Eastern Visayas up until he joined the New People’s Army in 2020. He was elected chair of the Student Council at UP Tacloban in 2016 when he was also elected as chairperson of the Katipunan ng mga Sangguniang Magaaral sa UP, the alliance of student councils in the UP system until 2017. The body of Sagdullas was identified by alias Kurati, a former rebel who operated in the area. Alias Kurati also identified Sagdullas’ companions who also died in the clash as Geraldine Teopinto alias Luz, the Finance Officer; Abigail Padula Baselga alias Moana, Medical Officer; and Vicente Termo. Sensing the arrival of the patrolling troops, the NPAs fired upon the soldiers resulting in a 15-minute exchange of gunfire and another five-minute encounter during pursuit operations. Capt. Jefferson Mariano, spokesperson of the AFP’s Joint Task Force Storm, said the death of Sagdullas in the encounter is proof of how the NPA, the Communist Party of the Philippines and the National Democratic Front has deeply infiltrated the student sector at UP Tacloban. “He is a proof of how the youth and students are being deceived into joining the armed struggle,” Mariano said. Mariano added that the death of Sagdullas is a big setback for the CPP-NPA-NDF in Eastern Visayas as he is a known personality of Bayan, which is suspected to be a legal front of the communist movement. According to the military report, the encounter happened when the soldiers responded to reports from civilians that a group of armed people were conducting extortion activities asking for food and materials from the residents in the outskirt community of said barangay. The group was found to be remnants of the of Sub-Regional Guerilla Unit, Sub-Regional Committee Emporium of the Eastern Visayas Regional Party Committee led by a certain Mario Sevillano alias “Durok”, a notorious guerilla leader who, allegedly, had figured in numerous atrocities in the areas of Northern Samar. Sensing the arrival of the patrolling troops, the NPAs fired upon the soldiers resulting in a 15-minute exchange of gunfire and another five-minute encounter during pursuit operations. The troops seized two high-powered firearms and two low-powered firearms, several magazines with live ammunition for a 5.56mm rifle and cal.45 pistol, voluminous subversive documents, electronic gadgets and two backpacks filled with personal belongings. Tacloban City Mayor Alfred Romualdez, chair of the Regional Peace and Order Council, conveyed his sympathies and condolences to the families of the deceased especially to the Sagdullas family, who is a native of the city. Romualdez had coordinated with the 803rd Infantry Brigade, where the cadavers were brought to, for the transfer of Sagdullas’ body to his family for mourning. “I feel sad for the families, kaya kayong ibang nandiyan pa sa movement, isipin niyo ang mga naiiwanan ninyo. Feeling ninyo itong ginagawa ninyo ay talagang may ipinaglalaban kayo. Pero sa bandang huli ang mas nakakaawa dito ang mga iniiwanan ninyo. ‘Yong parents pinagpawisan para mabigyan ka ng edukasyon, maraming talent and all tapos, what happened? How CHAD KINIS found purpose and ‘unexpected family’ in BEKS BATTALION
Last 5 May, three years after Covid-19 struck the world, the World Health Organization finally ended its global emergency status. Many lives were lost during the nightmare of Covid-19, but there were still beautiful stories and turning points that happened to people. Chad Kinis (real name Richardson de la Cruz) has one such story. At the presscon for his directorial debut The Beks Days of Our Lives on 5 May — the same day of WHO’s declaration — the standup comedian and vlogger became emotional as he recalled how, during the time of the pandemic, his life dramatically changed. It was his friendship with Lassy and MC Muah, his co-members in the comedy troupe Beks Battalion, that inspired the storyline and concept of his first-ever movie, he said. “Beks Battalion is an unexpected family. Hindi po namin inasahan na magiging matatag kaming magkasama bilang pamilya. Nagkaroon ako ng mga bagong kapatid sa kanila (We didn’t expect that we’d emerge strong as a family. I found new siblings in them),” Kinis said, becoming tearful. “Sa totoo lang po kasi, I’ve been so alone for decades. Mag-isa nagta-trabaho. Papasok ako sa comedy bar, then uuwi ako mag-isa (In truth, I’ve been alone for decades. I was working alone. It was in February 2020, a month before the country was put on Covid-19 lockdown, when Kinis formed Beks Battalion (now with over two million followers on YouTube). The trio began working hard to bring comedy online through their YouTube channel. Chad, Lassy and Muah have been long-time friends and stand-up comics before the group Beks Battalion was formed. In November 2020, still at the height of the pandemic, the trio showed a new house where the three of them decided to live together as a family. “Nung pandemic, nabuo ang Beks Battalion. Parang I found a new purpose,” Chad shared, wiping away tears. “Hindi lang po ako nagkaroon ng mga kapatid, kundi ng pamilya na gumagabay sa akin. Si Kuya Lassy, kahit pinakamatanda sa’min, parang naging bunso namin. Ang saya lang po ng buhay. Nagkaroon ako ng bagong direksyon sa kanila (I didn’t just get new siblings, but a family to guide me. Kuya Lassy is the oldest among us, but he also sort of became the youngest. Life has become happy.
