PBBM cites importance of infra as Bulacan arterial bypass road inaugurated
President Ferdinand Marcos Jr. on Monday said that infrastructure development, particularly in transportation, is crucial to the sustained progress of the economy. In a speech read by Special Assistant to the President Antonio Ernesto Lagdameo Jr. during the inauguration of the Arterial Road Bypass Project Phase III Contract Package 4 in Bulacan, Marcos said infrastructure development enhances the efficiency of logistics and transportation systems. "It improves the movement of people, goods, and services. It enhances the efficiency of our logistics and transportation systems. And it facilitates our journey towards lasting prosperity," he said. Marcos added that infrastructure projects in Bulacan would boost the productivity of farming in the province. He mentioned that the project represents a significant stride in our journey toward achieving our vision of an improved Philippines characterized by hope, abundant optimism, and a multitude of limitless possibilities. The Commission on Elections has formed a committee with other government agencies in its drive against vote buying and vote selling for the upcoming Barangay and Sangguniang Kabataan Elections on 30 October. Currently, there are 159 operational centers that have assisted more than seven million Filipinos nationwide, according to the Department of Health. In Rizal, the Malasakit Centers are located at Antipolo City Hospital System Annex IV, Casimiro A. Ynares Sr. Memorial Hospital in Rodriguez, Bagong Cainta Municipal Hospital, and Margarito A. DILG’s BIDA program reaches South Cotabato
The Department of the Interior and Local Government on Tuesday said its anti-illegal drugs advocacy program "Buhay Ingatan, Droga’y Ayawan" (BIDA) has reached the Municipality of Polomolok in South Cotabato where around 4,000 runners and advocates joined the 4-kilometer “BIDA Run sa Bagong Polomolok 2023” early Saturday morning. DILG Undersecretary Margarita Gutierrez, who led the early morning run, urged all local government units (LGUs) to sustain the momentum initiated by the BIDA program “to ensure that the aspiration of President Ferdinand R. Marcos Jr. of having a drug-free Philippines will turn into reality in the nearest future.” “Umabot na ang ating kampanya [BIDA Program], at ang mensahe ng ating Pangulo kontra sa iligal na droga sa napakagandang bayan ng Polomolok dito sa South Cotabato. QC orders localized class suspension
The Quezon City government early morning Monday left the discretion of suspending classes due to continuous rain to barangay and school officials , Angelbert Apostol, the city information chief, announced. Those who immediately ordered the suspension of classes are Barangay Holy Spirit for its (Public Pre-school to Senior High School — Morning and Afternoon Class); Barangay Bagong Silangan (Public Pre-school to Senior High School) and Barangay Payatas (Public Pre-school to Senior High School). Apostol said the discretion is allowed through Memorandum Circular No. 10-A series of 2022 under the Department of Education Order 037 series of 2022. Suspension of classes in private schools, on the other hand, is left to the discretion of school officials. Apostol added that decision to suspend classes is left to the barangay for having their own “pre-disaster risk assessment” in consultation with school officials. Over a year ago exactly on 22 August 2022, Quezon City Mayor Joy Belmonte issued a Memorandum Circular No. 10 instructing the local School Division Office and Public and Private Education Institutions to adhere to Localized Suspension of Classes due to typhoons, floodings and other weather disturbances and calamities. The circular noted an “automatic suspension classes” based on Department of Education 014 Series of 202, that dictated “classes shall automatically be suspended in case the Philippine Atmospheric Geophysical and Astronomical Services Administration has declared the following typhoon signal: Signal Number 1 — all public and private pre-school kindergarten classes; Signal Number 2 or higher — public and private pre-school kindergarten elementary and secondary classes. College and university level classes are suspended if the typhoon signal is raised to Number 3, pursuant to Commission on Higher Education Memorandum Order No. 15 Series of 2019 ordering an automatic suspension of classes on Higher Education Institutions when Signal Number 3 is raised by PAGASA. It also carries an order that suspension of work in public schools “shall be in accordance with DepEd Order No. 14 Series of 2021 and CHEd Memorandum Order No.15 Series of 2012 for HEIs.” Meanwhile, the cities of Parañaque and Pasay yesterday suspended classes in all levels in public and private schools due to inclement weather. Parañaque City Mayor Eric Olivarez ordered the suspension in all levels both in public and private schools upon the recommendation of the Disaster Risk Reduction and Management Office. The mayor said the recommendation of suspension of classes by the DRRMO was due to the continuous southwest monsoon rains enhanced by typhoon “Hanna.” Residents were told, especially those living in low-lying areas, to immediately call the city government in case of emergencies through its hotline numbers. Digitalization: Walking the talk
In our 28 July article, we spoke about the President’s State of the Nation Address or SoNA. If you recall, he ended the SoNA by stating, “I know that the state of the nation is sound and is improving. Dumating na po ang Bagong Pilipinas.” Among the pillars he mentioned to support and substantiate is the digitalization efforts of this administration. We lifted a couple of direct quotes from the SONA, but we wish to highlight a couple more for today’s article, namely: “Digitalization is the call of today; not the call of the future — but of the present. It is here. It is needed, and it is needed today.” “Digitalization will support the government’s data-driven and science-based planning and decision-making. It is the greatest, most powerful tool, not just to improve the ease of doing business, but also against many forms of graft and corruption.” Just last Tuesday, 22 August, a Department of Budget and Management press release shared the belief that President Ferdinand Marcos Jr. fully supports the creation of an e-marketplace where government entities may directly procure products for their needs, like online shopping platforms. In this, PBBM is hitting two birds with one stone. Not only is he advancing his call for digitalization, but he is also putting into practice the policies behind Republic Act 11032, also known as the Ease of Doing Business and Efficient Government Service Delivery Act of 2018. In addition, there are other points related to this that are worth highlighting. DBM again has shared the very encouraging possibilities they are exploring and working on. It was explained that the idea is to help get rid of the lengthy process of public bidding for certain products, as government entities can buy straight from the virtual market. To ensure the quality of the merchandise to be bought and the dependability of their suppliers, there will be a mechanism to qualify and identify which are the right products and suppliers that will be placed in this marketplace. Whatever and whoever they shall be, it is expected that the featured products will be of excellent quality, are available, and fitting to the real and varied needs of the government. The push for digitalization has nowadays become more important given the government’s desire, for one, to realistically address the complex issues surrounding the Procurement Act which has long been due for review and needed amendments. In maximizing existing digital platforms, how do you improve the processes related to them to ensure that the output they generate is helpful and true to the objectives they seek to attain? Take just one example the Philippine Government Electronic Procurement System, the online system that the government is now using as a central portal for all procurement information and its activities. Must certainty of its processes remain or now be modified? The basic requirement for any business entity to be able to participate in the conduct of a government bidding is registration and membership with the PhilGEPS. In registering, all the necessary documents to qualify for membership are submitted, and once on-board the business entity is already presumed to have all its documents verified, approved, and in order. Or at least that is how it should be. So, it begs the question, “Why do you require these business entities, during actual bidding time, to submit their documents again? Will this not just lead to delays, excessive costs, and, worse, opportunities for corruption? Incidentally, when business entities encounter runaway costs, you can be sure that the ultimate party to suffer is the people. All that being said, it remains the duty of the government to ease doing business and fight graft and corruption. PBBM is keen on reducing the burden in certain, if not all, government transactions, and digitalization is one of the promising ways that can now be employed to successfully reach this goal. Digitalization will reduce human intervention, and this will in turn reduce errors and the chances of wrongdoing. Most of the negative comments surrounding elected officials are that they do not deliver the things they had promised during their campaign. It is indeed easy to forget once you have been sworn into office. However, PBBM has displayed consistency and dedication to the goals he mentioned when he took his oath. It was once observed that an archipelago like the Philippines would more likely find it difficult to be united as a nation. Compared to smaller countries like Singapore, for instance, whose progress has been undeniably immense, ours is harder to pull together. Is it our so-called “halo-halo” culture? Regionalism is either a bane or a boon depending on where you stand. Some say the rise of leaders from Mindanao brought up the issue of “Imperial Manila” where funds were more likely to be funneled. The general sentiment on this matter is that Manila’s limited use of its vast influence led to the provinces’ slow growth and development. On another significant note, it is believed that the term “Imperial Manila” was born sometime after the toppling of Ferdinand Marcos Sr. through the People Power Revolution. Some say the whole thing was done “without the participation of provincials,” as Amando Doronila once wrote in his column. This is, of course, highly debatable, as history is often interpreted in various ways. Strangely enough, the issues of unity and equality once again rise to the fore with the release of Memorandum Circular 24 issued on 3 July. In said memorandum, “Bagong Pilipinas” will serve as a “branding and communication strategy characterized by a principled, accountable and dependable government.” The concept is hinged on the government’s commitment “to assisting Filipinos in realizing their ‘goals and aspirations.’” Moreover, the logo would be “incorporated into the letterheads, websites, official social media accounts, and other documents of all state agencies and entities.” “Bagong Pilipinas” is to be our rallying cry, the reason for being, an end goal. The response was immediate, and why not? It has been one slogan and logo controversy after another lately, from the rebranding of the tourism campaign slogan and logo to the Philippine Amusement and Gaming Corp.’s new logo. In a couple of public speeches, President Bongbong Marcos has referred to a “New Philippines.” From his campaign call for unity, the messaging carried across by the jingle titled “Bagong Pilipinas, Bagong Mukha” composed by Filipino rapper Andrew E of “Humanap Ka Ng Panget” fame, to his choice of Cabinet members not all entirely allied with his party, BBM is clearly intent on forging the path to the Philippines he envisions to be better. There is a growing opinion that President Marcos Jr., having inherited a slew of ills from previous leaderships, would really like to begin again with a fresh slate, though that being impossible, at least with a fresh mindset for all. NHA awards house and lot units to Taal volcano affected families
National Housing Authority General Manager Joeben Tai reported on Friday that he led the awarding of house and lot units to 142 families who were affected by the eruption of the Taal Volcano last January 2020 in a ceremony at the Talisay Plains Residences in Talisay, Batangas. Tai said he was joined by Senator Francis Tolentino, Department of Human Settlements and Urban Development Region IV-A Director Atty. Jann Roby Otero, Batangas 3rd District Representative Maria Theresa Collantes, Talisay Mayor Nestor Natanuan, NHA-Region IV Office Regional Manager Roderick Ibañez, and other NHA and local government officials. The affected families, Tai said in a statement, have been residing in different evacuation centers since the Taal volcano erupted three years ago. Of the 142 awardees, 82 families came from the Tumaway evacuation center; 17 from Sta. Maria and 43 from Motorpool. The Regional Office relocated these families on 24 April 2023, and shall continue transferring other families until September 2023. “More than three years have passed since these families became homeless due to a natural calamity. They have been living in the evacuation centers, and it is about time we moved them to a safe and resilient place, to a new house they can call their own,” Tai said. He assured other affected families that the NHA, with the support of the local government of Talisay, Batangas, is doubling its efforts to complete the construction of remaining housing units for immediate distribution to its intended beneficiaries. To the 142 families as awardees, Tai reminded them to take care of their homes and assured them of the quality of the housing units they received. "Sa ating pong mga benepisyaryo sa araw na ito, ang akin lang pong paalala sa inyo ay pagyamanin po ninyo ang inyong mga bagong tahanan. Ito po’y inyong alagaan at ingatan dahil sa haba po ng inyong paghihintay ay may masisilungan na po kayong ligtas at hindi na mangangamba pa sa mga darating na panahon," Tai told the receipients. Meanwhile, the NHA Talisay Plains Residences shall generate 448 housing units. Each unit comprises a 40-sqm lot area with community facilities such as a school, health center, tricycle terminal, market, and livelihood center. Under the Build Better and More Housing Program, Tai said NHA shall continue to coordinate with local government units to fast-track the provision of housing needs and uplift the living conditions of their respective constituents.
