Following the impact of a Low-Pressure Area (LPA) affecting Northern and Southern Mindanao, local government units (LGUs) in Davao Oriental have collectively suspended classes and government and private offices. The City of Mati and 10 municipalities, including Baganga, Governor Generoso, Cateel, and others, have issued Executive Orders in line with Presidential Executive Order No. 66, series of 2012. The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) has forecasted moderate to heavy rains in Davao Oriental due to the Northeast Monsoon (Amihan) and LPA, posing a risk of landslides and flash floods. The Provincial Local Government Unit of Davao Oriental and Municipal Disaster Risk Reduction Management Councils have reported landslides in Lupon and Cateel, with ongoing clearing operations. CSWDO extends assistance to Calinan, Matina fire victims
The Davao City Social Welfare and Development Office (CSWDO) has provided immediate assistance to the victims of the recent fire incidents in Calinan and Matina. Acting Assistant Head Sara Festin stated that relief assistance, including kitchen utensils and food, was promptly given to the affected families. The intervention also involved psychosocial support, such as community cooking, to aid the victims in their time of need. 1,700 aftershocks recorded in magnitude 7.4 earthquake
The Philippine Institute of Volcanology and Seismology (Phivolcs) has reported approximately 1,700 aftershocks following a magnitude 7.4 earthquake in Surigao del Sur on December 2, 2023. As of December 4, there were 1,692 recorded aftershocks in the province, ranging from magnitude 1.4 to 6.6. Residents felt 18 of these aftershocks. P98.4-M quake damage in Hinatuan, Surigao Sur
Hinatuan, Surigao del Sur, suffered an estimated P98.4 million in damages from the recent earthquake, according to Mayor Shem Garay. An attractive proposition and a necessary goal to further improve the state of the Philippines is to accelerate and sustain inclusive growth in the country. But what exactly needs improvement? How can this be achieved? What does it entail? How will it benefit the Philippines? Metro Manila is already developed and, in my opinion, not the priority in making more improvements. The cities outside Metro Manila are, however, a different story altogether. The economic competitiveness and resilience of said cities require much improvement. The development of these cities as engines of growth that are inclusive, environmentally sustainable, and strong is the foundation with which to realize these improvements. Specific areas may need financial inputs, and technical support varies from city to city. Examples of sectors to focus on are energy, environment, governance, health, local economy, small to medium entrepreneurship, taxation, technology and education. The enumeration is not exclusive and may be expanded. Generally, the growth trajectories of nations are closely linked to their urban environment, where cities act as propulsions of growth and lay the groundwork for their foundation. At first glance, it may seem like a tall order, but with proper planning, preparation, and stakeholder cooperation, it becomes achievable. If urban growth is well planned, cities can accelerate regional economic growth, innovation, and the end goal of prosperity for all. Circling back to my initial point on why cities outside Metro Manila are important to focus on for development, these smaller cities have a relatively high urban population concentration and hold the most growth potential. Although varying in size and level of development, they are equally important in ensuring the country’s success. To achieve this would require the cooperation and participation of various sectors and stakeholders. Government agencies, various leagues of local government units, civil society groups, non-government organizations, and the private sector, which may include corporations, business chambers, and trade associations, must all be involved. Implementing this undertaking will be an opportunity to remind everyone of the importance of the “whole-of-nation” approach. Government agencies that top the list of entities expected to shore up this collective effort include the Department of the Interior and Local Government, National Economic and Development Authority, Anti-Red Tape Authority, Department of Finance, Department of Trade and Industry, Department of Health, and Department of Education. The participation of the Philippine National Police is also crucial, as business can thrive only in an atmosphere of peace and security. The benefits of capacity building for cities are many. Initially, the more apparent recipients are the affected cities themselves and their inhabitants. However, increased capability will lead to a more efficient and equitable distribution of resources and delivery of services to the specific sectors we have mentioned. This will support decentralization and public financial management by helping cities widen their own-source revenue bases. It also helps cities enhance tax collection efficiency, access debt capital markets, and strengthen their public financial systems to create a more equitable fiscal framework geared towards inclusive growth. Decentralization also improves governance, with cities becoming more accountable and transparent to their constituencies. With accountability and transparency, the city becomes an attractive destination for investments. Local entrepreneurs will be one of many who will seize upon these attractions, but foreign investors as well. The different benefits and positive impact foreign direct investments provide a country deserve another article in the future. For now, let us all call on our government and the private sector to join hands in developing and building capacity for all cities in the Philippines. Bong Go helps fire victims in Sultan Kudarat
Senator Bong Go’s outreach team, in coordination with local officials, provided assistance to fire-affected households in Senator Ninoy Aquino, Sultan Kudarat on Tuesday, 24 October. Go’s staff extended financial assistance, grocery packs, water containers, shirts, snacks, and balls for basketball and volleyball to six families. “Sa mga nasunugan, huwag ho kayong mag-alala. Sabi ko nga sa inyo noon, ang gamit ay nabibili. Ang pera ay kikitain, subalit ‘yung perang kikitain ay hindi po nabibili ang buhay. A lost life is a lost life forever,” said Go in a video message. Go also cited that the Bureau of Fire Protection is currently undergoing a modernization program following the enactment of Republic Act No. 11589, also known as the BFP Modernization Act of 2021, which he primarily authored and co-sponsored. The Act shall enable the agency to respond faster and more effectively to fire-related incidents in the country by procuring new fire equipment, expanding manpower, and conducting specialized training for firefighters, among others. Furthermore, it also mandates the BFP to conduct monthly fire prevention campaigns and information drives in partnership with the Department of the Interior and Local Government and local government units. Go, chairperson of the Senate Committee on Health and Demography also offered to help those with health issues. The senator encouraged them to visit the Malasakit Center located at Sultan Kudarat Provincial Hospital in Isulan town if they require medical assistance. Malasakit Centers function as one-stop shops that provide convenient access to medical assistance programs for poor and indigent patients. These programs are offered by various agencies, including the Department of Social Welfare and Development, the Department of Health, the Philippine Charity Sweepstakes Office, and the Philippine Health Insurance Corporation. Go is the principal author and sponsor of the Malasakit Centers Act of 2019. At present, there are 159 Malasakit Centers nationwide. According to DOH, these centers have helped more than seven million Filipinos. The senator, who is also an adopted son of Sultan Kudarat, also pushed for adequate funding to construct Super Health Centers across the province. In 2022 alone, 307 Super Health Centers were funded nationwide which Go advocated for, in collaboration with DOH, LGUs, and fellow lawmakers. An additional 322 more Super Health Centers were funded for 2023. Super Health Centers are designed to focus on primary care, consultation, and early detection of diseases, further strengthening the healthcare sector in the country, especially in rural communities. It will also help decongest hospitals, Go added. Go, vice chairperson of the Senate Committee on Finance has supported a variety of projects in multiple municipalities within the province. These projects include the concreting of roads in Esperanza, Bagumbayan, Isulan, Lambayong, Lebak, Lutayan, and Tacurong City. Additionally, he supported the construction of multipurpose buildings in Columbio and Isulan, as well as the procurement of ambulance units for other towns. Last 9 October, Go conducted on-site inspections of several projects he supported in the province, including the road concreting initiative in Esperanza, which extends from the junction of National Highway-Barangay Saliao to Purok Masagana Farm-to-Market Road. Scarce vessels face vacationers this long weekend — PPA
The Philippine Ports Authority on Thursday advised vacationers for this upcoming long holiday not only to travel light but to bring tons of patience, as they will likely endure long queues in ports because the number of vessels servicing passengers remains scarce. “That is the concern that we always raise, that the reason why we are having passenger congestion is because we lack vessels. In fact, in my understanding, MARINA (Marina Industry Authority Authority) has already relaxed the scheduling of vessels at Matnog Port. I hope they can also do it here in Batangas Port, which is the second largest port in the country, as well as on the other side, the Calapan Port,” said Santiago during an inspection of Batangas Port on Thursday. He said that by relaxing the scheduling of vessels, turnaround time will be faster and vessels will no longer have to go through berth waiting time. Earlier, PPA general manager Jay Daniel Santiago said they expect 1.4 million passengers to flock to various ports in the country in the lead-up to the Barangay and Sangguniang Kabataan elections this 30 October. Travellers are also heading to the provinces for the observance of All Saints and All Souls Day on 1 and 2 November. Santiago reminded passengers not to pay additional charges such as travel insurance, which scrupulous individuals are soliciting outside ports. “Travel insurances for passengers are covered by the common carrier insurance that is being paid by shipping companies. Do not be fooled by these individuals,” he said. Starting Friday, 27 October up to the weekend, some 17,000 to 20,000 passengers are expected to head to Batangas Port, he added. Meanwhile, MARINA on Thursday said it has already advised shipping companies to make sure their online ticketing systems are up and running to ensure the smooth processing of passengers. Eased shipping schedules In a separate statement, MARINA said that in anticipation of the forthcoming "Synchronized Barangay and Sangguniang Kabataan Election and Undas 2023," the MARINA Regional Office 4 has issued a directive to relax the authorized schedule of trips for shipping operators within its jurisdiction, in anticipation of the expected surge in passengers and cargo in the coming days. The directive aims to ensure the safe, reliable and convenient transportation of passengers and rolling cargo while accommodating the heightened demand. The relaxation of schedules is guided by the conditions outlined in MARINA Advisory No. 2015-10, which provides "Guidelines during Emergency, Holiday Season, and Special Occasion." Key provisions of the said directive include immediate departure when passenger and cargo capacities are met, prompt return to congested ports, increased sailing frequencies and a strict "First Come, First Served" policy for passengers and cargo. MARINA said that in cases where the measures taken to address congestion and meet demand prove insufficient, other shipping companies or operators may be authorized to deploy their vessels to ensure the swift recovery of affected areas from emergency situations, congestion or similar circumstances. “Changes or adjustments in ship schedules will be allowed with written confirmation from MARINA and are subject to modification, cancellation, or revocation for valid reasons. A copy of this order will be provided to concerned shipping lines and government agencies, with a particular focus on the PCG, its stations, PPA, and local government units,” the statement read. Malls to stay open until 11 pm starting 13 November to ease holiday traffic
The Metropolitan Manila Development Authority met with mall operators and other stakeholders on 25 October to discuss traffic management plans in preparation for the approaching holiday season. In a meeting led by MMDA Deputy Chairman Undersecretary Frisco San Juan Jr. and Traffic Discipline Office Director for Enforcement Atty. Victor Nuñez, shopping mall operators agreed to adjust their business hours starting 13 November, Monday, from 11 am to 11 pm, as one of the measures to address the expected traffic problems in the metropolis. "Due to the expected heavier traffic, we have decided to implement contingency measures," San Juan said. “Mall-wide sales will only be allowed during weekends while deliveries will only be permitted from 11 pm to 5 am, with the exception of perishable goods restaurants serving breakfast, and supermarkets.” Mall operators were also asked to submit their respective traffic management plans for their mall sales and promotional events two weeks before the scheduled date of such events. Shopping malls with government satellite offices are also allowed to open as early as 9 a.m. As part of the agency's traffic management plan this Christmas season, the duty of the traffic enforcers will be extended until 12 midnight to maximize their visibility on major roads. "We will deploy traffic enforcers until midnight every day to assist and manage the traffic flow in Metro Manila,” said San Juan Jr. The MMDA will be working with the Department of Transportation to discuss possible extensions of the public transport system's operating hours to accommodate late-night commuters and mall employees. Also, the MMDA and representatives from the Department of Public Works and Highways and other concerned offices including the engineering district offices, local government units, utility companies and contractors, also met to discuss the temporary suspension of excavation activities on all Metro Manila roadways. All excavation works that will cause obstruction or will affect the smooth flow of traffic shall be temporarily suspended effective midnight of 13 November 2023 until midnight of 8 January 2024. Senator Christopher “Bong” Go has reiterated the urgency of providing repatriation support and eventually, reintegration plans for overseas Filipino workers returning from Israel and Lebanon, in the light of escalating tensions in the region. Go, vice chairperson of the Senate Committee on Migrant Workers, said a comprehensive repatriation and reintegration program should be in place to cater to the varying needs of returning OFWs. “It’s about empowering our OFWs to restart their lives here with dignity and hope,” Go remarked. Once the OFWs return home, Go called on the government to ensure that reintegration programs are made readily available for them to overcome the trauma they experienced and be able to recover. “Our kababayans are coming home under distressing circumstances. It is the government’s responsibility to extend all possible support to these modern-day heroes,” Go said. “Aside from possible employment opportunities, the government must be ready to provide assistance for their physical and psychological well-being, temporary housing if needed, and the welfare of their families as well,” he added. The Philippine government has approved voluntary repatriation for Filipinos in Lebanon amid brewing tension in the region while the situation in Israel is particularly concerning, with Israel intensifying its bombings in Gaza. With this, Go emphasized the need for both the government and OFWs to take proactive steps to ensure their safety. Palace: ‘Northrail met standards for abolition, not producing desired outcomes’
Malacañang announced on Saturday that President Ferdinand Marcos Jr. has ordered the abolition of the North Luzon Railways Corp. as it is no longer cost-efficient and producing desired outcomes. The Memorandum Order 17 was signed by Executive Secretary Lucas Bersamin—by the authority of President Marcos—on 19 October. The Governance Commission for GOCCs determined that Northrail has met the standards for abolition for not producing the desired outcomes; no longer achieving the objectives and purposes for which it was designed and created; not being cost-efficient; and not generating the level of social, and physical, and economic returns vis-a-vis the resource inputs. In ordering the abolition, Marcos tasked the Bases Conversion and Development Authority board of directors to act as the administrator and liquidator of Northrail. The BCDA should settle the Northrail liabilities, including the payment of separation incentive pay to affective officials and personnel as well as undertake the necessary steps in liquidating Northrail’s assets and assist in the winding up of its corporate affairs. The BCDA directors shall also conduct an inventory of all of Northrail's existing programs and projects and either terminate or transfer them to concerned government agencies. The inventory also includes the list of Northrail's assets and liabilities and how to dispose of or settle them. The BCDA is also tasked to formulate a Change Management Plan for affected stakeholders of Northrail. It shall likewise conduct an inventory of all pending cases brought by and against Northrail and formulate the appropriate actions to resolve the cases. The original copies of Northrail’s corporate books and account and financial records will be surrendered to the Commission on Audit by the BCDA board of directors. Palace said the Office of the Government Corporate Counsel shall provide the necessary legal assistance to the BCDA in this endeavor. The GCG shall monitor the implementation of the abolition of the Northrail. The Department of Transportation, as the supervising agency of the Northrail, shall continue to oversee the programs and activities relative to liquidation and winding-up of the affairs by the Northrail. Malacañang imposed the separation incentive pay to all effective personnel and officials of Northrail. Those who have rendered 20 years of service may avail of the following separation benefits of 1.00 x Monthly Basic Salary x No. of years. 20 years and 1 day to 30 years: 1.25 x MBS x No. of years 30 years and 1 day and above: 1.50 x MBS x No. of years The separation pay shall be charged against the available corporate funds of Northrail, subject to existing budgeting, accounting, and auditing policies. The Northrail was registered with the Securities and Exchange Commission on 31 July 1995. It was then created as a wholly owned subsidiary of the BCDA to develop, construct, operate, and manage a railroad system to serve Metro Manila, Central Luzon, and Northern Luzon. In 2015, the National Economic and Development Authority Board approved the North-South Commuter Railway Project, which was financed through official development assistance from Japan, effectively rendering the Northrail project terminated. IRR suspension: Delicate balance
Malacañang’s announcement of the suspension of implementing rules and regulations of the Maharlika Investment Fund on 18 October, ten days short to two months after its release, was no surprise to many. Critics of the sovereign wealth fund recently raised concerns about its legality by filing a legal challenge with the Supreme Court. They argued that the fund needed to be properly established in accordance with constitutional requirements. The petitioners said the economic viability assessment mandated by the Constitution was not fulfilled, and the creation of the MIF, under Republic Act 11954 or Maharlika Investment Fund Act of 2023 signed on 18 July, infringed upon the central bank’s independence. The President was surprised, not by the IRR suspension, but by how alarming news reports were interpreting the suspension order “somehow as a judgment of the rightness or wrongness of the Maharlika Fund.” When the IRR of a law is suspended, the guidelines and procedures necessary to put the law into effect are temporarily halted or are still being finalized. For all intents and purposes, the IRR provides specific details on how the law should be implemented, including the processes, requirements, and timelines involved. To say that more improvements could be made, specifically to the MIF’s organizational structure to make it a better organization, is deemed a sugar-coated narrative rather than owning up to the flaws or imperfections. If an IRR is suspended, it could indeed affect the law’s implementation. Without clear guidelines and procedures, government agencies and individuals may face uncertainties or difficulties in complying with the law’s requirements. This could lead to delays or a lack of implementation, and hinder the intended objectives of the law. The suspension of the IRR, which offers an opportunity to identify and rectify such unintended outcomes, is a temporary measure and does not necessarily mean the law is invalidated. It may be a temporary setback for various reasons, such as legal challenges, revisions, or policy changes. Within the realm of governance and legislation, a delicate balance exists between effective enforcement and essential flexibility. The recent suspension memorandum signed by Executive Secretary Lucas Bersamin exemplifies such circumstances — an afterthought that the IRR warrants a critical evaluation. Laws, like the Maharlika Investment Fund Act, are designed to address specific issues, but the world is dynamic and constantly evolving. What may have been effective at the time of enactment, though just a little more than a year ago, may need to be made more suitable and adequate in the face of changing realities. Suspending IRRs acknowledges the need for flexibility, allowing for a reassessment of the law’s applicability in the present context, and ensuring that the legislation remains relevant and adaptive to the challenges of an ever-changing society. On to the end of 2023 — a timeline set by the President for the MIF to be operational, the thorough study of the IRR must engage relevant stakeholders, including government agencies, legal experts and affected parties, to gather diverse perspectives and ensure an inclusive decision-making process. The importance of cyber security
Cyberattacks are on the rise! In the past, we associated this terrifying incident with online banks and payment platforms. However, even government websites, not known as financial institutions, from which money may be stolen, or unauthorized payments are also targets. Last Sunday, 15 October, the website of the House of Representatives was vandalized before noon by a group calling itself “3MUSKETEERZ.” A face with a mocking meme with the phrases “You’ve been hacked” and “Have a nice day” appeared on the website. Below the face was the message, “Happy April Fullz Kahit October palang (even if it’s still)! Fix your website.” A few minutes later, the website went down and became inaccessible. Shortly after, the House of Representatives issued a statement assuring the public that the House had already taken action and coordinated with the government agencies concerned to deal with the matter. “While we work to restore the website fully, we ask for patience and understanding. We are committed to ensure the security and integrity of our digital platforms, and we will implement additional measures to prevent such incidents in the future,” the statement said. Relatedly, also recall that on 22 September, a system of the Philippine Health Insurance Corporation was similarly attacked, preventing access for a week. Reports stated the data breach affected employees’ workstations, application servers, and users’ data, including names, addresses, dates of birth, gender, phone numbers and PhilHealth identification numbers. On 31 August, the Department of Science and Technology’s OneExpert portal was also subjected to a cyberattack. In a statement on 13 October, the DoST assured the general public that the virtual assault compromised no personal data. In all the above instances, whether personal data or sensitive information were stolen, it causes alarm to us Filipinos. The call to government agencies and ordinary Filipinos to be vigilant and careful with our online information and accounts has become louder than ever. The same holds true for institutions and businesses, which, by the nature of their activities, are entrusted with and tasked to safeguard large amounts of personal information and are responsible for keeping this trust by whatever means appropriate. I now want to stress the importance of cyber security not just for individuals and juridical entities but for the entire nation holistically. Protection against cyber threats: In today’s digital age, cyber threats like hacking, data breaches, and identity theft are becoming more prevalent. Implementing robust cyber security measures helps protect us from these threats. Safeguarding sensitive information: Cyber security also helps protect sensitive information such as personal data, financial details and intellectual property. This is crucial for maintaining privacy and preventing unauthorized access or misuse of information. Maintaining trust, reputation, and credibility: Cyber security is essential for building trust with customers, clients, and partners. Organizations can maintain a positive reputation and avoid potential legal and financial consequences by committing to protecting their data and privacy. Compliance with regulations: Many industries have specific regulations and standards regarding data protection and privacy. Compliance with these regulations is not only important for avoiding penalties but also for ensuring ethical practices and responsible handling of data. Business continuity: Cyber attacks can disrupt operations, leading to financial losses, reputational damage, and even business closure. Implementing effective cyber security measures helps minimize these risks and ensures business continuity.
