Senate panel to hold next probe of alleged ‘cult’ activities in Socorro town
The joint Senate committee involved in the investigation of alleged cult activities and violations of human rights by Socorro Bayanihan Services Incorporated said it will bring its next hearing in Socorro town. This was bared by Senator Ronald “Bato” dela Rosa, presiding over the first hearing on Thursday, which was jointly conducted by his committee on public order and dangerous drugs with the committee on women, children, family relations, and gender equality. “Sa Socorro na siguro. We will go there kasi mas marami silang babiyahe dito. Alam mo na. Hirap din sa buhay ‘yan. Mamasahe papunta dito. Bong Go helps recovering fire victims rebuild in Valenzuela City
The Office of Senator Christopher “Bong” Go led a relief operation for fire victims in Valenzuela City on Tuesday, September 5, as part of the senator’s efforts to help disaster-affected households rebuild and recover. The distribution was held at Arkong Bato National High School in coordination with Mayor Weslie “Wes” Gatchalian. The senator’s team provided grocery packs, masks, shirts, vitamins, snacks, and balls for basketball and volleyball to 225 recovering fire victims. They also gave away shoes and mobile phones to select individuals. Meanwhile, the National Housing Authority (NHA) provided housing assistance to each affected family through the Emergency Housing Assistance Program (EHAP). “Isinulong din natin na mabigyan sila ng National Housing Authority ng ayuda pambili ng housing materials tulad ng pako, yero at iba pa upang maisaayos muli ang kanilang mga tirahan,” Go highlighted. “Itong EHAP program, isinulong ko ito noon at patuloy na sinusuportahang mapondohan ang programa ngayon upang mas marami pang mga biktima ng sakuna ang makapagpatayo ng maayos na bahay at makabangon muli mula sa trahedya,” he added. Meanwhile, Go filed SBN 193, or the proposed Mandatory Evacuation Center Act, which aims to ensure that disaster victims will have temporary shelters that will guarantee their safety and welfare while they recover and rebuild their lives. The senator also encouraged residents to take advantage of the services offered in Malasakit Centers nationwide, including those established in Valenzuela Medical Center and Valenzuela City Emergency Hospital, which are both located in the city. The Malasakit Center is a one-stop shop that brings together relevant agencies to provide medical aid to poor and indigent Filipinos. Senate mulls on special law for road rage incidents
The Senate Committee on Public Order and Dangerous Drugs on Tuesday wrapped its investigation into the viral road rage in Quezon City involving a cyclist and a former police officer, seeking a special law that would immediately address similar events in the future. In a chance interview, Senator Ronald “Bato” Dela Rosa, the panel chairperson, recognized the appearance of Wilfredo Gonzales, the driver who was seen pulling out a gun during an altercation after the cyclist, Allan Bandiola’s bicycle hit his car along the road in Quezon City on 8 August. Dela Rosa initially thought Gonzales would not attend the hearing because the latter initially presented a medical certificate with a doctor’s advice for a rest. The senator earlier warned that he would issue a subpoena should Gonzales won’t appear in the hearing. “At least, he came. Luckily he appeared today so no need to issue for subpoena,” Dela Rosa. During the hearing, Gonzales admitted that he assaulted and cocked a gun at cyclist Allan Bandiola during a road altercation in Quezon City. Their confrontation went viral after a concerned citizen took the video and uploaded it on social media. Gonzales said he regrets his action. He then apologized to Bandiola and to everybody. “I apologize for that part, for hitting him, for pulling out and pointing a gun. I apologize to everyone, not just to him (Allan Bandiola), but to all of you. It’s my fault, I was just shocked,” Gonzales said in Filipino. Gonzales narrated that Bandiola acted as if he would attack him prompting him to pull his gun out. He said he was defending himself because he was in recovery from an operation. “Galing ako sa spine operation. So sa isip ko ay ‘yung, element na i-shock ko manlang siya [para hindi niya] ako masugod. Kasi kung madadakma niya ako baka mapatay niya ako, mahina ako. Bagong opera po ako (I came from a spine operation. So, I thought there should be an element that I should shock him so he can’t hurt me. Because if he catches me, he might kill me since I’m weak. I am still recovering from an operation),” he explained. In his defense, Bandiola said it was just his normal reaction because Gonzales hit his head. “Normal reaction ko lang po ‘yun kasi binatukan niya ako kaya bumaba ako ng bike (That was just my normal reaction because he hit me. That’s why I got off my bike,” he said. Bandiola said he had settled the issue with Gonzales at the police station. “Wala pong pumilit sa akin. Nakipag areglo po ako dahil ayaw ko ng gulo (No one forced me. I’ve compromised to settle things because I don’t want any trouble),” he said. But, lawyer Raymond Fortun, also a bike enthusiast, told the committee that Bandiola was forced into an agreement admitting that the incident was his fault. He was also told to pay P500 for the damage to Gonzales’ vehicle. Dela Rosa said the Philippine National Police can file a case against Gonzales which can be graver charges than the alarming scandal, such as grave threat and frustrated homicide. “Initially, we know that Bandiola won’t really want to file a case but then again it was cited during the hearing, particularly by Atty. Fortun and even the senate president discussed that the PNP can file a case even without a private complainant by the use of CCTVs and other witnesses,” he said. Meanwhile, Senate President Juan Miguel Zubiri suggested a special law on road rage shall be legislated to protect the public from erring motorists. “We can come up with a special law on road rage so that even if the victim is scared to file a case, it becomes the people of the Republic of the Philippines vs. so and so…Because of this, it will become the burden of the government to file the case against these individuals,” Zubiri said in a mix of English and Filipino. Senators Robinhood Padilla and Jinggoy Estrada noted that the culture of violence, particularly on public roads, is not accepted. Padilla rejected Gonzales' explanation that he pulled out his firearm because he felt threatened by Bandiola. Senate to return to in-person sessions, hearings next week
The Senate is set to return to full face-to-face sessions and hearings next week, Senate President Juan Miguel “Migz” Zubiri announced Wednesday. Before adjourning the session, Zubiri reminded his colleagues about the removal of hybrid sessions and hearings which will be implemented on Monday, 7 August. “In view of the presidential Proclamation 297 which lifts the state of public health emergency throughout the Philippines due to Covid-19 and considering that almost all activities have returned to pre-pandemic levels, the Senate will no longer conduct hybrid hearings and meetings beginning Monday, 7 August 2023 and shall revert back to our pre-pandemic practice of conducting hearings and meetings physically,” he said. Marcos lifted the state of public health emergency on 22 July. The move of the upper chamber of Congress came after the House of Representatives began conducting full face-to-face sessions on Tuesday. “This is in line also with the House of Representatives because the House of Representatives although they did hybrid sessions they are now canceled all the hybrid sessions and hybrid hearings,” Zubiri said. “We had face-to-face sessions, but we allowed hybrid. So, in line of that, we will also continue that practice, and we will now go face-to-face for our conduct of public hearings,” he added. The Senate chief said hybrid sessions and hearings would still be permitted but only in case of force majeure or an occurrence of an emergency. Due to the emergence of Covid-19 in 2020, the Senate adopted Senate Resolution No. 372 allowing plenary sessions and committee hearings through teleconferencing while the enhanced community quarantine was still in place in the country. Marcos’ anti-drug focus must improve

In his SoNA, Marcos said the battle against illegal drugs will continue after the government launched the “Buhay Ingatan, Droga’y Ayawan” or BIDA program and will put up 102 Balay Silangan Reformation Centers nationwide. “The campaign against illegal drugs continues — but it has taken on a new face. It is now geared towards community-based treatment, rehabilitation, education, and reintegration, to curb drug dependence among our affected citizenry,” the President said. Tai said the project is under the NHA’s Housing Assistance Program for Calamity Victims which is aimed to respond to the housing needs of families affected by calamities like earthquakes, floods, fires, landslides, and typhoons. A total of 1,329 families whose homes were destroyed by a series of 6.1 to 6.9-magnitude earthquakes in Cotabato in the last quarter of 2019 benefitted from the project. The family beneficiaries come from nine barangays of Makilala, namely, Bato, Buenavida, Buhay, Cabilao, Indangan, Luayon, Malabuan, Malasila, and Sto. Niño. Tai shared his sentiments on how devastating it is to be a victim of disasters as it leads to loss of homes, property, communities, and even loved ones. Remulla issues warning vs Teves camp on preliminaries
Department of Justice Secretary Jesus Crispin Remulla on Wednesday revealed that they will be constrained to go to court if the lawyers of embattled Negros Oriental Third District Representative Arnolfo Teves Jr. fail to attend the next preliminary investigation set 27 June. This comes after the Teves’ camp failed to attend the preliminary investigation last Tuesday. Remulla stressed that if the legal counsels of the solon could not take the process seriously, they might as well go to court if they do not respect the DoJ to conduct the preliminary investigation. The DoJ chief also said that Teves and his lawyers have “disrespected” the legal process when they failed to appear at the start of the preliminary investigation of the complaint against the lawmaker in the killings of Negros Oriental Governor Degamo and nine others on Tuesday. Meantime, Teves’ lead counsel Atty. Ferdinand Topacio on Wednesday assured of their participation in the preliminary investigation of the criminal complaints filed against the suspended legislator being conducted by the DoJ. Topacio stressed that records will show that the counsels of the solon have consistently participated in all the preliminary investigations involving their client where subpoenas were properly served. “In fact, there have already been three cases so far where Mr. Teves’ counsels have appeared and have fully taken part in,” Topacio said. “Send us subpoenas properly and we will participate.” Topacio also called out Remulla and said: “If you think we have done anything wrong, then file cases against us and prove your case.” Remulla himself should file the cases and not “to delegate it to your subalterns as that would be cowardice,” Topacio said. The solon — who is still abroad and consistently denied the criminal charges filed against him, has been charged in the 2019 killings of three persons — provincial board member and former National Bureau of Investigation agent Miguel L. Dungog, Lester P. Bato and Pacito R. Libron. With other respondents, Teves has also been charged with multiple murder, multiple frustrated murder, and multiple attempted murder in the 4 March 2023 killings of 10 persons including Degamo and injuries sustained by 18 other persons in Pamplona town. Teves has been tagged as “one of the masterminds” in the Degamo slaying. The solon and his sons, Kurt Matthew and Axel, are also facing charges of illegal possession of firearms and explosives by the Philippine National Police-Criminal Investigation and Detection Group as a result of the alleged seizure of firearms and explosives at his house in Bayawan City on 10 March 2023. During the Senate Committee on Public Order and Dangerous Drugs hearing on Tuesday, 23 May, Go asked the PNP leadership about the possibility of tapping former president Duterte as the government’s anti-drug czar, considering the latter’s campaign saw a notable decline in crime rates. “Ako naman, sabi ko nga prerogative po ‘yan ng appointing authority, ang mahal na Pangulong Bongbong Marcos. Kung saka-sakali naman, malaking tulong po si former president Duterte. Ibig sabihin ang kailangan dito ay talagang kamay na bakal, takutin mo talaga. Pero kailangan may ngipin. Kung gagawin man siyang drug czar dapat may ngipin kasi kapag walang ngipin hindi katatakutan ‘yan,” Go asserted. “Napag-usapan lang po ‘yun dahil talagang dismayado tayo sa mga nadiskubreng kalokohan. Mga pulis pa naman itong mga ito, dapat nga kayo ang magprotekta sa taumbayan, kayo pa ang pumasok sa droga. Alam n’yo bawat isang gramo na kumalat diyan sa daan, ito napakalaking quantity po ito ng droga, ilang buhay na naman kaya ang sisirain nito kapag kumalat ‘yan sa daan. Ilang pamilya ang masisira, ilang buhay ang wawasakin, ilang pamilya ang wawasakin kapag kumalat ang droga na ‘yan. Alam n’yo salot talaga ang droga na ‘yan,” he lamented. Go’s colleague, Senator Ronald “Bato” dela Rosa, then expressed his support for the idea, saying, “Ako, personally, maganda sana kasi babalik ang takot ng mga drug syndicates, particularly ‘yung mga pulis na involved—‘yung mga ninja cops. The 29th Defense and Sporting Arms Show — the country’s longest running arms show that promotes responsible gun ownership — opens today at the SMX Convention Center in Pasay City.
