The adoption process in the Davao Region has become easier and more streamlined, as it is now solely administrative and no longer requires a court appearance. According to Sheena Lyka Dollolasa, a social welfare officer at the Regional Alternative Child Care Office-Davao Region (Racco-Davao), prospective adoptive parents only need to undergo administrative proceedings and coordinate with social workers to adopt a child. This change is due to the Republic Act (RA) 11642, which established the Domestic Administrative Adoption and Alternative Child Care Act. While the socialized fee for adoption has not been determined yet, Dollolasa assured that it would not be expensive, as the law states that adoption should not be costly. In addition to adoption, Racco-Davao also provides foster care for neglected, abandoned, foundling, and abused children. Foster parents must meet certain qualifications, including being of legal age, physically healthy, and financially stable. Israel pledges support for families of 4 Filipinos killed in Hamas attack
The Overseas Workers Welfare Administration confirmed on Friday that the Israeli government will extend long-term support to the families of the four Filipinos who were killed during the attack by the militant group Hamas in Israel. OWWA Administrator Arnell Ignacio said in an interview that the information was received by the agency from the Israel Embassy in the Philippines. “They are treated like Israeli citizens, so their benefits are the same as those of an Israeli citizen,” Ignacio said. The four identified deceased Filipinos were Grace Prodigo Cabrera, Loreta Alacre, Angeline Aguirre, and Paul Vincent Castevi. The families of the four Filipinos will also receive monthly support and yearly monetary benefits in addition to assistance with funeral mourning costs. The Israeli Embassy stressed that they would extend their assistance not only to the families of the Filipinos killed in the Hamas attack but also to those who were injured. Israeli Ambassador to the Philippines Ilan Fluss, reaffirmed Israel’s commitment to providing aid to all foreign victims of the ongoing attacks, including Filipinos. "We recognize them as victims of terrorism and for that then they will be receiving assistance, either the parents, spouses or children accordingly," Fluss said in an interview. When I got married, my husband and I have agreed to legally adopt my daughter. However, before we even got to begin the adoption process, my husband and I found ourselves in some serious marital disputes and eventually, decided to separate ways. We both have contemplated on filing a petition for the annulment of our marriage. While going through this unfortunate process, I have also thought of filing the petition for adoption of my daughter, as I really want to protect her rights as my child. Will I be able to do this as a single petitioner, without the participation of my husband? Could I just merely get his consent, so I could proceed with the adoption? Gina Dear Gina, While adoption proceedings are primarily for the protection of the interest and welfare of the child to be adopted, the rules cannot be disregarded to suit the adoptive parents’ purpose or preferences. Being still married to your husband, your marriage is still subsisting despite your separation. In fact, you are not allowed to file the petition for the adoption of your child without being joined by your husband. The law is explicit, “husband and wife shall jointly adopt, except in the following cases: (i) if one spouse seeks to adopt the legitimate son/daughter of the other; or, (ii) if one spouse seeks to adopt his/her own illegitimate son/daughter provided, however, that the other spouse has signified his/her consent thereto; or (iii) if the spouses are legally separated from each other. From your narration, your case does not fall under any of the exceptions provided by law. As the child to be adopted is elevated to the level of a legitimate child, it is required of the spouses to adopt jointly. Businesswoman scammed out of P265K
CANDON CITY, Ilocos Sur — A businesswoman was scammed of P265,000 in cash by a suspect who claimed to be a “District Prosecutor.” Victim Natasha Abaya of Barangay San Isidro, Candon City, Ilocos Sur, filed a complaint with the Candon City police on Friday. Abaya said that at about 12:55 p.m. on Thursday, she received a phone call from an unknown person with the contact number 09087793623. The female caller introduced herself as District Prosecutor Angeline Delos Santos Ordonia and said she was looking for a relative of Elvis Imperial (Abaya’s cousin) who was facing criminal charges for violating RA 9165. The caller offered to help dismiss the case. During their conversation, the caller allegedly gave Abaya three options to settle the case, including paying P189,000 to have the charges dropped. At around 1:32 p.m., Abaya went to a store in Barangay San Jose, Candon City, and sent P95,000 to account number 09622372583 through “pay and go.” After Abaya sent the money, the caller told her that “if you fail to complete the amount, we will file the case against him, even if we get a million pesos, we will not be able to release him.” To complete the amount of P190,000, at around 2:24 p.m., Abaya sent another P95,000 to account number 09621662553 through “pay and go.” The caller then told Abaya that her cousin was facing two cases, Section 5 and Section 15. She told Abaya to send another P75,000 so that there would be no more cases against her cousin and that he would be immediately released. At around 3:58 p.m., Abaya sent another P25,000 to account number 09563886041 through GCash. Police gathered that at around 4:13 p.m., she sent another P50,000. The total amount sent was P265,000. It’s no longer unusual, nowadays, for a family to have one or both parents working in another country, or for grown children to relocate abroad for work or start their own family. Single parenting is also quite common, right along there with blended families and LGBTQ unions with kids. Yet even when families are together in one place — one home, compound, neighborhood or city — it takes a lot to stay “together,” literally and figuratively. Perhaps sensing the threats to what is recognized as society’s basic foundation, our government in 1992 decided to declare the last week of September as Family Week, as mandated by Proclamation 60 signed by then President Fidel V. Ramos. Ramos wanted the week to emphasize the importance of the family as “the foundation of the nation” and “as a basic autonomous social institution,” as well as recognize “the sanctity of family life,” as stated in the Constitution of the Philippines. The world may transform in many ways, but the need for family will never change. “No matter how much life changes and the concept of family evolves, it may continue to benefit human health and wellness by offering a sense of belonging and support,” it aptly states in an article on Better Help, which also enumerates the factors affecting family life as “advancements in technology, changing cultural norms, new priorities and advanced forms of communication fueled by the internet.” The sense of belonging one gains from being part of a family — whether it is in a traditional setup, adoptive or “chosen,” a new kind of family defined in these modern times — has a profound impact on one’s well-being. With government providing the impetus for today’s families to connect or reconnect during the annual Family Week, it is up to each one of us to take steps to keep ours together in these fast-paced, nomadic, dysfunctional times. In the local setting, we already see so many signs of the changing dynamics among families. We could wade through studies to figure out all the issues affecting our core foundation, but we believe one may truly gain more understanding by examining our own experiences. Here, we share the views of people in our sphere, in answer to our query: What do you consider as the biggest challenge for your family in these trying times? StarStruck, the phenomenal reality-based artista search on GMA 7 and considered one of the shows that propelled the network to its number-one stature, dared teenagers and young adults “to dream, believe and survive.” After seven seasons and 538 episodes, the remaining women standing are all from the original batch: Jennylyn Mercado with her contemporary Yasmien Kurdi, Katrina Halili and the “avengers” who transferred to ABS-CBN, Cristine Reyes and lone guy Paulo Avelino. Mark Herras is now a character actor, and the “Bad Boy of the Dance Floor” tag he once had is nothing but a blast from the past. At the presscon that presented NET 25’s fresh faces to the public, the thrilling 32 performed solos, duet, trios and various other production numbers to show off their dancing and singing skills. They also hosted the presentation and showcased their acting skills in short films directed by esteemed actor and director Ricky Davao. Of the 32, my ladies with an attitude favorites are Nicky Gilbert, who moves like a modern jazz dancer and is expensive-looking, with a beauty similar to GMA 7’s Max Collins. She would fit bida/kontrabida roles. Sofi Fermazi is a true ingénue with a melodious voice that conveyed the stories of all the songs she sang during the launch. And Celyn David is a true standout beauty in the short film she was part of where she almost had no makeup. Her elegant face will remind you of the class of Sandy Andolong and the elan of Hilda Koronel. For fellows with the perfect groove, my top pick is tall and handsome Drei Arias. Every inch of him screams leading man. John Heindrick registers handsomely as well on screen and in person, reminding us of the time when the likes of Gabby Concepcion, Albert Martinez, Alfie Anido and Matthew Mendoza were the crème dela crème of matinee idols. He can even pass for Eric Quizon’s son. Patrick Roxas is the fresh prince of the Starkada. In the short film where he played lead, his eyes were not blank or devoid of emotions, but were expressive! Roxas is the truest embodiment of an eye candy. To the 32 new stars of NET 25, your talent and luck factor are the basic reasons why you are “in.” To prolong the adoration and madness of the fans, protect your “in” status with television shows and films that will matter and make an impact. Love what you do, be kind to the people you work with, and make sure discipline and professionalism are what will bolster your star to stellar heights.
