Meralco assures readiness to respond to impact of Southwest monsoon
The Manila Electric Company has assured its customers that its personnel are ready to immediately respond to power outages that may result from the southwest monsoon currently being experienced in parts of its franchise area. This comes as the state weather bureau Philippine Atmospheric, Geophysical and Astronomical Services Administration said the southwest monsoon was enhanced by Severe Tropical Storm Hanna (international name: Haikui) which is currently inside the Philippine Area of Responsibility, as well as Super Typhoon Saola and Tropical Storm Kirogi. The southwest monsoon is expected to bring gusty conditions over Bulacan, Metro Manila, CALABARZON, MIMAROPA, Bicol Region, Western Visayas, and the northern portion of Eastern Visayas until 1 September. “As a 24–hour service company, we are ready to respond to these types of emergency. Our crews are on standby to attend to any trouble that may affect our facilities in areas that might be affected by the inclement weather,” Meralco Vice President and Head of Corporate Communications Joe R. Zaldarriaga said. Zaldarriaga added that Meralco has put in place necessary measures to mitigate the possible impact of monsoon rains, including the issuance of advisories on appropriate precautionary measures. The company has consistently requested billboard owners and operators to temporarily roll their billboards up to prevent these structures from being toppled by the strong winds. Meralco also advised its customers to continue practicing electrical safety measures which are very important especially when there is flooding. • Ensure that the main electrical power switch or circuit breaker is off. Be sure to be dry when being in contact with any electrical facility. • Unplug appliances from wall sockets. Turn off permanently connected equipment and unscrew all light bulbs if possible. • Remove mud and dirt from service equipment or main circuit breaker/fuse and its enclosure using rubber gloves and rubber-soled shoes. • Make sure that all electrical wires, connectors, and other wiring devices are completely dry. • When all electrical wires and accessories have dried and are clean, the wiring system of all appliances must be checked by a licensed electrician. Do not turn on flood-damaged electrical appliances. Zaldarriaga also urged the public to keep all channels of communication open and ready and charge mobile phones, laptops, radios, and other communication gadgets. Customers may tune in to the different public service radio stations should power interruptions occur. The power of respect, kindness and humility in effective human relationships
In the current world situation, there’s so much hostilities, anger, hypocrisy and distrust that create miscommunications — thus, eroding personal and professional relationships. Why is this happening and so prevalent in today’s day-to-day interactions? Because there is so much ego-bashing, glory-takers, fake news and simple selfishness that prevent people from effectively reaching out to each other to create harmonious and productive relationships. It is therefore incumbent for all of us to make the effort to practice certain rules and protocols which can mitigate and prevent relationships into becoming a permanent loss. Listening with respect and an open mind is a positive ice-breaker that fosters trust, goodwill and friendship. This act of listening intently communicates to the other party that you are interested to know their thoughts and this makes them feel valued and respected. Giving credit where credit is due allows for a win-win situation between the person being honored and the honor giver. Putting a closure to every argument and quarrel allows both parties to walk away feeling peaceful and confident knowing that the closure allows the respect and the trust to remain. Practicing the golden rule of doing to others what we want others to do unto us is the most powerful tool we can use daily to ensure that our personal and professional relationships are smooth and working well. Working on my books is a good example. Crucial to book writing are the interviews conducted. I have come to realize that many interviewees are nervous to share their stories because their information are mirrors of who they are — their beliefs and principles in life. What I do when I first meet them is smile and extend my hand for a handshake and this act of respect actually sets the mood right and they feel at home and relaxed. So, the interview becomes seamless and flowing. Listening is an art and I have mastered this act, so much so, that persons I interview become so engaged in their responses which is critical to book content. In the case of my book team, I always endeavor to give them a full picture of the book’s objective and I clearly define each member’s responsibility. This method of open communication always works well because each team member feels important as I give them that cognizance that their individual inputs and expertise are integral to the success of the book. I must admit that having produced 45 notable coffee table books in the last 25 years has given me the vast experience of dealing with different kinds of persons. As such I treat each one as an important member of my Seagull family and, to date, I have maintained my friendship with everyone even if many of them have pursued their own careers. Outages, no wonder
Going by the timeframe that electricity network concessionaire National Grid Corp. of the Philippines or NGCP had presented to the government, the oppressive yellow and red alerts on peak demand periods will end by next month. In a recent statement, the NGCP said more consumers benefited from lower power rates and “better services” since private companies took over transmission operations from the government in 2009. The claim was that its investments had led to a 77-percent decline in transmission outages in the country. NGCP’s statement presented the idea that had the private contractor followed all the requirements in its 2009 contract, problems in the power network would be a thing of the past. The private firm, however, has a sordid record when it comes to keeping its commitments in the concession agreement. It pledged to the Department of Energy that the Visayas-Mindanao interconnection will be completed by next month which the energy department said would immediately add 450 megawatts to the Visayas region. NGCP also indicated that the Cebu-Negros-Panay interconnection will be completed by 30 June. Energy officials estimated that the Visayas region will have more available power with the interconnection plan as a result of the huge volume of stranded power among the islands. The DoE’s rule of thumb is that for every one-degree increase in temperature, around 100 megawatts of additional power would be needed, which explains sudden shortfalls, particularly when it triggers power plant shutdowns. The delayed projects along with the absence of reserve power, thus, has resulted in the predictable alerts when the weather temperature simmers. Another project, albeit delayed, is the Bataan-Pagbilao interconnection with more than 1,000 megawatts, or electricity equivalent to about two heavy power plants that could prevent brownouts in the Luzon grid within the immediate future. NGCP has a long list of pending projects — 32 in Luzon, 39 in the Visayas and 12 in Mindanao — that all affect the supply levels in the regions. Even the worn-out excuse that the projects were delayed because of the pandemic does not hold up since all of these were committed to being completed before the global health emergency happened. An automatic load drop which acts like a circuit breaker is triggered whenever the power supply falls short of demand and the reserve can’t plug the deficit. The procedure is necessary to prevent the tripping of a large plant. NGCP has consistently tried to deflect the blame for the frequent electricity shortage by pointing its finger at the DoE, saying that it has not done enough to bid out new contracts to suppliers. Experts, however, said NGCP contributes to low supply because it cannot complete its transmission projects on time. NGCP also tries to frighten consumers by saying that complying with its contract commitments will mean higher prices for electricity. “These projects involve building transmission lines to power plants so that they can start operating to produce power for the benefit of consumers,” an expert noted. Even before the pandemic, the DoE had been seeking transparency from NGCP and had badgered the private group about securing firm ancillary services. Another excuse for project delays was right-of-way issues that NGCP can’t invoke since its franchise gives it the power to expropriate that the consortium of taipans had abused. An energy official said the purchase of properties were made without informing the National Transmission Corp. or Transco which owns the electricity backbone. They acquired the properties in their name which is against the law. New projects boost power supply in Calamba, Laguna
The Manila Electric Company and STMicroelectronics Inc., the largest European semiconductor contract manufacturing and design company in the country, recently inaugurated the new 115 kV Gas-Insulated Switchgear substation located at Light Industry and Science Park 2 in Calamba City, Laguna. The new substation will facilitate the upgrading of STMI’s electric service from 34.5 kV to 115 kV and accommodate its growing demand, which is projected to increase to 20 megawatts by 2027 from 14 MW last year. The facility houses one 115 kV High-Voltage Gas-Insulated Switchgear, two 30 MVA Power Transformers, one 4.16 kV Medium-Voltage Switchgear, two 750 kVAr capacitor banks and various protective devices. Besides the new substation, Meralco also recently commissioned the new La Mesa 115 kV Switching Station, also within the LISP 2. This project, which will improve the system reliability and power quality in the area, consists of a gas circuit breaker, three sets of disconnect switches, and standard connection and metering facilities for the Philippine office of STMI. “These projects are expected to address not only the limited power supply of ST Calamba, which is one of our highest operational risks, but also our future power supply demand, our power quality, our carbon neutrality strategy, and will definitely improve our site power resilience,” STMI vice president and general manager Yong Suk Kwon said. Comelec pressed on slow pace against nuisance petitions
The Commission on Elections was asked on Monday about the slow pace in deciding the nuisance petition related to the Negros Oriental gubernatorial race between the late Governor Roel Degamo, his rival and former Governor Pryde Henry Teves and a certain Ruel Degamo, who was deemed a nuisance candidate. In a Senate hearing on the assassination of Governor Degamo, Comelec chairman George Erwin Garcia said the delayed ruling in the petition filed by Degamo to declare a certain "Ruel Degamo" a nuisance candidate is due to the lack of composition within the Comelec En Banc at the time. The delay referred to the period in October 2021 when Degamo filed a nuisance petition against "Ruel Degamo", whose real name is Grego Gaudia, up until 1 September last year when the poll body finally decided to declare the latter Degamo a nuisance candidate. Before the finality of the decision that declared Ruel Degamo a nuisance candidate, only four of the seven Comelec commissioners were still in their positions: Commissioners Socorro Inting, Marlon Casquejo, Aimee Ferolino and Rey Bulay. Garcia said that by the time of the decision, the vote was 2-2, which meant there should be a tie-breaker. He was not able to make his vote final until after his appointment and confirmation. “A decision was not immediately made by the En Banc because I and two of our other commissioners hadn't been appointed yet. The resolution was set aside. The voting among the four remaining commissioners was 2-2. It was only when yours truly was appointed that I broke the tie in favor of Gov. Degamo,” said Garcia. Garcia also cited the volume of nuisance cases piling up with the Comelec, while the agency also has to respond to electoral petitions such as disqualification cases. He said there are 29 remaining nuisance cases on top of more than a thousand electoral disqualification cases pending before the poll body. He said the poll body is determined to resolve all nuisance petitions before the next election, and push to penalize nuisance candidacies in the future. “We have been pushing for the amendment of Section 69 of the Omnibus Election Code that defines nuisance candidates. We should criminalize nuisance candidacies. It should be criminalized either with imprisonment or fine, and perpetual disqualification from public office,” Garcia said. “If there is conspiracy, everyone involved should likewise be charged for misrepresentation of perjury, but at the same time, for the filing of nuisance candidacies,” he added. In response, Senator Risa Hontiveros welcomed the proposals by the Comelec, but said the measures could have been done earlier. She previously called the poll body’s slow process "ineffective and inefficient", which causes vindictiveness among political candidates. “I hope that we have a clear vision on this. We could have done this in the case of Gov. Degamo. Maybe he’ll still be alive by then,” Hontiveros said. Senator Ronald “Bato” Dela Rosa also vowed that the Senate will move on the proposed changes in the Omnibus Election Code, which is currently being heard in the Upper Chamber. “I hope that before the 2025 elections, your suggestion on the amendment of the provision on the Omnibus Election Code could be amended. The National Grid Corp. of the Philippines recently conducted the Substation Operation, Maintenance and Testing Skills Exhibition in its Mexico Substation as part of its ongoing efforts to promote excellence in its operations. The activity, which was last held in 2015, brought together more than 100 personnel from NGCP’s Operations and Maintenance department for the three-day gathering to display skills, exchange best practices, hone technical competencies and foster camaraderie. The event dubbed as “Kagalingan sa Pagtupad ng Tungkulin” or Excellence in Task Performance, featured technical presentations on current and power transformer testing, transformer differential relay setting, power circuit breaker testing, and battery bank testing, while exhibitions of different groups include emergency shutdown procedures, inspection, maintenance, testing, and commissioning of transformers and other substation equipment. “We are happy to be able to conduct this activity after years of being constrained to online activities.
