A model urban community
As a young boy, I loved drawing a “roadmap” of livable communities where family and industry were central to this unadulterated fun design. I would put skyscrapers and blend these with old trees, brilliant lights, and flowers along walkways and entertainment centers. The distance between neighborhoods was enough to give space and privacy. In this universe, people of different economic classes are resilient to the challenges and complexities of modern living. I grew up in a small town with inadequate potable water and transportation. There was a thin line between regression and progression where one cannot differentiate silt from clay particles when wading through the flooded, muddy streets of Barangay Busugon in San Remigio municipality. Life then was simple but joyous because of my family and the neighborhood. This was my unsophisticated urban planning, where things that matter most to me can be found in one place. Although I did not become a city or urban planner, my interest in “designing” communities is as strong as my entrepreneurial consciousness. It has become an advocacy. Be that as it may, urban planning, a form of spatial planning, requires strategic innovations and thorough study to develop equitable habitats and sustainable human settlements and development. A strategic plan, or a development plan, considers population growth, zoning, geographic mapping, structural and people’s safety analysis, water supply, and essential social services. Urban planning, says the United Nations Human Settlements Programme or UN-HABITAT, should “improve policies, plans, and designs for more compact, socially inclusive, better integrated, and connected cities that foster sustainable urban development and are resilient to climate change at the city, regional, and national levels.” The world’s best-planned urban cities include Singapore City in Singapore, Brazilia in Brazil, Chandigarh in India, Seoul in South Korea, and Copenhagen in Denmark. In the Philippines, five regions that surpassed the national level of urbanization in 2020 are Calabarzon (70.5 percent), Davao (66.8 percent), Central Luzon (66.3 percent), and Soccsksargen (55.5 percent), according to the 2022 report of the Philippine Statistics Authority (PSA) based on the 2020 population census. The cities of Angeles in Pampanga and Mandaue in Cebu had the highest level of urbanization, with 100 percent each. Of the country’s 81 provinces, 11 provinces registered a level of urbanization higher than the national level in 2020. On a sad note, Eastern Visayas (14.7 percent), Cagayan Valley (19.5 percent), Bicol (23.8 percent), Ilocos (25.5 percent), and Bangsamoro Autonomous Region in Muslim Mindanao (27.6 percent) posted the lowest level of urbanization, the same PSA report showed. Overseas, towns and villages have adapted to technological innovations and big data for urban analytics. Urban planners now consider including countryside localities in developing sustainable and resilient communities despite needing more resources, strategies, and expertise. Many urban planners find harmony in geometry and numbers, taking a leaf from the ancient works of Greek architect and mathematician Hippodamus of Miletus, considered the father of urban planning. Today’s towns and cities incorporate functional innovations where everything gets “smart,” from people to intelligent traffic lighting and drones, better infrastructures, facilities, and communications systems, and a strategic blueprint for mitigating the impact of climate change and other environmental problems. With the booming population nationwide, it would be wise to create more growth areas outside the center of progress to improve service and operational efficiency. Local executives and councils must do much work to empower those who must catch up and provide leadership in a highly competitive environment. After all, greater economic inclusion should benefit people with low or no incomes and vulnerable sectors. The beauty of inclusive urban planning lies in ensuring that all can partake of its benefits. As Greek philosopher Socrates once said: “By far the greatest and most admirable form of wisdom is that needed to plan and beautify cities and human communities.” Ultimately, any strategic urban design should not only be a mixture of arts and humanities, but also a fusion of science and numbers. Gun-for-hire group members nabbed in Bohol, P300K shabu seized
CEBU CITY, Philippines – Members of a suspected gun-for-hire group that is based in Bohol landed in jail after they were caught by authorities during a buy-bust operation early on Thursday morning, October 19,2023. The anti-illegal drugs operation was made in Purok 1, Barangay Danao in Panglao, Bohol at around 6:30 a.m. Two of the arrested persons were identified as Regie Abundo and his alleged cohort, Christian Manayaga. Also arrested were their “associates” who were identified as Bridget Rose Olaivar and Princess Vanna Cutaran. Meanwhile, two minors were also rescued during the buy-bust operation. Police described the suspects as high-value individuals (HVI) who are part of an “emerging” gun-for-hire group. Authorities recovered from their possession 55 grams of suspected shabu worth at least P374,000; a .9mm pistol loaded with 9 live ammunitions; and a KG-9 sub machine gun with 19 live ammunitions. The buy-bust operation was organized by the Provincial Intelligence Unit (PIU)/ Provincial Drug Enforcement Unit (PDEU) of the Bohol Police Provincial Office together with the Panglao Municipal Police Station and Dauis Municipal Police Station. Gun-for-hire group Police Lieutenant Colonel Gerard Ace Pelare, spokesperson of the Police Regional Office in Central Visayas (PRO-7), said that based on their investigation, the arrested individuals were part of a gun-for-hire group. He said that the highly-organized group may have been responsible for previous drug-related shooting incidents in Bohol province. “Sa atong investigation nga gihimo, kini nga grupo na-involve ni sila sa mga drug-related shootings in Bohol previously. So, atoning gitan-aw. What we are going to do is we conduct ballistic examination sa armas nga nakuha, atong i-match didto sa mga previous shooting incidents,” he said. Pelare said that they will be conducting backtracking as part of their ongoing investigation. “We are now considering backtracking of shooting incidents in previous months kay naa tay nakita nga mga information nag na-involve sila sa drug-related incidents,” he said. Surveillance According to Pelare, local authorities conducted surveillance and intelligence monitoring to gather evidence before the conduct of the buy-bust operation. Day 1 of campaign for Barangay and SK elections ‘successful and peaceful’ – CCPO
CEBU CITY, Philippines – The official start of the ten-day campaign for the Barangay and Sangguniang Kabataan Elections (BSKE) in Cebu City was “peaceful and successful.” Police Lieutenant Colonel Janette Rafter, deputy director for operations of the Cebu City Police Office (CCPO), said they did not record any untoward incidents from the city’s 80 barangays on Thursday, October 19. She said there were gatherings of a huge crowd of supporters as the candidates and their followers became excited that they were finally able to start their campaign. “The first day of the ten-day campaign period was really very successful and peaceful. Although, as I’ve said, medyo naay mga barangay nga nabibo. Murag nabibo sila tungod sa paglaunch sa mga campaign strategy sa atong mga kanya-kanyang kandidato puhon sa BSKE 2023 karong October 30,” she said. Motorcades Rafter said that on Thursday, there were candidates who officially opened their campaign with a motorcade. But, the conduct of motorcades did not have much effect on vehicular traffic since most of these were done on barangay roads. There were also those who started to already post their campaign materials. “Naa silay mga gibuhat nga mga aktibidades sa ilang mga tagsa-tagsa ka mga barangay kung asa sila molunsad but it didn’t really affect in any way sa atong trapiko sa Sugbo,” she added. The campaign period is scheduled from October 19 to 28. At least 80 of 947 personnel will be deployed to augment security parts of Cebu province. They find the weakest link in the organizations. They find time and the right opportunity to enter to spread the virus,” he said. The cybersecurity expert said that with adversaries seeking to exploit vulnerabilities at every step of the application life cycle, it has become more crucial than ever for organizations to strengthen their security measures. “Right now, generative artificial intelligence is used to send effective phishing emails. And with AI, cyber threats can evolve. That is the reason we are asking all organizations to go along with the evolution to protect organizations. Legacy technology should be changed to the latest and safest one. This will put organizations to be at par with others. Cybersecurity is all about mindset as all dealings in the future will be digitalized and your organization will be left behind, then the future is not good for you,” said Visaya. On Monday, Senator Risa Hontiveros filed Senate Resolution 829, seeking to find out why three government institutions were penetrated by hackers, which led to the leaking of individuals’ personal information and raising doubts about the agency's capability to protect the data of citizens. “The breach of personal and sensitive information kept by government agencies endangers the safety and security of all Filipinos -- leaving us even more vulnerable to increasingly nefarious schemes involving text message spams, online scams, phishing, financial fraud, extortion, blackmail, and identity theft,” the resolution read. Last month, state insurer Philippine Health Insurance Corporation was reportedly attacked by Medusa Ransomware, compromising some members' personal and sensitive information such as addresses, and social security numbers, among others. A separate cyberattack targeted the Philippine Statistics Authority, which announced on 12 October that personal and sensitive data from its Community-Based Monitoring System had been accessed by "bad actors."
