Apayao seeks higher digital literacy
BAGUIO CITY — The Provincial Apayao Training Center kicked off on Wednesday a training program that aims to fulfill higher digital literacy targeting employees from various offices and departments of the provincial and municipal governments of Apayao. The two-day training first of the series of capacity building was started at is currently conducting a two-day photo and video editing training-workshop at the League of Municipalities of the Philippines Multipurpose Hall in San Gregorio, Luna, Apayao. At least 24 participants from various offices in the provincial and municipal government of Flora and Calanasan towns attended the training — the first of the various trainings under ATC’s latest learning and development initiative in addition to its other regular technical-vocational course offerings. The workshop-training series will be undertaken in collaboration with the provincial government’s Human Resource Management and Development Division of the provincial government of Apayao. They are part of the bid to enhance capacities of its target participants with 21st century skills and competencies in order to contribute to a more efficient and innovative civil service workforce that can effectively meet the challenges of modern times. ATC administrator Jerome Lacambra stressed that acquiring and honing the digital skills of civil servants is not just an advantage but also a necessity. “I hope that you will embrace this opportunity to learn and grow as workers of the government,” Lacambra said. “As one of the skills development training institutions in the province, it is our goal to empower you with essential digital skills and competencies and foster professional growth and enhance your capabilities in the modern workplace,” he added. Batanes still under Signal No. 2 as ‘Jenny’ moves over Phl Sea
The state weather bureau on Tuesday said Tropical Cyclone Wind Signal or TCWS No. 2 is still hoisted over Batanes as Typhoon Jenny moves north-northwestward over the Philippine Sea. In its latest weather bulletin, the Philippine Atmospheric, Geophysical, and Astronomical Services Administration, said typhoon Jenny was last tracked 325 kilometers east northeast of Itbayat, Batanes. The weather disturbance maintained its strength, packing maximum sustained winds of 155 kilometers per hour near the center, and gustiness of up to 190 kph. Gale-force winds will prevail in Batanes. Meanwhile, strong winds will prevail in areas where TCWS No. 1 remains hoisted: Cagayan including Babuyan Islands, the northern and eastern portions of Isabela (Maconacon, Divilacan, Palanan, Santa Maria, San Pablo, Tumauini, Cabagan, Ilagan City, San Mariano, Santo Tomas, Dinapigue, Benito Soliven, Naguilian, Gamu, Quirino, Delfin Albano, Quezon, Mallig), Apayao, the northeastern portion of Abra (Tineg, Lacub, Malibcong), the northern portion of Kalinga (Balbalan, Pinukpuk, Rizal, City of Tabuk), and Ilocos Norte. Typhoon Jenny maintains strength over Phl Sea
Typhoon Jenny maintains strength as it moves north-northwestward over the Philippine Sea, the state weather bureau said Tuesday. In its latest weather bulletin, the Philippine Atmospheric, Geophysical, and Astronomical Services Administration, said Typhoon Jenny, as it continues to enhance Southwest Monsoon or habagat, will bring significant rains over the western portions of Central Luzon, Southern Luzon, and Visayas in the next three days. PAGASA said the enhancement of the Southwest Monsoon by Jenny will bring gusty conditions for the next 3 days over the following areas not under any Wind Signal, especially in coastal and upland/mountainous areas exposed to winds including Bataan, the southern portion of Aurora, Metro Manila, Calabarzon, Romblon, and most of Bicol Region. Gale Warning is hoisted in the coastal waters along the seaboards of Northern Luzon. The typhoon will also bring moderate to rough seas (1.5 to 3.5 m) over the coastal waters of northern Aurora. PAGASA advised mariners of motor bancas and similarly-sized vessels to take precautionary measures while venturing out to sea. If possible, navigating in these conditions, especially if inexperienced or operating ill-equipped vessels, shall be avoided. Typhoon Jenny is forecast to move northwestward or west-northwestward until tomorrow before turning generally westward thereafter. On the track forecast, Jenny will make landfall over the southern portion of Taiwan between late Wednesday evening, or Thursday morning, then exit the Philippine Area of Responsibility between Thursday morning and afternoon. When outside the PAR region, Jenny will continue moving westward slowly over the Taiwan Strait towards the coastal waters of southern China. PAGASA said the weakening trend continues due to the increasing dry air entrainment and vertical wind shear. “Land interaction during its passage over the rugged terrain of southern Taiwan will further weaken the tropical cyclone. Once over the Taiwan Strait, additional cool dry air from the north will entrain into JENNY, resulting in further weakening,” it added. Typhoon Jenny was last tracked over the 325 km East Northeast of Basco, Batanes as it moves North Northwestward at 10 kilometers per hour. It packs maximum sustained winds of 155 kph near the center and gustiness of up to 190 kph. Tropical Cyclone Wind Signal PAGASA said the Tropical Cyclone Wind Signal No. 2 is hoisted in Batanes with winds of greater than 62 kph and up to 88 kph may be expected in at least 24 hours. Classes in all levels were suspended in the towns of San Manuel, Pozorrubio, and San Jacinto, while classes from pre-school to high school were canceled in the towns of Asingan, Mangaldan, and San Fabian. State weather bureau Philippine Atmospheric, Geophysical and Astronomical Services Administration on Sunday announced that tropical storm “Jenny” has further intensified and may reach typhoon category in the next three days. PAGASA said that the center of “Jenny” was located 835 kilometers east of Central Luzon packing maximum sustained winds of 85 kilometers per hour near the center and gustiness of up to 105 kph while moving northwestward at 20 kph. Jenny is forecast to steadily gather strength and may become a severe tropical storm on Sunday and may reach typhoon category on Monday evening or on Tuesday. Super Typhoon Goring affects nearly ‘200k’ people, infra damage reaches P41-M
Supertyphoon Goring has already battered some 56,410 families equivalent to 196,926 individuals with a total of P41,175,000 worth of damage to infrastructures as of Wednesday, the National Disaster Risk Reduction and Management Council said. The latest data from NDRRMC showed that the inclement weather has displaced 48,997 individuals from 832 barangays in the Ilocos Region, Cagayan Valley, Central Luzon, Calabarzon, Mimaropa, Western Visayas and the Cordillera Administrative Region. Of the number, 9,608 families equivalent to 35,095 persons are now being sheltered in 376 activated evacuation centers while another 3,407 families, or 13,902 persons are being aided outside. No casualties were reported but the NDRRMC said it was verifying a report on a missing individual. Also, it has yet to report on the cost of agricultural damage due to Goring. Some 28 roads and 19 bridges remained not passable with six areas experiencing power interruption in Ilocos Region, Cagayan Valley, Calabarzon, Western Visayas, CAR, and Mimaropa. While two areas in Calabarzon and Western Visayas have no water supply. NDRRMC said six flights were canceled in Cagayan Valley while a total of 67 seaports were affected in Cagayan Valley, Calabazon, Mimaropa, and Western Visayas. The government said it has already provided a total of P7,844,038 worth of assistance to the typhoon-affected families. The Philippine Atmospheric, Geophysical, and Astronomical Services Administration said Super Typhoon “Goring” continues to maintain strength as it approaches the northwestern boundary of the Philippine Area of Responsibility. PAGASA said “Goring” is forecast to follow a mainly west-northwestward path across the Luzon Strait from today until it exits the Philippine Area of Responsibility (PAR) tonight or tomorrow morning. Outside the PAR region, the “Goring” will continue its west-northwestward movement for the remainder of tomorrow before turning more westward on Friday while slowing down, then west-southwestward on Saturday. “Goring” is likely to remain as a super typhoon until Friday. “Increasingly unfavorable conditions over the waters off the coast of Guangdong will trigger a weakening trend and by Monday, Goring will have weakened into a severe tropical storm,” PAGASA said in its advisory. The Philippine Atmospheric, Geophysical, and Astronomical Services Administration on Monday said “Goring” continues to weaken while moving north-northeastward over the Philippine Sea. Heavy rainfall due to “Goring” is still expected in the northeastern portion of mainland Cagayan by Monday with 50 to 100 millimeters of rain pouring expected over the Batanes, Babuyan Islands and the northern portions of mainland Cagayan, Apayao, and Ilocos Norte by Tuesday. Batanes will have greater than 200 mm raindrops on Wednesday, including Babuyan Island at 100 to 200 mm while 50-100 mm rains are expected in the northern portions of mainland Cagayan, Apayao, and Ilocos Norte. PAGASA said the southwest monsoon enhanced by “Goring” meanwhile brings occasional or monsoon rains over the western portions of Central Luzon, Southern Luzon, and Visayas over the next three days. “Goring” is forecast to maintain its strength or may slightly weaken further in the next 12 hours due to the upwelling of cooler ocean waters and the onset of dry air intrusion before re-intensifying as it turns northwestward. The weather disturbance may pass close to Batanes at or near its peak intensity. Operation Listo in place for typhoon Goring – DILG
Department of the Interior and Local Government Secretary Benhur Abalos on Sunday urged local chief executives in the Cagayan Valley Region and in other affected regions to be on their toes and carry out the necessary critical preparedness actions in accordance with the Department’s Operation Listo disaster preparedness manual, as Tropical Cyclone “Goring” is projected to become a super typhoon. Abalos at the same time, have already directed their office in Region 2 to activate the Emergency Operations Center (EOC) and Disaster Online Reporting and Monitoring System (DORMS) starting August 25 to ensure the adherence of local government units (LGUs) within their jurisdiction to Operation L!STO Disaster protocols. In a memorandum to concerned LGUs, the DILG urged them to convene their local disaster risk reduction and management councils (DRRMCs), conduct pre-disaster risk assessment for floods and other hazards, activate their barangay DRRMCs for early warning and monitoring of landslide zones, and assess the structural integrity of evacuation areas. “The safety of our people is primordial. Hence, affected LGUs must implement preemptive evacuation when necessary, prioritize the health and safety of all response personnel and evacuees, and preposition supplies and equipment,” Abalos said. LGUs were also reminded to continuously inform and advise affected communities of situation updates and intensify the use of social media platforms for public information, among others. Based on the latest weather advisory, “Goring”, which was estimated at 195 kilometers east of Calayan, Cagayan, will further enhance the Southwest Monsoon affecting Central and Southern Luzon, Visayas, and Mindanao. Heavy to intense rains are expected in Cagayan, Isabela, and Aurora. Moderate to heavy with at times intense rains are also expected in Batanes, Mountain Province, Ifugao, Kalinga, Quirino, and Apayao. In its latest weather bulletin, PAGASA said Goring was last spotted 145 kilometers per hour (kph) East Northeast of Tuguegarao City, Cagayan, packing maximum sustained winds of 155 kilometers per hour (kph) near the center and gusts of 190 kph. PAGASA raised Signal No. 3 over the northeastern portion of Cagayan (Santa Ana) and the extreme eastern portion of Isabela (Divilacan, Palanan). ‘Egay’ onslaught leaves Baguio teen dead
BAGUIO CITY — The onslaught of super typhoon “Egay” — which brought heavy downpour and strong winds destroying structures here — has claimed the life of a 16-year-old student who was trapped inside their home following a landslide. According to the Baguio City Police Office, the lone fatality was with his parents when a landslide devoured their house in Barangay Bakakeng Central around 10:30 a.m. on 26 July 2023. The parents, a 59-year-old construction worker and 48-year-old housewife were retrieved alive by responders. Meantime, reports from the City Disaster Risk Reduction and Management Office, the City Social Welfare and Development Office disclosed that 145 families with 639 individuals were affected in barangays Irisan, Lourdes Subdivision Extension., Camp Allen and San Roque Villages due to the following incidents: 69 flooding, 15 landslides, 11 blown roof and nine fallen trees. Three houses or properties of said affected families were totally destroyed while 65 were damaged partially. The City Disaster Risk Reduction Management Office and the City Mayor’s Office led by acting Mayor Faustino Olowan activated the operations center at the onset of the rains and coordinated response to reported incidents with teams from other city government offices, line agencies, volunteer groups and private companies. Reported incidents were 97 leaning/fallen trees/branches; 20 electrical concerns; 12 flooding; 8 soil erosion; 2 stranded people/vehicle; 11 landslide; and 2 clogged drainage. The Benguet Electric Cooperative, on the other hand, announced that it has restored power in 60 percent of Baguio City and Benguet province as of 8 a.m. Thursday, and disclosed the sheer volume of damages to its distribution system with initial cost of damages placed at more than P2.6 million due to broken, damaged and eroded poles felled by trees that fell on the wires. Marcos Highway and Naguilian Road remain open even as the Department of Public Works and Highways said road clearing operations are continuing in stretches affected by the typhoon warning people to “observe extra caution while on the road and avoid unnecessary travel if possible.” In other developments, the Office of the Civil Defense Cordillera reported that a total of 2,421 families or 7,795 individuals sought refuge to the houses of their relatives and evacuation centers in the Cordillera Region during the typhoon. The figures were from the provinces of Benguet, Abra, Apayao, Kalinga and Mountain Province. In Abra, there are 2, 202 families or 7,324 individuals from the 39 municipalities were forced to leave their homes. Some of them went to the designated evacuation centers and some to the houses of their relatives. The province listed the most evacuees. At least 60 families or 194 individuals in Apayao went to the evacuation centers or their relatives. The evacuees are from 9 barangays in the province. PAGASA: New tropical cyclone may enter PAR as Egay moves out
The Philippine Atmospheric, Geophysical and Astronomical Services Administration, said Typhoon Egay is now out of the Philippine area of responsibility while a new tropical cyclone is likely to hit the country. PAGASA said ‘Egay’exited PAR at 8 a.m. and was on its way to the Taiwan Strait and China. It was last tracked over 255 kilometers west of Itbayat, Batanes, packing maximum sustained winds of 150 kilometers per hour near the center and 185 kph gusts. Meanwhile, PAGASA said it now monitoring another tropical cyclone, which was last tracked 1,585 km east of Eastern Visayas still outside PAR and it “has no direct effect on any part of the country yet.” The tropical cyclone may enter PAR between Saturday night and Sunday. PAGASA said the Tropical Cyclone Wind Signal No. 2 is still hoisted over Batanes, the northwestern portion of Cagayan (Claveria, Santa Praxedes) including Babuyan Islands, and the northern portion of Ilocos Norte (Pagudpud, Adams, Bangui, Dumalneg, Burgos). These areas may experience flooding, especially in low-lying areas. Strong winds could damage old and light materials amid inclement weather. ‘Egay’ exits after trail of destruction
The number of persons affected by the combined effects of typhoon “Egay” (international name: “Doksuri”) and the southwest monsoon or habagat has climbed to more than 309,909, the National Disaster Risk Reduction and Management Council said on Wednesday. The NDRRMC said the typhoon battered 460 barangays in the Ilocos Region, Cagayan Valley, Central Luzon and CALABARZON. In a public briefing, NDRRMC chairperson and Defense Secretary Gilberto Teodoro Jr. said they were still validating the total number of casualties. The government, he added, is still in the process of assessing the damage wrought by the typhoon in communities. “We are still in the period of rapid response, number one, to serve our displaced countrymen; number two is to ensure that basic services are restored as soon as possible; and the most important is to ensure that everybody as much as possible is safe,” he said. In Cagayan Valley, the typhoon affected 4,925 families, or 16,031 individuals, residing in 22 towns. In Ilocos Norte, the provincial government declared a state of calamity after pre-emptively evacuating 203 families affected by a landslide and flooding in Bangui, Badoc, Bacarra, Pagudpud, Banna, Adams, Solsona, Piddig, Burgos, Paoay, Batac and Laoag. The latest update from the state weather bureau, PAGASA, showed that Egay was last monitored over the coastal waters of Calayan (Dalupiri Island), Cagayan, moving west-southwestward at 10 kilometers per hour. The typhoon has maximum sustained winds of 175 kph near the center with gustiness of up to 240 kph. Egay will continue to affect the northwestern portion of Cagayan, including the Babuyan Islands, Ilocos Norte, Batanes, Ilocos Sur, the rest of Cagayan, Apayao, Abra, Zambales, the rest of the Cordillera Administrative Region and the Ilocos Region. Meanwhile, the habagat or southwest monsoon enhanced by “Egay” will continue to bring occasional rains over the western portions of Central Luzon, Southern Luzon and the Visayas until the weekend. Gusty conditions will prevail in areas under any wind signal, especially in coastal, upland, and mountainous areas exposed to wind in Luzon and the Visayas due to the typhoon and the enhanced southwest monsoon. Typhoon "Egay" made landfall over Fuga island in Aparri, Cagayan as it moves westward at 20 kilometers per hour according to Philippine Atmospheric, Geophysical and Astronomical Services Administration early Wednesday, 26 July. The state weather bureau's 5:00 a.m. bulletin said that Egay may exhibit wobbling motion while in the vicinity of Babuyan Islands in the next 6 hours. Egay is currently packing maximum sustained winds of 175 km/h near the center and gustiness of up to 215 km/h. Tropical Cyclone Wind Signal no. 4 is still raised over the northern portion of Cagayan including Babuyan Islands, the northern portion of Apayao, and the northern portion of Ilocos Norte. At least 16,888 individuals or 4,554 families have already been affected by super typhoon "Egay" (international name: Doksuri) and the intensified southwest monsoon or "habagat" as of Tuesday, according to the latest report of the National Disaster Risk Reduction and Management Council. NDRRMC said the affected families are residing in 11 towns and 28 villages within the Ilocos Region, Calabarzon, Bicol Region, Western Visayas and Northern Mindanao. It also reported that around 100 persons were displaced while 38 individuals or 16 families opted to evacuate from their residences to stay in three activated evacuation centers. NDRRMC reported 21 flooding and landslide incidents due to inclement weather. One town is currently experiencing power interruption while one town has no water supply. Some 128 classes were suspended and 87 towns opted to hold off work in the offices amid the bad weather. Classes at all levels in Bacolod were canceled, although those affected were mostly private elementary and high school students as some private tertiary schools shifted to remote learning instead. The Manila International Airport Authority has so far reported 20 canceled flights on Tuesday due to inclement weather and in anticipation of the severe effects of the super typhoon, while 70 seaports were affected by the weather disturbance. Bong Go’s office assists conflict-affected residents in Libmanan, Camarines Sur
Senator Christopher “Bong” Go’s office extended assistance to conflict-affected and Geographically-Isolated and Disadvantaged Areas in Libmanan, Camarines Sur on Friday, 14 July. The initiative reflects Go’s continuing commitment to assist the most vulnerable communities in the country, particularly barangays where the distribution of government assistance is hampered due to their geographical locations and the existence of local conflicts. “Our goal is not just to address immediate needs, but also to create long-lasting impacts. We are extending our hand to the communities often neglected and forgotten due to their geographical location or internal conflicts. Everyone deserves equal access to government aid and support, regardless of where they live,” said Go. Go also reminded the residents about the importance of unity and cooperation in overcoming challenges. “In these times of crisis, it is paramount that we come together as one nation. Our strength lies in our unity and collective action,” he stated. During the activity held at Brgy. Villasocorro covered court, Go’s team distributed masks, vitamins, snacks and shirts to 108 beneficiaries. The team also provided several individuals with balls for basketball and volleyball. The Malasakit Centers program was initiated by Go in 2018 and was later institutionalized through the Malasakit Centers Act of 2019, which he principally authored and sponsored. The program aims to facilitate easy access to various medical assistance programs provided by DSWD, Department of Health, Philippine Health Insurance Corporation, and Philippine Charity Sweepstakes Office. There are currently 158 Malasakit Centers operating nationwide, successfully aiding over seven million Filipinos, according to the DOH. Go also stressed the significance of the Super Health Centers, which he initiated, in bridging the healthcare gap especially in communities. Through the concerted efforts of fellow lawmakers, sufficient funding has been allocated for the construction of 307 Super Health Centers in 2022 and additional 322 centers in 2023. The DOH, as the lead implementing agency, identifies strategic areas where these centers will be built. In Camarines Sur alone, 18 Super Health Centers have been funded for construction in 2022 and 2023. Super Health Centers are designed to provide basic health services, including database management, outpatient care, birthing facilities, isolation units, diagnostic services (such as laboratory tests, X-rays, and ultrasounds), pharmacies, and ambulatory surgical units. In addition, specialized services like eye, ear, nose, and throat care, oncology centers, physical therapy and rehabilitation centers, and telemedicine capabilities for remote diagnosis and treatment of patients will also be available. Go, in his capacity as vice chairperson of the Senate Committee on Finance, supported a range of projects aimed at improving infrastructure in the province, including the construction of the Mabolo-Almeda Bypass Road in Naga City. Go was also instrumental in the enhancement of the San Fernando Sports Complex in San Fernando town, improvement of the Bula and Nabua Section channel, and construction of the Lalud-Garchitorena Road, among others. TD ‘Dodong’ to reach tropical storm category this weekend
The Philippine Atmospheric, Geophysical and Astronomical Services Administration said Tropical Depression Dodong is forecast to reach the tropical storm category by Saturday afternoon or evening while over the West Philippine Sea. It is expected to exit the Philippine area of responsibility either Saturday or Sunday. TD Dodong made its first landfall in Dinapigue, Isabela early Friday morning. It was last tracked in the vicinity of Lasam, Cagayan, maintaining maximum sustained winds of 45 kilometers per hour (kph) near the center and gustiness of 75 kph. Several areas in Luzon remain under Tropical Cyclone Wind Signal No. 1 as of Friday, particularly over the Cagayan, Isabela, Apayao, Kalinga, Abra, Mountain Province, Ifugao, Benguet, Ilocos Norte, Ilocos Sur, La Union, and the northern portion of Pangasinan (San Nicolas, San Manuel, Sison, San Fabian, Pozorrubio, Bolinao, Bani, City of Alaminos, Sual, Labrador, Lingayen, Agno, Binmaley, Dagupan City, San Jacinto, Mangaldan, and Anda). PAGASA said strong breeze to near gale strength winds are likely in these areas.
